देश में शायद यह पहला अवसर है जब हमारी आबादी की रीढ़ माने जाने वाले किसान की माली हालत सुधारने के लिए कोई ठोस पहल की जा रही है। सन 2022 तक किसानों की आमदनी दोगुनी करने का लक्ष्य लेकर चल रही केंद्र सरकार ने मंडी कानूनों में बदलाव प्रारंभ कर दिया है। साथ ही राज्यों से कहा है कि ऐसे क़ानूनों को बदलें जो किसानों के मददगार होने के बजाय उनकी माली हालत बिगाड़ रहे हैं। मध्यप्रदेश सरकार ने केन्द्र के दिशानिर्देशों के अनुसार मंडी अधिनियम में फेरबदल कर राज्यपाल के अनुमोदन के साथ तत्काल लागू भी कर दिया है। भारत सरकार के मॉडल मंडी अधिनियम के सभी प्रावधानों को इसमें शामिल किया गया है।
इसे विडंबना नहीं तो और क्या कहें कि आज़ादी के बाद से लगातार देश से ग़रीबी हटाओ और किसान को समृद्ध बनाओ के नारे सरकारें लगाती रही हैं, लेकिन धरातल पर इनका असर 73 साल बाद भी नज़र नहीं आ रहा है। यह भी एक खुला तथ्य है कि हमारा किसान इतनी उपज देता है कि देश में कोई भूखा न रहे। अनाज से गोदाम भरे रहते हैं। फिर भी उस किसान की अपनी माली हालत नहीं सुधर पाती, जो इसे पैदा करता है। दरअसल सरकारों और व्यापारियों (बिचौलियों) के गठजोड़ ने किसान की समृद्धि के मार्ग में हमेशा बाधाएं खड़ी की हैं। उन तक उपज का सही मूल्य कभी पहुंचने ही नहीं दिया।
सरकारें हर वर्ष फ़सलों के लिए समर्थन मूल्य घोषित करती हैं, जिन पर मंडियां ख़रीदी करती हैं, लेकिन बिचौलियों के कारण किसान ठगा जाता रहा है। इन्हीं बिचौलियों से बचाने के लिए मप्र की शिवराज सरकार ने मंडी नियम में संशोधन किया है। सरकार ने किसानों को उपज के प्रतिस्पर्धी दाम दिलाने के लिए निजी मंडियां खोलने का प्रावधान किया है। साथ ही यह तय कर दिया है कि व्यापारी को एक ही लायसेंस के ज़रिए प्रदेश में कहीं भी ख़रीदी करने की छूट मिलेगी।
यह अपने आप में एक क्रांतिकारी क़दम है। अभी तक व्यापारी समूह बनाकर मनमाने दाम पर किसानों की उपज ख़रीदते रहे हैं और लाचार किसान को मन मारकर उन दामों पर फ़सल बेचनी पड़ती है। प्रदेश में 272 मंडी और उप मंडियां हैं। न्यूनतम समर्थन मूल्य पर होने वाली ख़रीद के अलावा सभी प्रकार की उपज की ख़रीदी बिक्री यहीं होती थी। अब ऐसा नहीं होगा।
अब सरकार ने निजी मंडियों को मंज़ूरी देते हुए व्यापारियों को एक ही लायसेंस के ज़रिए प्रदेश में कहीं भी ख़रीदी की मंज़ूरी प्रदान की है। अब किसान भी घर बैठे ही अपनी फसल निजी व्यापारियों को बेच सकेंगे, उन्हें मंडी जाने की बाध्यता नहीं होगी। इसके साथ ही उनके पास मंडी में जाकर फसल बेचने तथा समर्थन मूल्य पर अपनी फसल बेचने का विकल्प जारी रहेगा। अधिक प्रतिस्पर्धी व्यवस्था से किसानों को उनकी फसल का अधिकतम मूल्य मिल सकता है। साथ किसान घर से ही अपनी उपज, फल, सब्जी आदि बेच सकेंगे। व्यापारी लाइसेंस लेकर किसानों के घर पर जाकर अथवा खेत पर उनकी फसल खरीद सकेंगे।

नए क़ानून का एक आधुनिक पहलू है ई ट्रेडिंग (e-trading) व्यवस्था है। इसके अंतर्गत पूरे देश की मंडियों के दाम किसानों को उपलब्ध रहेंगे। वे देश की किसी भी मंडी में जहां उनकी फसलों का अधिक दाम मिले, सौदा कर सकेंगे। हालांकि इस व्यवस्था को लाभदायक बनाने के लिए सरकार को किसानों का जागरूक बनाना पड़ेगा। इसी के मद्देनज़र सरकार ने प्रशिक्षण के प्रावधान का उल्लेख भी अधिनियम में किया है।
9 प्रावधानों में से दो पहले से लागू : भारत सरकार ने एग्रीकल्चर प्रोड्यूस एंड लाइवस्टोक मैनेजमेंट एक्ट 2017 (IPLM) मॉडल मंडी अधिनियम राज्यों को भेजकर उसे अपनाने अथवा प्रचलित अधिनियम में संशोधन का विकल्प दिया था। अधिनियम को लागू करने के लिए रोडमैप तैयार करने के उद्देश्य से गठित मुख्यमंत्रियों की उच्च स्तरीय समिति ने अपनी ड्राफ्ट रिपोर्ट में कहा था कि यदि राज्य अपने मौजूदा मंडी अधिनियम में संशोधन करना चाहते हैं तो उन्हें उसमें IPLM के प्रावधानों में से कम से कम 7 को शामिल कर संशोधन करना होगा। चूंकि मध्यप्रदेश में IPLM के प्रावधानों में से दो प्रावधान पहले से ही लागू हैं, अतः अन्य सात प्रावधानों को मंडी अधिनियम में संशोधन के माध्यम से अब प्रदेश में लागू किया गया है।
यह हैं पूर्व के 2 प्रावधान : प्रदेश में IPLM के दो प्रावधान पहले से लागू हैं। पहला है संपूर्ण राज्य में मंडी शुल्क हेतु कृषि उपज पहली बार खरीदने के समय ही मंडी शुल्क लिया जाएगा। इसके पश्चात पूरे प्रदेश में पश्चातवर्ती क्रय-विक्रय में मंडी शुल्क नहीं लिया जाएगा। दूसरा प्रावधान है फलों और सब्जियों के विपणन का विनियमन अर्थात फल और सब्जियों को मंडी अधिनियम के दायरे से बाहर रखा है।
इन सात प्रावधानों पर कानून में संशोधन

निजी क्षेत्रों में मंडियों की स्थापना।

गोदामों, साइलो कोल्ड स्टोरेज आदि प्राइवेट मंडी घोषित किए जा सकेंगे।

किसानों से मंडी के बाहर ग्राम स्तर से फूड प्रोसेसर, निर्यातकों, होलसेल विक्रेता व अंतिम उपयोगकर्ताओं को सीधे खरीदने का अधिकार।

मंडी समितियों की निजी मंडियों के कार्य में कोई दख़लंदाज़ी नहीं होगी।

प्रबंध संचालक मंडी बोर्ड से रेगुलेटरी शक्तियों को पृथक कर संचालक विपणन को दिए जाने का प्रावधान।

पूरे प्रदेश में एक ही लाइसेंस से व्यापारियों को व्यापार करने का अधिकार।

ट्रेनिंग के लिए भी प्रावधान किया गया है।
कुल मिलाकर देखा जाए तो किसान की समृद्धि की दिशा पहली बार ठोस पहल की जा रही है। अभी तक सरकारें ऋण माफ़ी या फ़सल बीमा जैसी योजनाओं से किसानों की मदद करती आई हैं, जो उन्हें फ़ौरी राहत तो देती हैं, लेकिन उनके खाते में कुछ बचत नहीं दे पातीं। लागत की तुलना में यह राशि नगण्य ही मानी जाएगी। वह भी बिचौलियों के मुंह में जाने का ख़तरा बना ही रहता है। लेकिन अब नए प्रावधान से किसान मनमाफिक दामों पर मनचाहे स्थान पर अपनी उपज बेच सकेंगे और समृद्धि की डगर पर कुलांचें भर सकेंगे।
