જય મકવાણા
1 મે એ માત્ર ગુજરાતનો જ નહીં મહારાષ્ટ્રનો પણ સ્થાપનાદિવસ છે. ત્યારે મહારાષ્ટ્ર અને ગુજરાતની જોડતી સૌથી મોટી કડી કઈ? અથવા એમ કહો કે મહારાષ્ટ્ર અને ગુજરાતને અલગ કરતી સૌથી મોટી બાબત કઈ? એકબીજાના વિરોધી આ બન્ને સવાલનો એક સમાન જવાબ છે, મુંબઈ. મુંબઈમાં ભલે મરાઠીઓની સંખ્યા વધુ હોય, પણ આ શહેરમાં ગુજરાતીઓનો હંમેશાંથી આગવો પ્રભાવ રહ્યો છે મહારાષ્ટ્ર અને ગુજરાત જ્યારે અલગ થયાં ત્યારે પણ મુંબઈનું 'આર્થિક નિયંત્રણ' ગુજરાતીઓના જ હાથમાં હતું.
એમ છતાં એવું શું થયું કે મુંબઈ ગુજરાતને બદલે મહારાષ્ટ્રની ઝોળીમાં જઈ ચડ્યું?
વર્ષ 1953માં ભારત સરકારે દેશમાં રાજ્યોની પુનર્રચના માટે ફઝલ અલીના પ્રમુખપદે એક 'રાજ્ય પુનર્રચના પંચ' નીમ્યું. જેણે દેશના વિવિધ વિસ્તારોમાં ફરીને 1955માં ભારત સરકારને અહેવાલ સુપરત કર્યો.
ત્રણ વિભાગમાં રાજ્યોની પુનર્રચના કરવા અંગે જે ભલામણો કરી તેમાં 'બૃહદ મુંબઈ રાજ્ય'ની ભલામણ પણ કરવામાં આવી હતી. પંચે કરેલી ભલામણ અનુસાર, ભાષાના આધારે રાજ્યોની રચના કરવી જોઈએ, પણ 'બૃહદ મુંબઈ રાજ્ય' દ્વિભાષી રહેવું જોઈએ. જોકે, આ ભલામણ ગુજરાતી અને મરાઠી ભાષી લોકોએ ફગાવી દીધી અને પોતપોતાની ભાષાનાં અલગ રાજ્યોની માગ કરી.
'ગુજરાતનું રાજ'
ગુજરાત યુનિવર્સિટીમાં રજૂ કરાયેલા 'મહાગુજરાત ચળવળ: એક અધ્યયન' નામના શોધનિબંધમાં અપેક્ષા પી. મહેતા લખે છે,
“મહાગુજરાતની રચના કરવાની ઉતાવળ ગુજરાતની સામાન્ય પ્રજાએ કરી જ નહોતી.
“પણ, ખુદ સત્તા પક્ષ તરીકે કૉંગ્રેસે આ દિશામાં એક પછી એક પગલાં ભરવાં માંડ્યાં અને તેના પરિણામ રૂપે ગુજરાતની ચળવળ ઊભી થઈ.”
મહેતા ઉમેરે છે, "કૉંગ્રેસે લોકપ્રિયતા મેળવવા ગુજરાતી પ્રજાના મનમાં 'ગુજરાતનું રાજ' લાવી આપવાનાં આશા-ઉમંગ રોપ્યાં."
"જોકે, લોકસભામાં કૉંગ્રેસના મોવડી મંડળે દ્વિભાષી રાજ્યનો ઠરાવ પાસ કર્યો અને ગુજરાતી પ્રજાના મનમાં છેતરાઈ ગયાનો ભાવ પેદા થયો."
“પ્રજામાં સ્વયંભૂ વિરોધ પ્રગટ્યો અને એ વિરોધને દમનથી દાબી દેવાનો પ્રયાસ કરાયો. જેણે 'મહાગુજરાત આંદોલન'ને જન્મ આપ્યો.”

શું માનવું છે મુંબઈના મરાઠીયોનું ત્યાંના ગુજરાતીઓ અને ગુજરાત વિશે?
'મુંબઈ ગુજરાતને કેમ ન મળ્યું?' એ સવાલના જવાબમાં વરિષ્ઠ પત્રકાર દેવેન્દ્ર પટેલે બીબીસી સાથે વાતચીતમાં કહ્યું: "જ્યારે 'મહાગુજરાત આંદોલન' થયું એ સમયે પણ મુંબઈ ગુજરાતને મળવું જોઈએ તેવી માગણી નહોતી."
"મુંબઈમાં રહેતા મૂળ ગુજરાતના મૂડીપતિઓ પણ મુંબઈ ગુજરાતમાં ભળે તે વિશે બહુ ઉત્સુક ન હતા."
ઇંદુચાચાએ 'વનવાસ' ત્યજ્યો
8 ઑગસ્ટ, 1956ના વર્તમાનપત્રોમાં સમાચાર આવ્યા કે લોકસભામાં દ્વિભાષી મુંબઈ રાજ્યનો ઠરાવ પસાર કરાયો છે. જેના વિરોધમાં અમદાવાદમાં વિદ્યાર્થીઓ હડતાળ પાડી કૉંગ્રેસ ભવન તરફ કૂચ કરી, પણ આ જ કૂચ લોહિયાળ બની. કૉંગ્રેસ ભવનમાંથી ગોળીબાર કરાયો અને તેમાં પાંચથી આઠ વિદ્યાર્થીનાં મૃત્યુ નીપજ્યાં. મહાગુજરાતની ચળવળમાં લોહી રેડાયું અને ઇંદુલાલ યાજ્ઞિકને 'વનવાસ' ત્યજી પરત ફરવું પડ્યું.
તેમણે ચળવળને દોરવણી આપી અને 'મહાગુજરાત જનતા પરિષદ'ની સ્થાપના કરી. આ જ એ સમય હતો કે જ્યારે 'લે કે રહેંગે મહાગુજરાત'ના નારાઓ અમદાવાદ અને રાજ્યનાં અન્ય શહેરોને ગજવવા લાગ્યા.
'સંયુક્ત મહારાષ્ટ્ર ચળવળ' માગ
આ દરમિયાન મરાઠી ભાષી વિસ્તારોમાં 'સંયુક્ત મહારાષ્ટ્ર ચળવળ' શરૂ થઈ ચૂકી હતી. 'મહાગુજરાત પરિષદ'ના આયોજક અમૃત પંડ્યાએ મરાઠી નેતાઓ પર એવો આરોપ લગાવ્યો હતો કે ગુજરાતી ભાષા બોલતા વિસ્તારોમાં મરાઠી નેતાઓ મરાઠી લોકોને વસાવી, સ્થાનિક પ્રજાની વિરુદ્ધ રાજભાષા અને કેળવણીની ભાષા તરીકે મરાઠી ભાષા સ્થાપી એ વિસ્તારને 'સંયુક્ત મહારાષ્ટ્ર' તરીકે માગવાનો કારસો રચી રહ્યા છે. ડાંગ અને સાલ્હેર પ્રદેશો પણ આ જ ષડ્યંત્રનો દાખલો હોવાનું પંડ્યા માનતા હતા.
મોરારજી દેસાઈએ પણ ભાષાના આ જ પરિબળને ધ્યાનમાં લઈને ડાંગ અને આસપાસના વિસ્તારને 'મરાઠી વિસ્તાર' ગણાવી દીધો હતો. મરાઠી નેતાઓ ડાંગ, વાંસદા, ધરમપુર, નેસુપ્રદેશ, સાગબારા, ડેડિયાપાડા વગેરે વિસ્તારોને 'સંયુક્ત મહારાષ્ટ્ર'માં સામેલ કરવા પ્રયાસો કરી રહ્યા હતા. અલબત્ત, મુંબઈ મહારાષ્ટ્રમાં સામેલ થવું જોઈએ એવી એમની માગ તો પાછી ઊભી જ હતી.
મુંબઈ માટે હિંસા
એક સમયે મુંબઈમાં ગુજરાતીઓની વસતી 49 ટકાએ પહોંચી ગઈ હતી. જોકે, મુંબઈની ચારેય બાજુ મરાઠીભાષી પ્રદેશ આવેલો હતો. એમ છતાં, મુંબઈના બિન-મરાઠી નેતાઓ અને ગુજરાતી ઉદ્યોગપતિઓ ઇચ્છતા હતા કે મુંબઈને અલગ ‘સિટી સ્ટેટ’ તરીકેનો દરજ્જો મળે.
1955માં મળેલી કૉંગ્રેસની રાષ્ટ્રીય કારોબારીમાં રાજ્ય પુનર્રચના પંચની ભલામણને સુધારા વધારા સાથે ગુજરાત અને મહારાષ્ટ્રને અલગઅલગ રાજ્ય બનાવવાં ઉપરાંત મુંબઈ શહેરને અલગ દરજ્જો આપવાની વાત કરાઈ. જોકે, મરાઠી નેતાઓ કોઈ પણ ભોગે મુંબઈ છોડવા તૈયાર નહોતા. કૉંગ્રેસની આ વિશેની જાહેરાત બાદ મુંબઈ સહિતના મહારાષ્ટ્રના મુદ્દે તોફાનો ફાટી નીકળ્યાં. 'સંયુક્ત મહારાષ્ટ્ર સમિતિ'ની રચના કરવામાં આવી અને મુંબઈ માટે અંતિમ ધ્યેય સુધી લડી લેવાનો નિર્ણય કરવામાં આવ્યો.
'મુંબઈ મહારાષ્ટ્રને સોંપી દો'
મુંબઈમાં ઠેરઠેર હિંસક તોફાનો ફાટી નીકળ્યાં હતાં. ચાર દિવસના તોફાનમાં 37 લોકો મૃત્યુ પામ્યાં હતાં. જ્યારે 500થી વધુ લોકો ઘાયલ થયા. મુંબઈ એક બાજુ ભડકે બળી રહ્યું હતું તો બીજી બાજુ, ગુજરાતમાં પણ હિંસક તોફાનો શરૂ થઈ ગયાં હતાં. આખરે સમાજવાદી નેતા જયપ્રકાશ નારાયણે મુંબઈને સદભાવપૂર્વક મહારાષ્ટ્રને સોંપી દેવાની વાત કરી. ગુજરાતના સમાજવાદપક્ષે પણ આ વાત સ્વીકારી લીધી.
'મુંબઈ મહારાષ્ટ્રમાં જાય'
પ્રાધ્યાપક મહેતા વિનોબા ભાવેને ટાંકતાં લખે છે કે, "તેમણે કહ્યું હતું કે મહારાષ્ટ્રીયન તરીકે હું મુંબઈ પર દાવો કરું છું. પણ આ પ્રશ્નનો નિર્ણય હું ગુજરાતીઓ પર છોડી દઉં છું."
મહેતાએ નહેરુને ટાંકીને નોંધ્યું છે કે 'મુંબઈ શહેર જો મહારાષ્ટ્રમાં જાય તેમને આનંદ થશે.'
આ બાજુ, મહારાષ્ટ્રના ઉદ્દામવાદીઓ, સામ્યવાદીઓ, કૉંગ્રેસીઓ, પ્રજાસમાજવાદીઓ બધા જ એક સાથે મુંબઈ સહિતના મહારાષ્ટ્રની માગ કરવા લાગ્યા.
એની સામે મહાગુજરાતનું આંદોલન કંઈક મોળું હોવાનું મહેતા નોંધે છે.
દેવેન્દ્ર પટેલ કહે છે, "એ સમયે મુંબઈમાં ગુજરાતીઓની સંખ્યા એટલી ન હતી કે ગુજરાતીઓ સમગ્ર શહેરને પ્રભાવ હેઠળ રાખી શકે.
"એમ પણ કહી શકાય કે મોરારજી દેસાઈને મુંબઈ તેમની પાસે રહે તેમાં રસ એટલા માટે હતો કે તેમનું વતન નવસારી પણ મુંબઈથી નજીક હતું.
"દેસાઈ પોતે ખૂબ જ સારું મરાઠી બોલી શકતા હોવાને કારણે તેમના માટે મુંબઈ સાથે સાંસ્કકૃતિક જોડાણ પણ હતું."
મહારાષ્ટ્રના રાજકીય વિશ્લેષક સુહાસ પળસીકર કહે છે, "જ્યારે મુંબઈને મહારાષ્ટ્રમાં જ રાખવાની ચળવળ ચાલી રહી હતી. ત્યારે મહારાષ્ટ્રના રાજકીય નેતાઓએ મુંબઈ સ્થિત ગુજરાતી ઉદ્યોગપતિઓને એવું આશ્વાસન આપ્યું હતું કે તેમનાં વેપારીહિતો મુંબઈ અને મહારાષ્ટ્રમાં સુરક્ષિત રહેશે."
"આથી, મુંબઈમાં રહેતા ઉદ્યોગપતિઓએ પણ મુંબઈ મહારાષ્ટ્રમાં રહે તેની સામે ખાસ ચિંતા વ્યક્ત કરી ન હતી."
ડાંગ કોનું?
મરાઠી પ્રજાનો દાવો હતો કે ડાંગની ભાષા મરાઠી છે. જ્યારે ગુજરાતીઓનો દાવો હતો કે ડાંગની સંસ્કૃતિ ગુજરાતી છે. જોકે, મરાઠી નેતાઓ ડાંગને 'સંયુક્ત મહારાષ્ટ્ર'માં ભેળવવા તત્પર હતા. 'ડાંગ કોનું?' એવી પુસ્તિકાઓ પણ બહાર પાડવામાં આવી હતી. છોટુભાઈ નાયક, ઘેલુભાઈ નાયક જેવા સર્વોદય કાર્યકરોએ ડાંગની ગુજરાતી સંસ્કૃતિના દિલ્હી સુધી પુરાવા આપ્યા અને એ રીતે ડાંગને મહારાષ્ટ્રમાં જતું અટકાવ્યું.
હિંસા અને અવિશ્વાસના એ સમયમાં 06 ડિસેમ્બર, 1959ના રોજ દિલ્હીમાં મુંબઈ રાજ્યના વિભાજનના પ્રશ્નના નિકાલ માટે કૉંગ્રેસ હાઇકમાન્ડની સમિતિ મળી.
આ સમિતિમાં જાહેરાત કરવામાં આવી કે મુંબઈની બાબતમાં સમજૂતી સધાઈ ગઈ છે (એટલે કે મુંબઈ મહારાષ્ટ્રમાં જશે.) જ્યારે ડાંગને ગુજરાતમાં ભેળવવામાં આવશે.
આ બેઠકના બીજા જ દિવસે મુંબઈ રાજ્યના વિભાજન માટેની દરખાસ્તને આખરી મંજૂરી આપી દેવાઈ.
આખરે મુંબઈ સાથેનું મહારાષ્ટ્ર અને ડાંગ સાથેનું ગુજરાત અલગ પડ્યાં.
મુંબઈનો ઇતિહાસ
1954માં મુંબઈના ક્વિન્સ રોડનું એક દૃશ્યહાલ ભારતની આર્થિક રાજધાની કહેવાતું મુંબઈ સદીઓથી સત્તાધીશોની ‘આંખનું રતન’ રહ્યું છે. વર્ષ 1612માં મુંબઈ અને સુરત પર આધિપત્ય સ્થાપવા માટે પોર્ટુગીઝ અને અંગ્રેજો વચ્ચે યુદ્ધ પણ થયું હતું. એ યુદ્ધના કારણે ભારતમાં પોર્ટુગલના વેપારનું એકહથ્થું આધિપત્ય સમાપ્ત થઈ ગયું. આમ છતાં મુંબઈ શહેર પર પોર્ટુગલનો અંકુશ જળવાઈ રહ્યો. આ અંકુશ આખરે એક લગ્નને કારણે દૂર થયો.
વર્ષ 1661માં ઇંગ્લૅન્ડના રાજા ચાર્લ્સ બીજાએ પોર્ટુગલનાં રાજકુમારી કૅથરિન દ બ્રૅગેન્ઝા સાથે લગ્ન કર્યું અને તેમને દહેજમાં મુંબઈ મળ્યું. એટલું જ નહીં આ શહેરને એ સમયે વર્ષે માત્ર 10 પાઉન્ડ જેટલું સોનું ભાડા તરીકે આપવાની શરત સાથે રાજાએ એ સમયે નાના ટાપુઓમાં વહેંચાયેલું આખું શહેર ઇસ્ટ ઇન્ડિયા કંપનીને ભાડે આપી દીધું હતું.
વર્ષ 1668માં અહીં ઇસ્ટ ઇન્ડિયા કંપની સ્થાપવામાં આવી. એ સાથે જ અહીં વિવિધ પ્રાંતોમાંથી આવીને લોકો વસવા લાગ્યા.
