કોવિડ-19 અને લોકડાઉનના ડેરી ક્ષેત્ર પર પડેલા પ્રતિકૂળ આર્થિક પ્રભાવને સરભર કરવા માટે સરકારે ‘ઇન્ટરેસ્ટ સબવેન્શન ઓન વર્કિંગ કેપિટલ લૉન્સ ફોર ડેરી સેક્ટર’ નામની નવી યોજના રજૂ કરી છે, જેથી કરીને ડેરી સહકારી મંડળીઓ અને ડેરી પ્રવૃત્તિઓમાં સંકળાયેલ ખેત પેદાશો સંબંધિત સંગઠનો (એસડીસી અને એફપીઓ)ને સમર્થન પૂરું પાડી શકાય.

આ યોજના વાર્ષિક 2%ની વ્યાજ સહાય પૂરી પાડે છે તથા ઝડપી અને સમયસર પરત ચૂકવણી / વ્યાજની ચૂકવણી કરવા પર વધારાનું 2% વાર્ષિક પ્રોત્સાહન પૂરું પાડવામાં આવે છે. તે ફાજલ દૂધનું વ્યવસ્થાપન કરવા માટે કાર્યકારી મૂડીની કટોકટીને હળવી કરવામાં મદદરૂપ થશે તથા પશુપાલકોને સમયસર ચૂકવણી કરવાનું શક્ય બનાવશે. આ યોજનાનું અમલીકરણ નેશનલ ડેરી ડેવલપમેન્ટ બૉર્ડ મારફતે કરવામાં આવશે અને રૂ. 5000 કરોડની વધારાની લિક્વિડિટી બજારમાં લાવશે.
દિલીપ રથે જણાવ્યું હતું કે, દૂધનું ઊંચું ઉત્પાદન કરવાની ક્ષમતા ધરાવતા દેશના ઘણાં વિસ્તારો રૂ. 15,000 કરોડના એનિમલ હસબન્ડરી ઇન્ફ્રાસ્ટ્રક્ચર ડેવલપમેન્ટ ફંડથી લાભાન્વિત થશે. આ ફંડ પહેલીવાર ડેરી પ્રોસેસિંગ, મૂલ્યવર્ધન અને પશુઓના આહાર સંબંધિત આંતરમાળખાંમાં ખાનગી રોકાણને પ્રોત્સાહિત કરશે. વિશિષ્ટ ઉત્પાદનો માટેના નિકાસલક્ષી એકમો માટે પ્લાન્ટ સ્થાપિત કરવાનું પગલું પણ ઘણું આવકાર્ય છે.
રૂ. 13,343 કરોડની કુલ ખર્ચજોગવાઈ ધરાવતાં રાષ્ટ્રવ્યાપી રસીકરણ કાર્યક્રમ મારફતે એફએમડી અને બ્રુસેલોસિસને નિયંત્રિત અને નાબુદ કરવા માટે નેશનલ એનિમલ ડીસીઝ કન્ટ્રોલ પ્રોગ્રામનું અમલીકરણ એ ખરેખર આવકારદાયક પહેલ છે. તે આ બે બીમારીઓને નિયંત્રિત કરવામાં, પશુઓની ઉત્પાદકતા અને ઉત્પાદનમાં વધારો કરવામાં અને પશુ મૂળના ઉત્પાદનોની ગુણવત્તા સુધરવામાં મદદરૂપ થશે. તેના પરિણામસ્વરૂપ ગ્રામ્ય વિસ્તારોમાં સંપત્તિનું સર્જન થશે, પશુપાલકોને વધુ સારું વળતર પ્રાપ્ત થશે અને નિકાસ માટેની તકો પૂરી પાડશે.
દિલીપ રથે એમ પણ જણાવ્યું હતું કે, એગ્રી ઇન્ફ્રાસ્ટ્રક્ચર ફંડ હેઠળ કોલ્ડ ચેઇન ઇન્ફ્રાસ્ટ્રક્ચર (શીત શ્રૃંખલાનું આંતરમાળખું)ની સ્થાપના થવાથી દૂધની ગુણવત્તા સુધરતા ડેરી ક્ષેત્રને ફાયદો થશે. કિસાન ક્રેડિટ કાર્ડ હેઠળ પશુપાલનનો સમાવેશ કરવાથી તે પોતાની આજીવિકા જાળવી રાખવા માટે દૂધાળા પશુઓને ખરીદવા ગામડાંઓમાં જ રહી જનારા સ્થળાંતરિત શ્રમિકોને પણ મદદ મળી રહેશે.
હર્બલ ખેતી માટે રૂ. 4000 કરોડનું સમર્થન પશુઓની બીમારીઓના નિયંત્રણ માટે પશુ આયુર્વેદ આધારિત એથનો વેટરનરી મેડિસિનને પ્રોત્સાહન આપવામાં મદદરૂપ થશે, જેને એનડીડીબી દ્વારા આક્રામકતાપૂર્વક પ્રોત્સાહન આપવામાં આવી રહ્યું છે, જે સારવારની એક અસરકારક અને કાર્યક્ષમ પદ્ધતિ છે. જે દૂધની ગુણવત્તાને પણ સુધારશે.
