Loksabha 2019 - શુ ચોકીદારને ચોર તરીકે પ્રસિદ્ધ કરીને પ્રિયંકા પોતાના લાઈફ પાર્ટનરને ઈમાનદાર સાબિત કરી શકશે ?

લોકસભા ચૂંટણીનો પ્રચાર પ્રસાર જે રીતે શરૂ થયો છે તે જોઈને લાગી રહ્યુ છે કે નેતાઓ પાસે એકબીજાના વિરુદ્ધ કંઈક એવુ શોધવાના પાછળ પડી ગયા છે જેના પર ગેમ રમીને તેઓ લોકસભા 2019 માં પોતાની સત્તા મેળવી લે. લોકસભા ચૂંટણી માટે કોંગ્રેસનો માસ્ટર સ્ટ્રોક તરીકે ઓળખાનારી પ્રિયંકા ગાંધી વાડ્રાએ આજે લખનૌમાં રોડ શો કર્યો. પ્રિયંકા સાથે તેમના ભાઈ અને કોગ્રેસ અધ્યક્ષ રાહુલ ગાંધી પણ હતા. કોંગ્રેસ ઉત્તર પ્રદેશની બધી 80 લોકસભા સીટ પર એકલા ચૂંટણી લડશે. આવામાં આ મેગા શો ના દ્વારા પાર્ટી કાર્યકર્તાઓમાં ઉત્સાહ ભરવાની તૈયારી છે.

રાહુલ અને પ્રિયંકા પાસે ચોકીદાર(મોદી)ને ચોર તરીકે પ્રસિદ્ધ કરવા સિવાય બીજો કોઈ રસ્તો દેખાય નથી રહ્યો. તેમને એવુ લાગી રહ્યુ છે કે બસ એકવાર જનતાને આ અંગેનો વિશ્વાસ અપાવીને આ વિશ્વાસરૂપી નાવડીમાં સવાર થઈને એકવાર સત્તામાં મોદી નામની મોટી નદીને ઓળંગી લીધી તો આગળ સફળતા જ સફળતા છે. પણ શુ આપ સૌને એવુ લાગે છે કે મોદીજીએ રાફેલ નામે કંઈક ગોટાળો કર્યો હશે ? તો ચાલો પહેલા જાણીએ કે આ રાફેલ નામનો વિવાદ છે શુ ?

રાફેલ ફાઈટર જેટ ડીલ ભારત અને ફ્રાંસની સરકાર વચ્ચે સપ્ટેમ્બર 2016માં થયો. આપણી વાયુસેનાને 36 અત્યાધુનિક લડાકૂ વિમાન મળશે. મીડિયા રિપોર્ટ્સ મુજબ આ સોદો 7.8 કરોડ યૂરો (લગભગ 58000 કરોડ રૂપિયા)નો છે. સપ્ટેમ્બર 2019માં રાફેલ ભારત પહોંચશે.

એનડીએ અને યૂપીએ સરકાર દરમિયાન કિમંતમાં ફરક કેટલો ? કોંગ્રેસનો દાવો છે કે યૂપીએ સરકાર દરમિયાન રાફેલ ફાઈટર જેટની કિમંત 600 કરોડ રૂપિયા નક્કી થઈ હતી. મોદી સરકાર દરમિયાન એક રાફેલ લગભગ 1600 કરોડ રૂપિયા પડશે. હવે તમે કહેશો કે કિમંતમાં આટલો ફરક કેમ.. શુ મોદી સરકારનો આમા પણ કોઈ ફાયદો છે.. તો એ પણ સમજી લો.

- કારણ કે આ સૌથી મહત્વનો સવાલ છે .. મીડિયા રિપોર્ટ્સ મુજબ યૂપીએ સરકાર દરમિયાન ફક્ત વિમાન ખરીદવુ નક્કી થયુ હતુ. તેના સ્પેયર પાર્ટ્સ, હેંગર્સ, ટ્રેનિંગ સિમ્યુલેટર્સ, મિસાઈલ કે હથિયાર ખરીદવાની કોઈ જોગવાઈ એ મસોદામાં સામેલ નહોતી. ફાઈટર જેટ્સના મેંટેનેસ ખૂબ જ મોઘા હોય છે. તેના સ્પેયર પાર્ટસ મોંધા હોવાની સાથે સાથે અનેક મહિનાઓ એક વર્ષોમાં મળી શકે છે. જેની પ્રક્રિયા પણ ખૂબ લાંબી અને જટિલ હોય છે. મોદી સરકારે જે ડીલ કરી છે તેમા આ બધી વાતોનો સમાવેશ કરવામાં આવ્યો છે. રાફેલ સાહ્તે મેટિઓર અને સ્કૈલ્પ જેવી દુનિયાની સૌથી ખતરનાક મિસાઈલો પણ મળશે. મેટિઓર 100 કિલોમીટર સુધી માર કરી શકે છે. જ્યારે કે સ્કૈલ્પ 300 કિલોમીટર સુધી સટીક નિશાન લગાવી શકે છે. તેમા OBOGS એટલે કે ઑન બોર્ડ ઓક્સીજન રિફ્યૂલિંગ સિસ્ટમ પણ લાગેલી છે. કોંગ્રેસની આપત્તિ છે કે આ ડીલમાં ટેકનોલોજી ટ્રાસફરની જોગવાઈ નથી. પાર્ટી તેમા એક કંપને વિશેષને ફાયદો પહોંચાડ્વાનો આરોપ પણ લગાવે છે.

આરોપ શુ છે અને શુ છે હકીકત ?

મોદી સરકાર પર આરોપ છે કે તેમણે અનિલ અંબાનીની કંપની રિલાયંસ ડિફેંસ ઈંડસ્ટ્રીઝની મદદ કરી અને તેમને રફાલના નિર્માતા દસા6 એવિએશન પાસેથી ઓફસેટ કાંટ્રેક્ટ અપાવ્યો. ફાંસના પૂર્વ રાષ્ટ્રપતિ ફ્રાંસ્વા ઓલાંદના નિવેદન પછી આ વિવાદે જોર પકડ્યો. જો કે પછી ઓલાંદે સફાઈ આપી કે બે કંપનીઓ વચ્ચે કરાર હતો. જેના પર સરકારી સૂત્રોનુ કહેવુ છે કે ઓફસેટનો નિયમ યૂપીએએ 2006માં બનાવ્યો હતો. ઓફસેટ માટે ફકત એક કંપની નથી. દસા એવિએશન મુજબ તેણે 72 કંપનીઓ સાથે કરાર કર્યો છે. નાની મોટી કંપનીઓએન ત્રણ અરબ યૂરોથી વધુનુ કામ મળશે. તેનાથી રોજગારની નવી તક ઉભી થશે. એયરફ્રેમ બનાવવા માટે 20 કંપનીઓ સાથે કરાર થઈ ગયો. અને ઉપકરણ માટે 14 સાથે થઈ ગયો છે અને બે વિચારાધીન છે. એંજિનિયરિંગ સોફ્ટવેયર અને સેવાઓ માટે 20 કંપનીઓ સાથે કરાર થયો.

કોંગ્રેસ ફક્ત મોદીને પાર પાડવા માટે જે જુદી જુદી ચાલ ચાલી રહી છે.. પણ એવુ નથી બતાવી રહી કે મોદીએ કયા કામ એવા કર્યા જે જનતાના હિતમાં કે દેશના હિતમાં નથી. કોંગ્રેસે મોદી પર રાફેલના મુદ્દા સિવાય એ બતાવવુ જોઈએ કે શુ તેમણે તેમના આટલા વર્ષની સરકારમાં એવા કામ કરી બતાવ્યા જે મોદી 5 વર્ષમાં કર્યા. મોદી પર આરોપ લગાવીને ચોકીદાર ચોર જેવા હલ્કા શબ્દો વાપરવાને બદલે રાહુલ અને પ્રિયંકાએ વાડ્રા પરના આરોપો પર નિવેદન આપવુ જોઈએ. (પીએમ ખુદને ચોકીદાર તરીકે ઓળખાવે એટલી બોલવાની હિમંત પણ હોવી જોઈએ) પણ તેઓ જાણે છે કે વાડ્રા આ કેસમાં દોષી છે અને મોદી પર આરોપો લગાવીને તેઓ લોકોનુ ધ્યાન ત્યાથી હટાવીને મોદી પર કેન્દ્રીત કરવા માંગે છે. પણ જનતાએ સમજવુ પડશે કે કામ ખરેખર કોણ કરે છે અને આગળ કોણ કરી શકશે.. મહાગઠબંધનની સરકાર બનશે તો રાહુલ પીએમ બન્યા પછી દેશ પર ધ્યાન કેન્દ્રીત કરવાને બદલે મહાગઠબંધનના મોટા મોટા નેતાઓને ખુશ રાખવામાં વ્યસ્ત રહેશે.. કારણ કે એક પણ નારાજ થશે તો મહાગઠબંધનમાંથી કોઈપણ ગમે ત્યારે પોતાનુ સમર્થન પરત ખેંચી લેશે અને સરકાર ભાંગી પડશે.. હુ એવુ નથી કહેતી કે તમે મોદીના અંધ ભક્ત બનીને તેમનુ સમર્થન કરો પણ મારુ કહેવુ એટલુ જ છે કે જનતાએ સમજદારીથી કામ લેવુ જોઈએ. એવુ નથી કે મોદી સરકારથી કોઈ ભૂલ નહી થઈ હોય.. માણસ છે.. માણસથી ભૂલ તો થઈ શકે છે.. એક ભૂલની સજા રૂપે બીજા હજારો સારા કામને નજરઅંદાજ ન કરશો.

જેવુ કે મધ્યપ્રદેશમાં થયુ છે. મધ્યપ્રદેશમાં તમે શિવરાજ સરકારના છેલ્લા 15 વર્ષના કામ જોશો અને દરેક મહાનગરને જોશો તો તમને ખરેખર પ્રશ્ન થશે કે આટલા કામ કર્યા પછી પણ ત્યા બીજેપી કેમ હારી ગઈ.. ત્યા બીજેપી ફક્ત અને ફક્ત કોંગ્રેસની એક લાલચથી હારી ગઈ.. એ લાલચ હતી ખેડૂતોનુ દેવુ માફ.. આ પ્રકારની લાલચ આપીને બનતી સરકાર શુ કામ કરી શકશે ખરી. ? કે પછી લોકસભામાં 2019માં વધુ સીટો મેળવવા માટે હજુ પણ લાલચનુ કોઈ નવુ પડીકું તૈયાર કરી રહી હશે ? કોણ જીતશે અને કોણ હારશે એ તો સમય બતાવશે પણ આ સમય હાલ લોકોની પાસે છે.. એ છે વિચારવાનો સમય.. સમજવાનો સમય.. અને યોગ્ય વ્યક્તિના હાથમાં દેશની બાગડોર સોંપવાનો સમય.. !!
