Russia Ukraine War Chanakya Niti: वर्तमान में रूस और यूक्रेन का युद्ध चल रहा है। इस संदर्भ में चाणक्य की नीति आज भी प्रासंगिक मानी जा रही है। चाणक्य ने राजा, राज्य, प्रजा, अर्थ और युद्ध नीति, कूटनीति और विदेश नीति पर बहुत कुछ लिखा है और सूत्र वाक्त बताएं हैं। आओ जानते हैं कि इस संबंध में चाणक्य क्या कहते हैं।
चाणक्य के समय विदेशी हमला हुआ था। चाणक्य का संपूर्ण जीवन ही कूटनीति, छलनीति, युद्ध नीति और राष्ट्र की रक्षा नीति से भरा हुआ है। चाणक्य अपने जीवन में हर समय षड्यंत्र को असफल करते रहे और अंत में उन्होंने वह हासिल कर लिया, जो वे चाहते थे। चाणक्य की युद्ध और सैन्य नीति बहुत प्रचलित है।
किसके साथ करना चाहिए युद्ध : बलवान से युद्ध करना हाथियों से पैदल सेना को लड़ाने के समान है। हाथी और पैदल सेना का कोई मुकाबला नहीं हो सकता। उसमें पैदल सेना के ही कुचले जाने की आशंका रहती है। अत: युद्ध बराबरी वालों से ही करना चाहिए।...बलवान शत्रु के खिलाफ षड़यंत्र का सहारा लेना चाहिए।
कब करना चाहिए युद्ध : युद्ध के सही समय का इंतजार करना ही उचित है। इसके लिए पहले से रणनीति बनाना चाहिए। चाणक्य के खुद की एक टीम बनाकर बाद में भील, आदिवासी और वनवासियों को मिलाकर एक सेना तैयार की और सभी ने टीम बनकर कार्य किया और घननंद के शक्तिशाली साम्राज्य को उखाड़ फेंककर चंद्रगुप्त को मगथ का सम्राट बना दिया था। कोई भी व्यक्ति अकेला जरूर चलता है परंतु वह अकेला लक्ष्य तक पहुंच नहीं सकता। यह बात आप हमेशा ध्यान रखें कि आपकी सफलता सिर्फ आपकी सफलता नहीं होती है। इसमें कई लोगों का योगदान रहता है जिससे भूलना नहीं चाहिए।
शत्रु को ज्यादा समय तक नहीं करना चाहिए नजरअंदाज : चाणक्य कहते हैं कि ऋण, शत्रु और रोग को समय रहते ही समाप्त कर देना चाहिए। जब तक शरीर स्वस्थ और आपके नियंत्रण में है, उस समय आत्म रक्षा और आत्म साक्षात्कार के लिए उपाय अवश्य ही कर लेना चाहिए, क्योंकि असुरक्षा में घिरने या मृत्यु के पश्चात कोई कुछ भी नहीं कर सकता।
कैसा होना चाहिए राजा : राजा शक्तिशाली होना चाहिए, तभी राष्ट्र उन्नति करता है। राजा की शक्ति के 3 प्रमुख स्रोत हैं- मानसिक, शारीरिक और आध्यात्मिक। मानसिक शक्ति उसे सही निर्णय के लिए प्रेरित करती है, शारीरिक शक्ति युद्ध में वरीयता प्रदान करती है और आध्यात्मिक शक्ति उसे ऊर्जा देती है, प्रजाहित में काम करने की प्रेरणा देती है। कमजोर और विलासी प्रवृत्ति के राजा शक्तिशाली राजा से डरते हैं।

कैसी होना चाहिए कूटनीति : कूटनीति के 4 प्रमुख अस्त्र हैं जिनका प्रयोग राजा को समय और परिस्थितियों को ध्यान में रखकर करना चाहिए- साम, दाम, दंड और भेद। जब मित्रता दिखाने (साम) की आवश्यकता हो तो आकर्षक उपहार, आतिथ्य, समरसता और संबंध बढ़ाने के प्रयास करने चाहिए जिससे दूसरे पक्ष में विश्वास पैदा हो। ताकत का इस्तेमाल, दुश्मन के घर में आग लगाने की योजना, उसकी सेना और अधिकारियों में फूट डालना, उसके करीबी रिश्तेदारों और उच्च पदों पर स्थित कुछ लोगों को प्रलोभन देकर अपनी ओर खींचना कूटनीति के अंग हैं।
कैसी होना चाहिए विदेश नीति : विदेश नीति ऐसी होनी चाहिए जिससे राष्ट्र का हित सबसे ऊपर हो, देश शक्तिशाली हो, उसकी सीमाएं और साधन बढ़ें, शत्रु कमजोर हो और प्रजा की भलाई हो। ऐसी नीति के 6 प्रमुख अंग हैं- संधि (समझौता), समन्वय (मित्रता), द्वैदीभाव (दुहरी नीति), आसन (ठहराव), यान (युद्ध की तैयारी) एवं विग्रह (कूटनीतिक युद्ध)। युद्धभूमि में लड़ाई अंतिम स्थिति है जिसका निर्णय अपनी और शत्रु की शक्ति को तौलकर ही करनी चाहिए। देशहित में संधि तोड़ देना भी विदेश नीति का हिस्सा होता है।
राजा को प्रजा और राजाओं से संबंध प्रगाढ़ रखना चाहिए : चाणक्य ने अपनी विद्वता से मगध के सभी पड़ोसी राज्यों के राजाओं से संपर्क और राज्य में जनता से संबंध बढ़ा लिए थे जिसके चलते उनकी प्रसिद्धि दूर-दूर तक फैल गई थी। संपर्क और पर्सनल संबंधों का विस्तार ही आपको जहां लोकप्रिय बनाता है वहीं वह समय पड़ने पर आपके काम भी आते हैं। चाणक्य कहते हैं कि कभी भी किसी को छोटा नहीं समझना चाहिए। यह व्यक्ति आपके लिए महत्वपूर्ण होना चाहिए। कोई भी व्यक्ति कभी भी आपके काम आ सकता है।
लक्ष्य की ओर बढ़ना जरूरी : कई लोग हैं जिनके लक्ष्य तो निर्धारित होते हैं परंतु वे उसकी ओर बढ़ने के लिए या कदम बढ़ाने के बारे में सिर्फ सोचते ही रहते हैं। चाणक्य कहते हैं कि आप जब तक अपने लक्ष्य की ओर कदम नहीं बढ़ाते हैं तब तक लक्ष्य भी सोया ही रहेगा। शक्ति बटोरने के बाद लक्ष्य की ओर पहला कदम बढ़ाना चाहिए।
राजा के सलाहकार : अगर शासन में मंत्री, पुरोहित या सलाहकार अपने कर्तव्यों को ठीक से पूरा नहीं करते हैं और राजा को सही-गलत कामों की जानकारी नहीं देते हैं, उचित सुझाव नहीं देते हैं तो राजा के गलत कामों के लिए पुरोहित, सलाहकार और मंत्री ही जिम्मेदार होते हैं। इन लोगों का कर्तव्य है कि वे राजा को सही सलाह दें और गलत काम करने से रोकना चाहिए।
कैसी होना चाहिए प्रजा : ये चाणक्य नीति के छठे अध्याय का दसवां श्लोक है। इस श्लोक के अनुसार अगर किसी राज्य या देश की जनता कोई गलत काम करती है तो उसका फल शासन को या उस देश के राजा को भोगना पड़ता है। इसीलिए राजा या शासन की जिम्मेदारी होती है कि वह प्रजा या जनता को कोई गलत काम न करने दें। ऐसे में प्राजा के लिए कड़े दंड का प्रावधान होना चाहिए। चाणक्य कहते हैं कि अपने राज्य की रक्षा करने का दायित्व राजा का होता है। एक राजा तभी अपने राज्य की रक्षा करने में सक्षम हो सकता है, जब उसकी दंडनीति निर्दोष हो। दंड नीति से ही प्रजा की रक्षा हो सकती है।
यदि प्रजा राष्ट्रहित को नहीं समझती है और अपने इतिहास को नहीं जानती है तो वह अपने राष्ट्र को डूबो देती है। प्रजा भीड़तंत्र का हिस्सा नहीं होना चाहिए। प्रजा को ऐसे राजा का साथ देने चाहिए जो राष्ट्रहित में कार्य कर रहा है और प्रजा को राष्ट्र के नियम और कानून को मानते हुए उसे भी राष्ट्र रक्षा और विकास में योगदान देना चाहिए।
राजा और प्रजा के संबंध : चाणक्य यह भी कहते हैं कि प्रजा के सुख में ही राजा का सुख है और प्रजा की भलाई में उसकी भलाई। राजा को जो अच्छा लगे वह हितकर नहीं है बल्कि हितकर वह है जो प्रजा को अच्छा लगे। राजा कितना भी शक्तिशाली और पराक्रमी हो राजा और जनता के बीच पिता और पुत्र, भाई और भाई, दोस्त और दोस्त और समानता का व्यवहार होना चाहिये।
