નરેન્દ્ર મોદી પ્રત્યે તામિલનાડુને આટલો અણગમો કેમ છે?

છેલ્લા એક વર્ષમાં જ્યારે-જ્યારે વડા પ્રધાન નરેન્દ્ર મોદી તામિલનાડુના પ્રવાસે ગયા, લગભગ દરેક વખતે 'ગૉ બૅક મોદી' જેવા હૅશટૅગ સોશિયલ મીડિયામાં ટ્રૅન્ડ થવા લાગ્યા.

એટલે સવાલ પુછાઈ રહ્યો છે કે શું તામિલનાડુ નરેન્દ્ર મોદીને પસંદ નથી કરતું અને જો પસંદ નથી કરતું તો કેમ નથી કરતું? નરેન્દ્ર મોદી પ્રત્યે તામિલનાડુને આટલો અણગમો કેમ છે?

કેટલાક વિશ્લેષકોનો તો ત્યાં સુધીનો દાવો છે કે નરેન્દ્ર મોદી પ્રત્યે જેટલો અણગમો તામિલનાડુને છે એટલો ભાગ્યે જ બીજા કોઈ રાજ્યને હશે. સ્થાનિક પત્રકારોનું માનીએ તો આ હૅશટૅગ સૌ પ્રથમ વખત 2012માં જોવા મળ્યાં, ત્યારે નરેન્દ્ર મોદી રાજ્યમાં ડિફેન્સ ઍક્સપો માટે આવ્યા હતા. એ વખતે વિરોધી પક્ષોએ કાવેરી જળવિવાદ મામલે કથિત રીતે મોડું કરી રહેલી કેન્દ્ર સરકાર વિરુદ્ધ કાળા વાવટા લહેરાવ્યા હતા. કેન્દ્ર સરકાર દ્વારા નિર્ણયમાં વિલંબને કર્ણાટકની ચૂંટણી સાથે સાંકળીને જોવામાં આવી રહ્યો હતો.

નરેન્દ્ર મોદીએ આ બાદ કેટલીય વખત તામિલનાડુનો પ્રવાસ કર્યો અને લગભગ દર વખતે સોશિયલ મીડિયા પર આ પ્રકારના જ ટ્રૅન્ડ જોવા મળ્યા. તામિલનાડુમાં ભાજપ મજબૂત તો નથી છતાં પાર્ટીના સમર્થકોએ વળતા જવાબના ભાગરૂપે 'તામિલનાડુ વૅલકમ્સ મોદી' જેવા હૅશટૅગ ચલાવ્યાં. અમેરિકન થિંકટૅન્ક 'ઍટલાન્ટિક કાઉન્સિલ'ની 'ડિજિટલ ફૉરૅન્સિક લૅબ'ને જાણવા મળ્યું કે બન્ને પક્ષોનાં હૅશટૅગ ટ્રૅન્ડ થવા પાછળ બૉટ્સ અને ફેક એકાઉન્ટે પણ ભાગ ભજવ્યો હતો.

વિરોધકેમ?

તેમના ટ્વિટર પૅજ પર જતાં શ્રીલંકાના ઉગ્રવાદી સંગઠન એલટીટીઈના પ્રમુખ પ્રભાકરણની તસવીર જોવા મળે છે. સોનિયા તેમને 'પ્રેમ' કરે છે. સોનિયા જણાવે છે, "અમે તેમને(નરેન્દ્ર મોદી) એક એવા વડા પ્રધાન તરીકે જોઈએ છીએ કે જેઓ વિદેશ ચાલ્યા જાય છે. જેમને દેશના સાચા પ્રશ્નો સાથે કંઈ લાગતું વળગતું નથી, જે ગરીબો સાથે નથી અને જે હિંદુવાદી સંગઠનો માટે કામ કરે છે."

સોનિયા નોટબંધી, રફાલ, ગૌમાંસ પર પ્રતિબંધ જેવા મુદ્દાઓ પર ટ્વીટ કરે છે.

આવા હૅશટૅગને ટ્રૅન્ડ કરાવનારાઓમાં ડીએમકેના કાર્યકરો, સોશિયલ મીડિયા ઍક્ટિવિસ્ટ્સ ઉપરાંત સામાન્ય લોકો પણ સામેલ છે. મધ્ય ચેન્નઈની કાળઝાળ ગરમીથી બચવા માટે અમે એક પાર્કમાં ગયા, જ્યાં તેમણે મને કહ્યું, "લોકોનું, ઉત્તર ભારતીયોનું તેમજ આંતરરાષ્ટ્રીય મીડિયાનું ધ્યાન આકર્ષવું અને લોકો સુધી સાચી વાત પહોંચાડવી એ જ અમારો ઉદ્દેશ છે."

નારાજગીનું કારણ

ભાજપના પ્રવક્તા નારાયણન તિરુપતિનું માનવું છે કે નોટબંધીને કારણે તામિલનાડુના ભ્રષ્ટ લોકોની મુશ્કેલીઓ વધી ગઈ છે

તામિલનાડુમાં નરેન્દ્ર મોદી પ્રત્યેની નારાજગીનાં કેટલાંય કારણો છે.

જ્યારે તામિલનાડુના ખેડૂત દિલ્હીમાં પ્રદર્શન કરી રહ્યા હતા ત્યારે તેઓ એમને કેમ ન મળ્યા? તેઓ તામિલનાડુ પર કથિત રીતે ઉત્તર ભારતીયતા તેમજ હિંદી, હિંદુ, હિંદુસ્તાનનો વિચાર થોપવા કેમ માગે છે? ગજા તોફાનથી પ્રભાવિત લોકોની તેમણે કથિત રીતે ભાળ ન લીધી. તેમની સરકાર તામિલનાડુમાં કેટલાય કરોડોના ખર્ચે બનનારી ન્યૂટ્રિનો પરિયોજનાને લાદવા માગે છે. પાર્ટિકલ ફિઝિક્સના રિસર્ચને આગળ વધારવા ન્યૂટ્રીનો પ્રોજેક્ટ સ્થપાઈ રહ્યો છે. જોકે, આ પ્રોજેક્ટને કારણે સંબંધિત વિસ્તારની જૈવ-વિવિધતા ઉપરાંત લોકોને પણ નુકસાન થાય એવું કેટલાક લોકોનું માનવું છે.

ભારતીય જનતા પક્ષના પ્રવક્તા નારાયણન તિરુપતિના મતે આવા આરોપો એવા માટે પણ લગાવાઈ રહ્યા છે કે નોટબંધીને કારણે તામિલનાડુના ભ્રષ્ટ લોકો ગુસ્સે ભરાયેલા છે. તેઓ પૂછે છે કે ખેડૂતોનું દેવું માફ કરવું એ રાજ્ય સરકારની જવાબદારી હોય તો પછી તેમને દિલ્હી જઈને વિરોધ-પ્રદર્શન કરવાની જરૂર શા માટે પડી? તિરુપતિ એવો પણ આરોપ લગાવે છે કે વિરોધીઓ તામિલનાડુ સરકારને અસ્થિર કરવા માગે છે. તિરુપતિ પોતાને ગર્વ સાથે તમિલ અને ભારતીય ગણાવે છે.

તેઓ કહે છે, "હું એક તામિલ છું અને એક ભારતીય પણ."

વર્ષ 2017માં તામિલનાડુના અરિયલુરના એક ગામમાં રહેતી અનિતાની આત્મહત્યાને કારણે નીટ મોટો મુદ્દો બની. નારાજગીનું એક મોટું કારણ મેડિકલ કૉલેજ માટેની નીટ પરીક્ષા એટલે કે 'નેશનલ ઍલિજિબિલિટી કમ ઍન્ટ્રાન્સ ટેસ્ટ'ને લાગુ કરાવવી. વર્ષ 2017માં તલિમનાડુના અરીયલુરના એક ગામમાં રહેતી અનિતાની આત્મહત્યાએ નીટને મોટો મુદ્દો બનાવી દીધી હતી.

18 વર્ષની અનિતાનું સપનું ડૉક્ટર બનીને સરકારી હૉસ્પિટમાં ગરીબોની મદદ કરવાનું હતું. સાત હજારની વસતિ ધરાવતા અનિતાના ગામમાં એક પણ ડૉક્ટર ન હોવાનું સ્થાનિકો જણાવે છે. 12માં ધોરણમાં સારા માર્ક્સ હોવા છતાં એક ગરીબ દલિત ખેડૂતની પુત્રી અનિતા નીટની પરીક્ષા પાસ ના કરી શકી અને તેણે આત્મહત્યા કરી લીધી. તામિલનાડુમાં 12માં ધોરણના માર્ક્સના આધારે મેડિકલ કૉલેજમાં પ્રવેશ મળી જતો હતો. જોકે, હવે 12માં ધોરણ બાદ નીટની પરીક્ષા પાસ કરવી પડે છે.

અનિતાએ આ મામલે કોઈને જાણ ના કરી. અનિતાએ શાળામાં જે કંઈ પણ અભ્યાસ કર્યો હતો એમાંથી કંઈ પણ પરીક્ષામાં પુછાયું નહીં. આત્મહત્યાના બે દિવસ પહેલાં જ શણમુગમે પુત્રીનો વિશ્વાસ વધારવા તેને પશુઓના ડૉક્ટર બની જવાની સલાહ આપી હતી. તેમણે અનિતાને નીટના કૉચિંગ માટે બહાર મોકલવાની પણ વાત કરી હતી. પણ અનિતા પોતાના ગરીબ પિતાના માથે વધુ ભાર નાખવા માગતી નહોતી અને તેણે આત્મહત્યા કરી લીધી.

અનિતાના પિતા જણાવે છે, "જો કેન્દ્રમાં કૉંગ્રેસની સરકાર હોત તો તામિલનાડુમાં નીટ લાગુ ન થઈ હોત. નરેન્દ્ર મોદી અને એઆઈએડીએમકે નીટને અહીં લાગુ કરી હતી. અમે નીટનો વિરોધ કર્યો હતો પણ નરેન્દ્ર મોદી તેને અહીં લઈ આવ્યા."

લેખક અને ડૉક્ટર મારિયાનો ઍન્ટો બ્રુનો મસ્કેરેનાઝ જણાવે છે કે કૉચિંગ વગર નીટ ક્લિયર કરવી સરળ નથી અને મોંઘાં કૉચિંગ પાછળ લગભગ બે લાખ રૂપિયાનો ખર્ચ થાય છે. આ ઉપરાંત રહેવું, આવવું-જવું, ખાવું-પીવું, એનો ખર્ચ અલગથી થાય છે. અનિતાની યાદમાં ફાળો એકઠો કરીને એક લાઇબ્રેરી બનાવાઈ છે. અહીં બાબાસાહેબ આંબેડકર, માર્ક્સ, મણિશંકર અય્યરનાં પુસ્તકો ઉપરાંત સ્પર્ધાત્મક પરીક્ષા માટેનાં પુસ્તક પર રાખવામાં આવ્યાં છે. જાણકારો જણાવે છે કે અનિતાની આત્મહત્યા બાદ સામાન્ય લોકોમાં એ સંદેશ ગયો હતો કે નરેન્દ્ર મોદી સરકાર તામિલનાડુ વિરોધી છે અને તેને સામાન્ય લોકો કે રાજ્યના હિતોની ચિંતા નથી. રાજ્યના કેટલાય વિસ્તારોમાં નીટનો વિરોધ ચાલુ છે. વિરોધ પક્ષ કૉંગ્રેસ અને ડીએમકે નેતાઓ નીટ પરીક્ષાની નાબૂદીની વાત કરે છે.

નીટના સમર્થકોના મતે અનિતાની આત્મહત્યા માટે નીટને જવાબદાર ઠેરવવી યોગ્ય નથી. યૂપીએસસી, જૉઇન્ટ ઍન્ટ્રન્સ ઍક્ઝામિનેશનની જેમ જ આ પણ એક એવી સિસ્ટમ છે કે જે સૌને સમાન તક આપે છે. અને આમ પણ તામિલનાડુમાં બાકીના ભારત કરતાં અલગ વ્યવસ્થા શા માટે થવી જોઈએ?

બીજી બાજુ, મસ્કેરેનાઝ એવો તર્ક આપે છે કે તામિલનાડુમાં એમબીબીએસ અને સુપર સ્પેશિયાલિસ્ટની બેઠકો સૌથી વધુ છે. તેને સમગ્ર દેશના વિદ્યાર્થીઓ માટે ખૂલ્લી મૂકી દેવાથી તામિલનાડુના વિદ્યાર્થીઓને નુકસાન થાય છે.

તેઓ કહે છે, "જો તમે ઉત્તર પ્રદેશના વિદ્યાર્થી છો અને ડૉક્ટર બનવા માગો છો તો એવી સરકાર ચૂંટો કે જે ત્યાં અઢળક મેડિકલ કૉલેજો બનાવે."

ભાજપના નારાયણન તિરુપતિના મતે લોકોની લાગણીઓ સાથે રાજકારણ રમાય છે. તેઓ કહે છે, "કૉંગ્રેસ નીટ લઈને આવી હતી અને સુપ્રીમ કોર્ટે (લાગુ કરવાના) આદેશ આપ્યા. પૂર્વ મુખ્ય મંત્રી જયલલિતાની વિનંતી પર ભાજપની સરકારે જ એક વર્ષની(નીટ લાગુ ન કરવા) છૂટ આપી હતી."

"આગામી વર્ષે પણ આ છૂટ ફરીથી આપવા માગતાં હતાં પણ સુપ્રીમ કોર્ટે ઇન્કાર કરી દીધો. તેઓ ઘણી બધી વસ્તુઓ માટે વાયદો કરે છે પણ એવું નહીં થાય. આ ખોટા વચનો છે."

ડૉક્ટર મસ્કેરેનાઝના મતે સુપ્રીમ કોર્ટે આપેલો આદેશ વચગાળાનો હતો અને કેસ હજુ પણ પડતર છે.

આવામાં સાત તબક્કાના આ ચૂંટણીપર્વમાં સોશિયલ મીડિયાનું યુદ્ધ વધુ ઉગ્ર બનશે.
