नेपाल में तस्करी की शिकार रहीं लड़कियों ने बताया है कि उन्हें जल्दी जवान करने और सेक्स व्यापार में झोंकने के लिए हार्मोन के इंजेक्शन दिए जाते थे।
सिर्फ़ आठ साल की उम्र में तस्करी करके भारत लाई गई एक नेपाली लड़की ने बीबीसी को बताया, "मुझे हर दिन लाल दवा दी जाती थी। हर बार वो दवा खाने के बाद मैं उल्टी करती थी। मुझे वो दवा खाना बिल्कुल अच्छा नहीं लगता था लेकिन मेरे साथ ज़बरदस्ती की जाती और अगर मैं मना करती तो मुझे पीटा जाता। वो मुझसे कहते कि दवा खाने से मैं जल्दी बड़ी हो जाऊंगी और जल्दी घर वापस जा सकूंगी।"
उत्तरी नेपाल के एक परिवार की ये बच्ची आठ भाई-बहनों में सबसे बड़ी बेटी थी। एक महिला ने परिवार से कहा कि वो उनकी बेटी को अच्छी शिक्षा दिलवाएगी। इस झांसे में परिजन उसे महिला के साथ काठमांडू भेजने के लिए तैयार हो गए।
लेकिन काठमांडू में वो कम समय ही रही और उसे एक नेपाली परिवार के साथ भारत भेज दिया गया। यहां इस बच्ची से चार लोगों के परिवार के लिए घरेलू काम करवाया जाता। दो साल तक इस परिवार के साथ रहने के बाद उसे किसी और शहर भेज दिया गया।
वो बच्ची बताती है, "वहां भी मैं एक नेपाली परिवार के साथ क़रीब दो साल तक रही। यहीं वो मुझे वो गंदी दवा देते थे। इसके बाद उन्होंने मुझे बुरी जगह बेच दिया। मैं वहां सबसे छोटी बच्ची थी।"
"मैंने अपने मालिकों से मुझे वहां न भेजने की गुहार लगाई। उन्होंने कहा कि जो पैसा मुझे ख़रीदने और पालने में ख़र्च हुआ है वो उन्हें वापस चाहिए। उन्होंने मेरी पिटाई भी की। मेरी क़िस्मत अच्छी थी कि उस जगह पर पुलिस का छापा पड़ गया और छह महीने बाद ही मैं उस गंदी जगह से आज़ाद हो गई।"

ग़रीब बच्चियाँ निशाने पर
पुलिस और मानव तस्करी के ख़िलाफ़ काम कर रहे संगठनों ने भारत-नेपाल सीमा पर चौकसी बढ़ा दी है और कई जांच चौकियां भी स्थापित की गई हैं। तस्करी के ख़िलाफ़ काम कर रहे नेपाली संगठन मैती नेपाल के निदेशक बिश्वरम खड़का कहते हैं कि इस वजह से अब तस्कर कम उम्र की बच्चियों को ले जा रहे हैं।
उन्होंने बताया, "जवान लड़कियां आसानी से पहचान ली जाती हैं लेकिन बच्चियों के साथ सीमा पार करना आसान होता है क्योंकि जांचकर्ताओं की नज़र तो जवान लड़कियों पर होती है। अगर किसी से सवाल भी किए जाते हैं तो वो बच्ची को अपना बताकर आसानी से निकल जाते हैं।"
खड़का के मुताबिक़, तस्कर ग़रीब और पिछड़े इलाक़े की बच्चियों को निशाना बनाते हैं। वो परिजनों को बच्चियों को अच्छी शिक्षा का सपना दिखाकर बरगला लेते हैं। तस्कर की शिकार युवतियों की संस्था शक्ति समूह की संस्थापक और निदेशक सुनिता दानुवार का कहना है कि उन्होंने भी ऐसी लड़की देखी है जिसे जल्दी जवान करने के लिए हार्मोन दिए गए।
वो कहती हैं, "हम जहां रहते थे वहां से एक लड़की को क़रीब दो महीने के लिए ले जाया गया। जब वो लौटी तो वो अजीब तरह से बढ़ी हुई लग रही थी। उसका शरीर किसी जवान लड़की जैसा था और आवाज़ बच्चों जैसी थी।"
दानुवर कहती हैं कि आमतौर पर नौ से 12 साल के बीच की बच्चियों को ही हार्मोन दिए जाते हैं। डॉक्टरों के मुताबिक़, जिन बच्चियों को ग्रोथ हार्मोन दिए जाते हैं, उनका सीना और नितंब जल्दी बड़े हो जाते हैं और वो जवान लगने लगती हैं।
डॉक्टर अरुणा उप्रेती कहती हैं, "ये हार्मोन बच्चियों के शरीर को जवान कर देते हैं और इसकी वजह से उन्हें उम्र भर स्वास्थ्य से जुड़ी परेशानियां रहती हैं। इससे उनकी हड्डियों और गर्भाशय पर असर होता है। "
ग्रोथ हार्मोन के दुष्प्रभाव
उप्रेती ने एक ऐसी महिला के अनुभव बताए जिसे बचपन में ग्रोथ हार्मोन दिए गए थे। वो कहती हैं, "मैं कुछ साल पहले भारत में एक कॉन्फ़्रेंस में हिस्सा ले रही थी। वहां मुझे बहुत बड़ी ब्रेस्ट वाली एक लड़की मिली। उसने बताया कि उसे बचपन में तस्करी करके लाया गया था और वेश्यालय में काम करवाने से पहले ग्रोथ हार्मोन दिए गए थे।"
नेपाली पुलिस के आंकड़ों के मुताबिक़, मानव तस्करी बढ़ रही है। बीते चार सालों में तस्करी की शिकायतें 181 से बढ़कर 268 हो गई हैं। इनमें से 80 फ़ीसदी शिकायतें महिलाओं की ओर से ही दर्ज करवाई गई हैं।
नेपाल पुलिस के प्रवक्ता शैलेश थापा छेत्री कहते हैं, "लड़कियों को खाड़ी के देशों में नौकरी और यूरोप-अमरीका में नागरिकता का लालच देकर फंसा लिया जाता है। ये तस्करों का लड़कियों को रिझाने का आम तरीका है।"
हालांकि, उनका ये भी कहना था कि पुलिस को बच्चियों की तस्करी की शिकायतें नहीं मिली हैं। छेत्री कहते हैं, "कम उम्र की लड़कियों को इस तरह से ले जाने और ग्रोथ हार्मोन देने की कोई शिकायत हमें नहीं मिली हैं"
कार्यकर्ताओं का कहना है कि हाल के वर्षों में तस्करी के तरीके बदले हैं और सरकार को इससे निपटने के लिए सतर्कता बरतनी चाहिए। सिर्फ़ नए क़ानून और नीतियां बनाने से इससे नहीं निबटा जा सकेगा। कार्यकर्ताओं का कहना है कि जागरूकता अभियान चलाए जाने चाहिए और लोगों को तस्करी के नए तरीकों के बारे में आगाह किया जाना चाहिए।
