મુખ્યમંત્રી વિજય રૂપાણીએ જીવદયા, અનુકંપા અને કરૂણાના સંસ્કાર વારસાને વધુ પ્રબળ બનાવી અહિંસક-દિવ્ય-ભવ્ય ગુજરાતને ઉત્તમ થી સર્વોત્તમ તરફ લઇ જવાની સ્પષ્ટ નેમ વ્યક્ત કરી છે. આ સંદર્ભમાં મુખ્યમંત્રીએ કહ્યું કે, શાસન કર્તાની નૈતિક ફરજ સૌ જીવોને અભયદાનની છે. આ સરકારે શાસન દાયિત્વ સંભાળ્યુ ત્યારથી કાયદાની મર્યાદામાં રહિને વધુને વધુ જીવોની રક્ષા માટેનું કાર્ય કરેલું છે.

મુખ્યમંત્રી વિજય રૂપાણી ધુળેટીના પાવન પર્વે સમસ્ત મહાજન દ્વારા આયોજિત મુખ્યમંત્રીની રજત તૂલા અને પાંજરાપોળોને ચેક વિતરણ તથા ત્રણ ગૌચર વિકાસ કામોના શુભારંભ અવસરે સંબોધન કર્યું હતું. મુખ્યમંત્રી વિજય રૂપાણીએ અબોલ-મૂંગા પશુજીવો પ્રત્યે પોતાની આગવી સંવેદના પ્રગટ કરતા જાહેર કર્યું કે, તેમની આ રજત તૂલામાં આવેલી ૮૫ કિ.ગ્રામ જેટલી ચાંદીની રાશિ રાજ્યની ગૌશાળા પાંજરાપોળના મૂંગા પશુધનના કલ્યાણ કાર્યો માટે ઉપયોગમાં લેવાશે.
આપણું ગુજરાત હેમચંદ્રાચાર્ય, મહાત્મા ગાંધી, સરદાર સાહેબનું ગુજરાત છે.જીવદયા આપણા સંસ્કાર છે. ત્યારે અહિંસા પરમો ધર્મના મંત્રને આત્મસાત કરીને રાજ્યમાં ગૌ વંશ હત્યા કાનૂન કડક બનાવ્યાં છે. હવે ગૌવંશ હત્યા કરનારને ૧૪ વર્ષ જેટલી આકરી કેદની સજાની જોગવાઇ કરીને આ કાયદો વધુ સુદ્રઢ બનાવ્યો છે.

મુખ્યમંત્રીએ કહ્યું કે, કરૂણા અભિયાન ,૩૫૦ જેટલા ફરતા પશુ દવાખાના, પાંજરાપોળના પશુઓને સહાય જેવા અનેક સંવેદનાસ્પર્શી પગલા આ સરકારે જિવદયાની પ્રેરણાથી લીધા છે. મુખ્યમંત્રીએ રાજ્યની પાંજરાપોળો આત્મનિર્ભર બને, પોતાના પશુધન માટે પોતે જ ઘાસચારો ઉગાડી શકે તે હેતુસર ગયા વર્ષના બજેટમાં ૧૦૦ કરોડ ફાળવ્યા હતા. તેજ પરિપાટીએ આ વર્ષના બજેટમાં પણ ૧૦૦ કરોડની ફાળવણી કરીછે તેની ભૂમિકા આપી હતી.

તેમણે ખાસ કરીને કચ્છના બન્ની વિસ્તારમાં મોટા પાયે ઘાસચારો ઉગાડીને દુકાળના સમયમાં કચ્છના પશુધનને કચ્છનું જ ઘાસ મળી રહે તેવી વ્યવસ્થા રૂપિયા ૧૬૦૦ કરોડ જેટલા અંદાજિત ખર્ચે રાજ્ય સરકાર ઉભી કરી રહી છે તેનો પણ ખ્યાલ આપ્યો હતો.
મુખ્યમંત્રી વિજય રૂપાણીએ જણાવ્યું કે, પશુધનને ઘાસચારો મળી રહે સાથોસાથ રાજ્યમાં પાણીની પણ અછત ન રહે અને દુકાળ ભૂતકાળ બને તેવા અનેક જળસંચયના કામો પણ આ સરકારે કર્યા છે. તેમણે રાજ્યમાં નવા તળાવોનું નિર્માણ, હયાત તળાવો ઉંડા કરવા, નદીઓની સફાઇ જેવા કામો સાથે નર્મદાના નીર સૌરાષ્ટ્ર, કચ્છ, ઉત્તર ગુજરાતમાં પહોંચાડીને નેવાના પાણી મોભે ચડાવ્યા છે.
મુખ્યમંત્રી એ ઘર્મ, અર્થ, કામ અને મોક્ષનો સંસ્કૃતિના આધાર ઉપર દયા, અનુકંપા, કરૂણાના સંસ્કાર વારસાની ઘરોહરને સાચવીને તમામ જિવોની ચિંતા સાથે સસ્ટેઇનેબલ ડેવલપમેન્ટ થી ગુજરાતને ઉત્તમ થી સર્વોત્તમ બનાવવાનો નિર્ધાર પુન: વ્યક્ત કર્યો હતો. તેમણે બનાસકાંઠા અને મહેસાણા જિલ્લાના કનોડા, ગાંભુ અને પિલુચા ગામોમાં ગૌચર વિકાસ કામોનો ડિઝીટલી પ્રારંભ કરાવ્યો હતો. મુખ્યમંત્રીએ કોવિડ ગાઈડ લાઈન ના પાલન સાથે આ કાર્યક્રમ ના આયોજન માટે સમસ્ત મહાજનની સરાહના કરી હતી.
