ભારત તથા એશિયામાં બંધાયેલા બંધ બાબતે કાર્યરત સંસ્થા સાઉથ એશિયા નેટવર્ક ઑન ડૅમ્સ, રિવર્સ ઍન્ડ પીપલ (એસએએનડીઆરપી)ના કો-ઑર્ડિનેટર હિમાંશુ ઠક્કરે એક અહેવાલ તૈયાર કર્યો છે, જેમાં સવાલ કરવામાં આવ્યો છે કે ગુજરાતના 'સરદાર સરોવર ડેમ'માં ગત વર્ષ કરતાં વધુ પાણી હોવા છતાં ગુજરાત તરસ્યું કેમ?
અહેવાલના લેખક હિમાંશુ ઠક્કરે બીબીસી ગુજરાતીના રવિ પરમારે સાથે આ મુદ્દે વાતચીત કરી હતી. નર્મદા નિગમના આંકડાના હવાલાથી તેમણે જણાવ્યું કે 16 એપ્રિલના રોજ સરદાર ડૅમની સપાટી 119.14 મિટર હતી. તેમજ તેમાં 1095 એમસીએમ (મિલિયન ક્યૂબિક મિટર) પાણી હતું. આ સિવાય ડૅમમાં ડેડ સ્ટોરેજ તરીકે 3700 એમસીએમ પાણી હતું. ગત વર્ષે એપ્રિલ 2018માં સરદાર સરોવરની સપાટી 105.81 મિટર હતી. તેમજ લાઇવ સ્ટોરેજ તરીકે સહેજ પણ પાણી નહોતું. ડેડ સ્ટોરેજ તરીકે 700 એમસીએમ પાણી હતું.
મતબલ કે ગત વર્ષની તુલનામાં આ વર્ષે સરદાર ડૅમમાં વધુ પાણી છે. નર્મદા કંટ્રોલ ઑથૉરિટીના સંદર્ભથી ઠક્કરે જુલાઈ 2018થી લઈને માર્ચ 2019 સુધીમાં ગુજરાતને જેટલું પાણી મળ્યું છે તેના આંકડા રજૂ કરવામાં આવ્યા છે. અહેવાલમાં એવી પણ માહિતી છે કે 3 માર્ચથી 8 માર્ચ, 2019 સુધી સરદાર સરોવર ડૅમમાં પાણીનો સતત વધારો થયો છે.
સરદાર ડૅમમાં પાણીનો વધારો શા માટે?
ઠક્કરે જણાવ્યું, "ગુજરાતના સરદાર ડૅમને વધુ પાણી મધ્ય પ્રદેશના 'ઇંદિરા સાગર પ્રોજેક્ટ'ને કારણે મળ્યું છે. આ ડૅમ ગુજરાતના સરદાર સરોવર ડૅમને પાણી પૂરું પાડે છે."
ઉલ્લેખનીય છે કે નર્મદા નદી જે 'રેવા' તરીકે પણ ઓળખાય છે. તે મધ્ય પ્રદેશના અમરકંટકમાંથી નીકળે છે અને ગુજરાતમાં થઈ 1312 કિમીનો પ્રવાસ કરી ખંભાતના અખાતથી અરબી સમુદ્રમાં ભળે છે. ઠક્કરે જણાવેલા માહિતી અનુસાર મધ્ય પ્રદેશમાં ગત વર્ષે 24 ટક વરસાદ ઓછો પડ્યો હતો તો પછી તે આટલી માત્રામાં પાણી શા માટે મોકલે છે? આ સવાલના જવાબ રૂપે ઠક્કરે ત્રણ આશંકાઓ વ્યક્ત કરી છે. તેમનું કહેવું છે કે કેન્દ્ર સરકાર હેઠળ આવતી નર્મદા કંટ્રોલ ઑથૉરિટીના પ્રભાવથી આવું થતું હશે અથવા તો વધુ વીજળીના ઉત્પાદનના હેતુથી વધુ પાણી છોડતા હશે.
તેમણે એવું પણ જણાવ્યું છે કે ઇંદિરા સાગર ડૅમ વધુ પાણી સંગ્રહ કરવા સક્ષમ નહીં હોય તેના કારણે પણ મોટા ભાગનું પાણી ગુજરાતમાં વહી જતું હશે.
હાલમાં ઇંદિરા સાગર ડૅમમાં 3668 એમસીએમ પાણીનો જથ્થો છે. આ પરિપેક્ષ્યને કેન્દ્રમાં રાખીને ઠક્કરનું કહેવું છે કે એપ્રિલથી 30 જૂન, 2019 સુધીમાં સરદાર સરોવર ડૅમને 2150 એમસીએમ પાણી વધુ મળશે.
આ માહિતી પરથી સ્પષ્ટ થાય છે કે સરદાર ડૅમમાં ગત વર્ષ કરતાં વધુ પાણી છે અને આગામી સમયમાં પણ ગત વર્ષ કરતાં વધુ પાણી રહેશે. તો પછી કચ્છ અને સૌરાષ્ટ્રનાં ગામોમાં પાણીની તકલીફ શા માટે છે?
ગુજરાતમાં પાણીની વિકરાળ સમસ્યા
નર્મદા નદીને ગુજરાત અને મધ્ય પ્રદેશની જીવાદોરી માનવામાં આવે છે.
નર્મદા નદી પર સરદાર સરોવર ડૅમનું બાંધકામ એટલા માટે જ કરવામાં આવ્યું હતું કે પાણીનો સંગ્રહ કરી જરૂરિયાતમંદ વિસ્તારોને પાણી પહોંચાડી શકાય.
ગત વર્ષે ગુજરાતમાં પાણીની વિકટ પરિસ્થિતિનો મુદ્દો ચર્ચામાં હતો.
એવા સમાચાર હતા કે કચ્છના માલધારીઓ દુષ્કાળની સ્થિતિને કારણે હિજરત કરવા મજબૂર બન્યા હતા અને તેઓ અમદાવાદ નજીક સાણંદ ખાતે આવ્યા હતા.
કરવા મજબૂર બન્યા હતા અને તેઓ અમદાવાદ નજીક સાણંદ ખાતે આવ્યા હતા.
જો ગુજરાતની વાત કરવામાં આવે તો કચ્છ 26 ટકા સાથે સૌથી ઓછો વરસાદ ધરાવતો જિલ્લો હતો. ઑક્ટોબર મહિનામાં તો અહીં અછત જાહેર કરી દેવામાં આવી હતી.
સૌરાષ્ટ્રમાં સામાન્ય કરતાં 34 ટકા ઓછો વરસાદ થયો હતો. પાણીની પરિસ્થિતિ એટલી વિકરાળ બની ગઈ હતી કે ગુજરાતના ઘણા તાલુકાઓને અછતગ્રસ્ત જાહેર કરી દેવામાં આવ્યા હતા.
ખેતી પર અસર
ઠક્કરે પોતાના અહેવાલમાં કપાસની ખેતી અંગે નોંધ્યું છે કે છેલ્લાં દસ વર્ષમાં ગત વર્ષની તુલનાએ કપાસનું ઉત્પાદન આ વર્ષે ઓછું છે. 'ટાઇમ્સ ઑફ ઇન્ડિયા'એ સીએઆઈ (કૉટન ઍસોશિયેશન ઑફ ઇંડિયા)ના હવાલાથી જણાવ્યું હતું કે વર્ષ 2008-09માં 90 લાખ બેલ્સ (1 બેલ્સ એટલે 170 કિલોગ્રામ)નું ઉત્પાદ થયું હતું. વર્ષ 2018-19ની વાત કરવામાં આવે તો આ આંકડો 82 લાખ બેલ્સ હતો. આ પરિસ્થિતિનું કારણ પાણીની અછત હોવાનું જણાવાયું હતું.
બીજી તરફ સૌરાષ્ટ્ર, કચ્છ અને ઉત્તર ગુજરાતના ઘણા જિલ્લાઓ પાણીની તંગી ભોગવી રહ્યા છે. સમાચાર એજન્સી ANI ના અહેવાલ અનુસાર સુરેન્દ્રનગરના ઉંટાડી ગામમાં પાણીની સમસ્યા એટલી વિકરાળ બની છે કે લોકો અને પશુઓ એક જ જગ્યાએથી પાણી મેળવે છે. જે જગ્યાએ સરદાર સરોવર ડૅમ બન્યો છે અને જ્યાંથી તેની મુખ્ય કૅનાલ પસાર થાય છે ત્યાંના આસપાસના ખેડૂતોને પણ નર્મદાનું પાણી મળતું નથી એવી ફરિયાદ ત્યાંના સ્થાનિકોની છે.
બીબીસી ગુજરાતીની વિશેષ શ્રેણી 'રિવર સ્ટોરી' કરી હતી જેમાં એવા લોકોની વાત કરવામાં આવી હતી જેઓ પાણીની સમસ્યાનો સામનો કરી રહ્યા છે. સરદાર સરોવર નજીકનાં ચિચડિયા અને ગુણેઠા ગામના લોકોએ જણાવ્યું હતું કે તેમના ગામથી નર્મદાની મુખ્ય કેનાલ ત્રણ કિમી દૂર છે છતાં તેમને પાણી નથી મળી રહ્યું. જો કચ્છની વાત કરવામાં આવે તો ત્યાં પણ પાણીની વિકરાળ સમસ્યા છે.
ત્યાંના રહેવાસીઓનું કહેવું છે કે તેઓ દુષ્કાળની સ્થિતિમાં જીવન જીવી રહ્યા છે. સરદાર સરોવર ડૅમની મુખ્ય કૅનાલ 458 કિમી સુધી ફેલાયેલી છે જેનો હેતુ ગુજરાતના 75 ટકા અછતગ્રસ્ત વિસ્તારને સિંચાઈનું પાણી પહોંચાડવાનો છે.
સરદાર સરોવર ડૅમમાં ગત વર્ષ કરતાં પાણીની આવક વધુ હોવા છતાં લોકોને પાણીની સમસ્યા શા માટે વેઠવી પડે છે એ મુદ્દે જ્યારે સરદાર સરોવર નર્મદા નિગમ લિમિટેડનો સંપર્ક સાધવામાં આવ્યો ત્યારે તેમણે આ મુદ્દે કોઈ પણ પ્રકારની પ્રતિક્રિયા આપવાનો ઇન્કાર કરી દીધો હતો.
