મુખ્યમંત્રી વિજય રૂપાણીએ નર્મદાના પાણી ગુજરાતને ન આપવાના મધ્યપ્રદેશના મુખ્યમંત્રી કમલનાથ અને નર્મદા વિકાસ મંત્રી બુધેલના નિવેદનોને અત્યંત કમનસીબ, માહિતીના અભાવવાળા અને રાજકીય બદઇરાદાથી પ્રેરિત ગણાવ્યાં છે. વિજય રૂપાણીએ મધ્યપ્રદેશના મુખ્યમંત્રીના આવા નિવેદનો અંગે પ્રતિક્રિયા આપતા સ્પષ્ટપણે કહ્યું કે, કોંગ્રેસ પક્ષ લોકસભાની ચૂંટણીઓમાં તેમની હારને પચાવી શકતો નથી એટલે હવે આવા હતાશાભર્યાં નિવેદનોથી દરેક વસ્તુને રાજકીય રીતે મૂલવવાનો પ્રયાસ કરવાની માનસિકતા છતી કરે છે.
મુખ્યમંત્રીએ ઉમેર્યું હતું કે અગાઉ પણ કોંગ્રેસની સરકારોએ નર્મદા મુદ્દે ગુજરાતને અનેક અન્યાય કર્યાં છે. સાત-સાત વર્ષ સુધી ડેમના દરવાજા મૂકવા ન દીધા, ડેમની ઊંચાઈ વધારવા ન દીધી અને ડેમ પૂર્ણ થવા ન દીધો. આમ પાણીના પ્રશ્ને કોંગ્રેસ રાજકારણ કરતી જ આવી છે. વિજય રૂપાણીએ મધ્યપ્રદેશના મુખ્યમંત્રી કમલનાથજીને માહિતીના અભાવવાળા બાલિશ નિવેદનો ન કરવાની અને પાણી જેવા મહત્વના પ્રશ્ને રાજકારણ ન કરવાની સલાહ આપતા પાણી વહેંચણી અંગે હકીકતલક્ષી સ્પષ્ટતાઓ પણ પ્રચાર માધ્યમો સમક્ષ કરી હતી.
મુખ્યમંત્રીએ આ સંદર્ભમાં સ્પષ્ટ કર્યું કે, નર્મદાના પાણીની વહેંચણી ચાર ભાગીદાર રાજ્યો વચ્ચે નર્મદા કન્ટ્રોલ ઓથોરિટીની ટ્રિબ્યુનલના ૧૯૭૯ના ચુકાદાના આધારે જ થઈ રહી છે અને તેમાં ફેરફાર કરવાનો કોઇ રાજ્યને અધિકાર નથી. એટલું જ નહિં, NCAને સુપ્રીમ કોર્ટે પણ ચુકાદો આપ્યો છે કે પાણીની આ વહેંચણીમાં ૨૦૨૪ સુધી કોઇ ફેરફાર થઈ શકે નહીં. આ અંગેની પુનઃ વિચારણા માટે પણ નર્મદા કન્ટ્રોલ ઓથોરિટી અને ચારેય ભાગીદાર રાજ્યોના પ્રતિનિધિ, કેન્દ્ર સરકારના પ્રતિનિધિની સંયુક્ત બેઠક મળે અને તેમાં નિર્ણય થાય તેવી પણ સ્પષ્ટ જોગવાઇ છે, એટલે મધ્યપ્રદેશ પાણી નહીં છોડે તેવું સંપૂર્ણ બાલિશ નિવેદન છે. વિજય રૂપાણીએ ગુજરાત નર્મદા જળથી વીજ ઉત્પાદન કરતું નથી અને મધ્યપ્રદેશને સહન કરવું પડે છે તેવા મધ્યપ્રદેશના આક્ષેપોને સ્પષ્ટપણે નકારી કાઢ્યા હતાં.

તેમણે આ અંગે પણ હકીકતો સાથે જણાવ્યું કે નર્મદાના કેનાલ હેડ પાવર હાઉસથી ૨૫૦ મેગાવોટ વીજ ઉત્પાદન ચાલુ જ છે અને ૫૭ ટકા હિસ્સો મધ્યપ્રદેશને મળે જ છે. સરદાર સરોવર ડેમથી જે વીજ ઉત્પાદન થાય તેનો ૧૬ ટકા હિસ્સો ગુજરાતનો છે. વિજય રૂપાણીએ કહ્યું હતું કે ૧૫ એપ્રિલ, ૨૦૧૯ના તમામ ભાગીદાર રાજ્યોની બેઠક મળી હતી અને તેમાં નિર્ણય કરવામાં આવેલા છે કે કોંક્રિટ ગ્રેવિટી ડેમને પૂરો ભરી તેનું તથા દરવાજાઓનું ટેસ્ટીંગ કરવામાં આવે તે જરૂરી છે. ગુજરાતે આ નિર્ણય એકપક્ષીય નથી લીધો પરંતુ NCAને વિધિવત દરખાસ્ત કરી ભાગીદાર રાજ્યોની આ બેઠક યોજીને નિર્ણય લેવાયો છે.

એક વખત ૧૩૧ મીટર કરતા વધુ લેવલ થાય ત્યારબાદ ૧૩૮.૬૭ મીટર સુધી ડેમ ધીરે ધીરે ભરવાનો થાય તો વધારાના પાણીથી પાવર હાઉસ ચલાવી શકાશે. ૧૩૮ મીટર ડેમ ભરાય અને ટેસ્ટિંગ થાય તે બધા જ રાજ્યોના હિતમાં છે એટલે ગુજરાતે આ લેવલનો આગ્રહ રાખ્યો છે. વિજય રૂપાણીએ ઉમેર્યું હતું કે ૪૦-૪૦ વર્ષથી ચારેય રાજ્યો સહકાર અને સારા વાતાવરણથી પાણી વહેંચણી સહિતના મુદ્દે કાર્યરત છે ત્યારે તેને ડહોળવાનો પ્રયાસ મધ્યપ્રદેશ ન કરે. વિસ્થાપિતોના વિષયે મધ્યપ્રદેશના મંત્રીના નિવેદનોને ટાંકીને જણાવ્યું કે ગુજરાતે સુપ્રીમ કોર્ટના આદેશ મુજબ ૨૦૧૭થી અત્યાર સુધી તમામ કામગીરી પૂર્ણ કરી છે.
તેમણે મધ્યપ્રદેશ ૬ હજાર પરિવારોનું સ્થળાંતર નથી થયું તેમ જણાવે છે તેવા આક્ષેપના સંદર્ભમાં કહ્યું કે, ૧૨મી જુલાઈએ બોલાવેલી બેઠકમાં મધ્યપ્રદેશના કોઇ અધિકારીઓ હાજર રહ્યાં નહીં અને ફરી બોલાવેલી ૧૮ જુલાઈની બેઠકનો બહિષ્કાર કરી NCA સામે વિરોધ દર્શાવ્યો અને હવે વિસ્થાપિતોની વાતો કરે છે. મુખ્યમંત્રીએ NCA-સર્વોચ્ચ અદાલતના ચુકાદાઓ સ્વયં સ્પષ્ટ છે કે ૨૦૨૪ સુધી પાણી વહેંચણીમાં કોઇ ફેરફાર કોઇ જ સરકાર ન કરી શકે તેનો સંદર્ભ આપતા સ્પષ્ટપણે કહ્યું કે, માત્ર ને માત્ર રાજકીય બદઇરાદાઓથી મધ્યપ્રદેશ સરકાર પાણી નહીં આપવાના નિવેદનો કરે છે અને ગુજરાત કોંગ્રેસ પણ તેને સાથ આપે છે.
વિજય રૂપાણીએ મધ્યપ્રદેશને ધમકીનો ભાષા પ્રયોગ શોભતો નથી તેવી ટિપ્પણી કરતા કહ્યું કે નર્મદા કન્ટ્રોલ ઓથોરિટી તથા સર્વોચ્ચ અદાલતના નિર્ણયને જનતાના હિત માટે આવકારીએ. આ વખતે વરસાદ ખેંચાયો છે ત્યારે પાણીની જરૂરિયાત છે અને મધ્યપ્રદેશ નર્મદાના પાણીને મુદ્દે રાજકારણ કરે છે તે કમનસીબ છે એમ પણ તેમણે સાફ શબ્દોમાં જણાવ્યું હતું.
