ઉન્નાવ બળાત્કાર કેસ : ભાજપે કુલદીપ સેંગરને પક્ષમાંથી બહાર કાઢ્યા

ઉન્નાવ બળાત્કાર કેસના આરોપી અને ધારાસભ્યને ભાજપે પક્ષમાંથી કાઢી મૂક્યા છે.

આ પહેલાં કુલદીપ સેંગરને ભાજપે પક્ષમાંથી સસ્પેન્ડ કર્યા હતા. જોકે, પીડિતા સાથે થયેલા અકસ્માત બાદ ફરી સેંગર પર આરોપો લાગતા તેમને પાર્ટીમાંથી હાંકી કાઢવામાં આવ્યા છે.

કુલદીપસિંહ સેંગર પર બળાત્કારનો આરોપ લગાવનારી પીડિતાની કારને 28 જુલાઈએ એક ટ્રકે જોરદાર ટક્કર મારી હતી.

કારમાં તેમની સાથે રહેલાં તેમનાં માસી અને કાકીનાં મૃત્યુ થઈ ગયાં. કારમાં તેમની સાથે વકીલ પણ હતા.

બીજી તરફ ઉન્નાવ બળાત્કાર કેસમાં આજે સુપ્રીમ કોર્ટમાં બે વખત સુનાવણી થઈ હતી.

કોર્ટે આદેશ આપ્યો છે કે પીડિતાના અકસ્માતની તપાસ સીબીઆઈ 7 દિવસમાં પૂર્ણ કરે.

રંજન ગોગોઈએ કહ્યું કે આ મામલા સાથે જોડાયેલા કેસ લખનૌથી દિલ્હીની કોર્ટમાં ટ્રાન્સફર કરવામાં આવશે.

ભાજપ માટે કુલદીપ મહત્ત્વના હતા?

પત્રકારોએ ભાજપના યુપીના સાંસદ રીટા બહુગુણા જોશીને સંસદ બહાર આવા જ સવાલો પૂછ્યા હતા, પણ તેમણે જવાબો ટાળી દીધા.

તેમણે એટલું જ કહ્યું કે ભાજપ આવા અપરાધીઓને ક્યારેય સાચવતો નથી.

ભાજપના ઉત્તર પ્રદેશ એકમના પ્રમુખ તરીકે હાલમાં જ નિમાયેલા સ્વતંત્રદેવ સિંહે જોકે એવું કહ્યું કે, "કુલદીપસિંહ સેંગરને પક્ષમાંથી સસ્પેન્ડ કરાયા હતા અને હજી પણ સસ્પેન્ડ થયેલા જ છે."

સેંગરને સસ્પેન્ડ કરાયેલા હતા તો તેના વિશે શા માટે ક્યારેય જાહેરાત નહોતી કરાઈ અને ખરેખર સસ્પેન્ડ કરાયા હતા કે કેમ તે વિશે પક્ષમાંથી કોઈ સ્પષ્ટતા થઈ રહી નથી.

ભાજપની રાષ્ટ્રીય કારોબારીના સભ્ય એવા ભાજપના એક વરિષ્ઠ નેતાએ સ્વીકાર્યું કે આ મામલાના કારણે ભાજપની છાપ ખરડાઈ છે, પણ પક્ષ હવે આ બાબતે યોગ્ય વિચાર કરીને નિર્ણય જાહેર કરશે.

સમગ્ર ઘટનાક્રમને જોઈએ તો એ સમજવું મુશ્કેલ લાગે છે કે સેંગરના દબદબા સામે શા માટે પહેલાં યોગી આદિત્યનાથની સરકાર અને હવે ભાજપ લાચાર દેખાઈ રહ્યાં છે.

સમગ્ર મામલો ક્યારથી શરૂ થયો તે પહેલાં જોઈએ. કુલદીપસિંહ સેંગર ભાજપની ટિકિટ પર ઉન્નાવ જિલ્લાની બાંગરમાઉ બેઠક પરથી ધારાસભ્ય બન્યા હતા.

તેઓ માખી ગામમાં રહે છે. તેમના જ ગામની એક સગીરાએ 4 જૂન 2017ના રોજ તેમના પર બળાત્કારનો આરોપ લગાવ્યો હતો.

જોકે પોલીસે વિધાનસભ્ય સામેની પીડિતાની ફરિયાદ સાંભળી નહોતી.

કેસ દાખલ થાય તે પહેલાં ઉન્નાવ પોલીસે 8 એપ્રિલ, 2018ના રોજ પીડિતાના પિતાને આર્મ્સ એક્ટ હેઠળ પકડી લીધા.

તે પછી પીડિતાએ મુખ્ય મંત્રીના નિવાસસ્થાન સામે અગ્નિસ્નાન કરવાની કોશિશ કરી હતી, જોકે, તેને બચાવી લેવાઈ હતી.

પીડિતાના પિતા સાથે પોલીસ કસ્ટડીમાં મારપીટ થઈ, તેના કારણે 9 એપ્રિલ, 2018ના રોજ તેમનું મૃત્યુ થઈ ગયું.

સોશિયલ મીડિયામાં તસવીરો અને પીડિતાના પિતાનો વીડિયો વગેરે ફરતા થયા હતા.

તે જોઈને એમ જ લાગે સત્તા તમારા હાથમાં હોય તો સિસ્ટમને તમે કઈ રીતે ખોખલી કરી શકો છો.

આમ આદમી સત્તામાં અંધ તંત્ર સામે કેવો લાચાર થઈ જાય છે તે જોઈ શકાતું હતું.

તેની ઝલક યોગી આદિત્યનાથના એ નિવેદનમાં પણ મળી કે કોઈને પણ માફ કરવામાં આવશે નહીં.

તેમના નિવેદન છતાં ગૃહ વિભાગના સચિવ અને યુપી પોલીસના વડા સેંગરને ધારાસભ્યજી અને માનનીય ધારાસભ્ય કહેતા રહ્યા હતા.

પોલીસ વડા તેમને માનનીય કહેતા હતા તેની સામે પત્રકારોએ વાંધો ઉઠાવ્યો હતો.

ત્યારે તેમણે કહ્યું કે હજી તો આરોપો જ લાગ્યા છે, હજી તેમને દોષી માની શકાય નહીં.

આ મામલે મીડિયામાં ભારે ઉહાપોહ થયો તે પછી 12 એપ્રિલ, 2018ના રોજ કેસ સીબીઆઈને સોંપી દેવાયો.

ત્યારબાદ 7 જુલાઈ, 2018ના રોજ સીબીઆઈએ પીડિતાના પિતાના મોતના કેસમાં એફઆઈઆર દાખલ કરી.

11 જુલાઈ 2018ના રોજ સેંગર પર બળાત્કારનો કેસ દાખલ કરવામાં આવ્યો.

પીડિતા સગીરા હતાં તેથી પૉક્સો હેઠળ પણ કેસ નોંધાયો હતો.

13 જુલાઈએ સીબીઆઈએ સેંગરની 16 કલાક પૂછપરછ કરી હતી અને પછી તેમની ધરપકડ કરી હતી.

ત્યારબાદ 13 જુલાઈએ જ સીબીઆઈએ સેંગર પર પીડિતાના પિતા સામે ખોટો આરોપો મૂકવા બદલ કેસ દાખલ કર્યો હતો.

જોકે, આ બધી ફરિયાદો પછી હજીય સુનાવણી શરૂ થઈ નથી.

સેંગરનો દબદબો શા માટે?

પીડિતાના પરિવારને સતત ડરાવવાની અને ધમકી આપવાની વાતો બહાર આવી રહી છે.

પીડિતાના કાકાને પણ એક જૂના કેસમાં જેલમાં પૂરી દેવાયા હતા. તે કેસના એક સાક્ષીનું શંકાસ્પદ હાલતમાં મોત થયું હતું.

હવે રાયબરેલીમાં થયેલા અકસ્માત પછી તેમની સામે ફરથી હત્યા અને હત્યાના પ્રયાસો સહિતના કેસ દાખલ કરવામાં આવ્યા છે. આમ છતાં પક્ષમાં તેમના સ્થાન વિશે કોઈ અવાજ ઉઠાવી રહ્યું નથી.

કુલદીપસિંહ સેંગર ભાજપના જૂના નેતા નથી કે પક્ષના સંગઠનમાં કામ કરીને આગળ આવેલા નેતા નથી.

આમ છતાં તેમનો ભારે દબદબો જોવા મળે તે નવાઈની વાત છે.

સંઘની શાખામાં ઘડાયેલા કે ભારતીય જનતા પક્ષના મૂલ્યોમાં વિશ્વાસ રાખનારા નેતા પણ નથી. તેમની છાપ એક તકવાદી નેતાની જ વધારે છે.

2002માં બહુજન સમાજવાદી પાર્ટીમાંથી ધારાસભ્ય બન્યા હતા. તે પછી સમાજવાદી પક્ષમાં જતા રહ્યા અને 2007 અને 2012માં ધારાસભ્ય બન્યા.

2017માં ચૂંટણીના થોડા વખત પહેલાં જ ભાજપમાં જોડાવા નેતાઓની લાઇન લાગી હતી, તેમાં તેઓ પણ જોડાઈ ગયા હતા.

તેમનો પરિવાર 50 વર્ષથી સ્થાનિક પંચાયતની ચૂંટણીમાં છવાયેલો રહ્યો છે અને તેઓ 17 વર્ષથી ધારાસભ્ય છે.

સેંગરની આ દબંગાઈ એ રીતે પણ દેખાતી રહી છે કે બળાત્કારના આરોપો છતાં તેઓ મુખ્ય મંત્રીની કચેરીમાં ખુશખુશાલ ફરતા રહેતા હતા.

લખનૌના વરિષ્ઠ પોલીસ અધિકારીના નિવાસસ્થાને પણ બિનધાસ્ત દેખાયા હતા અને કહેતા હતા કે માત્ર આરોપો લાગ્યા છે, પોતે કંઈ ભાગેડું નથી.

આવા દબદબાનું કારણ શું? બે પરિબળો તેના માટે જવાબદાર દેખાય છે - એક તો કુલદીપસિંહ સેંગર યોગી આદિત્યનાથની ઠાકુર જ્ઞાતિના જ છે.

બીજું, જે પોલીસ સ્ટેશને બળાત્કારની ફરિયાદ નોંધવાની ના પાડી હતી તેના પીઆઈથી માંડીને, જિલ્લા પોલીસ વડા અને રાજ્યના પોલીસવડા બધા ઠાકુર છે.

યુપીની રાજનીતિ પર નજર રાખનારા વરિષ્ઠ પત્રકાર શરદ ગુપ્તા કહે છે, "યુપીના મુખ્ય મંત્રી અને પોલીસવડા પણ ઠાકુર છે અને સેંગર પણ ઠાકુર છે. તેના કારણે શું ફાયદો થયો તે સમજવું મુશ્કેલ નથી. યુપીના રાજકારણમાં જ્ઞાતિવાદ મોટી ભૂમિકા ભજવે છે."

એ સિવાય હાલના સમયમાં રાજપૂત કે ઠાકુર વર્ગના લોકો ભારતીય જનતા પક્ષના સૌથી મોટા ટેકેદારો પણ છે.

તેના કારણે જ કદાચ પક્ષ દબંગ ઠાકુર વિધાનસભ્ય સામે કાર્યવાહી કરીને પોતાના મોટા સમર્થક વર્ગને નારાજ કરવા નથી માગતો.

જોકે, એવું પણ કહેવામાં આવે છે કે જેમને કારણે સેંગર ભાજપમાં આવ્યા છે, તે યોગી આદિત્યનાથના હરિફ જૂથના લોકો છે.

એવું માનવામાં આવે છે કે ભાજપના સંગઠન મંત્રી સુનીલ બંસલ અને ડેપ્યુટી સીએમ કેશવ પ્રસાદ મૌર્ય સેંગરને ભાજપમાં લઈ આવ્યા છે.

પોતાના વિસ્તારમાં તેમનો ખાસ્સો પ્રભાવ છે એટલે તેમને ભાજપમાં સામેલ કરી દેવાયા હતા.
