રાજ્યના શહેરો-નગરોની કાયાપલટ કરવા માટે રાજ્ય સરકારે મક્કમ નિર્ધાર કરીને સમયબધ્ધ આયોજન કર્યુ છે. જેના પરિણામે રાજ્યના શહેરો અને નગરો માળખાગત સુવિધા ક્ષેત્રે ગુજરાતમાં શીરમોર રહ્યાં છે. ગુજરાત વિધાનસભા ખાતે શહેરી વિકાસ અને શહેરી ગૃહ નિર્માણ વિભાગની વર્ષ ૨૦૧૯-૨૦ની સુધારેલ અંદાજપત્રની રૂ.૧૩૧૪૯ કરોડની માંગણીઓ રજુ કરતાં નાયબ મુખ્યમંત્રી નીતિન પટેલે ઉમેર્યુ હતું કે, ગુજરાત શહેરીકરણની દ્રષ્ટિએ સદા અગ્રેસર રાજય રહ્યું છે અને રાજયની આશરે ૪૫% થી વધુ વસ્તી આજે શહેરોમાં વસે છે. વધતા જતાં શહેરીકરણ અને ઔધોગિકરણ અને વિકાસની આ હરણફાળને કારણે શહેરોમાં વિવિધ પ્રકારની માળખાકીય સુવિધાઓ, રોડ, ગટર, પાણી, વીજળી, સામાજિક આંતરમાળખાકીય સુવિધાઓ પૂરી પાડવા મોટા પાયે નાણાંકીય ફાળવણી કરી છે.
રાજ્ય સરકારે શહેરોના સુગ્રથિત વિકાસ અને આંતર માળખાકીય સુવિધાઓના નિર્માણ પર વિશેષ ધ્યાન કેન્દ્રિત કરીને મોટા પાયા પર નાણાંની ફાળવણી કરી છે. વર્ષ-૨૦૦૯ માં શરૂ કરવામાં આવેલ મહત્વની સ્વર્ણિમ જયંતિ મુખ્યમંત્રી શહેરી વિકાસ યોજના હેઠળ શહેરોમાં રોડ, રસ્તા, પાણી, વીજળી, ભૂગર્ભ ગટર, સુએઝ ટ્રીટમેન્ટ પ્લાન, જનભાગીદારી યોજના હેઠળ ખાનગી સોસાયટીઓમાં માળખાકીય સુવિધાઓ પૂરી પાડવામાં આવે છે. માળખાગત સુવિધાઓ જેવી કે બગીચાઓ, ફલાયઓવર, પુલો, ટાઉનહોલ વગેરે સુવિધાઓ માટે જોગવાઇ કરવામાં આવે છે. વર્ષ ૨૦૧૮-૧૯ સુધીમાં આ યોજના હેઠળ રૂ.૩૦,૫૦૦ કરોડ જેટલી માતબર રકમ શહેરી વિસ્તારો માટે ફાળવવામાં આવી છે. ચાલુ વર્ષે પણ આ યોજના હેઠળ રૂ.૪૮૯૪ કરોડ જેટલી રકમની જોગવાઇ કરાઇ છે.
આગામી ત્રણ વર્ષમાં પૂર્ણ કરાશે કામગીરી
તેમણે કહ્યુ કે, રાજયના મોટા શહેરોમાં ઔધોગિક વિકાસ અને વસ્તીમાં થતાં સતત વધારાને કારણે ટ્રાફીક અને પ્રદુષણની સમસ્યા દિન પ્રતિદિન ગંભીર બનતી જાય છે ત્યારે નાગરિકોના સમયની બચત થાય તે માટે રાજ્યની મહાનગરપાલિકાઓમાં ૫૪ અને નગરપાલિકા વિસ્તારોમાં ૨૧ મળી કુલ-૭૫ ફલાય ઓવર અને ૩૭ રેલ્વે ફાટકો ઉપર ઓવરબ્રીજ અથવા અન્ડર બ્રીજ બનાવવાની કામગીરી ચાલુ વર્ષથી શરૂ કરાશે. જે આગામી ત્રણ વર્ષમાં પૂર્ણ કરાશે. આ માટે રૂ.૩૫૦ કરોડની જોગવાઇ કરાઇ છે. તેમજ શહેરની આજુબાજુના વિસ્તારો તથા આઉટગ્રોથ વિસ્તારોમાં પણ પાણી, રસ્તા, સ્ટ્રીટ લાઇટ, ડ્રેનેજ વગેરે કામો માટે રૂ.૨૫૦ કરોડની આ વર્ષે વિશેષ ફાળવણી કરી છે.
રાજયની ઘણી નગરપાલિકાઓમાં ખાસ કરીને સૌરાષ્ટ્ર અને કચ્છની નગરપાલિકાઓમાં પીવાના પાણીની સમસ્યાના નિવારણ માટે અને લોકોને નિયમિત પાણીનો પુરવઠો પૂરો પાડી શકાય તે માટે આવી નગરપાલિકાઓ માટે જ વિશેષ રૂ.૨0૦ કરોડની ખાસ ફાળવણી કરવામાં આવી છે.

૨.૬૨ લાખ આવાસોની કામગીરી પૂર્ણ
રાજયમાં ઓછી આવક ધરાવતાં તમામ લોકોને વર્ષ-૨૦૨૨ સુધીમાં સૌને ઘર પૂરા પાડવાના ઉમદા હેતુસર પ્રધાનમંત્રી આવાસ યોજના હેઠળ ૪,૮૦,૦૦૦ આવાસો મંજૂર કરવામાં આવ્યાં છે તેમ જણાવી નાયબ મુખ્યમંત્રી નીતિન પટેલે ઉમેર્યુ કે, આ માટે ચાલુ વર્ષે કુલ રૂ.૧૨૪૮ કરોડની ફાળવણી કરવામાં આવેલ છે. અત્યાર સુધી ૨.૬૨ લાખ આવાસો અંગેની કામગીરી પૂર્ણ કરવામાં આવી છે. આ યોજના હેઠળ ઝૂંપડપટૃી પુનઃવસન, કેડ્રીટ લીંક સબસીડી,એફોર્ડેબલ હાઉસ ઇન પાટર્નરશીપ અને લાભાર્થીની આગેવાની હેઠળ ઘર બાંધકામ માટે સહાય એમ ચાર ઘટક માટે વિવિધ સહાય આપવામાં આવે છે. કેડ્રીટ લીંક સબસીડી કંપોનન્ટ હેઠળ ગુજરાત સહાય આપવામાં દેશભરમાં પ્રથમ ક્રમે છે.
સ્વચ્છ ભારત મિશન હેઠળ શહેરોને સ્વચ્છ બનાવવા અને નાગરીકોને આરોગ્યપ્રદ વાતાવરણ મળે તે માટે કુલ રૂ.૩૬૮ કરોડની જોગવાઇ કરવામાં આવેલ છે. આ યોજના હેઠળ શહેરોમાં શૌચાલયો, કોમ્યુનીટી ટોઇલેટનું બાંધકામ કરવામાં આવે છે. ઝીરો વેસ્ટ ડસ્ટ ફ્રી સીટીઝનો કોન્સેપ્ટ સિધ્ધ કરવા વિવિધ પ્રવૃતિઓ હાથ ધરાઇ છે.

અમદાવાદ મેટ્રો રેલની કામગીરી માટે રૂ.૫૧૦ કરોડની ફાળવણી કરવામાં આવી છે. અમદાવાદ-ગાંધીનગર મેટ્રો રેલ ફેઝ-ર તેમજ સુરત મેટ્રો ટ્રેન પ્રોજેકટને કેન્દ્ર સરકાર દ્વારા મંજૂરી આપવામાં આવી છે જે સંદર્ભે સર્વે અને તાંત્રિક અભ્યાસ માટે ચાલુ વર્ષે રૂ.૫૦ કરોડની ફાળવણી કરવામાં આવી છે. ચાલુ વર્ષે અકસ્માતને લગતી આગની ઘટનાઓને નિવારવા અને ઘટના સ્થળે તુરંત અગ્નિશામક સાધનો અને માનવબળ પહોંચી શકે તે માટે અત્યાધુનિક સાધનો અને માનવબળ ઊભુ કરવા માટે કુલ રૂ.૧૨૯ કરોડની નવી બાબત તરીકે ફાળવણી કરવામાં આવી છે.

નાયબ મુખ્યમંત્રીએ ઉમેર્યુ કે, અમૃત યોજના હેઠળ ૮ મહાનગરપાલિકા અને ૨૬ નગરપાલિકા વિસ્તારોમાં માળખાકીય સુવિધાઓ જેવી કે પાણી ગટર, વરસાદી પાણીનો નિકાલ, પરિવહન પૂરી પાડવા રૂ.૫૦૦ કરોડની જોગવાઇ કરવામાં આવી છે. આ યોજના હેઠળ કુલ રૂ.૪૮૮૪ કરોડના ૩૪૪ કામો મંજૂર કરાયા છે. રાજયના ૬ સ્માર્ટ સીટી અમદાવાદ, સુરત, વડોદરા, રાજકોટ, ગાંધીનગર અને દાહોદ સ્માર્ટસીટી મિશન અંતર્ગત એરીયા બેઝ વિકાસના માટે કામો, એરીયા રીડેવલપમેન્ટ, કમાન્ડ અને કંટ્રોલ સેન્ટર, CCTV ઇન્ટરનેટ કનેકટીવીટી વગેરે કામો માટે ચાલુ વર્ષે રૂ.૫૯૭ની જોગવાઇ કરવામાં આવી છે. આ યોજના હેઠળ કુલ રૂ.૧૨,૩૨૧ કરોડના કામોનું આયોજન કરવામાં આવ્યું છે.
રાજયમાં મહાનગરપાલિકાઓ અને નગરપાલિકાઓમાં વધુ પાવરનો વપરાશ કરતી સ્ટ્રીટલાઇટોને LED લાઇટોમાં પરિવર્તિત કરી મોટા પાયા પર વીજળીની બચત કરવામાં આવેલ છે. રાજયમાં ૧૧.૨૬ લાખ LED લાઇટો રીપ્લેસમેન્ટ દ્વારા લગાડવામાં આવેલ છે. તેમ જણાવી નાયબ મુખ્યમંત્રીએ ઉમેર્યુ કે, આ યોજના હેઠળ રાજ્ય માં પ્રવર્તમાન શહેરી વિસ્તારોના વિકાસના આયોજન અને અમલીકરણની પ્રવૃત્તિઓ કરવા સારૂ સ્થાનિક સંસ્થાઓને પ્રોત્સાહન મળે તે માટે સ્થાનિક સંસ્થાઓ અને સમુચિત સત્તામંડળો માટે મંજુર થયેલ નગર રચના યોજનાઓ અને વિકાસ યોજનાની દરખાસ્તોના અમલીકરણ માટે મહેકમ ખર્ચને પહોચી વળવા સારૂ રાજ્ય સરકાર દ્વારા સહાયક અનુદાન આપવામાં આવે છે.
ડીઝીટલ સીગ્નેચર સાથે ઓનલાઇન મળશે પ્રમાણપત્ર
ઇઝ ઓફ ડુઇંગ બિઝનેસ અંગે વિગતો આપતાં નીતિન પટેલે કહ્યું કે, રોકાણકારોને સરળતા રહે તે હેતુ થી અરજી, અરજીનું ટ્રેકીંગ, અરજી પરત્વેની ફી ભરપાઈ કરી શકે તથા ડીઝીટલ સીગ્નેચર થયેલ પ્રમાણપત્ર ઓનલાઇન મળી શકે તે પ્રકારની સુવિધા ધરાવતું ઇન્વેસ્ટર ફેસેલીટેશન પોર્ટલ વિકસાવવામાં આવ્યું છે. બાંધકામ પરવાનગી અને બાંધકામ વપરાશ પરવાનગી પરત્વે જી.આઇ.એસ. બેઝ્ડ સીસ્ટમ ડેવલપ કરવામાં આવશે. વિવિધ નાં-વાંધા પ્રમાણ પત્ર માટેની બાહ્ય સંસ્થાઓની ઓનલાઇન સીસ્ટમ સાથે ઇન્ટીગ્રેશન કરવામાં આવેલ છે.
શહેરોનો વધતો જતો વ્યાપ તેમજ વસ્તી વધારાને કારણે તેમજ મુક્ત ઔધ્યોગિક અને આર્થિક નીતિરીતિ ને કારણે રાજ્યના શહેરી વિકાસ વિસ્તારોના સમતુલિત આયોજીત વિકાસના હેતુસર વર્ષ ૨૦૧૮-૧૯ માં રાજ્ય સરકારે ૪ વિકાસ યોજના, ૪૮ મુસદારૂપ નગર રચના યોજના, ૨૮ પ્રારંભિક નગર રચના યોજના અને ૨૬ આખરી નગર રચના યોજના મંજુર કરવામાં આવી છે. આ માંગણીઓ વિધાનસભા ખાતે મંજૂર કરવામાં આવી છે.
