ગુજરાત કી હવા મેં વેપાર હૈ...જાણો વિવિધ સેક્ટર સાથે સંકળાયેલા ગુજરાતીઓની બજેટમાં કેવી છે અપેક્ષાઓ

1લી ફેબ્રુઆરીએ  કેન્દ્ર સરકાર બજેટ રજૂ કરવા જઇ રહી છે. જેમાં સામાન્ય લોકોથી માંડીને વેપારી વર્ગને ખૂબ આશાઓ મંડાયેલી છે. તો બીજી તરફ ગત થોડા સમયથી રીયલ એસ્ટેટ સેક્ટર મંદી પડી રહ્યું છે. ખાસકરીને 2016માં થયેલી નોટબંધી બાદ આ સેક્ટરમાં વેચાણ સતત ઘટતું જાય છે. જોકે ગત એક વર્ષમાં આ સેક્ટરની હાલત થોડી સુધરતી જોવા મળી રહી છે. એવામાં બજેટ 2020 (Budget 2020)થી રીયલ એસ્ટેટ સેક્ટર ખૂબ આશાઓ છે.

આ બજેટમાં એકવાર આવકવેરા છૂટને વધારવાની આશા છે. નાણામંત્રી (Finance Minister) નિર્મલા સીતારમણ નાણાકીય વર્ષ 2020-21ના બજેટ (Budget 2020)માં તમારા માટે ઘણી મોટી રાહતોની જાહેરાત કરી શકે છે. ત્યારે જોઇએ વિવિધ સેક્ટર સાથે સંકળાયેલા ગુજરાતના લોકોની કેવી અપેક્ષાઓ છે.

લિસ્ટેડ શેરો પર 14 વર્ષ ના ગાળા બાદ લૉંગ ટર્મ કેપિટલ ગેઈન્સ ટેક્સ લાગુ કરવામાં આવ્યું હતું. આના કારણે સરકારની આવકમાં કોઈ ખાસ મોટો વધારો થયો નથી પણ શેર માર્કેટમાં બહુ મોટો ગૂંચવાડો ઉભો થયો છે. લૉંગ ટર્મ કેપિટલ ગેઈન્સ ટેક્સ અને સેક્યુરિટીઝ ટ્રાન્ઝૅકશન ટેક્સ સાથે લાગવાના કારણે ડબલ ટૅક્સેશન ની સ્થિતિ ઉભી થાય છે, જે રોકાણ આકર્ષવામાં અડચણરૂપ છે. આ વિષય પર બજેટમાં ધ્યાન આપવાની જરૂર છે

ડિવિડન્ડ ડિસ્ટ્રીબ્યુશન ટેક્સ (DDT): આજની તારીખમાં ડિવિડન્ડ ની આવક ઉપર કોર્પોરેટ ટેક્સ, ડિવિડન્ડ ડિસ્ટ્રીબ્યૂશન ટેક્સ, અને શેરહોલ્ડર પર આવકવેરો, એમ મળીને ત્રણ વખત ટેક્સ લેવામાં આવે છે. વધુમાં ઈન્સુરન્સ કંપનીઓમાં વિદેશી રોકાણ ની મર્યાદા 49% થી વધારીને 74% કરવાની જરૂર છે. આનાથી ઈન્સુરન્સ કંપનીઓ ને વિસ્તરણ કરવામાં અને ઊંચા મૂડીરોકાણ ની જરૂરિયાત પુરી કરવામાં મદદ મળશે.

ઇન્ફર્મેશન ટેકનોલોજી ભારતમાં એક અતિ મહત્વપૂર્ણ સેક્ટર છે. ખુદ ઇન્ફર્મેશન ટેકનોલોજી મંત્રાલયનું અનુમાન છે કે ભારતને 5 ટ્રિલિયન ડોલર ઈકોનોમી બનાવવાના લક્ષ્યને હાંસલ કરવા માટે ઇન્ફર્મેશન ટેકનોલોજી સેક્ટરે 1 ટ્રિલિયન ડોલર નું યોગદાન આપવું પડશે, અમારું માનવું છે કે આના માટે રૅગ્યુલૅટરી વાતાવરણ કે જેનાથી ઇન્ફર્મેશન ટેકનોલોજી ક્ષેત્રે ખાનગી રોકાણ ને અસર થાય છે તેના તરફ બજેટમાં ધ્યાન આપવામાં આવશે. દાખલાં તરીકે એવા નિયમો કે જેમનાથી ખાનગી રોકાણમાં અને મંજૂરીઓ મેળવવાંમાં મોડું થાય છે એવા નિયમોમાં સુધાર લાવવામાં આવશે. વધુમાં અમારું માનવું છે કે વિત્ત મંત્રી વિવિધ નિયમો ને સરળ બનાવવાં પર પણ ધ્યાન આપશે.

સરકારનું નવું બજેટ વૃદ્ધિ લક્ષી રહેવાની અપેક્ષા છે. સરકાર દેશમાં મેન્યૂફેક્ચરિંગ ક્ષેત્રે કામગીરી વધે તે માટે ઉદ્યોગોને રાહત આપી ચૂકી છે. બજેટમાં તેનું લક્ષ્ય દેશમાં વપરાશી માગ વધે તે માટે મધ્યમવર્ગને હાથમાં વધુ નાણા આપવાનું રહેશે. જે માટે તે આવકવેરામાં રાહતો જાહેર કરશે તેવું નક્કી મનાય છે. શેરબજાર વર્ગને પ્રોત્સાહન માટે તે લોંગ ટર્મ કેપિટલ ગેઈન્સ ટેક્સમાં રાહતો આપી શકે છે. જ્યારે ડિવિડન્ડ ડિસ્ટ્રીબ્યુશન ટેક્સમાં પણ તે રાહત આપે તેવી શક્યતા છે. અર્થતંત્ર હાલમાં ઓક્સિજન પર છે ત્યારે સરકારના આ પ્રકારના ઉપાયો નાણાકિય ખાધને નજરઅંદાજ કરી શકે છે. જોકે હું માનું છું કે મોદી સરકાર આવકના અન્ય ઉપાયો હાથ ધરીને નાણાકિય ખાધને પણ અંકુશમાં રાખવાનો પ્રયાસ કરશે.
