ગુજરાત જળસંકટ : જ્યાં લગ્નની તારીખ પાણીનાં ટૅન્કરને આધારે નક્કી થાય

લગ્નની તારીખો ગોર નક્કી કરે પણ પાણીનાં ટૅન્કરના આધારે લગ્નની તારીખો નક્કી થાય એવી સ્થિતિ ઉત્તર ગુજરાતમાં ભારત-પાકિસ્તાન સરહદથી માંડ 40 કિલોમિટર દૂર આવેલા ગામ ભાખરીમાં છે. રાજ્યભરમાં જળસંકટ વચ્ચે ભાખરી ગામનું એકમાત્ર તળાવ સુકાઈ ગયું છે. માણસ અને ઢોર બન્નેને પીવા માટે થઈ રહે એટલું પણ પાણી ગામમાં નથી.

તસવીરમાં દેખાતા સૂકાભટ તળાવના કિનારે દાયકાઓથી ઊભેલું આ ઝાડ દુષ્કાળ વખતે ગામમાં લેવાયેલાં લગ્નોનું સાક્ષી છે. છેલ્લાં ઘણાં વર્ષથી સ્થિતિ એવી છે કે લગનગાળો અને દુષ્કાળ બન્ને અહીં એકસાથે આવે છે. 

અહીં લગ્નપ્રસંગે પાણી માટે ટૅન્કર પર આધાર રાખવો પડે છે.

ભાખરી ગામના જોશી પીરાભાઈના કહેવા પ્રમાણે લગ્ન કે કોઈ પ્રસંગ હોય તો 25 કિલોમિટર દૂરથી ગામમાંથી પાણીનું ટૅન્કર લાવવું પડે છે. તેઓ કહે છે, "એક ટૅન્કરના બે હજાર રૂપિયા થાય છે અને ત્રણ કે ચાર ટૅન્કર મંગાવીએ એટલે આઠેક હજાર રૂપિયા જેટલો ખર્ચ થઈ જ જાય."

તેઓ કહે છે કે પાણીનું ટૅન્કર લગ્નના આયોજનમાં સૌથી મહત્ત્વનું હોય છે. જો પાણીનું ટૅન્કર ન ગોઠવાય તો લગ્ન ન થાય, ઘણી વાર 40-50 કિલોમિટર દૂર જઈને પણ પાણીનાં ટૅન્કરની ગોઠવણ કરવી પડે છે.

'તારીખ પહેલાં ટૅન્કર નક્કી કરાય છે'

બનાસકાંઠા જિલ્લાના ભાખરી ગામનું એકમાત્ર તળાવ સુકાઈ ગયું છે. બીબીસી ગુજરાતીની ટીમ પહોંચી ત્યારે ગામના અમરાજીના ઘરે લગ્ન હતાં. તેમના ઘરે પણ પીવા તથા રસોઈ માટે પાણી બહારથી મંગાવવામાં આવ્યું હતું. ઘરમાં પ્રસંગ હોવાથી તેમણે આ વિશે વધુ વાત કરવાનો ઇનકાર કર્યો હતો.

ગામના ભીખાભાઈ જણાવે છે, "મહેમાનોના પીવા માટે જ નહીં પણ રસોઈ કરવા માટે પણ મીઠું પાણી જોઈએ."

"જો મોટો પ્રસંગ હોય તો 10 ટૅન્કર અને નાનો પ્રસંગ હોય તો 5 ટૅન્કર પાણી જોઈએ. અહીં લોકો મંડપ જેટલો જ ખર્ચ પાણી માટે કરે છે."

કેટરિંગનું કામ કરતા ભાખરી ગામના અલકેશ જોશી કહે છે કે લગ્ન કે કોઈ પણ પ્રસંગ હોય પાણીનું ટૅન્કર પહેલું જોઈએ.

તેઓ કહે છે, "પાણી ન હોય તો લગ્ન કેવી રીતે થાય? અહીં લોકો લગ્નની તારીખ નક્કી કરતાં પહેલાં પાણીનું ટૅન્કર નક્કી કરે છે."

ભારત-પાકિસ્તાન સરહદ તરફ ગુજરાતનું છેલ્લું ગામ જલોયા આવેલું છે.

જલોયાના ઉપસરપંચ વિજયસિંહ ડોડિયા કહે છે કે અમારા ગામમાં લગ્નપ્રસંગે અહીં સરહદનાં ગામડાંઓમાં પાણીનાં ટૅન્કર મંગાવવાં પડે છે અને હજારો રૂપિયા ખર્ચવા પડે છે. ભાખરી ગામના પૂર્વસરપંચ પૂંજીરામ જોશી કહે છે કે શિયાળામાં પાણી મળે પણ ઉનાળામાં પાણી મળતું નથી. આ વર્ષે દુષ્કાળને કારણે ગામમાં ઘણા લોકોએ પાક લીધો નથી.

ભારત-પાકિસ્તાન સરહદથી 37 કિલોમિટર દૂર આવેલું ભાખરી ગામ દાયકાઓથી આ પ્રદેશ દુષ્કાળ જોઈ રહ્યો છે, જે અહીંની સંસ્કૃતિ અને લોકોની વાતચીતમાં દેખાઈ આવે છે.

ગ્રામજનો સાથેની વાતચીતમાં જાણવા મળે છે કે હવે અહીંના લોકો દુષ્કાળથી એટલા ટેવાઈ ગયા છે કે લગનગાળો પૂરો થવા આવે ત્યારે અહીં લગ્ન લેવામાં આવે છે, જેથી એકાદ વરસાદ પડી જાય તો પાણીની પળોજણ થોડી ઘટે અને ટૅન્કરની કિંમત પણ ઘટી જાય. ગ્રામજનોએ ગાયો માટે થોડે દૂર ગૌશાળાની ગોઠવણ કરી દીધી છે, જેથી દુષ્કાળ સમી સ્થિતિમાં ગાયોને ત્યાં મૂકી શકાય. હવે તો ઉનાળો આવે એટલે ગ્રામજનો જાતે જ ગાયોને ત્યાં મૂકી આવે છે.

'ઢોર પીવે એ જ પાણી અમે ભરીએ છીએ'

ભારત-પાકિસ્તાનની સરહદે આવેલાં બન્ને ગામો ભાખરી અને જલોયામાં ભરબપોરે 45 ડિગ્રી ગરમીમાં પણ કાચા રસ્તાઓ પર મહિલાઓ માથે બેડાં લઈ જતી દેખાય છે.

ભાખરી ગામમાં ભરબપોરે પાણી ભરવા આવેલાં દિવાળીબહેન કહે છે કે પીવાનું પાણી આવ્યું છે એવી ખબર પડી એટલે અમે રસોઈ બનાવવાનું છોડીને પાણી ભરવા આવી ગયાં છીએ. અહીં બે-ત્રણ દિવસે માંડ એકાદ વખત 15 મિનિટ માટે પીવાનું પાણી આવે છે. એ વખતે ગામની મહિલાઓ ભરી શકે એટલું પાણી ભરી લે છે. અહીં મોટાં ભાગનાં ઘરોમાં નળ છે પણ પાણી આવતું જ નથી. આ સ્થિતિમાં મહિલાઓ ગામના હવાડા પાસેના એક નળમાંથી પાણી ભરે છે, જ્યાંથી ગામનાં ઢોર પાણી પીવે છે.

હવાડા પાસે પાણી ભરવા આવેલાં લક્ષ્મીબહેન કહે છે કે અમે જ્યાંથી પાણી લઈએ ત્યાંથી જ ઢોર પણ પાણી પીવે છે. એનાથી ગામમાં બીમારી પણ ફેલાય છે. 

65 વર્ષનાં આવીબહેન કહે છે, "અહીં દુકાળ પડે છે એટલે તળાવમાં પાણીને બદલે કાંકરા દેખાય છે. પાણી આવે એટલે અમે દોડી આવીએ પણ ઢોરઢાંખર માટે પાણી મળતું નથી.

"આ સાલ દુકાળ પડ્યો છે પણ કોઈ પૂછનાર નથી, ઢોર ભૂખે મરી રહ્યાં છે, ખેતી છે નહીં. ગાયોને તો પાંજરાપોળમાં મોકલી દીધી પણ ભેંસો અને ઘેટાંબકરાંને ક્યાં લઈ જઈએ? એમને તો દુકાળમાં મરવા માટે છોડી દેવાં પડે."

આ શબ્દો જલોયા ગામના ઉપસરપંચ વિજયસિંહ ડોડિયાના છે.

જલોયા અને ભાખરી બન્ને ગામોમાં પશુપાલન પર નભતા પરિવારો બહુ મોટી સંખ્યામાં છે. દુષ્કાળને લીધે આ પરિવારોની સ્થિતિ પણ બહુ કપરી થઈ છે. થરાદ અને વાવથી ભારત-પાકિસ્તાન સરહદ પાસે આવેલાં ગામો તરફ આગળ વધો એટલે રસ્તાની બન્ને તરફ પથરાયેલી વેરાન જમીન પર ક્યાંક-ક્યાંક તમને મરેલાં ઢોર દેખાય.

અહીંથી 7 કિલોમિટર દૂર જાવ એટલે રાત્રે અંધારામાં પાકિસ્તાનના ગામની ઝીણી લાઈટો દેખાય છે.

પહેલાં લોકો આ ગામથી ઢોર ચરાવતા પાકિસ્તાનની સરહદ સુધી પણ પહોંચી જતા હતા પણ હવે સરહદે તારની વાડ બની એ પછી આવા બનાવો જવલ્લે બને છે. વિજયસિંહ કહે છે કે અમે પાકિસ્તાનથી નજીક છીએ એટલે અહીં કોઈ ઉદ્યોગ નથી એમાંય વળી રણવિસ્તાર છે એટલે પાણી તકલીફ વધારે છે.

પાકિસ્તાન સરહદથી 30 કિલોમિટર દૂર આવેલા જલોયા ગામથી પથ્થર ફેંકીએ એટલે દૂર સરકારે સરહદદર્શન માટે સાઈટ બનાવી છે. આ સાઈટ સુધી સુધી જવા માટે સારો રસ્તો પણ છે, પણ અહીં જલોયા ગામના રસ્તાની હાલત ખરાબ છે.

વિજયસિંહ કહે છે કે અમારા માટે આ વર્ષ જીવવું દોહ્યલું થઈ ગયું છે, કેમ કે અમારી ગાયો તો અમે નિભાવી શકતા નથી એટલે ગૌશાળામાં મૂકી આવીએ છીએ પણ ભેંસને કોઈ ગૌશાળામાં લઈ જતું નથી.

"ભેંસ વગડામાં કશું પણ ખાઈ લે છે અને અમને સરકારી ઘાસચારો મેળવવા માટે 30 કિલોમિટર દૂર જવું પડે છે. દૂધનું ઉત્પાદન અડધું થઈ ગયું છે જેના કારણે ઘર ચલાવવું પણ અઘરું પડે છે."

જલોયા ગામના મેઘજી રબારી અને શિવાંજ રબારી કહે છે કે ભેંસને નિભાવવી અઘરી પડે છે. પશુઓ અમારા માટે બાળક જેવાં છે. ઘેટાંનાં નાનાં બચ્ચાંને આ ગરમીમાં બહાર મૂકવાનો જીવ ચાલતો નથી.

તેઓ કહે છે, "સરકાર ભેંસ અને ગાય માટે ઘાસચારો આપે છે પણ ઘેટાંબકરાંને પશુમાં ગણતાં નથી એવું લાગે છે. અમારા ગામનાં ઘેટાંબકરાં માટે ઘાસચારો લાવવો મુશ્કેલ છે."

નાયબ મુખ્ય મંત્રી નીતિન પટેલે પત્રકારો સાથેની વાતચીતમાં કહ્યું હતું કે ભારત-પાકિસ્તાનની સરહદે આવેલાં ગામડાંઓમાં પાણીની લાઇનનું કામ પ્રગતિમાં છે અને ટૂંક સમયમાં આ કામ પૂર્ણ થતાં પાણીની સમસ્યાનો કાયમી નિકાલ આવશે.

તેમણે ઉત્તર ગુજરાતનાં ડૅમ અને જળાશયોની સ્થિતિ વિશે પણ વાત કરી હતી. એ પ્રમાણે ઉત્તર ગુજરાતનાં ડૅમ અને જળાશયોમાં આ વર્ષે ગયા વર્ષ કરતાં ઓછું પાણી છે.

પાણીની લાઇનનું કામ પૂર્ણ થાય ત્યાં સુધી ગ્રામજનો અને ઢોર માટે પાણી એ મૃગજળ સમાન જ છે.
