देश के पांच राज्यों के विधानसभा चुनावों की मतदान प्रक्रिया सात दिसंबर को पूरी हो गई। अब चुनावी नतीजों का इंतज़ार है। मतगणना 11 दिसंबर को होनी है।
मतदान का पहला चरण छत्तीसगढ़ से शुरू हुआ जहां पिछले 12 नवंबर को 18 सीटों के लिए मतदान हुआ था। मतदान का अंतिम चरण राजस्थान और तेलंगाना की सभी सीटों पर मतदान के साथ पूरा हुआ।
देश के कई न्यूज़ चैनल्स ने अलग-अलग सर्वेक्षण एजेंसियों के सहयोग से कराए अपने एग्ज़िट पोल के नतीजे शुक्रवार की शाम ही जारी कर दिए।
ज़्यादातर सर्वेक्षणों में राजस्थान में मौजूदा सत्ताधारी भारतीय जनता पार्टी को हारते दिखाया गया है। एग्ज़िट पोल के इन नतीजों के मुताबिक़ भाजपा की सत्ता में वापसी संभव नहीं!
जनधारणा में इन दिनों देश के ज़्यादातर न्यूज़ चैनल सत्ता-समर्थक हैं। फिर भी ये चैनल अगर राजस्थान में मौजूदा सत्ताधारी पार्टी के हार की भविष्यवाणी कर रहे हैं तो मतलब साफ़ है कि इस राज्य में कांग्रेस की स्थिति वाक़ई बेहतर होगी!
दूसरा राज्य तेलंगाना है, जहां के सभी एग्ज़िट पोल राज्य की मौजूदा सत्ताधारी पार्टी तेलंगाना राष्ट्र समिति (टीआरएस) को जीतता दिखा रहे हैं।
मध्यप्रदेश में भाजपा की हार?
ज़्यादातर न्यूज़ चैनल्स के एग्ज़िट पोल मिज़ोरम में मौजूदा सत्ताधारी पार्टी कांग्रेस के हारने की भविष्यवाणी कर रहे हैं। वहां मिज़ो नेशनल फ्रंट (एमएनएफ) के जीतने के आसार हैं! पूर्वोत्तर के इस राज्य में पिछले 10 सालों से लगातार कांग्रेस की सरकार है।
मध्य प्रदेश और छत्तीसगढ़ के बारे में एग्ज़िट पोल अलग-अलग नतीजे दिखा रहे हैं। राजस्थान, तेलंगाना या मिज़ोरम की तरह मध्य प्रदेश और छत्तीसगढ़ को लेकर सर्वेक्षण एजेंसियों की राय में एकरूपता नहीं है।

तीन प्रमुख न्यूज़ चैनल्स- 'इंडिया टुडे-आज तक', रिपब्लिक टीवी और एबीपी के अपने-अपने सर्वेक्षण में कांग्रेस को मध्यप्रदेश में जीतता दिखाया गया है। इन तीनों न्यूज़ चैनल्स ने क्रमश: एक्सिस इंडिया, सी-वोटर और सीएसडीएस से अपने अपने सर्वेक्षण कराए हैं।
ये तीनों ही सर्वेक्षण मध्य प्रदेश में भाजपा की हार की भविष्यवाणी कर रहे हैं, जहां हिंदुत्व-राजनीति आधारित पार्टी पिछले पंद्रह सालों से सत्ता में है।
चुनाव सर्वेक्षण एजेंसियों ने मध्य भारत के इस महत्वपूर्ण राज्य में मतदाताओं के बीच सत्ता-विरोधी रूझान (एंटी इनकम्बेंसी) को चिह्नित करते हुए सरकार से किसानों की नाराज़गी को भाजपा की संभावित हार का प्रमुख कारण माना है।
हिंदी के कुछ न्यूज़ चैनलों ने मध्य प्रदेश के अपने एग्ज़िट पोल में भाजपा को चौथी बार सत्ता में आते दिखाया है। इसमें इंडिया टीवी प्रमुख है, जिसे जनधारणा में भाजपा-समर्थक चैनल समझा जाता है।
छत्तीसगढ़ में त्रिशंकु विधानसभा
छत्तीसगढ़ के एग्ज़िट पोल के आकलन ज़्यादा उलझे हुए हैं। सभी अलग-अलग तस्वीर पेश करते हैं! ज़्यादातर मान रहे हैं कि चुनाव नतीजे से छत्तीसगढ़ में त्रिशंकु विधानसभा की स्थिति सामने आएगी। यानी किसी एक दल को अपने बूते सरकार बनाने लायक बहुमत नहीं मिलेगा।
सिर्फ़ एबीपी और इंडिया टीवी के सर्वेक्षण बता रहे हैं कि छत्तीसगढ़ में भाजपा लगातार चौथी बार सत्ता में आएगी और उसे कामचलाऊ बहुमत मिल जाएगा। पर 'इंडिया टुडे-आज तक' और 'रिपब्लिक' टीवी जैसे चैनल छत्तीसगढ़ में भी कांग्रेस की बढ़त की भविष्यवाणी कर रहे हैं। अन्य सर्वेक्षण विधानसभा की उलझी तस्वीर पेश कर रहे हैं, जहां किसी दल को स्पष्ट बहुमत नहीं मिलेगा।

हार की भविष्यवाणी को गंभीरता से लें सत्ताधारी दल
इन सर्वेक्षणों की रौशनी में एक बात ज़रूर कही जा सकती है कि सिर्फ़ सूबाई नेतृत्व का ही नहीं, भारतीय जनता पार्टी के केंद्रीय सत्ता-नेतृत्व का करिश्मा अब कम होता जा रहा है!
अगर सत्ता और सत्ताधारी दल के प्रबल और प्रचंड समर्थक समझे जाने वाले न्यूज़ चैनल भी सत्ताधारी पार्टी की हार की भविष्यवाणी करने लगे हैं तो इसे गंभीरता पूर्वक लिया जाना चाहिए। इसका मतलब कि ज़मीनी स्तर पर हालात ज़रूर बदल रहे हैं!
फिर भी इन्हें अभी एक आकलन के तौर पर ही लिया जाना चाहिए। पहली बात तो ये है कि इन सर्वेक्षणों को चुनाव-परिणाम की बिल्कुल सही भविष्यवाणी समझ लेना नादानी होगी।
हमने निकट अतीत में कई बार देखा है कि ज़्यादातर सर्वेक्षण अंदाज़िया साबित हुए। उनके आकलन और वास्तविक नतीजों के बीच एकरूपता नहीं थी। पर कुछेक सर्वेक्षण सही भी हुए। इसलिए एग्ज़िट पोल को हूबहू नतीजा नहीं समझना चाहिए पर इनसे मतदाताओं के रूझान का अंदाज़ा लगाया जा सकता है।
सर्वे एजेंसियों की विश्वसनीयता संदिग्ध
एग्ज़िट पोल में सर्वाधिक महत्वपूर्ण पहलू होता है कि सर्वेक्षण एजेंसी ने कितने लोगों से बात की। बात करने वाले मतदाताओं के बीच कितनी विविधता थी यानी वे अलग-अलग पृष्ठभूमि और क्षेत्र के थे या नहीं! जितने ज़्यादा लोगों और उनकी पृष्ठभूमि में जितनी ज़्यादा विविधता होगी, आकलन के उतना ही सही होने की संभावना होगी।
अनेक मौक़ों पर देखा गया है कि सर्वेक्षण एजेंसी के लोगों ने जल्दी-जल्दी काम पूरा करने के लोभ में सिर्फ़ सहज ढंग से उपलब्ध शहरी क्षेत्र के मध्यवर्गीय मतदाताओं से उनकी राय ले ली और उसे पूरे प्रदेश की प्रतिनिधि-राय मान ली।
अक्सर ऐसे सर्वेक्षण ग़लत साबित हुए हैं!... दूसरी बात कि अपने देश में अनेक सर्वेक्षण एजेंसियों की विश्वसनीयता संदिग्ध है। एग्ज़िट पोल या ओपिनियन पोल करने वाली कई एजेंसियों को निहित स्वार्थ के तहत किसी दल या संस्था के पक्ष में काम करते पाया गया है!
कुछ ही साल पहले 'न्यूज़ एक्सप्रेस' नामक एक चैनल ने अपने बहुचर्चित 'स्टिंग ऑपरेशन' में दिखाया कि ओपिनियन पोल और एग्ज़िट पोल करने वाली कई एजेंसियां किस तरह किसी दल, संगठन या नेता से मिलीभगत कर अपने सर्वेक्षण-नतीजे देने को तैयार रहती हैं!
कितने सटीक होंगे एग्ज़िट पोल
हमने कई बार देखा है कि किस तरह न्यूज़ चैनलों के संचालकों के दबाव में सर्वेक्षण करने वाली एजेंसियां अपने आकलन और आंकड़े बदलने को तैयार हो जाती हैं! जो तैयार नहीं होतीं, उन्हें चैनल बाहर का रास्ता तक दिखा देते हैं। अनुबंध ख़त्म कर उनकी फीस का भुगतान रोक दिया जाता है।
सन् 2015 के बिहार विधानसभा चुनाव में तत्कालीन राजद-जदयू महागठबंधन को जीतता दिखा रहे एक एजेंसी के एग्ज़िट पोल को देश के एक बड़े न्यूज़ चैनल ने ऐन मौक़े पर प्रसारित होने से रोक दिया था!... लेकिन इस बात से इनकार नहीं किया जा सकता कि सर्वेक्षण एजेंसियों की बढ़ती संख्या के बीच विश्वसनीयता और प्रोफेशनलिज़म की जद्दोजहद भी उनके अंदर तेज़ हुई है।
देखना होगा, इस बार ये सर्वेक्षण एजेंसियां किस हद तक सही और सटीक साबित होती हैं? इन्हें परखने के लिए भी हमें वास्तविक चुनावी नतीजों का इंतज़ार करना होगा, जो 11 दिसंबर को सामने आएंगे!
