વિજય રૂપાણીએ વિશ્વાસ વ્યક્ત કર્યો કે ગુજરાતના બિઝનેસ ફ્રેન્ડલી એન્વાયર્મેન્ટ અને ગિફ્ટ સિટીની
ઇકોસિસ્ટમને સુસંગત બેંક ઓફ અમેરિકાનું આ નવું કાર્યરત થઈ રહેલું ગ્લોબલ ડિલિવરી સેન્ટર ઉત્કૃષ્ટ સેવાઓ પ્રદાન કરશે. પીએમ નરેન્દ્ર મોદીના બ્રેઇન ચાઇલ્ડ સમાન આ ગિફ્ટ સિટી માત્ર ફાયનાન્સિયલ હબ કે સ્પેશિયલ ઇકોનોમિક ઝોન નહીં પરંતુ મોડેલ ગ્રીન ફિલ્ડ સ્માર્ટસિટીનું પણ શાનદાર ઉદાહરણ બન્યું છે.
અમેરિકન બેન્કના આ ગ્લોબલ બિઝનેસ સેન્ટરની સ્થાપના અને કાર્યારંભ ગુજરાત માટે એક સિમાચિન્હ બનશે. બેંક ઓફ અમેરિકાની વિશ્વ ખ્યાતિની સરાહના કરતા મુખ્યમંત્રીએ કહ્યું કે એવી માન્યતા છે કે આવી લિડિંગ બેંક જ્યાં પોતાની બ્રાન્ચ કે સેન્ટર શરૂ કરે ત્યાં વિશ્વની અન્ય પ્રતિષ્ઠિત સંસ્થાઓ પણ કારોબાર-વેપાર માટે ઉત્સુક હોય છે. ગિફ્ટ સિટી – ગુજરાતમાં આ સેન્ટરનું આગમન હવે વૈશ્વિક ફાયનાન્સિયલ સર્વિસિસ સેક્ટરના અન્ય માટે પણ પ્રેરણારૂપ બનશે એવી અપેક્ષા મુખ્યમંત્રીએ દર્શાવી હતી.
ગુજરાત સરકાર ગિફ્ટ સિટીને માત્ર ભારત જ નહીં, સમગ્ર એશિયા માટે ફાયનાન્સિયલ અને આઇ.ટી. ટેક્નોલોજીનું અગ્રેસર કેન્દ્ર બનાવવા માગે છે તેવી નેમ વ્યક્ત કરતા ગિફ્ટ સિટીમાં ૬ લાખ સ્ક્વેર ફૂટમાં આઇ.ટી. પાર્કની સ્થાપનાની પણ ભૂમિકા આપી હતી. ગિફ્ટ સિટીમાં ફાયનાન્સિયલ ટેક્નોલોજી સેન્ટર વિકસિત કરવા હેતુસર અન્ય ગ્લોબલ સેન્ટર્સ સાથે જરૂરી રેગ્યુલેટરી ફ્રેમવર્ક અને ઇનિશિયેટિવ્સ પણ રાજ્ય સરકાર આપવા તત્પર છે. મુખ્યમંત્રીએ ગુજરાતે પાછલા દોઢ દાયકામાં પારદર્શી અને પ્રોત્સાહક નીતિઓ અને નિર્ણયોના પરિણામે વૈશ્વિક રોકાણોના કેન્દ્ર તરીકે સ્થાન મેળવ્યું છે તેની વિગતો આપી હતી.
તેમણે જણાવ્યું કે દેશની કુલ વસતિના માત્ર પાંચ ટકા વસતિ ધરાવતું ગુજરાત દેશના GDPમાં ૭.૭ ટકાનું યોગદાન આપે છે. ગુજરાતમાં વિશ્વભરના મોટા રોકાણકારો આકર્ષિત થયા છે અને તેથી જ આ નાણાકીય વર્ષના પ્રથમ ૩ માસમાં જ ૧૮ હજાર કરોડથી વધુ FDI રાજ્યમાં આવ્યું છે તેમ પણ મુખ્યમંત્રીએ ગૌરવ સહ જાહેર કર્યું હતું. વિજય રૂપાણીએ ગુજરાત વર્લ્ડ ક્લાસ ઇન્ફ્રાસ્ટ્રક્ચર સુવિધાઓને કારણે મલ્ટિનેશનલ કંપનીઝના ઉત્પાદન-રોકાણનું અગ્રિમ રાજ્ય બન્યું છે તેનો પણ આનંદ વ્યક્ત કર્યો હતો.
બેન્ક ઓફ અમેરિકાના ચીફ ઓપરેશન એન્ડ ટેકનોલોજી ઓફિસર કેથરીન બેસન્ટે જણાવ્યું કે ભારતમાં વર્ષ-૨૦૦૪માં ખુબ જ નાના પાયે સૌ પ્રથમવાર બેન્ક ઓફ અમેરિકાએ શરૂઆત કર્યા બાદ તેનો ઉત્તરોત્તર વિકાસ થતો રહ્યો છે. હૈદ્રાબાદ, મુંબઇ, ગુડગાંવ અને ચેન્નાઇ બાદ હવે ગીફટ સીટીમાં ગ્લોબલ બિઝનેશ સર્વિસીસ સેન્ટર બેન્ક ઓફ અમેરિકાનું ભારત દેશમાં પાંચમું એકમ બન્યું છે. તેમણે ભારતીયોની કાર્યક્ષમતાની પ્રશંસા કરતાં વધુમાં જણાવ્યું હતું કે, ભારતીયો વિજ્ઞાન, એન્જિનીયરીંગ અને તેમના સુદ્રઢ મેનેજમેન્ટના કૌશલ્યને કારણે સારા વ્યવસાયિકો તેમજ વ્યુહાત્મક દ્રષ્ટિકોણથી સારા નોકરી દાતાઓ પણ બની રહ્યા છે. એટલું જ નહીં અમારા ગ્લોબલ બિઝનેશ સર્વિસીસ સેન્ટરમાં ૩૦ ટકાથી વધુ માનવબળ ભારતીયોનું છે.
તેમણે વધુમાં ઉમેર્યું હતું કે, ગુજરાત રાજ્યમાં MSME એકમોને ઓનલાઇન રોકાણ પોર્ટલ પર માત્ર સાત જ મિનિટમાં ઉદ્યોગ શરૂ કરવાની જરૂરી પરવાનગી મળી જાય છે જે ઝડપ સમગ્ર વિશ્વમાં ક્યાંય નથી તેવી પહેલરૂપ સિદ્ધિ માટે રાજ્ય સરકારને અભિનંદન પાઠવ્યા હતાં.
