ગુજરાતના ગૃહ રાજ્યમંત્રી તરીકેનો અમિત શાહનો કાર્યકાળ કેવો હતો?

મોદી સરકારના મંત્રીમંડળની જાહેરાત થઈ ચૂકી છે અને નેતાઓને ખાતાંની વહેંચણી પણ કરી દેવામાં આવી છે. આ તમામ પરિદૃશ્યમાં ભાજપ અધ્યક્ષ અમિત શાહ ચર્ચાનું કેન્દ્ર રહ્યા. સરકારમાં તેમને ગૃહ મંત્રાલય સોંપવામાં આવ્યું છે.

હવે શાહનું નવું સરનામું મિનિસ્ટ્રી ઑફ હોમ અફેયર્સ, નોર્થ બ્લૉક, કૅબિનેટ સેક્રેટેરિયેટ રાયસિના હિલ, નવી દિલ્હી હશે.

ઉલ્લેખનીય છે કે ગત સરકારમાં આ સરનામું રાજનાથસિંહનું હતું પરંતુ હવે તેમને સંરક્ષણ મંત્રાલયની જવાબદારી સોંપવામાં આવી છે.

શાહ સંગઠનના નેતા તરીકે સફળ રહ્યા છે, તેઓ ગુજરાતની સરકારમાં ગૃહ મંત્રી રહી ચૂક્યા છે. એટલે તેમની પાસે સંગઠન અને સરકાર એમ બંનેનો અનુભવ છે.

મનાઈ રહ્યું છે કે 2014ની ચૂંટણી હોય કે 2019ની ચૂંટણી ભાજપનો વ્યાપ વધારવામાં અમિત શાહનું યોગદાન મહત્ત્વપૂર્ણ છે.

એ અમિત શાહ જ છે જેમના નેતૃત્વમાં ભાજપે 2019ની લોકસભા ચૂંટણીમાં 303 બેઠક પર વિજય મેળવ્યો અને એનડીએને 352 બેઠક મળી.

લોકસભાની બન્ને ચૂંટણીમાં ભાજપે મેળવેલા વિજયે અમિત શાહને ભાજપના સૌથી સફળ અધ્યક્ષ બનાવી દીધા છે.

આ પહેલાં 2014ની લોકસભા ચૂંટણી દરમિયાન શાહે ભાજપને યૂપીમાં 80માંથી 71 બેઠક ભાજપને અપાવી હતી.

ગુજરાતના ગૃહ રાજ્યમંત્રી તરીકે શાહ

શાહ અત્યાર સુધી સરકારી પદથી દૂર રહી સંગઠનને મજબૂત કરવાનું કાર્ય કરતા રહ્યા. પરંતુ હવે તેઓ કેન્દ્રીય ગૃહ ખાતું સંભાળી સરકારમાં પોતાનું યોગદાન આપશે.

આ પહેલાં પણ તેઓ ગુજરાતનું ગૃહ મંત્રાલય સંભાળી ચૂક્યા છે એટલે તેમને સરકારમાં રહી શાસન કરવાનો અનુભવ છે ખરો.

જોકે, ગુજરાતના ગૃહ રાજ્યમંત્રી તરીકે અમિત શાહનો કાર્યકાળ કેવો હતો તે અંગે બીબીસી ગુજરાતીએ વરિષ્ઠ પત્રકાર રાજ ગોસ્વામી સાથે વાતચીત કરી.

બીબીસી ગુજરાતી સાથેની વાતચીતમાં ગોસ્વામીએ કહ્યું, "ગુજરાતના ગૃહ મંત્રી તરીકે તેઓ યોગ્ય રીતે બંધબેસતા હતા. કારણ કે એક ગૃહ મંત્રી તરીકે તમારી જવાબદારી સમગ્ર રાજ્યમાં શાંતિ સ્થપાઈ રહે તે હોય છે જેમાં શાહ ખરા ઊતર્યા."

ગોસ્વામીએ એવું પણ કહ્યું કે વ્યક્તિગત રીતે તેમના કાર્યકાળ દરમિયાન તેમના પણ ઘણા આક્ષેપો અને વિવાદ પણ થયા હતા.

અમિત શાહ વર્ષ 2002થી 2010 સુધી ગુજરાત સરકારમાં મંત્રી તરીકે રહ્યા.

ગુજરાતમાં અમિત શાહની ગૃહ રાજ્યમંત્રી તરીકેની પૃષ્ઠભૂમિની વાત કરતા હરિ દેસાઈનું પણ કહેવું છે કે તેમનો કાર્યકાળ સરેરાશ સારો હતો.

દેસાઈ કહે છે, "ગૃહ રાજ્યમંત્રીની જવાબદારી ખૂબ જ મોટી છે. તેમાં સારા-ખરાબ અનુભવો રહે તે સ્વાભાવિક છે."

રાજકીય વિશ્લેષકોના મતે શાહ એક ઉત્તમ મૅનેજર છે.

ભાજપના કાર્યકરો સૈનિકોમાં હોય તેવી શિસ્ત દેખાડે છે, તેમાં જ શાહની સંગઠનની કુશળતા વ્યક્ત થાય છે.

એકદમ શિસ્તબદ્ધ રીતે કામ કરતાં આ કાર્યકરોને અમિત શાહે જ તાલીમ આપીને તૈયાર કર્યા છે.

દાયકાથી તેઓ બૂથ મૅનેજમૅન્ટ પર ભાર મૂકતા આવ્યા છે.

2019ની સરકારમાં અમિત શાહને ગૃહ મંત્રાલય સોંપવાના નિર્ણય અંગે ગોસ્વામી કહે છે, "કોઈ પણ દેશમાં બે પડકારો વધુ અગત્યના હોય છે જેમાંથી એક છે આંતરિક અને બીજો બાહ્ય પડકાર."

વધુમાં જણાવતા ગોસ્વામીએ કહ્યું કે ગૃહ મંત્રી તરીકે તમે હોશિયાર અને જલદી નિર્ણય લેવાની ક્ષમતા ધરાવતા હોવા જોઈએ જેમાં અમિત શાહ બંધ બેસે છે.

2019ના મંત્રીમંડળના સંર્દભમાં હરિ દેસાઈનું કહેવું છે કે અમિત શાહની પસંદગી યોગ્ય છે.

દેસાઈ કહે છે, "બે રીતે અમિત શાહ યોગ્ય છે એક તો કે તેઓ બંધારણીય રીતે ચૂંટાયા છે એટલે તેમને મંત્રાલય મળવું સ્વાભાવિક છે."

"બીજું કે શાહ મોદીના નંબર-2 છે એટલા માટે પણ તેમને આ ખાતું અપાયું છે."

અમિત શાહનો ભૂતકાળ ઘણો જ ઉતાર-ચઢાવવાળો અને વાદ-વિવાદોથી ભરેલો છે.

જ્યારે તેઓ ગુજરાતના ગૃહ રાજ્યમંત્રી હતા ત્યારે તેમના પર ખોટાં ઍન્કાઉન્ટર કરવાનો આરોપ પણ લાગ્યો હતો.

આ અંગે વાત કરતા વરિષ્ઠ પત્રકાર દિલીપ પટેલ કહે છે, "જ્યારે તેઓ ગુજરાતના ગૃહ રાજ્યમંત્રી હતા ત્યારે તેઓ તેમની ખાતામાં લાયકાતને બદલે વફાદાર અધિકારીઓની પસંદગી કરતા હતા."

વધુમાં તેમણે કહ્યું, "ભારતની અંદર પ્રથમ એવા ગૃહ રાજ્યમંત્રી હશે જેમને પોતાના રાજ્યથી તળીપાર કરવામાં આવ્યા જે સમગ્ર દેશ માટે અત્યંત શરમજનક બાબત હતી."

પટેલના મતે અમિત શાહ તેમના રાજકીય દુશ્મનોને ક્યારેય પણ માફ નથી કરતા.

અમિત શાહ અને ઍન્કાઉન્ટર મુદ્દે પટેલ કહે છે, "ઍન્કાઉન્ટર્સમાં જે બધું થયું તે નરેન્દ્ર મોદી નહીં પરંતુ અમિત શાહની સૂચનાથી જ થતું હતું."

પટેલનું કહેવું છે કે "ભાજપ અને કૉંગ્રેસના નેતાઓએ જાહેરમાં કબૂલ્યું છે કે તેમના ફોનને રેકર્ડ કરી જાસૂસી કરવામાં આવતી હતી."

2002થી 2006 સુધીમાં 31 લોકોની ગેરકાયદે રીતે હત્યા કરવાના આરોપો ગુજરાત પોલીસ પર મુકાયા હતા.

6 આઈપીએસ અધિકારીઓ અને ગુજરાતના ભૂતપૂર્વ રાજ્ય કક્ષાના ગૃહમંત્રી અમિત શાહ સહિત 32 પોલીસ અધિકારીઓને ઍન્કાઉન્ટરના આ કેસોમાં ધરપકડ કરીને જેલહવાલે કરાયા હતા.

25 જુલાઈ, 2010ના રોજ સીબીઆઈએ ઍન્કાઉન્ટર કેસમાં અમિત શાહની ધરપકડ કરી હતી. સોહરાબુદ્દીન અને કૌસર બીના નકલી ઍન્કાઉન્ટરના મામલામાં તેમણે જેલમાં જવું પડ્યું હતું.

થોડો સમય રાજકીય પંડિતોને એવું લાગ્યું કે તેમની રાજકીય યાત્રાનો આ સાથે અંત આવી જશે.

29 ઑક્ટોબર, 2010ના રોજ ગુજરાત હાઈકોર્ટે એક લાખ રૂપિયાના જાતમુચરકા પર અમિત શાહને જામીન આપ્યા.

અમિત શાહ પર સીબીઆઈએ હત્યા, અપહરણ અને ગુનાહિત ષડયંત્રનો આરોપ મૂક્યો હતો. પરંતુ પુરાવાના અભાવે તેમને આરોપમાંથી મુક્ત કરવામાં આવ્યા.

જોકે, જેલમાંથી છૂટ્યા પછી પક્ષમાં તેઓ એક પછી એક પગથિયું ઉપર જ ચડતા ગયા.

ગુજરાતના ગૃહ રાજ્યમંત્રી તથા ભાજપના અધ્યક્ષ અને હવે કેન્દ્રીય ગૃહમંત્રી તરીકે અમિત શાહની રણનીતિ કેવી હશે?

આ અંગે વાત કરતા દિલીપ પટેલ કહે છે કે અમિત શાહ ગૃહમંત્રાલય અને સહકારી માળખું ખિસ્સામાં રાખવાનું પસંદ કરે છે.

તેઓ કહે છે, "શાહનું સૌપ્રથમ કામ ગુજરાતની સ્ટ્રેટેજી સમગ્ર ભારતમાં લાગુ કરવાનું હશે અને મોદી, ભાજપ તથા તેમના વિરોધીઓની નબળી નસ પકડી એમને ચૂપ કરી દેવાશે."

અમિત શાહની સફર

શાહનો જન્મ 22 ઑક્ટોબર, 1964માં મુંબઈમાં એક વણિક પરિવારમાં થયો હતો.

14 વર્ષની વયે ગાંધીનગર જિલ્લાના માણસામાં તેઓ 'તરુણ સ્વંયસેવક' તરીકે રાષ્ટ્રીય સ્વંયસેવક સંઘમાં જોડાયા હતા.

નાની વયે જ તેઓ રાજકારણના પરિચયમાં આવ્યા હતા. કદાચ એ જ કારણ છે કે અત્યારે અમિત શાહને વ્યૂહરચના ઘડવાના ઉસ્તાદ મનાય છે.

અમિત શાહ કૉલેજ કરવા માટે અમદાવાદ આવ્યા ત્યારે ભાજપની વિદ્યાર્થી પાંખ એબીવીપીમાં જોડાયા હતા.

1982માં બાયૉ-કેમિસ્ટ્રીનું ભણી રહેલા અમિત શાહને અમદાવાદ એબીવીપીમાં મંત્રી બનાવવામાં આવ્યા હતા.

બાદમાં તેઓ અમદાવાદ શહેર ભાજપ સંગઠનમાં મંત્રી બન્યા હતા.

ભાજપના ઉમેદવાર તરીકે તેમની રાજકીય કારકિર્દીની શરૂઆત 1995ની વિધાનસભાની ચૂંટણી વખતે થઈ હતી.

તેઓ સરખેજ વિધાનસભા મતવિસ્તારમાંથી પ્રથમ વાર ધારાસભ્ય તરીકે ચૂંટાઈ આવ્યા હતા.

તે પછી ગુજરાતમાં એક પછી એક અનેક ચૂંટણીઓ તેઓ લડતા આવ્યા અને દરેકમાં જીતતા આવ્યા છે.

1997માં ભારતીય જનતા યુવા મોરચામાં તેમને રાષ્ટ્રીય કોષાધ્યક્ષ બનાવાયા હતા. બાદમાં તેમને ગુજરાત ભાજપમાં ઉપપ્રમુખની જવાબદારી સોંપવામાં આવી હતી.

એટલું જ નહીં, રાજ્યના સહકારી ક્ષેત્રની ચૂંટણી હોય, ગુજરાત ક્રિકેટ ઍસોસિયેશનની ચૂંટણી હોય કે સૌથી વૈભવી ક્લબની ચૂંટણી હોય, અમિત શાહ એક પછી એક સંસ્થાઓની ચૂંટણીઓ પણ જીતતા રહ્યા અને પક્ષ વતી તેના પર નિયંત્રણો પણ મેળવતા રહ્યા.

વર્ષ 2002માં તેમને ગુજરાતના ગૃહ રાજ્યમંત્રીનો પદભાર સોંપવામાં આવ્યો હતો.

શાહ નરેન્દ્ર મોદીના વિશ્વાસુ સાથીદાર તરીકે ઉપસી આવ્યા અને તેમણે સમગ્ર ભાજપની ધુરા પોતાના હાથમાં લઈ લીધી.

નરેન્દ્ર મોદીની વ્યક્તિગત લોકપ્રિયતાનો ઉપયોગ કરીને દેશમાં ગમે ત્યાં પક્ષને ચૂંટણીમાં જિતાડી દેવાની કુનેહ તેમણે કેળવી છે.

જોકે, રાજકીય સ્પર્ધકો ભાજપને હંમેશાં એ વાત યાદ અપાવતા રહે છે કે અમિત શાહ સામે ફોજદારી ગુના પણ દાખલ થયા હતા.
