મોબાઇલ ડેટા કેટલો મોંઘો થશે અને કેમ?

ભારત એવો દેશ છે જ્યાં મોબાઇલ ડેટાના દર દુનિયામાં સૌથી ઓછા છે. અહીં ચીન, જાપાન અને દક્ષિણ કોરિયા કરતાં પણ ઓછી કિંમતે મોબાઇલ ડેટા મળે છે.

જોકે, આવનારા સમયમાં ભારતીય ગ્રાહકોએ આ ડેટા માટે જ વધારે રકમ ચૂકવવી પડી શકે છે. એનું કારણ એવું છે કે બે મુખ્ય ટેલિકૉમ કંપનીઓએ મોબાઇલ ડેટાના દરો વધારવાની જાહેરાત કરી છે.

ભારતીય બજારમાં ઍરટેલ અને વોડાફોન-આઇડિયાની લગભગ અડધાથી ઉપર હિસ્સેદારી છે. આ બંને કંપનીઓ બાદ રિલાયન્સ જિયોએ પણ મોબાઇલ ડેટાના દરો વધારવાની જાહેરાત કરી છે.

વોડાફોન-આઇડિયા તથા ઍરટેલે ચાલુ આર્થિક વર્ષના જુલાઈથી સપ્ટેમ્બર એમ ત્રણ મહિનામાં 10 અબજ ડૉલરનું નુકસાન થયાનું જણાવ્યું છે.

આ સાથે જ સુપ્રીમ કોર્ટે એક જૂના કેસમાં તમામ ટેલિકૉમ કંપનીઓને 90 હજાર કરોડ રૂપિયા સરકારને આપવા કહ્યું છે.

વોડાફોને તાજેતરમાં નિવેદન આપ્યું છે, "મોબાઇલ ડેટા આધારિત સેવાઓની ઝડપથી વધી રહેલી માગ છતાં ભારતમાં મોબાઇલ ડેટાના દરો વિશ્વમાં સૌથી ઓછા છે."

"વોડાફોન-આઇડિયા પહેલી ડિસેમ્બર 2019થી ટૅરિફના દરો વધારશે, જેથી ગ્રાહકો વિશ્વસ્તરીય ડિજિટલ અનુભવ મેળવી શકે."

ઍરટેલ દ્વારા પણ તાજેતરમાં જ આ પ્રકારનું નિવેદન જાહેર કરવામાં આવ્યું હતું.

કંપનીઓ ડેટાના દરો કેમ વધારી રહી છે, આ દરોમાં કેટલો વધારો થઈ શકે અને સામાન્ય માણસ પર આની શું અસર થશે એ મામલે બીબીસી સંવાદદાતા આદર્શ રાઠોડે ટેલિકૉમ અને કૉર્પોરેટ બાબતોના જાણકાર આશુતોષ સિંહા સાથે વાત કરી હતી. આ રહ્યો તેમનો મત :

બહુ વધારે વધારો નહીં થાય કેમ કે કંપનીઓ 15-20 ટકાથી વધારે વધારો કરી ન શકે.દરેક કંપની યોજના બનાવશે અને જોશે કે કયા સેગમેન્ટમાં કેટલો વધારો કરવાની જરૂર છે.સામાન્ય રીતે કંપનીઓ 'ઍવરેજ રેવન્યૂ પર યૂઝર' એટલે કે વ્યક્તિદીઠ થતી કમાણીને જુએ છે.

હાલમાં ભારતમાં 'ઍવરેજ રેવન્યૂ પર યૂઝર' 150 પ્રતિ મહિનાથી ઓછી છે, એનો અર્થ એવો કે સામાન્ય માણસ દર મહિને 150 રૂપિયા ખર્ચ કરે છે.

તો કંપનીઓ એવી યોજના લાવી શકે છે કે જો તમે મહિને 100 રૂપિયાનો પ્લાન લઈ રહ્યા હોવ તો હવે 120 રૂપિયાનો પ્લાન લો. તેના બદલામાં કંપની 100 રૂપિયાના પ્લાનની તુલનામાં બમણો મોબાઇલ ડેટા આપી શકે છે.

આનાથી કંપનીઓની 20 ટકા જેટલી કમાણી વધી જશે પણ તેમનો ડેટા ખર્ચ એટલો બધો નહીં વધી જાય કે પરેશાની થવા લાગે.

કંપનીઓએ તેમની આવક વધારવી હોય તો એ શક્ય ત્યારે બનશે જ્યારે મોટો ખર્ચ કરી શકવા સક્ષમ ગ્રાહકો વધારે ખર્ચ કરે. આ બાબતને તેઓ તેમની યોજનામાં ધ્યાને રાખી શકે છે.

દરોમાં વધારો કેમ થઈ રહ્યો છે?

પહેલાં ટેલિકૉમ સૅક્ટરમાં અનેક કંપનીઓ હતી અને તેમની વચ્ચેની સ્પર્ધાને કારણે ડેટાની કિંમતોમાં ઘટાડો થયો હતો.

આ કિંમતોમાં ઘટાડો થયો એનું એક અન્ય કારણ એ પણ છે કે ભારતમાં દુનિયાના અન્ય દેશોની તુલનામાં ઝડપથી ગ્રાહકોની સંખ્યા વધી રહી હતી.

ભારતમાં 22 ટેલિકૉમ સર્કલ છે અને એમાં ત્રણ કૅટેગરી છે - A, B અને C.

એમાં C કૅટેગરીના સર્કલ્સ (જેમ કે ઓડિશા)માં જિયો, ઍરટેલ અને અન્ય કંપનીઓ નવા ગ્રાહકો બનાવવા માગે છે.

એનું એવું કારણ છે કે અહીંના ગ્રાહકો દર મહિને ડેટા પર ઓછો ખર્ચ કરે છે પણ એ ગ્રાહકો એટલી સંખ્યામાં છે કે કંપનીઓની કુલ કમાણી સરભર થઈ જાય છે.

એ જ કારણથી અહીં નુકસાન વેઠીને પણ કંપનીઓ ગ્રાહકોને આકર્ષિત કરવા ઇચ્છતી હતી, એ સમય હવે ખતમ થઈ ગયો.

હવે કંપનીઓ પણ ઓછી થઈ ગઈ એટલે ડેટાની કિંમત વધે એ સ્વાભાવિક છે.

કંપનીઓ ખચકાતી કેમ નથી?

પ્રશ્ન એવો ઊઠે છે કે જ્યારે કોઈ કંપની ડેટાના દરોમાં વધારો કરશે તો શું તેમના ગ્રાહકો અન્ય કંપનીઓ પાસે જતા નહીં રહે?

મોબાઇલ નંબર પોર્ટેબિલિટી (એમએનપી) વધારે સફળ થઈ શક્યું નથી.

જો વિકલ્પોની વાત કરીએ તો બીએસએનલ સહિત ભારતમાં ચાર જ ટેલિકૉમ ઑપરેટર છે. એનો અર્થ એવો થયો કે ગ્રાહકો પાસે હવે વધારે વિકલ્પો નથી.

જો આજની સ્થિતિની તુલના 2008-10 સાથે કરીએ તો ત્યારે દેશમાં 13 ટેલિકૉમ ઑપરેટર હતા.

હવે સ્થિતિ બદલાઈ ગઈ છે. પહેલાં પ્રાઇસિંગ પાવર એટલે કે મૂલ્ય નક્કી કરવાની તાકાત કંપનીઓ પાસે નહોતી.

હવે ગ્રાહકો પાસે ઓછા વિકલ્પ હોવાના કારણે પ્રાઇસિંગ પાવર કંપનીઓના હાથમાં આવી ગયો છે.

એજીઆર મામલે સુપ્રીમનો નિર્ણય

વોડાફોન-આઇડિયા અને ઍરટેલ જેવી કંપનીઓ નુકસાનીની વાત કરી રહી છે. એ વખતે જ લાઇસન્સ ફી સાથે જોડાયેલા વિવાદ પર પણ સુપ્રીમ કોર્ટનો ચુકાદો આવ્યો છે.

આ કેસ એજીઆર એટલે કે ઍડ્જસ્ટેડ ગ્રૉસ રેવન્યૂનો છે. આ 15 વર્ષ જૂનો કેસમાં સુપ્રીમ કોર્ટનો ચુકાદો આવ્યો છે.

જ્યારે મોબાઇલ સર્વિસ શરૂ થઈ હતી ત્યારે ઑપરેટરો પાસે સરકાર નિશ્ચિત ફિક્સ્ડ લાઇસન્સ ફઈ લેતી હતી.

એટલે કે તમારા 100 ગ્રાહક હોય કે પછી લાખો, ઑપરેટરોએ તેની અવેજમાં એક રકમ આપવી પડતી હતી.

ઑગસ્ટ 1999માં પૉલિસી આવી, જે અંતર્ગત ઑપરેટરોને સરકાર સાથે રેવન્યૂ શૅર કરવાનું કહેવામાં આવ્યું.

એટલે કે ઑપરેટરોની કમાણી 100 રૂપિયા હોય કે હજારો કરોડ હોય, તેમાંથી સરકારને ચોક્કસ ટકાવારી જેટલી રકમ આપવી પડે.

કંપની વધવાની સાથે સરકારની કમાણી પણ વધી ગઈ અને ગ્રાહકોની સંખ્યા વધી એનાથી સરકારને પણ ફાયદો થયો.

આમાં કઈ-કઈ બાબતોને સમાવવી એ મામલે એજીઆરનો વિવાદ હતો.

સુપ્રીમ કોર્ટનો ચુકાદો ટેલિકૉમ કંપનીઓના વિરોધમાં આવ્યો અને હવે કંપનીઓએ ધરખમ રકમ સરકારને ચૂકવવી પડશે.
