ભાર્ગવ પરીખ
અમદાવાદમાં દર વર્ષે અષાઢી બીજના રોજ જગન્નાથની રથયાત્રા નીકળે છે. ત્યારે આ વર્ષે નીકળનારી 142મી રથયાત્રાને હવે ગણતરીના દિવસો જ બાકી રહ્યા છે. રથયાત્રા એક એવો પ્રસંગ છે કે જેમાં પોલીસે ખડેપગે રહેવું પડે છે અને પોલીસ વિભાગ દ્વારા સતર્કતા વર્તવામાં આવે છે. મહિના પહેલાંથી જ રથયાત્રામાં કોઈ અગમ્ય ઘટના ન ઘટે તેના માટે તૈયારીઓ શરૂ કરી દેવામાં આવે છે.
આ વર્ષે પણ પોલીસે પોતાનો પ્રિ-ઍક્શન પ્લાન ઘડી કાઢ્યો છે. રથયાત્રાના રૂટ પર પોલીસે કૉમ્બિંગ, પેટ્રૉલિંગની સાથે સંવેદનશીલ વિસ્તારોમાં સીસીટીવી કૅમેરા લગાવી દીધા છે. મંદિરની સુરક્ષા વધારી મેટલ ડિટેક્ટર મૂકી દેવામાં આવ્યા છે. શંકાસ્પદ જગ્યાના ફોન કૉલથી માંડીને ઇન્ટરનેટનું સર્વેલન્સ થઈ રહ્યું છે. તો મંદિર અને તેની આસપાસ અદ્યતન સાધનોવાળી ઇન્સાસ ગન અને સુરક્ષાદળના લોકોને ગોઠવવામાં આવ્યા છે.
રથયાત્રાની સુરક્ષા અંગે ગુજરાતના ગૃહ પ્રધાન પ્રદીપ સિંહ જાડેજાએ બીબીસી ગુજરાતી સાથે વાત કરી. તેમણે જણાવ્યું, "રથયાત્રામાં સીસીટીવીની સાથે સર્વેલન્સ વાન પણ હશે. આ વર્ષે રથયાત્રામાં ખાસ ઇઝરાયલથી ડ્રોન પણ મગાવવામાં આવ્યા છે, જેની મદદથી તમામ સંવેદનશીલ વિસ્તાર પર ચાંપતી નજર રાખવામાં આવશે."
વધુમાં તેમણે ઉમેર્યું, "રથયાત્રા દરમિયાન 25 હજાર પોલીસકર્મીઓનો કાફલો અને એસઆરપીની ટીમ પણ તહેનાત રહેશે."
આટલો ચાંપતો બંદોબસ્ત શા માટે?
એ વાતમાં કોઈ શંકા નથી કે દર વર્ષે નીકળતી રથયાત્રામાં કોમી એકતાનું ઉદાહરણ જોવા મળે છે, છતાં કેટલીક અગમ્ય ઘટનાને રોકવા માટે સુરક્ષા જરૂરી છે. એક વખત તો સુરક્ષાને ધ્યાનમાં રાખીને ભગવાન જગન્નાથની રથયાત્રા બુલેટપ્રૂફરથમાં કાઢવાની ફરજ પડી હતી. તો કેટલીક વખત હેલિકૉપ્ટરની સુરક્ષા વચ્ચે રથયાત્રા નીકળી છે. આ બધું એ માટે કેમ કે અમદાવાદની રથયાત્રાએ સ્વતંત્રતા પહેલા અને પછી ઘણા ઉતાર-ચઢાવ જોયા છે.
સૌથી પહેલી વખત 1946માં સ્વતંત્રતા પહેલા રથયાત્રામાં હિંસા થઈ હતી. આ વર્ષમાં રથયાત્રા બાદ અમદાવાદમાં કોમી રમખાણો ફાટી નીકળ્યાં હતાં. આ મામલે બીબીસી ગુજરાતી સાથે વાત કરતા ભાવનગર યુનિવર્સિટીના ભૂતપૂર્વ કુલપતિ અને જાણીતા સમાજશાસ્ત્રી વિદ્યુત જોશી કહે છે:
"અમદાવાદની રથયાત્રામાં હિંદુ અને મુસ્લિમ સમાજે પોતાનું શક્તિ પ્રદર્શન કરવા માટે અખાડાની શરૂઆત કરી હતી."
"આ સર્વોપરિતાની લડાઈના કારણે રથયાત્રામાં હિંસા થતી હતી."
"જોકે, જેમ જેમ વેપાર ધંધા વધતા ગયા, તેમ તેમ રથયાત્રામાં હિંસા ઓછી થઈ ગઈ અને હવે તો લગભગ બંધ જ થઈ ગઈ છે. હવે નવી ટૅકનૉલૉજીના કારણે હિંસા થાય તો તેના પર કાબુ મેળવવો પણ સહેલો બની ગયો છે."
વર્ષ 1993માં રથયાત્રાની સુરક્ષાના હેતુથી ભગવાન જગન્નાથના ત્રણ રથોને બુલેટપ્રૂફ કાચથી સુરક્ષિત કરાયા હતા
આ અંગે બીબીસીએ ગુજરાત સમાચારના વરિષ્ઠ પત્રકાર જયદેવ પટેલ સાથે પણ વાત કરી.
તેઓ કહે છે, "ગુજરાત રથયાત્રામાં હિંસાનો સૌથી ખરાબ સમય 80 અને 90નો દાયકો હતો."
"તેમાં પણ 1985માં રથયાત્રાના થોડી દિવસ પહેલા કોમી તોફાનોમાં થયેલા મૃત્યુ અને કર્ફ્યૂના કારણે રથયાત્રા કાઢવા પર સરકારે પ્રતિબંધ મૂકવો પડ્યો હતો."
"જોકે, ત્યારે પહેલી વખત સરકારના આદેશનું ઉલ્લંઘન કરીને શંભુ મહારાજે રથયાત્રા કાઢી હતી."
"આ દરમિયાન રથયાત્રાનો રુટ બદલવામાં આવ્યો હતો. તો પણ રથયાત્રામાં હિંસા થઈ હતી અને નાના મોટા તોફાનો થયા હતા."

કેવી રીતે ગોઠવાતો ચાંપતો બંદોબસ્ત?
1985માં ચાલતા તોફાનોના કારણે ગુજરાત સરકારે રથયાત્રા પર પ્રતિબંધ મૂક્યો હતો છતાં રથયાત્રા કાઢવામાં આવી હતી હાલના કેટલાક વર્ષોની વાત કરવામાં આવે તો રથયાત્રા સઘન સુરક્ષા વચ્ચે યોજવામાં આવે છે.
ડ્રોન કૅમેરાથી આખા રુટ પર નજર રાખવામાં આવે છે.
નવી ટૅકનૉલૉજીનો ઉપયોગ થવાને કારણે 2001થી અમદાવાદની રથયાત્રામાં કોઈ તોફાનો થયા નથી. પરંતુ શું તમે જાણો છો કે પહેલા રથયાત્રા પર કેવી રીતે નજર રાખવામાં આવતી અને તકેદારી માટે કેવા પગલાં લેવામાં આવતા હતા?
તો રથયાત્રામાં હિંસાના ગાળાને યાદ કરતા એ સમયના પોલીસ અધિકારી અને નિવૃત્ત એસીપી નરેશ પટેલ બીબીસી સાથે વાતચીતમાં જણાવે છે કે તેમણે 1976 પછી અમદાવાદમાં નોકરી કરી હતી.
તેઓ કહે છે, "1985ના કોમી રમખાણોમાં ફાયરિંગ બાદ અમદાવાદનું વાતાવરણ તંગ હતું. ત્યારે પહેલી વખત રુટ બદલવામાં આવ્યો હતો."
"આ દરમિયાન હ્યુમન ઇન્ટેલિજન્સના કારણે ઘણા વિસ્તારોમાં તોફાનો પર કાબુ મેળવાયો હતો."
"રમખાણો ઉપર કાબુ મેળવવા માટે અમે લોકો અમદાવાદના સંવેદનશીલ વિસ્તારોમાં તપાસ કરતા કે ક્યાં અચાનક મકાનના રિપેરિંગ માટે ઇંટો આવી છે?"
"કયા વિસ્તારમાં મોટાપાયે કેરોસીન ખરીદવામાં આવ્યું છે. એ સમયે મોબાઇલ ફોનની સુવિધા ન હોવાને કારણે હિંસા થવાની શક્યતા હોય તેવા ક્ષેત્રમાં વિજિલન્સ ગોઠવવામાં આવતી."
"1989માં પહેલી વખત આખી રથયાત્રા પર હેલિકૉપ્ટરથી નજર રાખવામાં આવી હતી."
1992માં રથયાત્રા પર થયેલા હુમલા બાદ સરકાર વધુ સતર્ક બની હતી.
1993માં પહેલી વખત બુલેટ પ્રૂફ કવચમાં રથયાત્રા નીકળી હતી. આ સમયે તોફાનની પેટર્ન પણ બદલાઈ હતી.
તે સમયે ટોળામાં ભગવાનના દર્શન કરવા આવેલા લોકો પર ચાકુથી હુમલો થતો અને પછી તોફાની તત્ત્વો ભાગી જતા અને નાસભાગ મચી જતી.
આ સમયને યાદ કરતા નિવૃત્ત એસીપી અને લાંબા સમય સુધી ક્રાઇમબ્રાન્ચ અને ઇન્ટેલિજન્સ બ્યૂરોમાં કામ કરી ચૂકેલા દીપક વ્યાસ જણાવે છે કે ઉપરોક્ત પ્રકારના હુમલાને રોકવા માટે નવો અભિગમ અપનાવવામાં આવ્યો હતો.
તેના માટે એક પીઆઈ અને પાંચ પોલીસકર્મીઓ સાદા ડ્રેસમાં ઊભા રહેતા હતા.
વ્યાસ ઉમેરે છે, "શંકાસ્પદ લાગતા લોકોની ધરપકડ કરવામાં આવતી હતી. અને આ કામગીરી રથયાત્રાના એક મહિના પહેલા જ શરૂ કરી દેવાતી હતી.
તમામ ધાર્મિક સ્થળો પર IBના અધિકારીઓ ગોઠવવામાં આવતા હતા."
"રથયાત્રાના અઠવાડિયા પહેલા અમદાવાદના સંવેદનશીલ વિસ્તારોની દવાની દુકાનો પર તપાસ થતી કે શું જીવન જરૂરી દવાઓની મોટાપાયે ખરીદી થઈ છે કે નહીં."
"જો બીપી, ડાયાબિટીસ જેવા રોગો માટે વધારે દવા ખરીદાઈ હોય, તો તુરંત શાકભાજી માર્કેટમાં તપાસ થતી."
"ત્યાં પણ જો ડુંગળી, બટાટા અને કંદમૂળ જેવી વસ્તુઓની વધારે ખરીદી થઈ હોય તો સમજી લેવામાં આવતું કે આ રથયાત્રાના તોફાનો પહેલાની શાંતિ છે. કેમ કે તોફાન થાય અને કર્ફ્યૂ લાગુ કરવામાં આવે તો દુકાન બંધ રહે અને જરૂરી સામાન મળી શકે નહીં."
"અમે એવા વિસ્તારોમાં કૉમ્બિંગ કરતા જે વિસ્તારોમાંથી બાળકો અને વૃદ્ધોનું સ્થળાંતર કરવામાં આવ્યું હોય."
"ક્રિમિનલ બૅકગ્રાઉન્ડ ધરાવતા લોકોનું રાઉન્ડ અપ કરી લેવાતું જેથી તોફાનો ટાળી શકાય. 1993માં શરૂ કરાયેલી પદ્ધતિ હજુ પણ ચાલે છે. અને હવે તો સાધનો વધ્યા હોવાથી જોખમ પણ ઘટી ગયું છે."
