ભારત સરકારના સંરક્ષણ મંત્રાલય દ્વારા દર બે વર્ષે યોજવામાં આવતા ડિફેન્સ એક્સપોના ૨૦૨૨માં યોજાનારા ૧રમાં સંસ્કરણનું યજમાન ગુજરાત બનશે. આગામી ૨૦૨૨માં તા. ૧૦ થી ૧૩ માર્ચ દરમ્યાન સંરક્ષણ મંત્રાલયના ડિફેન્સ પ્રોડકશન વિભાગ દ્વારા આ પ્રદર્શની ગાંધીનગરમાં યોજાશે. ગુજરાતમાં વિશાળ પાયા પર યોજાનારા આ ડિફેન્સ એક્સપો-૨૦૨૨ના સુગ્રથિત આયોજન અંગેની સમીક્ષા બેઠક કેન્દ્રીય સંરક્ષણ મંત્રી રાજનાથસિંહ અને મુખ્યમંત્રી વિજય રૂપાણીની પ્રેરક ઉપસ્થિતીમાં સ્ટેચ્યુ ઓફ યુનિટી ધામ કેવડીયામાં યોજવામાં આવી હતી.

આ ડિફેન્સ એક્સપો-૨૦૨૨ના આયોજનમાં રાજ્ય સરકારના સંપૂર્ણ સહયોગ અને સુવિધાઓ અંગેના એમ.ઓ.યુ પણ સંરક્ષણ મંત્રાલયના ડિફેન્સ પ્રોડકશન વિભાગના સંયુકત સચિવ અને ગુજરાતના ઊદ્યોગ કમિશનરે કેન્દ્રીય સંરક્ષણ મંત્રી અને મુખ્યમંત્રીની ઉપસ્થિતીમાં કર્યા હતા. મુખ્યમંત્રી વિજય રૂપાણીએ આ બેઠકમાં સ્પષ્ટપણે જણાવ્યું કે, પ્રધાનમંત્રી નરેન્દ્ર મોદીની પ્રેરણા અને સંરક્ષણ મંત્રીના માર્ગદર્શનથી આવા ડિફેન્સ એક્સપો દેશના જુદા જુદા રાજ્યોમાં યોજવાની જે પહેલ થઇ છે તે સરાહનીય છે.
તેમણે આગામી ડિફેન્સ એક્સપો-૨૦૨૨ના આયોજન માટે ગુજરાતની પસંદગી કરવા માટે પ્રધાનમંત્રી અને સંરક્ષણ મંત્રીનો હ્દયપૂર્વક આભાર વ્યકત કર્યો હતો. વિજય રૂપાણીએ સંરક્ષણ ક્ષેત્રે દેશની આત્મનિર્ભરતા આવા ડિફેન્સ એક્સપોના માધ્યમથી વધુ વેગવાન બની રહી છે. મુખ્યમંત્રીએ વિશ્વાસ દર્શાવ્યો કે ગુજરાત જે રીતે વાયબ્રન્ટ સમિટના સફળ આયોજનથી વિશ્વના નિવેશકો માટે બેસ્ટ ચોઇસ ફોર ઇન્વેસ્ટમેન્ટ બન્યું છે તે જ પરિપાટીએ ડિફેન્સ એક્સપો-૨૦૨૨ના આયોજનથી ડિફેન્સ સેકટરમાં પણ દેશમાં સૌથી વધુ રોકાણો મેળવનારૂં રાજ્ય બનશે.
તેમણે જણાવ્યું કે, ગુજરાતે પોતાની ડિફેન્સ એન્ડ એરોસ્પેસ પોલિસી બનાવી છે. એટલું જ નહિ, આ પોલિસી અંતર્ગત ડિફેન્સ ઇક્વીપમેન્ટ પ્રોડકશન એકમો માટે જમીન ખરીદીમાં સ્ટેમ્પ ડયુટીથી મુક્તિ, ઉત્પાદન શરૂ થયાના પાંચ વર્ષ સુધી ઇલેકટ્રીસિટી ડયૂટીથી માફી જેવા પ્રોત્સાહનો પણ ગુજરાતમાં આપવામાં આવે છે. વિજય રૂપાણીએ ઉમેર્યુ કે, ડિફેન્સ ઇક્વીપમેન્ટ પ્રોડકશન માટે જે ઇન્ફ્રાસ્ટ્રકચર અને સુવિધાઓ જોઇએ તે ગુજરાતમાં છે. ધોલેરા SIR ડિફેન્સ ઇક્વીપમેન્ટ પ્રોડકશન યુનિટસ માટેનું શ્રેષ્ઠ સ્થળ બનાવાની સંપૂર્ણ સંભાવનાઓ ધરાવે છે. વિશાળ રન-વે સાથેનું એરપોર્ટ અહિં નિર્માણાધિન છે અને વેપન ટ્રાયલ એન્ડ ટેસ્ટિંગ રેન્જ માટે જરૂરી જમીન પણ ઉપલબ્ધ છે. ગુજરાતમાં આયોજિત થનારા આ ડિફેન્સ એક્સપો-૨૦૨૨થી રાજ્યમાં ડિફેન્સ ઇક્વીપમેન્ટ પ્રોડકશન અને મેન્યૂફેકચરીંગ સેકટરને નવી દિશા મળશે.
કેન્દ્રીય સંરક્ષણ મંત્રી રાજનાથસિંહે ગુજરાતમાં ડિફેન્સ એક્સપો-૨૦૨૨ની આ ૧રમી કડી અવશ્ય જવલંત સફળતા પ્રાપ્ત કરશે તેવો દ્રઢ વિશ્વાસ દર્શાવ્યો હતો.
સંરક્ષણ મંત્રીએ કહ્યું કે, વડાપ્રધાન નરેન્દ્ર મોદીએ દેશને આત્મ નિર્ભર બનવાનો જે મંત્ર આપ્યો છે. તેને અનુસરતા સંરક્ષણ મંત્રાલય દ્વારા આ વખતના ડિફેન્સ એક્સપોમાં વિવિધ કંપનીઓને સંરક્ષણ સાધનોના ઉત્પાદનમાં રોકાણ કરવા માટે માર્ગદર્શન સાથે પ્રેરિત કરવામાં આવશે. રાજનાથસિંહે આવા ડિફેન્સ એક્સપો દ્વારા ‘મેઇક ઇન ઇન્ડિયાથી મેઇક ફોર ધ વર્લ્ડ’ની આપણી નેમ છે તેમ જણાવતા ઉમેર્યુ કે આવનારા ટૂંક સમયમાં ભારત ગ્લોબલ ડિફેન્સ મેન્યૂફેકચરીંગ હબ બને તેવી પૂરી સંભાવનાઓ પણ છે.
ગત વખતે લખનઉમાં યોજાયેલી ડિફેન્સ એક્સપોની ૧૧મી શ્રેણીમાં ૭૦ જેટલા દેશોની એક હજાર જેટલી કંપનીઓએ ભાગ લીધો હતો. આ વખતે ભાગ લેનારા દેશોની સંખ્યા વધારીને સો સુધી લઇ જવાનું લક્ષ્યાંક નિયત કરવામાં આવ્યું છે. રાજનાથસિંહે કહ્યું કે, ડિફેન્સ એક્સપોની સાથે ડિફેન્સ મિનિસ્ટર્સ કોન્ક્લેવ પણ યોજવામાં આવે છે. ગાંધીનગરમાં પણ વિવિધ દેશોના સંરક્ષણ મંત્રીઓનું અધિવેશન યોજવાનું આયોજન છે. ગત વખતે તેમાં ૪૦ દેશના સંરક્ષણ મંત્રીઓ સહભાગી બન્યા હતા તેનો તેમણે ઉલ્લેખ કર્યો હતો.
સંરક્ષણ મંત્રીએ એવું પ્રેરક સૂચન પણ કર્યું હતું કે સ્ટેચ્યુ ઓફ યુનિટી આજે વિશ્વભરમાં ખ્યાતિ પ્રાપ્ત પ્રવાસન સ્થળ બની ગયું છે ત્યારે ડિફેન્સ એક્સપોમાં આવનારા દેશ વિદેશના મહેમાનો આ પ્રવાસન સ્થળની મુલાકાત લઇ શકે એવી વ્યવસ્થા ગોઠવાય તે ઇચ્છનીય છે. આ બેઠકમાં એવી વિગતો રજૂ કરવામાં આવી હતી કે કોરોના મહામારીની આર્થિક ક્ષેત્રમાં થયેલી અસરને ખાળવા માટે વડાપ્રધાન નરેન્દ્ર મોદીએ આપેલા આત્મ નિર્ભર ભારતના સંકલ્પનો પડઘો ઝીલતો ડિફેન્સ એક્સપો ૨૦૨૨ મેગા ઇન્ટરનેશનલ ડિફેન્સ એક્ઝિબિશેન છે.
આ એક્ઝિબિશેનમાં ઘણી ઇવેન્ટ, કોન્કલેવ, સેમિનાર, બિઝનેસ એક્ટિવિટીસ યોજાશે. ડિફેન્સ એક્ઝિબેશન, પબ્લિક સેક્ટર યુનિટ ઓફ ડિફેન્સને પ્રમોટ કરવા, ખાનગી સંરક્ષણ ક્ષેત્રને લગતા ઉદ્યોગો – સ્ટાર્ટ અપ તેમજ લઘુઉદ્યોગો સહિત, સંરક્ષણ ક્ષેત્રના વિભિન્ન સાધનોનું ડેમોન્સ્ટ્રેશન,રાઉન્ડ ટેબલ કોન્ફરન્સ, સેમિનાર, વેબીનાર સહિતનાં વિવિધ કાર્યક્રમો યોજાશે.
આ એક્ઝિબિશનનો ઉદ્દેશ ‘મેઇક ઇન ઇન્ડિયા’ને પ્રમોટ કરવા સાથે દેશને સંરક્ષણ સાધનોનાં ઉત્પાદનમાં મેજર હબ બનાવવા એરોસ્પેસ અને સંરક્ષણ ક્ષેત્રમાં ઇનોવેશન, સ્ટાર્ટ અપ અને લધુ ઉદ્યોગોને પ્રોત્સાહિત કરવાનો પણ છે. આ બેઠકમાં ડિફેન્સ એક્સપો-૨૦૨૨ના આયોજન સંદર્ભે વિસ્તૃત પ્રેઝેન્ટેશન પણ પ્રસ્તુત કરવામાં આવ્યું હતું. આ ઉચ્ચસ્તરીય બેઠકમાં સંરક્ષણ સચિવ રાજ કુમાર, એસીએસ જે. પી. ગુપ્તા, મુખ્યમંત્રીના સલાહકાર એરમાર્શલ આર. કે. ધીર, સંરક્ષણ મંત્રાલયના વરિષ્ઠ અધિકારી ચંદ્રાકાર ભારતી અને અચલ મલહોત્રા, ગુજરાતના ઉદ્યોગ કમિશનર રાહુલ ગુપ્તા અને ઇન્ડેક્ષ-બી ના એમ.ડી નિલમ રાની ઉપસ્થિત રહ્યા હતા.
