ગુજરાત ભવન દેશની રાજધાનીમાં ગુજરાતની એક ઓળખ બનશે, પહેલું ઇકોફ્રેન્ડલી ભવન નિર્માણ કરનાર ગુજરાત પ્રથમ રાજ્ય

દિલ્હીમાં બનાવવામાં આવેલા ગુજરાત ભવનનું પીએમ નરેંદ્ર મોદીએ ઉદ્દઘાટન કર્યું હતું. ગુજરાતના મુખ્યમંત્રી વિજય રૂપાણી અને નાયબ મુખ્યમંત્રી નીતિન પટેલ પણ ઉદઘાટન સમારોહમાં ઉપસ્થિત રહ્યા હતા.

વડાપ્રધાન નરેન્દ્ર મોદીએ દેશની રાજધાની દિલ્હીમાં પ્રથમ ઇકો ફ્રેન્ડલી એવા ‘ગરવી ગુજરાત ભવન’ને ખુલ્લુ મુકતાં જણાવ્યું હતું કે, આ ભવન ગુજરાતના સાંસ્કૃતિક, આર્થિક વિકાસનું મોડેલ તો છે જ પણ સાથે સાથે ન્યુ ઇન્ડિયાનું પ્રત્યક્ષ પ્રમાણ પણ છે. આપણે આપણી સાંસ્કૃતિક વિરાસત અને પરંપરાઓને આધુનિકતાઓ સાથે જોડીને આગળ વધવા પ્રતિબધ્ધ છીએ. તેમણે જણાવ્યું કે, ‘વિશેષતામાં એકતા’ એ ભારતની વિચારધારા છે અને ભારતના અલગ અલગ રાજ્યોની સાંસ્કૃતિક, સામાજિક અને આર્થિક તાકાત જ દેશને મહાન બનાવશે. દેશના એક ભાગ કે રાજ્યની તાકાત અને શક્તિઓને ઓળખીને આપણે આગળ વધવું છે અને રાષ્ટ્રીય – વૈશ્વિક સ્તરે તેને ફોક્સ કરવાનો આપણો અભિગમ છે. દેશની રાજધાનીમાં વિવિધ રાજ્યોના કલ્ચર, આર્ટ અને હેન્ડીક્રાફ્ટને શો-કેસ કરવામાં આવા ભવનો ઉપયુક્ત બનશે.

પ્રધાનમંત્રીએ આ ગરવી ગુજરાત ભવન કરોડો ગુજરાતીઓની ભાવનાને અનુરૂપ બધાની સેવા માટે તૈયાર થયેલું એક સાંસ્કૃતિક ચેતના કેન્દ્ર છે અને નિર્ધારિત સમય પહેલાં બનેલી આ શાનદાર ઇમારત સમયસર પ્રોજેક્ટ પુરા કરવાની જે આદત ગુજરાતમાં સરકારી સંસ્થાઓ અને વિભાગોમાં વિકસીત થઇ છે તે કાર્યસંસ્કૃતિને હવે રાષ્ટ્રીય સ્તરે વિકસાવવી છે. જમીનથી જોડાઇને આસમાનને આંબવાની આપણી આગવી વિશેષતા રહી છે એમ પણ તેમણે ગુજરાતના વૈશ્વિક વિકાસની સરાહના કરતાં જણાવ્યું હતું.

વડાપ્રધાનએ આ ભવનમાં ગુજરાતની પ્રવાસન સાથે જોડાયેલી પ્રવૃત્તિઓ, ફુડ ફેસ્ટિવલ તથા સાંસ્કૃતિક કાર્યક્રમોના માધ્યમથી ગુજરાતને દેશ સાથે વધુ દ્દઢતાપૂર્વક કનેક્ટ કરવાના આયોજનનો વિચાર આપતાં એમ પણ કહ્યું કે, દેશને સીંગલ યુઝ પ્લાસ્ટીકથી મુક્તિ અપાવવી છે તે દિશામાં પણ આ નવું ગરવી ગુજરાત ભવન એક ઉદાહરણ બનશે. ગુજરાતમાં ઔદ્યોગિક મૂડીરોકાણ આકર્ષવા આ નવનિર્મિત સદન એક પ્રમુખ કેન્દ્ર બની શકે તેવી સર્વાધિક નવી વ્યવસ્થાઓ ઉપલબ્ધ કરાઇ છે. આ સુવિધાઓને પગલે ગુજરાતમાં મૂડીરોકાણ કરનાર ભારતીય ઉદ્યોગકારો તેમજ વિદેશી રોકાણકારોને સર્વશ્રેષ્ડ સુવિધાઓ ઉપલબ્ધ થશે તેવો વિશ્વાસ છે.

ગુજરાતે વિકાસ અને ઉદ્યમશીલતા સાથે પરિશ્રમને મહત્વ આપ્યું હોવાનો ઉલ્લેખ કરી વડાપ્રધાનએ જણાવ્યું હતું કે, ગુજરાતમાં મુખ્યમંત્રી તરીકેના મારા કાર્યકાળના દોઢ દશકમાં મેં ગુજરાતને અત્યંત નજીકથી જોયું અને જાણ્યું છે. છેલ્લા પાંચ વર્ષમાં ગુજરાતે અપ્રતિમ ગતિથી વિકાસની પ્રકિયાને આગળ વધારી છે તે પ્રશંસનીય છે. જળસંચયના સર્વોત્તમ આયામો પ્રસ્થાપિત કરીને ગુજરાતે ગામે ગામ પાણી પહોંચાડવાનું અભિયાન હાથ ધર્યું છે તેનો ઉલ્લેખ કરી વડાપ્રધાને કહ્યું કે, ગુજરાતમાં જળસંચયને જનઅભિયાનનું સ્વરૂપ અપાયું છે તે અત્યંત અનુકરણીય છે. આ પ્રકારના પ્રયાસોથી વર્ષ ૨૦૨૪ સુધીમાં આપણે ઘરે ઘરે પાણી પહોંચાડવામાં સફળ થઇશું તેનો સંપૂર્ણ વિશ્વાસ છે. જમ્મુ-કાશ્મીર અને લેહ-લદાખથી લઇને ઉત્તર પૂર્વીય ભારત – વિંધ્યના આદિવાસી આંચલથી લઇને દક્ષિણના સમુદ્ર વિસ્તાર સુધીની આપણી સાંસ્કૃતિક વિરાસત અને વિશેષતાઓથી વિશ્વને આકર્ષિત કરવાનું આપણી પાસે સામર્થ્ય છે પરંતુ તેને પ્રોત્સાહન આપવાની સક્રિયતા આપણે વધારવી અને વિકસાવવી પડશે.

મુખ્યમંત્રી વિજય રૂપાણીએ ગુજરાતના સાંસ્કૃતિક કેન્દ્રના પ્રતિક સમા ગુજરાત ભવનના ઉદઘાટન પ્રસંગે જણાવ્યું હતું કે, દેશની રાજધાનીમાં નિર્માણ પામેલ આ બીજુ ગુજરાત ભવન છે. દિલ્હીમાં કોઇ રાજયનું પહેલું ઇકોફ્રેન્ડલી ભવન નિર્માણ કરનાર ગુજરાત પહેલું રાજ્ય છે, એ જ પૂરવાર કરે છે કે, દેશના પનોતા પુત્ર નરેન્દ્ર મોદીના માર્ગદર્શનમાં દેશના વિકાસ રોલમોડેલ તરીકે ગુજરાત હરહંમેશ પ્રતિબધ્ધ રહ્યું છે. ૭૦૬૬ સ્કવેર મીટર વિસ્તારમાં નિયત કરાયેલી સમયમર્યાદા પહેલા રૂા. ૧૨૮ કરોડના ખર્ચે ગુજરાત ભવનનું નિર્માણ પૂર્ણ થયું અને ખુલ્લું પણ મુકાયું તે નરેન્દ્રભાઈની ગુજરાત પ્રત્યેની વિકાસ પ્રતિબદ્ધતા દર્શાવે છે.

મુખ્યમંત્રીએ જણાવ્યું હતું કે, દિલ્હીમાં આ બીજા ગુજરાત ભવનના નિર્માણ માટે ગુજરાતે વર્ષ ૨૦૦૭થી જમીનની માંગણી કરી હતી. નરેન્દ્ર મોદીના કાર્યકાળ દરમિયાન તેમણે પણ તત્કાલિન યુ.પી.એ સરકાર સમક્ષ આ મુદ્દો ઉઠાવ્યો પરંતુ યુ.પી.એ. સરકાર માટે ગુજરાતની જરૂરિયાતોનું કોઇ મહત્વ ન હતું. પરંતુ આખરે શ્રી નરેન્દ્રએ દેશનું શાસન સંભાળ્યું કે તરત જ ગુજરાતની માંગણી પૂર્ણ થઇ અને વર્ષ ૨૦૧૫માં ગુજરાત ભવન માટે જમીન ઉપલબ્ધ થઇ. ગુજરાત ભવનનું સપનું આજે સાકાર થયું છે તેનો સંપૂર્ણ શ્રેય વડાપ્રધાન નરેન્દ્ર મોદીને જાય છે. ગુજરાતે વિકાસના ઉચ્ચતમ માનબિંદુ પ્રસ્થતાપિત કર્યા છે તેમાં નરેન્દ્રભાઈનું માર્ગદર્શન મળી રહ્યું છે.

નર્મદા ડેમનો ઉલ્લેખ કરી મુખ્યમંત્રીએ જણાવ્યું કે, અગાઉની કોંગ્રેસ સરકારોની અનિર્ણાયકતાને પગલે અટકેલી નર્મદા યોજનાને શ્રી નરેન્દ્રએ શાસન સંભાળ્યાના માત્ર ૧૭ દિવસમાં મંજૂરી આપી અને આજે નર્મદા ડેમ ૧૩૫ ફુટની અભૂતપૂર્વ ઉંચાઇ સુધી પાણીથી ભરાયો છે. તેની સંગ્રહક્ષમતા ૫ મિલિયન એકર ફીટ વધી છે અને ગુજરાતના ગામે ગામ નર્મદાના પાણી પહોંચ્યા છે તેનો શ્રેય માત્રને માત્ર નરેન્દ્ર મોદીને જાય છે.

ગુજરાત વર્ષોથી ક્રૂડ રોયલ્ટી માટે સંઘર્ષ કરતું રહ્યું હતું. પરંતુ પ્રધાનમંત્રી નરેન્દ્રભાઈની એનડીએ-૧ સરકારે તેનું નિવારણ કર્યું અને રૂા. ૮૩૯૨ કરોડની જવાબદારી સ્વીકારીને પ્રથમ તબક્કામાં રૂા. ૧૨૫૯ કરોડની રકમ ગુજરાતને ફાળવી હતી. ગુજરાતને મરિન યુનિવર્સિટી, વડોદરામાં રેલવે યુનિવર્સિટી, નર્મદામાં ટ્રાયબલ મ્યુઝીયમ તથા રાજકોટમાં વિશ્વસ્તરીય એઈમ્સ હોસ્પિટલ અને ગ્રીનફિલ્ડ એરપોર્ટની મંજૂરી આપીને ગુજરાતના હોલેસ્ટિક વિકાસની ગતિને વધુ તેજ બનાવવામાં નરેન્દ્ર મોદીએ અમારો વિશ્વાસ વધાર્યો છે. નરેન્દ્ર મોદીએ દેશના ૧૨ હેરિટેજ સિટીની યોજનામાં ગુજરાતના તીર્થસ્થળ દ્વારકાનો સમાવેશ કર્યો. ઓખા- બેટ દ્વારકાને જોડતા સિગ્નેચર બ્રિજનું નિર્માણ એ માત્ર નરેન્દ્ર મોદીની ગુજરાત પ્રત્યેના સ્નેહના કારણે જ શક્ય બન્યું છે.

વિજય રૂપાણીએ મેટ્રો ટ્રેન યોજનાનો ઉલ્લેખ કરી જણાવ્યું કે, આ યોજના માટે એ.આઇ.બી.પી.ની રૂા. ૬૦૦૦ કરોડની લોન ગુજરાતને મળી છે તેમાં કેન્દ્ર સરકારની મહત્વની ભૂમિકા રહી છે. સાથે સાથે કેન્દ્ર સરકારે સૂરતમાં પણ સૂચિત મેટ્રો રેલ આગળ વધારવા મંજૂરી આપી છે. દેશની પ્રથમ એવી અમદાવાદ-મુંબઇ વચ્ચેની બુલેટ ટ્રેન આગામી સમયમાં શરૂ થવાની છે તે પણ નરેન્દ્ર મોદીનું સ્વપ્ન હતું. ગુજરાતમાં કુલ ૨૧૭૨ કિલોમીટર લંબાઇના રાજ્ય ધોરી માર્ગને રાષ્ટ્રીય ધોરી માર્ગ તરીકે સ્વીકારવાની સૈધ્ધાંતિક મંજૂરી મળી છે.

રાજ્યમાં રાષ્ટ્રીય ધોરી માર્ગની લંબાઇ વર્ષ ૨૦૧૪માં ૪૦૪૫ કિલોમીટર હતી તે ૫૧ ટકા વધીને ૬૧૨૩ કિલોમીટર થઇ છે. ઓખા અને બેટ દ્વારકા વચ્ચે અરબી સમુદ્ર વચ્ચે ૪ લેઇન કેબલ સ્ટેઇડ બ્રિજનું કામ રૂા. ૯૬૨ કરોડના ખર્ચે ચાલી રહ્યું છે. કેન્દ્ર સરકારની મદદથી જ કચ્છ અને બનાસકાંઠા જિલ્લામાં ગઢુલી-સાંતલપુર વચ્ચે રૂા. ૪૦૧ કરોડના ખર્ચે રાષ્ટ્રીય ધોરી માર્ગનું કામ હાલ ચાલુ છે. આ માર્ગ સીમા સુરક્ષા માટે પણ અત્યંત જરૂરી છે.

નરેન્દ્ર મોદીના જલશક્તિ મંત્રને સાકાર કરીને ગુજરાત જલશક્તિ આધારિત વિકાસના માર્ગે આગળ વધી રહ્યું છે. ‘‘સુજલામ સુફલામ જલ અભિયાન’’ને જનઆંદોલનનું સ્વરૂપ આપીને ગુજરાતે ૨૪૦૦૦ લાખ ક્યુબીક મીટર જળસંગ્રહ ક્ષમતા ઉભી કરી છે. તાજેતરમાં નીતિ આયોગ દ્વારા પ્રસિધ્ધ કરાયેલા કમ્પોઝીટ વોટર મેનેજમેન્ટ ઇન્ડેક્ષ ૨.૦માં ગુજરાતે જળપ્રબંધન ક્ષેત્રે સતત ત્રીજા વર્ષે તેનું સ્થાન પ્રથમ જાળવી રાખ્યુ છે તેનું સૈા ગુજરાતવાસીઓને ગૌરવ છે.

દિલ્હીમાં નિર્માણ પામેલ ગરવી ગુજરાત ભવન આજથી દેશની રાજધાનીમાં ગુજરાતની એક ઓળખ બનશે. ગુજરાતની પારંપારિક લોકકલા, ઈતિહાસ, પ્રવાસન, ધાર્મિક તીર્થસ્થળોની ઝાંખી આ ભવનમાં જોવા મળશે. ગરવી ગુજરાત ભવનની આ ભેટ માટે સાડા છ કરોડ ગુજરાતીઓ વતી મુખ્યમંત્રીએ પ્રધાનમંત્રી નરેન્દ્ર મોદીનો આભાર વ્યક્ત કર્યો હતો.

ગરવી ગુજરાત ભવનના આ ગૌરવશાળી સમારોહ વેળાએ ગુજરાતના રાજયપાલ આચાર્ય દેવવ્રતજી, ઉત્તરપ્રદેશના રાજયપાલ આનંદીબહેન પટેલ, નાયબ મુખ્યમંત્રી નીતિન પટેલ, રાજયમંત્રીમંડળના મંત્રીઓ, સાંસદો, બોર્ડ નિગમના પદાધિકારીઓ તેમજ નવી દિલ્હી સ્થિત વિવિધ દેશોના રાજદૂતાવાસના પ્રતિનિધિઓ, કેન્દ્ર સરકારમાં કાર્યરત ગુજરાતના સનદી અધિકારીઓ, નિવૃત્ત સનદી અધિકારીઓ અને દિલ્હીમાં વસતા વિવિધ ગુજરાતી સંગઠનોના સભ્યો, આમંત્રિતો, અગ્રગણ્ય ઉદ્યોગ સાહસિકો અને વેપાર ઉદ્યોગના પ્રતિનિધિઓ જોડાયા હતા. ગુજરાતના કલાકારોએ ગરવી ગુજરાત ભવનના પ્રાંગણમાં તેમજ વિજ્ઞાન ભવન ખાતે ભાતીગળ લોકનૃત્યોની સંગીતમય પ્રસ્તૃતિ પણ કરી હતી.
