नई दिल्ली। देश के विभिन्न हिस्सों में बारिश, बाढ़ एवं भूस्खलन की घटनाओं में मरने वालों की संख्या बढ़कर 200 हो गई है जबकि 108 अन्य लापता हैं।
तिरुवनंतपुरम से प्राप्त रिपोर्ट के मुताबिक केरल में सोमवार को मरने वालों की संख्या बढ़कर 83 हो गई जबकि 63,506 परिवारों के 2,55,662 लोग 1,413 राहत शिविरों में शरण लिए हुए हैं।
आधिकारिक सूत्रों के अनुसार 8 अगस्त से जारी बारिश एवं भूस्खलन के कारण मलप्पुरम में सबसे अधिक 27, कोझीकोड में 17, वायनाड में 12, कन्नूर जिले में 9, त्रिशूर और इडुक्की जिलों में 5-5, तिरुवनंतपुरम, अलपूझा, कोट्टायम और कसारगोड जिलों में 2-2 लोगों की मौत हो गई। इसके अलावा राज्य में 58 लोग अभी भी लापता हैं।
बारिश, बाढ़ एवं भूस्खलन के कारण अन्य राज्यों में भी कई लाख लोग प्रभावित हुए हैं और उनमें अधिकतर लोगों को राहत शिविरों में विस्थापितों के समान जिंदगी व्यतीत करनी पड़ रही है। सेना समेत विभिन्न सुरक्षा एवं बचाव एजेंसियां राहत तथा बचाव कार्य में जुटी हुई हैं। केरल, कर्नाटक, महाराष्ट्र तथा गुजरात में स्थिति गंभीर बनी हुई है। इन राज्यों के कुछ इलाकों में जल का स्तर घटने के बाद लोगों ने राहत की सांस ली है।

केरल में बारिश और बाढ़ से संबंधित घटनाओं में मृतकों की संख्या सोमवार को बढ़कर 76 हो गई। राज्य में अब तक बारिश और बाढ़ से पीड़ित 83,274 परिवारों के 2 लाख 87 हजार 585 लोगों को 1654 राहत शिविरों में भेजा गया है।
आधिकारिक सूत्रों के अनुसार पिछले 4 दिनों में मूसलधार बारिश के कारण तिरुवनंतपुरम में 2 लोग, अलपूझा, कासरगोडा और कोट्टायम में 1-1, इडुक्की में 5, त्रिसूर में 4, मालापुरम में 24, कोझीकोड में 17, वायनाड में 12 और कन्नूर में 8 लोगों की मौत हुई।
इसके अलावा कम से कम 58 लोग लापता हैं जिनमें से मलाप्पुरम से 50 लोग, वायनाड से 7 और कोट्टायम से 10
लापता है। सूत्रों ने बताया कि बाढ़ और मूसलधार बारिश के कारण राज्य में 286 घर पूर्णत: क्षतिग्रस्त हो गए और 2,966 घरों को आंशिक रूप से क्षति पहुंची है।
केरल राज्य सड़क परिवहन निगम ने कई बस सेवाओं को बहाल किया और रेलवे ने भी ट्रेन सेवाओं को बहाल करने के लिए कई उपाय किए, क्योंकि राज्य के कई स्थानों पर बाढ़ और भूस्खलन के कारण यातायात बाधित हो गया था।

इस दौरान बारिश और बाढ़ प्रभावित कोझीकोड और त्रिशूर जिलों में मंगलवार तक सभी स्कूलों, कॉलेज और शैक्षणिक संस्थानों में अवकाश घोषित किया है। अलपूझा और एर्नाकुलम जिलों में सोमवार को ऑरेंज चेतावनी जारी की है और अलपूझा, एर्नाकुलम, इड्डुकी, मालापुरम, वायनाड और कन्नरू में 13 अगस्त को येलो (पीली) चेतावनी जारी की है।
पूर्व प्रधानमंत्री एवं जनता दल (सेक्यूलर) के राष्ट्रीय अध्यक्ष एचडी देवेगौडा ने कर्नाटक में बाढ़ की भयावह स्थिति को राष्ट्रीय आपदा घोषित करने और राहत कार्यों के लिए तुरंत केन्द्रीय सहायता राशि जारी करने की प्रधानमंत्री नरेन्द्र मोदी से अपील की है।
देवेगौड़ा ने मोदी को इस बारे में पत्र लिखा है जिसकी प्रति सोमवार को यहां मीडिया को जारी की गईं। पूर्व प्रधानमंत्री ने मोदी से बाढ़ पीड़ितों को तत्काल राहत प्रदान करने और राहत आदि कार्यों के लिए कम से कम 5000 करोड़ रुपए जारी करने की अपील की है।
पूर्व प्रधानमंत्री ने राज्य में जानमाल के हुए नुकसान पर का हवाला देते हुए कहा कि लाखों लोगों को जिंदगी बसर करने में मदद की और उनके पुर्नवास की तत्काल जरूरत है। बाढ़ से प्रभावित लोगों को केन्द्र और राज्य दोनों सरकारों से सभी प्रकार की सहायता की जरूरत है।
देवेगौड़ा ने प्रधानमंत्री को अवगत कराया कि बाढ़ से अब तक कम से कम 42 लोगों की जान गई है और अन्य 50 लापता हैं तथा खड़ी फसलें पूरी तरह नष्ट हो गई हैं।
गुजरात में पिछले 2 दिनों से मंद पड़ गए मानसून के कल से फिर से अधिक सक्रिय होने का अनुमान है और इसके चलते मौसम विभाग ने राज्य के कुछ हिस्सों में अगले 3 दिनों में भारी से अति भारी वर्षा की चेतावनी जारी की है। सोमवार की सुबह 6 बजे तक के पिछले 24 घंटे के दौरान राज्य के सभी 33 जिलों के 203 तालुका में बारिश तो हुई है, पर अधिकतम वर्षा मात्र 39 मिलीमीटर रही है, जो सूरत जिले के ओलपाड में हुई। सोमवार को सुबह 6 बजे से शाम 4 बजे तक 14 जिलों के मात्र 31 तालुका में वर्षा हुई है जबकि सर्वाधिक मात्र 14 मिमी डांग जिले के वघई में दर्ज की गई है।
कल और सोमवार को हालांकि अधिक वर्षा नहीं हुई है पर उससे पहले ही अति से अत्यंत भारी वर्षा के कारण हुए जलजमाव का पानी अब तक नहीं उतरने के चलते अब भी राज्य में 200 से अधिक रासते बंद हैं जिनमें से अधिकतर ग्रामीण इलाकों के पंचायत नियंत्रित रास्ते हैं। इनमें सात राज्य हाई वे भी हैं।
गौरतलब है कि कि हाल में हुई भारी वर्षा के कारण राज्य में वर्षा का प्रतिशत बढ़ कर 83.95 हो गया है। कम वर्षा के लिए कुख्यात कच्छ क्षेत्र एवं जिला अब 101.44 प्रतिशत के साथ इस मामले सबसे अव्वल है। क्षेत्रवार दक्षिण गुजरात में अब तक 101.27 फीसदी, सौराष्ट्र में 75.09, पूर्व मध्य गुजरात में 79.91 और उत्तर गुजरात में सबसे कम 56.56 प्रतिशत वर्षा हुई है।
मौसम केंद्र के बुलेटिन के अनुसार दक्षिण गुजरात तट से लेकर लक्षद्वीप के तटीय इलाके तक निम्न दबाव का एक क्षेत्र मौजूद हैं जिसके चलते कल दक्षिण गुजरात के वलसाड और नवसारी जिलों तथा समीपवर्ती केंद्र शासित प्रदेश दादरा एवं नगर हवेली में कुछ स्थानों पर भारी वर्षा होगी। 14 अगस्त को मध्य गुजरात के पंचमहाल, दाहोद, महिसागर जिलों में कुछ स्थानों पर भारी से अति भारी वर्षा होगी जबकि नवसारी, वलसाड तथा दादरा एवं नगर हवेली में भारी वर्षा हो सकती है।
उत्तर गुजरात के साबरकांठा, अरावल्ली तथा मध्य गुजरात के दाहोद और महिसागर जिलों में 15 अगस्त को कुछ स्थानों पर भारी वर्षा हो सकती है। उत्तराखंड के चमोली जिले के घाट ब्लॉक में सोमवार सुबह बादल फटने और 3 गांव में भूस्खलन के मलबे में दबने से 6 लोगों की मौत हो गई।
सूत्रों के अनुसार पहला हादसा सोमवार को तड़के 5 बजे घाट ब्लॅाक के बांजबगड़ गांव में हुआ। इस हादसे में अब्बल सिंह का मकान भूस्खलन के मलबे में दब गया। घर के अंदर सो रही अब्बल सिंह की पत्नी रूपा देवी (35) और बेटी चंदा (9 माह) की दबकर मौत हो गई। दूसरी घटना घाट ब्लॉक के आली गांव में हुई। यहां बादल फटने से हुए भूस्खलन से नेनू राम का मकान भूस्खलन के मलबे में दब गया। इसमें नेनू राम की बेटी नौरती (21) की दबकर मौत हो गई।
तीसरी घटना घाट ब्लॉक के लांखी गांव में हुई। यहां सुबह 8.45 बजे बादल फटने से गांव के शंकर लाल का मकान भूस्खलन की चपेट में आ गया। भूस्खलन के मलबे में दबकर अजय (23) पुत्र सुरेंद्र लाल, अंजली (8 वर्ष) पुत्री शंकर लाल और आरती (7) पुत्री शंकर लाल की मौत हो गई। सभी मृतकों के शव मलबे से निकाल लिए गए हैं। उधर, चुफला गदेरा (बरसाती नाला) के उफान पर होने से 2 मकान एवं 3 0 दुकानें बह गई हैं।
मुख्यमंत्री त्रिवेन्द्र सिंह रावत ने चमोली के घाट में मूसलधार बारिश से हुई जनहानि पर शोक जताते हुए मृतकों के परिवारजनों के प्रति संवेदना व्यक्त की है। मुख्यमंत्री ने जिलाधिकारी चमोली को राहत एवं बचाव कार्य तेजी लाने और आपदा से प्रभावितों को अनुमन्य आर्थिक सहायता के साथ अन्य राहत तुरंत उपलब्ध करवाने के निर्देश दिए।
चमोली प्रशासन से घटना की जानकारी मिलते ही राज्य आपदा मोचन बल (एसडीआरएफ), राजस्व एवं आपदा की टीमें राहत एवं बचाव कार्य में जुट गईं। प्रभावित क्षेत्र में राहत सामग्री पहुंचाई गई है।
महाराष्ट्र के कोल्हापुर और सांगली में भारी बाढ़ के बाद स्थिति भयावह बनी हुई है और इन जिलों से एक लाख 73 हजार 584 लोगों को राहत शिविरों में भेजा गया है। राज्य के दोनों जिलों में बाढ़ की भयावह स्थिति के बाद सड़कों पर पानी और कीचड़ भरा हुआ है। कोल्हापुर और सांगली के राहत शिविरों में पीड़ितों की संख्या काफी बढ़ गई है।
जिलाधिकारी अभिजीत चौधरी ने बताया अब तक एक लाख 73 हजार 584 बाढ़ पीड़ितों और 42,494 मवेशियों को राहत शिविरों में स्थानांतरित किया गया है और पीड़ितों को बुनियादी सुविधाएं मुहैया कराने के लिए युद्धस्तर पर काम जारी है।
उन्होंने बताया कि वाल्वा और मिराज तहसील में स्थिति अत्यधिक भयावह है। वहां से 66,547 और 52,514 पीड़ितों को सुरक्षित स्थानों पर भेजा गया है। बाढ़ से प्रभावित अन्य स्थान में पलस और शिरला तहसील हैं, जहां लगभग 25 और 21 गांव इस आपदा प्रभावित हैं।
रिपोर्ट के अनुसार नगर निगम के इलाकों में सोमवार को पूर्वाह्न 10 बजे तक कुल 14,621 बाढ़ पीड़ितों और 720 मवेशियों का पुनर्वास किया गया है।
चौधरी ने कहा कि बाढ़ प्रभावित क्षेत्रों में 67 मेडिकल टीमों को तैनात किया गया है और 14,891 पीड़ितों का इलाज किया जा रहा है। स्वास्थ्य विभाग के दल बाढ़ के बाद कीचड़ और गंदगी को साफ करने में जुटे हुए हैं।
