વાત એ વેળાની છે કે જ્યારે ચાર દાયકા પહેલાં 'મોરબી મસાણ થઈ' હતી.

વાત હતી કે એક અઠવાડિયાથી પડી રહેલો વરસાદ બંધ થવાનું નામ નહોતો લઈ રહ્યો અને કરવાનું કંઈ નહોતું એટલે મોરબીના કેટલાક યુવાનો શહેરમાં આવેલા નળિયાં બનાવવાના કારખાનામાં બેઠાબેઠા વાતોનાં વડાં કરી રહ્યા હતા.

'ભાગજો પાણી આવ્યું...પાણી આવ્યું'

એ જ વખતે એમના કાનમાં ઉપર લખાયેલા શબ્દો પડ્યા. બીબીસી ગુજરાતી સાથેની વાતચીતમાં મોરબીમાં રહેતા વલ્લભભાઈ ભટ્ટ મચ્છુ હોનારતનો કિસ્સો વર્ણવતા ઉપરોક્ત શબ્દો બોલ્યા હતા.

મોરબીનો મચ્છુ ડૅમ તૂટ્યો ત્યારે વલ્લભભાઈની ઉંમર સત્તર વર્ષની હતી.

એ હોનારતને યાદ કરતા વલ્લભભાઈ ઉમેરે છે, "બૂમો સાંભળીને અમે કારખાનું છોડીને નજીક આવેલા મંદિર પર જતા રહ્યા."

"ચારેયબાજુ અફરાતફરી મચેલી હતી. લોકો ડરના માર્યા ઊંચી અને પાકી જગ્યા શોધી રહ્યા હતા. અમે કારખાનું ખાલી કર્યું તો નજીકમાં રહેતા એક પરિવારે ત્યાં આશ્રય લીધો. એ કુલ અગિયાર જણા હતા. "

"થોડી વાર જ થઈ હશે કે અમારી ચોતરફ પાણી ધસી આવ્યું. દસેક ફૂટ પાણીની દીવાલો રચાઈ અને ધડબડાટી બોલાવતી ફરી વળી."

"બીજા દિવસે પાણી ઓસર્યાં પણ ત્યાં સુધીમાં તો કાળો કેર વર્તી ચૂક્યો હતો. કારખાનામાં આશરો લેનારું આખું કુટુંબ મોતને ભેટી ગયું હતું અને વાત માત્ર એકલા એ પરિવારની જ નહોતી."

11 ઑગસ્ટ, વર્ષ 1979. બપોરનો એક વાગ્યો હતો.

મચ્છુ બંધ-2 પર સાત માણસો સમય સાથે સ્પર્ધા કરી રહ્યા હતા. છેલ્લા ચાર કલાકમાં પાણીનું સ્તર 9 ફૂટ જેટલું વધી ગયું હતું અને સતત પડી રહેલા વરસાદને કારણે બંધમાં પાણીનો વધારો હજુ પણ ચાલુ હતો.

જળસ્તર 29 ફૂટને પાર કરી ગયું હતું અને બંધની નિશ્ચિત સપાટીને વટાવી ચૂક્યું હતું.

હાલત એવી સર્જાઈ હતી કે પાણીનાં મોજાં કલાકોથી બંધની નીકને અથડાઈ રહ્યાં હતાં અને એને તોડુંતોડું કરી રહ્યાં હતાં.

સ્થિતિ અંકુશ બહાર નીકળી રહી હતી અને એટલે બંધની જવાબદારી જેમના માથે હતી એ નાયબ ઇજનેર એ.સી. મહેતા પોતાના ઉપરી અધિકારીઓને પરિસ્થિતિથી વાકેફ કરવા સવારે જ રાજકોટ રવાના થઈ ગયા હતા.

બંધના એક શ્રમિકે બાદમાં મચ્છુની હોનારત પર 'નો વન હૅડ ઍ ટંગ ટુ સ્પીક : ધ અનટૉલ્ડ સ્ટોરી ઑફ વન ઑફ હિસ્ટ્રીઝ ડૅડલિઍસ્ટ ફ્લ્ડ્સ' નામનું પુસ્તક લખનારા ઉત્પલ સાંડેસરા અને ટૉમ વૂટનને જણાવ્યુ હતું,

"બંધ તૂટી જશે એવો અમને અંદેશો આવી ગયો હતો. બપોરે લગભગ એક વાગ્યે અમને ખબર પડી ગઈ હતી. પાણી કાબૂ બહાર હતું અને ટેલિગ્રાફ ઠપ પડ્યો હતો."

પુસ્તકમાં દાવો કરાયો છે કે બંધ પરના લોકોને અમંગળનાં એંધાણ વર્તાઈ ગયાં હતાં પણ મોરબી કે નીચાણવાળા વિસ્તારોમાં લોકોને ચેતવી શકાય એ માટેનાં સાધનો ઠપ પડ્યા હતા.

એટલે બંધ છોડવા સિવાય તેમની પાસે કોઈ રસ્તો નહોતો બચ્યો.

નાછૂટકે તમામ લોકો બંધના કન્ટ્રોલ રૂમ પર એકઠા થયા અને 'બંધના ઇજનેરી ઇતિહાસની કરુણાંતિકાને' નજરે નિહાળી.

હોનારતના દાયકાઓ બાદ પુસ્તકના લેખકો સાથે વાત કરતા બંધના મૅકેનિક મોહને જણાવ્યું, "સૌ પહેલાં લખધીરનગરની બાજુ તૂટી અને એ બાદ જોધપુરની બાજુ તૂટી. પાણી ઉછાળા મારી રહ્યું હતું અને બંધમાં તિરાડો પડી રહી હતી. અમારા માટે એક સાંધો ત્યાં તેર તૂટે એવી સ્થિતિ હતી."

પુસ્તકમાં કરાયેલા દાવા અનુસાર એક કર્મચારીએ બાદમાં લખ્યું, "પાણીનું વહેણ બે ભાગમાં વહેચાઈ ગયું હતું અને અમે કૉંક્રીટના બંધ પર ફસાયા હતા. અમારી બન્ને તરફથી નદી વહી રહી હતી અને અમારા માટે ક્યાંય પણ જવું શક્ય નહોતું."

પરિસ્થિતિનો ચિતાર આપતા મોહને ઉમેર્યું હતું, "આવી ભયાનક પરિસ્થિતિમાં ભગવાનના ભરોસે અમે કૅબિનમાં બેઠા હતા."

એ વખતે બંધ તૂટી ચૂક્યો હતો અને કલાકો સુધી પાણી વહ્યું હતું. જેમ-જેમ પાણી વહ્યું, એમ-એમ મોરબી તારાજ થતું ગયું.

'નો વન હૅડ ઍ ટંગ ટુ સ્પીક : ધ અનટૉલ્ડ સ્ટોરી ઑફ વન ઑફ હિસ્ટ્રીઝ ડૅડલિઍસ્ટ ફ્લ્ડ્સ'માં જણાવ્યા અનુસાર 13 ઑગસ્ટ 1979ની સવાર વિશ્વ માટે મોરબીની હોનારતના માઠા સમાચાર સાથે પડી.

'ન્યૂયૉર્ક ટાઇમ્સ'એ અહેવાલ છાપ્યો, 'ભારતમાં બંધ તૂટતાં સર્જાયેલી 20 ફૂટ પાણીની દીવાલે સેંકડોનો ભોગ લીધો.'

બ્રિટિશ અખબાર 'ટૅલિગ્રાફ'માં સમાચાર છપાયા, 'ભારતમાં બંધ તૂટતાં મૃત્યુઆંક 25, 000 થઈ શકે' અને પાકિસ્તાનના 'ડૉન' અખબારે લખ્યું, 'ભારતમાં બંધ તૂટતાં 1000નાં મૃત્યુની આશંકા.'

અમેરિકાની સીબીએસ ટીવી પર સાંજના ન્યૂઝ પ્રોગ્રામમાં ડૅન મૉર્ટને સમાચાર વાંચ્યા,

'ભારે વરસાદે પશ્ચિમ ભારતમાં હોનારત સર્જી. બે અઠવાડિયાના અનરાધાર વરસાદને પગલે બંધ તૂટ્યો અને 20 ફૂટ પાણીની નીચે મોરબી શહેર દફન થઈ ગયું."

તો બીબીસી રેડિયોએ પોતાના અહેવાલમાં ભયગ્રસ્ત ગુજરાતીઓના અવાજને વાચા આપી.

આ બધા આંતરરાષ્ટ્રીય સમાચારો વચ્ચે 'ફૂલછાબ'માં અહેવાલ છપાયો,

'મોરબી નજીક આવેલા મચ્છૂ બંધ-2 તૂટતાં આવેલા પૂરે સૌરાષ્ટ્રના ઇતિહાસમાં ક્યારેય ન ઘટેલી હોનારત સર્જી. મોરબી, માળીયા અને મચ્છુકાઠાનાં ગામડાંમાં બેથી ત્રણ હજાર લોકો માર્યા ગયા છે. મોરબી શહેર કબ્રસ્તાનમાં ફેરવાઈ ગયું છે. લાખો રૂપિયાનું નુકસાન થયું છે અને જ્યાં સુધી આ અહેવાલ લખાઈ રહ્યો છે ત્યાં સુધી માળીયા કે લીલાપરના કોઈ સમાચાર નથી...'

સ્થાનિક અખબારોમાં છપાયેલા સમાચારો અનુસાર છાપરાં કે ઝાડ પર ચડી ગયેલા લોકોને પણ ધસમસતું પૂર તાણી ગયું અને મોરબીના ધારાસભ્ય ગોકળદાસ પરમાર પહેરેલાં કપડાં સિવાયનું કંઈ પણ બચાવી ન શક્યા.

અખબારી અહેવાલો અનુસાર મોરબીની પરિસ્થિતિ એટલી ભયાનક હતી કે વીજળીના તારો પર મૃતદેહો લટકતા હતા. વિસ્તારની 60 ટકા ઇમારતો ધરાશાઈ થઈ ગઈ હતી.

માણસ શું કે પશું શું? મોરબીના રસ્તા પર જ્યાં જુઓ ત્યાં મૃતદેહો વેરાયેલા પડ્યા હતા

અમેરિકાની સમાચાર ચેનલ 'એબીસી'માં 17 ઑગસ્ટના રોજ રજૂ થયેલા સમાચારમાં મચ્છુ હોનારતમાં 25 હજાર લોકો માર્યા ગયા હોવાનો બિનસત્તાવાર આંકડો રજૂ કરાયો હતો.

વરિષ્ઠ પત્રકાર દેવેન્દ્ર પટેલે મોરબીની હોનારતને કવર કરી હતી.

બીબીસી ગુજરાતી સાથેની વાતચીતમાં એ ઘટનાને યાદ કરતા પટેલે જણાવ્યું, "મને જાણ થઈ કે આખું મોરબી શહેર ડૂબી ગયું છે એટલે હું અમદાવાદથી કારમાં બેસી મોરબી જવા નીકળ્યો."

"પણ વચમાં રસ્તા પર પાણી ફરી વળ્યા હતા અને અમે આગળ જઈ શકીએ એમ નહોતાં. એટલે એ તરફ જઈ રહેલી એક ટ્રક પર બેસીને હું મોરબી પહોંચ્યો."

"હું મોરબી પહોંચ્યો ત્યારે પૂર તો ઓસરી ગયું હતું પણ હજુય શહેર આખામાં બેથી ત્રણ ફૂટ પાણી ભરેલાં હતાં. ચારેતરફ કાદવકીચડ હતો અને પાણીની અંદર મૂકાતા પગ મૃતદેહો ઉપર મંડાઈ રહ્યા હતા."

"આખું શહેર ગંધાઈ ચૂક્યું હતું. જ્યાં જુઓ ત્યાં નોધારાં મૃતદેહો પડ્યા હતા. મચ્છુ નદી અને મોરબી શહેર જાણે એક થઈ ગયા હતા. નદી ક્યાં હતી અને શહેર ક્યાં હતું એ કળવું મુશ્કેલ થઈ ગયું હતું."

ગુજરાતના પૂર્વ મંત્રી જયનારયણ વ્યાસે બીબીસી ગુજરાતી સાથે આ અંગે વાત કરતા જણાવ્યું,

"કોઈ કહે છે કે બંધના દરવાજા નહોતાં ખોલી શકાયા એટલે પૂર આવ્યું હતું તો કોઈ કહે છે કે બંધના દરવાજાની કૅપેસિટી બે લાખ ક્યુસેક પાણી છોડવાની હતી અને ચાર લાખ ક્યુસેક પાણી છોડવામાં આવ્યું હતું એટલે હોનારત સર્જાઈ હતી."

"પણ એ હોનારત પાછળનું સાચું કારણ શું હતું એ આજે પણ જાણી શકાયું નથી. એ હોનારત આજે પણ રહસ્ય બનીને રહી ગઈ છે."

આ હોનારતમાં કેટલા લોકો માર્યા ગયા એ પણ વિવાદનો વિષય રહ્યો છે.

બાબુભાઈ જશભાઈ પટેલ અને જનતા પક્ષના અન્ય પ્રતિનિધિઓના જણાવ્યા અનુસાર મૃતકોનો આંક એક હજારથી વધુ નહોતો તો રાહતકર્મચારીઓને મતે માર્યા ગયેલા લોકોની સંખ્યા ચારથી પાંચ હજાર હતી.

જોકે, કૉંગ્રેસ અને અન્ય પક્ષોના જણાવ્યા અનુસાર મચ્છુની હોનારતે 20 હજારથી પણ વધુ લોકોનો ભોગ લીધો હતો.

હોનારતના ત્રણ દિવસ બાદ જ આરોપ-પ્રત્યારોપનો સિલસિલો શરૂ થઈ ગયો હતો.

એ વખતે વિપક્ષમાં રહેલા માધવસિંહ સોલંકીએ સરકાર પર બંધની નબળાઈને નજરઅંદાજ કરવાનો અને નીચાણવાળા વિસ્તારના લોકોને સંભવિત પૂરના જોખમથી ન ચેતવવાનો આરોપ લગાવ્યો હતો.

પુસ્તકમાં કરાયેલા ઉલ્લેખ અનુસાર માધવસિંહ સોલંકીએ એ વખતના કૃષિમંત્રી કેશુભાઈ પટેલ પર વ્યક્તિગત આરોપ લગાવતા કહ્યું હતું,

"આશ્ચર્યજનક બાબત તો એ છે કે કૃષિમંત્રી મોરબીથી થોડા કિલોમિટરના અંતરે આવેલા સનાળા સુધી ગયા હતા. એ વખતે બંધ તૂટી ગયો હતો અને મોરબી તારાજ થવાનું શરૂ થઈ ગયું હતું છતાં એમને આ અંગે કોઈ જ જાણ નહોતી."

"તંત્રને પણ કોઈ જ જાણ નહોતી. તેઓ સનાળાથી પરત આવી ગયા પણ તેમને કે તંત્રને કશી જ જાણ ન થઈ એ જ સરકારની નિષ્ફળતા દર્શાવે છે."

એ સાથે જ કેશુભાઈના રાજીનામાની માગ સાથે ગુજરાતનાં છાપાં પણ ભરાઈ ગયાં હતાં.

પુસ્તકમાં કરાયેલા દાવા અનુસાર સિંચાઈવિભાગના ઇજનેર સામે પણ આંગણી ચીંધાઈ હતી.

તેમના પર હોનારતનાં બે વર્ષ પહેલાં મચ્છુ બંધ-2ની સ્થિતિને લઈને વ્યક્ત કરાયેલી ચિંતાને અવગણવાનો આરોપ લગાવાયો હતો.

ગુજરાતમાં એ વખતે જનતા પક્ષની સરકાર હતી અને તેણે પોતાનો પક્ષ રજૂ કરતા કહ્યું હતું કે તેના અધિકારીઓએ અગમચેતીનાં તમામ પગલાં ભર્યાં હતાં.

કેશુભાઈના જણાવ્યા અનુસાર બંધના એક કર્મચારીએ લીલાપરમાં જઈને લોકોને બચાવ્યા હતા.

સિંચાઈવિભાગના એક ઇજનેરે દાવો કર્યો હતો કે નગરપાલિકાની ઍમ્બુલન્સ દ્વારા 11 ઑગસ્ટના રોજ મોરબીમાં મૅગાફોન પર સંભવિત હોનારતની ચેતવણી અપાઈ હતી.

મોરબીની મુલાકાત લીધા બાદ માધવસિંહ સોલંકીએ જનતા પક્ષ પર અવિશ્વાસ વ્યક્ત કરતાં મામલાની સ્વતંત્ર તપાસની માગ કરી હતી.

જોકે, બાબુભાઈએ એ માગને ફગાવતા મોરબીના પૂરના ત્રીજા દિવસે એક પત્રકાર પરિષદમાં ગુજરાત હાઈકોર્ટને આ માટે તપાસપંચ રચવા ભલામણ કરી હતી.

બાબુભાઈએ એવું પણ જણાવ્યું હતું કે તપાસમાં જો સરકારની જવાબદારી સામે આવે તો તેમની સરકારને એ જવાબદારી સ્વીકારવી પડશે.

કૉંગ્રેસના કેટલાક લોકોએ કરુણાંતિકા બાબતે ઢાંકપછેડો કરવાનો આરોપ લગાવ્યો હતો. તો સોલંકીના મતે સરકારે જાનમાલના નુકસાનનો ચોકક્સ આંકડો છૂપાવ્યો હતો.

માધવસિંહ સોલંકીએ એવો દાવો પણ કર્યો હતો કે મૃતકોનો ચોક્કસ આંકડો જાણી ન શકાય એટલા માટે રાષ્ટ્રીય સ્વંયસેવક સંઘના કાર્યકરો મૃતદેહોને નદીમાં ફેંકી દેતા હતા કે એના સામૂહિક અગ્નિસંસ્કાર કરી દેતા હતા.

સોલંકીના મતે બંધ તૂટવાના ત્રણ કલાકમાં જ ઓછામાં ઓછા 20 હજાર લોકો માર્યા ગયા હતા.

પુસ્તકમાં કરાયેલા દાવા અનુસાર કૉંગ્રેસે જનતા પક્ષ તરફી રાષ્ટ્રીય સ્વંયસેવક સંઘ પર અન્ય કોઈને રાહતકાર્ય ન કરવા દેવાનો અને પૂરગ્રસ્ત લોકોની સંપત્તિ લૂંટવાનો પણ આરોપ લગાવ્યો.

જોકે, દેવેન્દ્ર પટેલના મતે મોરબીમાં રાષ્ટ્રીય સ્વંયસેવક સંઘના કાર્યકરોએ પ્રશંસનીય કામગીરી કરી હતી.

મોરબીમાં રાહત કામગીરી ચાલી રહી હતી અને આરોપ-પ્રત્યારોપનો સિલસિલો ચાલી રહ્યો હતો એ દરમિયાન 'હિંદુસ્તાન ટાઇમ્સ'એ 22 ઑગસ્ટે મોરબી હોનારત મામલે રાજકોટના કલેક્ટર એ.આર. બેનરજીએ મોકલેલો ગુપ્ત અહેવાલ પ્રકાશિત કરી દીધો.

એ 'બેનરજી રિપોર્ટ'માં કલેક્ટર એ.આર. બેનરજીએ મચ્છુ બંધના ઇજનેરોએ બંધ પર તોળાઈ રહેલા જોખમ અંગે તેમને જાણ ન કરી હોવાનો દાવો કર્યો હતો.

અહેવાલમાં એવું પણ જણાવાયું હતું કે સિંચાઈવિભાગના ઇજનેરોએ પણ કલેક્ટરને મચ્છુ બંધ-2 પર તોળાઈ રહેલા સંભવિત ખતરા અંગે જાણ કરી નહોતી.

એ બાદ 9 સપ્ટેમ્બરે છાપમાં વધુ એક અહેવાલ રજૂ થયો જેમાં 'મચ્છુ ડૅમ-2 પર તોળાઈ રહેલા જોખમ અંગે તંત્રને જાણ કરવાની કેટલીય તકો ઇજનેરો ચૂક્યા' હોવાનો દાવો કરાયો હતો.

17મી સપ્ટેમ્બરે ગુજરાત વિધાનસભાનું ચોમાસુસત્ર શરૂ થયું અને જનતા પક્ષ પર માછલાં ધોવાયાં.

સરકારનું માનવું હતું કે આફત કુદરતી હતી પણ વિપક્ષનું માનવું હતું કે એ પાછળ માનવભૂલ જવાબદાર હતી.

માધવસિંહ સોલંકી અને કૉંગ્રેસના અન્ય નેતાઓએ બાબુભાઈની સરકાર પર પૂરને આવવા દેવાનો આરોપ લગાવ્યો.

કૉંગ્રેસના નેતા ગોકળદાસ પરમારે હોનારતની આપવીતી રજૂ કરી. તેમણે બાબુભાઈની નિસબતના વખાણ કર્યા પણ સાથે જ કહ્યું, 'હું આ હોનારતને કુદરતી હોનારત નહીં ગણાવું. જવાબદારી સરકારની છે અને સરકાર તેમાંથી બચી શકે નહીં.'

આ બધા વચ્ચે સૌથી વધુ નિશાન કેશુભાઈ પર તકાયાં.

દોકળદાસ પરમારે કેશુભાઈ તરફ આંગળી ચીંધતાં કહ્યું, "માનનીય મંત્રીએ આપણને જણાવ્યું કે 11 ઑગસ્ટે સાડા પાંચ વાગ્યે તેઓ સનાળાથી પરત ફર્યા ત્યારે ચોતરફ પાણી ભરાયાં હતાં. તો શું એમને બિલકુલ અંદાજ નહોતો કાઢ્યો કે મોરબીની સ્થિતિ કેવી હશે? એ વખતે મોરબી કબ્રસ્તાન બની ગયું હતું."

પોતાના બચાવમાં કેશુભાઈએ કહ્યું હતું કે "હું જ્યારે સાડા પાંચ વાગ્યે પહોંચ્યો ત્યારે મેં બે નિરીક્ષક ઇજનેર અને બે સંચાલક ઇજનેરને ત્યાં મોકલ્યા હતા. હાલમાં રાંડ્યા પછીનું ડહાપણ કરવાને બદલે એ વખતના દૃષ્ટિકોણથી સ્થિતિને જુઓ કે જ્યારે ચારસો ફૂટ આગળ વધવું પણ શક્ય નહોતું."

"મારા નિરીક્ષક ઇજનેરે મને કહ્યું હતું કે 'સાહેબ ચારેબાજુ પાણી છે અને આગળ વધવું શક્ય નથી. વળી રસ્તા પર બસ અને ટ્રકની લાંબી લાઇન હતી અને એ ટ્રાફિક જામમાં મને કોઈએ નહોતું કહ્યું કે આગળ કેવી પરિસ્થિતિ સર્જાઈ છે.'

આ બધા વચ્ચે 10 સપ્ટેબરે મચ્છુની હોનારતની તપાસ કરવા માટે તપાસપંચના ગઠનની નોટિસ જાહેર કરાઈ. ગુજરાત હાઈકોર્ટના ન્યાયાધીશ બી.કે. મહેતાને પંચના વડા બનાવાયા અને 11 નવેમ્બરે તપાસનો અહેવાલ સોંપવાનું નક્કી કરાયું.

તપાસપંચનું કામ આગળ વધી રહ્યું હતું. એક બાદ એક સાક્ષીઓનાં નિવેદનો લેવાઈ રહ્યા હતાં.

એ દરમિયાન રાજ્યમાં સરકાર બદલાઈ. બાબુભાઈ પટેલની સરકારને લોકોએ જાકારો આપ્યો અને માધવસિંહ સોલંકીના વડપણ હેઠળ રાજ્યમાં કૉંગ્રેસની સરકાર રચાઈ.

તપાસપંચ અમલમાં આવ્યું એને લગભગ એક વર્ષનો સમય થયો હશે કે પંચના સચિવ દિપાંકર બાસુને સરકારના કાયદાવિભાગ તરફથી તાકીદ કરતો સંદેશ મળ્યો કે પંચ શક્ય હોય એટલી જલદી પોતાનો 'પાર્શિયલ રિપોર્ટ' રજૂ કરે.

આ માટે સિંચાઈવિભાગ મચ્છુ બંધ-2 ફરીથી બાંધવા ઉત્સુક હોવાનું કારણ આગળ ધરવામાં આવ્યું હતું.

છ મહિનામાં પોતાનો અહેવાલ સોંપવા બંધાયેલું તપાસપંચ દોઢ વર્ષ સુધી લંબાયું હોવા છતાં અંતિમ તારણ પણ પહોંચ્યું નહોતું.

એ વખતે અમદાવાદમાં આવેલા 'કન્ઝ્યુમર ઍજ્યુકેશન ઍન્ડ રિસર્ચ સેન્ટર' દ્વારા સરકાર તપાસચંપના કાર્યમાં અવરોધ ઊભો કરી રહી હોવાનો આરોપ લગાવતો અહેવાલ પ્રકાશિત કર્યો હતો.

એ દરમિયાન મચ્છુ બંધ-2 તપાસપંચે બંધના બાંધકામ સાથે સંકળાયેલા જે.એફ. મિસ્ત્રીને શાહેદી આપવા બોલાવ્યા. બંધની મોટાભાગની ડિઝાઇન તેમની દેખરેખમાં જ તૈયાર કરાઈ હતી.

હૃદયની તકલીફનું કારણ આગળ ધરીને મિસ્ત્રીએ તપાસપંચ સમક્ષ હાજર થવાનો ઇન્કાર કરી દીધો.

પુસ્તકમાં કરેલા દાવા અનુસાર આ ઘટનાના થોડા દિવસ બાદ એ વખતના ગુજરાતના મુખ્ય મંત્રી માધવસિંહ સોલંકીએ તપાસપંચ
