અવિશ્વાસ પ્રસ્તાવથી મોદી સરકારને કેટલો ખતરો ?

મોદી સરકારના ચાર વર્ષ પૂરા થવાને હજુ બે મહિના બાકી છે અને એ પહેલા જ સંસદમાં અવિશ્વાસ પ્રસ્તાવનો પડકાર મળી રહ્યો છે. આ પડકાર કોઈ બીજુ નહી પણ બે દિવસ પહેલા સુધી એનડીએનો જ ભાગ રહેલી તેલગુ દેશમ પાર્ટી આપવાની છે.

આંધ્ર પ્રદેશને વિશેષ રાજ્યનો દરજ્જો ન મળવાથી નારાજ ટીડીપીએ સરકાર વિરુદ્ધ સંસદમાં અવિશ્વાસનો પ્રસ્તાવ લાવવાની જાહેરાત કરી છે. તેથી શક્યત સોમવારે આ પ્રસ્તાવ રજુ થઈ શકે છે. વાઈએસાઅર કોંગ્રેસ પણ આ પ્રસ્તાવનુ સમર્થન કરી રહી છે. એટલુ જ નહી મુખ્ય વિપક્ષી દળ કોંગ્રેસ, એઆઈએડીએમકે, એઆઈએમઆઈએમ અને આમ આદમી પાર્ટીએ પણ અવિશ્વાસ પ્રસ્તાવનુ સમર્થન કરવાની જાહેરાત કરી છે.

જો આ અવિશ્વાસ પ્રસ્તાવ રજુ થાય છે તો મોદી સરકાર વિરુદ્ધ પહેલો અવિશ્વાસ પ્રસ્તાવ હશે. પણ હવે સવાલ એ ઉભો થાય છે કે રાષ્ટ્રીય જનતાંત્રિક ગઠબંધન મતલબ એનડીએના કમજોર થઈ રહેલા દળ પર આ અવિશ્વાસ પ્રસ્તાવ કેટલી અસર નાખશે ?

બીજેપીએ 2014ની લોકસભા ચૂંટણીમાં કુલ 284 સીટો પર જીત મેળવી હતી. જો કે હવે લોકસભામાં ભાજપાના પોતાના કુલ 274 સાંસદ છે. ત્યારબાદ કોંગ્રેસના 48, એઆઈડીએમકે કે 37, તૃણમૂળ કોંગ્રેસના 34, બીજેડીના 20, શિવસેનાના 18, ટીડીપીના 16, ટીઆરએસના 11, વાઈઆરએસ કોંગ્રેસના નવ, સપાના સાત, લોજપા અને એનસીપીના 6-6, રાજદ અને રાલોસપાના ક્રમશ ચાર અને ત્રણ સાંસદ છે.

શિવસેનાએ અવિશ્વાસ પ્રસ્તાવ પર પોતાની સ્થિતિ સ્પષ્ટ નથી કરી. જોકે પાર્ટીએ 2019ના લોકસભા ચૂંટણીમાં એકલા જવાનો નિર્ણય લીધો છે. ભાજપાના પોતાના 274 અને તેમના વર્તમાનમાં સહયોગી દળોના 41 સાંસદ સાથે છે. વિપક્ષી પાર્ટીઓના અવિશ્વાસ પ્રસ્તાવને રદ્દ કરવા માટે તેને વર્તમાનમાં ફક્ત 270 સાંસદોનો સાથ જોઈએ.

જો સહયોગી દળોને છોડી પણ દઈએ તો ભાજપા એકલાના દમ પર વિશ્વાસ મત સદનમાં મેળવી લેશે. આવામાં તકનીકી રૂપે જોવા જઈએ તો સરકારને રજુ થનારા અવિશ્વાસ પ્રસ્તાવથી કોઈ ખતરો નથી.

હવે અવિશ્વાસ પ્રસ્તાવના તકનીકી પક્ષને સમજીએ

તકનીકી પક્ષમાં સૌ પહેલા સમજીએ તો અવિશ્વાસ પ્રસ્તાવ શુ હોય છે ? જ્યારે લોકસભામાં કોઈ વિપક્ષી પાર્ટીને લાગે છે કે સરકાર પાસે બહુમત નથી કે સદનમાં સરકાર વિશ્વાસ ગુમાવી ચુકી છે તો તે અવિશ્વાસ પ્રસ્તાવ લાવે છે.

તેને મંજૂરી મળતા સત્તાધારી પાર્ટી કે ગઠબંધનને આ સાબિત કરવાનુ હોય છે કે તેમને સદનમાં જરૂરી સમર્થન પ્રાપ્ત છે. લોકસભામાં અવિશ્વાસ પ્રસ્તાવને મંજૂરી માટે ઓછામાં ઓછા 50 સાંસદોનુ સમર્થન જરૂરી હોય છે. આંકડાનુ ગણિત જોવા જઈએ તો લોકસભામાં તેલગુદેશમ પાર્ટીના 16 અને વાઈએસઆરના નવ સાંસદ છે.

કોંગ્રેસના 48, એઆઈડીએમકેના 37, સીપીએમના નવ અને એઆઈએમઆઈએમના એક સાંસદ છે. આવામાં આ બધા મળી જાય તો સંસદમાં અવિશ્વાસ પ્રસ્તાવને મંજુરી જરૂર મળી જશે.

તો પછી વિપક્ષ અવિશ્વસ પ્રસ્તાવ કેમ લાવી રહી છે ?

આ અવિશ્વાસ પ્રસ્તાવથી વિપક્ષી પાર્ટીઓ બિન ભાજપા દળોને નિકટ લાવવાનો પ્રયાસ કરશે. અવિશ્વાસ પ્રસ્તાવથી ભલે સરકાર બચી જાય પણ સરકાર સમક્ષ પડકારો વધી જશે. અવિશ્વાસ પ્રસ્તાવ ભાજપાના વિરોધી દળોને એકબીજાના નિકટ લાવશે.

ચંદ્રબાબૂ નાયડૂના રાજકીય સ્ટ્રોકનો સામનો કરવા માટે બીજેપીએ શુ કરી છે તૈયારી ?

પ્રધાનમંત્રી નરેન્દ્ર મોદી જે એનડીએની આગેવાની કરી રહ્યા છે તેના સહયોગી દૂર થઈ રહ્યા છે. તેમા બિહારના પૂર્વ મુખ્યમંત્રી જીતન રામ માંઝીની પાર્ટી હિન્દુસ્તાની આવામ મોરચા એનડીએથી જુદી થઈને લાલૂ પ્રસાદની પાર્ટી રાજદ સાથે હાથ મિલાવી લીધો છે.

બિહાર અને ઉત્તર પ્રદેશમાં થયેલ પેટાચૂંટણીમાં ભાજપાને મળેલ હાર પછી વિખરાઈ પડવાની આશંકા વધી ગઈ છે. પેટાચૂંટણીમાં બીજેપીના હાથમાંથી ગોરખપુર અને ફુલપૂર લોકસભા સીટ સમાજવાદી પાર્ટીના ખાતામાં જતી રહી. બીજી બાજુ રાજસ્થાનમાં પણ પેટાચૂંટણીમાં બીજેપીની બે લોકસભા સીટ પર હારનો સામનો કરવો પડ્યો.

બિહારના સ્થાનીય મીડિયા મુજબ લોકજન શક્તિ પાર્ટીના સાસંદ ચિરાગ પાસવાને ભાજપાને સહયોગી દળ સાથે વાત કરવા અને આ વાત પર વિચાર કરવાની સલાહ આપી છે કે એનડીએમાં તૂટ કેમ પડી રહી છે.

બીજી બાજુ કેન્દ્રીય માનવ સંસાધન રાજ્યમંત્રી ઉપેન્દ્ર કુશવાહનો લાલૂ પ્રસાદની પાર્ટી રાજદ સાથે નિકટતાની પણ ચર્ચા વધી છે. શુક્રવારે રાજાદ સાથે આવી ચુકેલી જીતન રામ માંઝીની પાર્ટીના નેતા દાનિશ રિજવાન અને કુશવાહની બંધ રૂમમાં કલાકો મુલાકાત થઈ.

ભાજપાની અંદર વિરોધ બોલ

ટીડીપીમાંથી મંત્રી રહેલા પહેલા જ કેન્દ્રીય મંત્રીમંડળમાંથી રાજીનામુ સોંપી ચુક્યા છે. એટલુ જ નહી

ભાજપાના નેતા પણ હવે વિરોધી બોલ બોલવા લાગ્યા છે.

શત્રુધ્ન સિન્હા પહેલાથી જ બાગી બની ચુક્યા છે. બાગી તેવરના કારણે જ પાર્ટીએ સાંસદ કીર્તિ આઝાદને કાઢી મુક્યા. મહારાષ્ટ્રના ભાજપા સાંસદ નાનાભાઉ પટોલે પણ પાર્ટી વિરુદ્ધ નારાજગી બતાવીને કોંગ્રેસમાં સામેલ થઈ ગયા છે. વિશ્લેષકોનુ માનવુ છે કે આવામાં અવિશ્વાસ પ્રસ્તાવ બીજેપી વિરુદ્ધ ગોલબંધીને વધુ હવા આપી શકે છે.
