ग्राउंड रिपोर्ट: रोहिंग्या हिंदुओं की हत्या किसने की?

दोपहर हो चली है और सितवे हवाई अड्डे पर आधे घंटे से पुलिस वालों की पूछताछ जारी है। मैं रखाइन क्यों जाना चाहता हूँ? कैमरे में क्या लेने आया हूँ? मेरे पासपोर्ट में बांग्लादेश का वीज़ा क्यों लिया गया था? मेरा ध्यान घड़ी पर ज़्यादा है क्योंकि रखाइन की राजधानी सितवे के बाहर रोहिंग्या हिंदुओं के रेफ़्यूजी कैंप पहुँचने की जल्दी है। पहुँचते-पहुँचते साढे चार बज चुके हैं, हल्की बारिश शुरू हो चुकी है और एक पुराने मंदिर के बगल में कुछ टेंट गड़े हुए हैं।

ख़ौफ़ में हैं हिंदू

लेकिन नज़र एक महिला पर टिक जाती है जिसकी आँखों में नमी है और जो हमें उम्मीद से देख रही है। 40 वर्ष की कुकू बाला हाल ही में माँ बनी हैं और उनका बेटा सिर्फ़ ग्यारह दिन का है। ये रोहिंग्या हिंदू हैं और रखाइन प्रांत में इनकी आबादी दस हज़ार के क़रीब है। कुकू बाला बात करते हुए बिलख-बिलख कर रो पड़ीं।

उन्होंने कहा, "मेरे पति और मेरी आठ साल की बेटी काम के लिए दूसरे गाँव गए थे। शाम को मेरी बहन के पास बंगाली चरमपंथियों का फ़ोन आया कि दोनों की कुर्बानी दे दी गई है और हमारे साथ भी यही होगा। मुझे समझ में नहीं आया क्या करूँ। घर के अंदर छिपी रही और तीन दिन बाद फ़ौज हमें यहाँ लेकर आई"।

म्यांमार सरकार का कहना है कि मुस्लिम चरमपंथियों ने 25 अगस्त के हमले में कई हिंदुओं को मार दिया था। देश की फ़ौज ने इसी तरह की दर्दनाक कहानियों को आधार बनाते हुए रखाइन में जारी 'कार्रवाई' को जायज़ ठहराने की कोशिश की है।

इस राज्य से छह लाख से भी ज़्यादा रोहिंग्या मुसलमान भाग कर पडोसी बांग्लादेश में शरण ले चुके हैं। उन्होंने म्यांमार सरकार पर हत्याएं और बलात्कार के आरोप लगाए हैं। हिंसा की शुरुआत अगस्त में हुई थी जब मुस्लिम चरमपंथियों ने 30 पुलिस थानों पर हमला किया था। इसके जवाब में म्यांमार सरकार की कड़ी कार्रवाई को संयुक्त राष्ट्र ने 'नस्ली जनसंहार' बताया है।

सुरक्षित ठिकाने की तलाश

महीनों से जारी हिंसा में कुकू बाला और उनके बच्चे हाशिए पर आ चुके हैं। उन्होंने कहा, "अगर मेरे पति ज़िंदा होते तो इस बच्चे का नाम वही रखते। मैं क्या करूँ? कहाँ जाऊं? मेरी बेटी और पति की लाश तक नहीं मिली है। क्या उन्हें ढूँढने में आप मेरी मदद करेंगे?"

रखाइन राज्य की राजधानी सितवे में क़रीब सात सौ हिंदू परिवारों को एक सरकारी रेफ्यूजी कैंप में रखा गया है। मुआंग्डो और रखाइन में हिंसा भड़कने पर रोहिंग्या हिंदू कई दिशाओँ में भागे थे।

सितंबर में बांग्लादेश के कुतुपालोंग इलाके में मेरी मुलाक़ात अनिका धर से हुई थी जो म्यांमार के फ़कीरा बाज़ार की रहने वाली हैं। पति की हत्या के बाद भागीं अनिका ने मुझे बताया था कि ये हत्या काले नक़ाब पहने हमलावरों ने की थी। उन्होंने हमलावरों की पहचान न होने की बात कई दफ़ा दोहराई थी। काफ़ी ढूँढने के बाद यहाँ सितवे में मुझे अनिका के जीजा मिले जिन्होंने परिवार की हत्याओं के लिए 'बंगाली चरमपंथियों' को ज़िम्मेदार ठहराया।

आशीष कुमार ने बताया, "मेरी बेटी की तबीयत ख़राब थी इसलिए मैं उसे फ़कीराबाज़ार इलाके में अपने ससुराल छोड़ मुआंग्डो आ गया था। अनिका के पति और सास-ससुर के साथ हत्यारे मेरी बेटी को जंगल ले गए और मार डाला। जब बांग्लादेश में अनिका से संपर्क हुआ तब पता चला कि उनकी हत्या किस जगह हुई थी।"

आशीष की बेटी आठ वर्ष की थी। उन्होंने मुझे वो वीडियो दिखाए जिसको म्यांमार सरकार हिंदुओं की सामूहिक क़ब्र बता रही है। इसी वर्ष अगस्त में हुई इन हत्याओं के महीने भर बाद आशीष उन लोगों में शामिल थे जिन्हे फ़ौज अंतिम संस्कार करवाने के लिए ले गई थी। अधिकारियों का कहना है कि यहाँ से 28 शव बरामद हुए थे।

आशीष ने कहा, "पूरे इलाके में बदबू फैली हुई थी और हमने घंटों खुदाई की। हाथ के कड़े और गले में पहनने वाले काले-लाल रेशम के धागे की वजह से मैं उसे पहचान सका।" म्यांमार की स्टेट काउंसलर आंग सान सू ची ने हाल ही में रखाइन प्रांत का दौरा कर हालात का जायज़ा लिया था। अंतरराष्ट्रीय समुदाय ने रोहिंग्या संकट मामले पर उनकी लंबी चुप्पी की कड़ी निंदा की है।

सामूहिक क़ब्रें

इस बात को साबित करना बहुत मुश्किल है कि सामूहिक क़ब्र में मिले लोगों की हत्या किसने की थी। इस बात को भी साबित करना नामुमकिन-सा है कि इस पूरे प्रकरण में सरकार की भूमिका कितनी सही रही है। मुश्किल से रखाइन पहुँचने के बाद उत्तरी हिस्से में जाने की हमारी तमाम गुज़ारिशों को सरकार ने साफ़ मना कर दिया। लेकिन एक बात साफ़ है। रोहिंग्या मुस्लिमों की तरह अपने घर और क़रीबी रिश्तेदार गंवाने वाले इस प्रांत के हिंदू नागरिक एकाएक बढ़ी हिंसा में पिस कर रह गए हैं।

इसमें शक नहीं कि सरकार से मिलती मदद के चलते रोहिंग्या हिंदुओं को उनसे जोड़ कर देखा जाता है। अधिकारियों की नज़रों के बीच रोहिंग्या हिंदू भी सरकारी मदद की तारीफ़ करते हैं। एक दोपहर, मैं अपने ऊपर नज़र रखने वालों से बचते हुए कुछ रोहिंग्या हिंदुओं से मिलने गया। उन्हें खुल कर बात करने में देर नहीं लगी।

मुआंग्डो से भाग कर आए नेहरू धर ने बताया, "हम लोग डरे हुए हैं क्योंकि जो मुस्लिमों के साथ हो रहा है वो हमारे साथ भी हो सकता है। सरकार ने हमें पहचान वाले कार्ड तो दिए हैं, लेकिन वो हमें नागरिकता नहीं देती। न हमें सरकारी नौकरी मिलती हैं और न ही हम देश के सभी हिस्सों में जा सकते हैं। अगर हमने मांगें रखीं तो मुझे डर है, अगला नंबर हमारा होगा"।

ख़ौफ़ हर जगह दिखता है। च्या विन रोहिंग्या मुसलमानों के हित की बात करने वाले लीडर हैं और सांसद भी रह चुके हैं। उन्हें म्यांमार सरकार के दावों पर शक है जिसमें कहा गया कि सामूहिक क़ब्र में मिले लोगों की हत्या मुस्लिम चरमपंथियों ने की है।

उन्होंने कहा, "रखाइन में आरसा ग्रुप से संबंधित मुस्लिम चरमपंथी अवैध हैं और ग़लत गतिविधियों में भाग लेते हैं। लेकिन अगर इन जघन्य हत्याओं के पीछे उनका हाथ है भी, तब भी उनके पास इतना समय कहाँ होगा कि वारदात के बाद कब्रें खोदें और फिर उन्हें ढकें। ये लोग हमेशा भाग रहे होते हैं और छिप रहे होते हैं।"

सरकार का पक्ष

उधर म्यांमार की सरकार इन दावों को खारिज करती है कि रखाइन में रहने वाले रोहिंग्या हिंदू, सरकार और चरमपंथियों- दोनों के ख़ौफ़ में जी रहे हैं। सरकार उन्हें बचाने के साथ-साथ सही पहचान होने पर उन्हें नागरिकता देने की भी बात करती रही है।

म्यांमार के केंद्रीय समाज कल्याण मंत्री विन म्यात आए ने बताया, "रखाइन में हिंसा से बहुत लोग प्रभावित हुए हैं और चरमपंथियों ने हिंदुओं को भी मारा। मुझे नहीं पता कुछ बांग्लादेश क्यों भागे? शायद डर के चलते इधर-उधर भाग गए थे, लेकिन अब वे वापस आ गए हैं।"

उधर अनिका धर अब म्यांमार लौट आईं हैं। हालांकि अभी सरकार ने उन्हें मीडिया से दूर रखा है। अनिका का बच्चा अब अस्पताल में पैदा हो सकेगा। लेकिन कुकू बाला और उनके तीन बच्चों के लिए मुश्किलें कम नहीं। हमारी मुलाक़ात के कुछ दिन बाद उन्हें उनके गाँव वापस भेज दिया गया। रखाइन में हालात चिंताजनक हैं। जो वापस भेजे दिए गए, उन्हें भी नहीं पता, उन पर अगला हमला कौन करेगा।
