Disaster यानी आपदा का नाम सुनते ही हमारे, आपके और सबके रोंगटे खड़े हो जाते हैं। बीते 2-3 दशकों में देश गवाह रहा है कि प्राकृतिक आपदाओं में लाखों लोगों को अपनी जान गंवानी पड़ी है और करोड़ों का नुकसान हुआ है। कुछ की भरपाई तो जैसे-तैसे करने की कोशिश की गई लेकिन कुछ की भरपाई शायद मरते दम तक न हो सके। देश के अलग-अलग हिस्सों में आए बाढ़, भूकंप, सुनामी, साइक्लोन और सूखे जैसी आपदाओं ने समय-समय पर अपनी मौजूदगी का अहसास बखूबी कराया है।
इन आपदाओं में लोगों की चीख-पुकार, बर्बादी, रोना-धोना सबकुछ या तो भस्म हो जाता है या फिर मदद की उम्मीद में अपने आपको पुरानी स्थिति में देखने की आस बस आस बनकर ही रह जाती है। नजीर के तौर पर अगर आप चाहे सुनामी की बात करें, चमोली के भूकंप को लें या कोसी बाढ़ के तांडव को, केदारनाथ की तबाही को या फिर केरल के जलजले को देखें- तो सभी आपदाओं में एक बात तो साफ है कि नुकसान जबर्दस्त हुआ है।
कुछ नुकसान की तो भरपाई भी नहीं हो ही सकती ताउम्र। इसमें न केवल जान-माल की बर्बादी हुई है बल्कि लोगों के यादों की भी चिताएं जली हैं। दावे बहुत किए जाते हैं कि हालात सामान्य हो चले हैं और अब कोई दिक्कत नहीं लेकिन उन प्रभावित इलाकों में जबकि सच्चाई इससे काफी उलट होती है।
हालात को बेहतर होने में कई साल लगते हैं और इसके सदमे से बाहर आने में सदियां बीत जाती हैं। वक्त के बदलते दरख्त के साथ आप धीरे-धीरे खुद को ढालने की कोशिश करते हैं और कुछ हद तक तो आप इस कोमा से बाहर भी आ जाते हैं। जन-जीवन पहले जैसा और सामान्य बनाने में बहुत संघर्ष करना पड़ता है। दुख तब और होता है, जब मीडिया में खबरें उलट-पुलट आती हैं।

कुछ मीडिया घरानों के लिए ये सब त्रासदी की खबरें मुख्य धारा की खबरों से बाहर होती हैं। वजह बहुत स्पष्ट होती है कि इन खबरों से शायद उनको वो टीआरपी न मिले, जो नंबर 1 बनने की होड़ में शामिल करा सके या फिर इन खबरों से कोई फायदा (कमर्शियल) तो होगा नहीं फिर वे उसे क्यों लें? आम लोग मर रहें हैं तो मरें, चीजें बर्बाद हो रही हैं तो हो, उससे क्या लेना-देना?
कपिल शर्मा, राखी सावंत, आईपीएल और हमारी राजनीति के अलावा आपको शायद ही टीवी या अखबारों में कुछ देखने या पढ़ने को मिले। अभी कुछ ही दिन पहले ओडिशा में साइक्लोन ने भयंकर तबाही मचाई लेकिन दुर्भाग्य है कि यह त्रासदी मीडिया की सुर्खियां नहीं बन सकीं। मीडिया के अपने तर्क हैं, मसलन यहां लोगों की जानें नहीं गईं, लोगों को पहले ही वहां से सुरक्षित निकाल लिया गया, किसी की मौत नहीं हुई वगैरह-वगैरह या फिर टीआरपी के फेर या इस धंधे में मुनाफा नहीं होना समझें। आप खुद ही समझते रहें।
सोचने वाली बात है कि आपने पूरे गांव का गांव रेस्क्यू कर लिया? लाखों जानें आपने बचा लीं? लेकिन जब लोग इस तबाही के बाद घर को लौटेंगे और उन्हें वहां उनका आशियाना नहीं मिलेगा तब वे क्या करेंगे? कैसे शुरुआत करेंगे? और पूरी तरह से उजड़ चुके घर को कैसे पहले जैसा खड़ा करेंगे? क्या उनका मकान 1-2 महीने में बनकर तैयार हो जाएगा? क्या उनके पास घर बनाने और रोजमर्रा के लिए पर्याप्त पैसे हैं? क्या उन्हें खाने-पीने की कोई दिक्कत तो नहीं? ये सब सोचने का वक्त शायद किसी के पास नहीं। हमारे और आपके पास भी नहीं।
ये बात तो रही आदम जात की, अब जरा बेजुबानों के बारे में सोचिए। इस साइक्लोन ने सैकड़ों की तादाद में घरेलू पशुओं की जीवनलीला खत्म की है। ये वे पशु हैं जिनसे गांव वालों की रोजी-रोटी सीधे तौर पर जुड़ी होती है। उनका क्या? उनके बारे में तो कोई भी बात नहीं कर रहा?
इसकी क्या वजह मानेंगे? क्या वे अपनी दुर्दशा को बयां नहीं पा रहे हैं या उनकी खबरों से मीडिया को कोई फायदा नहीं हो रहा? या अब चुनाव खत्म हो चुका है, सरकार बन चुकी है? फिर काहे की चिंता? जो झेल रहा है वो झेले? कुछ न कुछ तो है, जो हमारी आपकी समझ से परे है।
आपदाओं की इसी कड़ी में ओडिशा साइक्लोन की जमीनी हकीकत को करीब से देखने व हालात को बेहतर ढंग से समझने के लिए मैंने भुवनेश्वर, पुरी और चिलिका लेक के कोस्टल एरिया का दौरा किया। नजर जिधर दौड़ रही थी उसी तरफ तबाही का मंजर था। नारियल के लिए मशहूर ओडिशा के ये इलाके नारियल के पेड़ों तले दबे थे। हजारों की तादाद में नारियल के पेड़ उजड़ चुके हैं। हजारों की संख्या में लोगों के घर इस साइक्लोन में उड़ चुके हैं। गांव वालों की गायें कहां हैं, किसी को पता नहीं। बिजली के ट्रांसफॉर्मर और अनगिनत खंभे ऐसे गिरे हैं, जैसे प्लास्टिक के टूटे खिलौने!
इस इलाके के लोगों के जीविकोपार्जन का एक बड़ा जरिया नारियल के पेड़ होते हैं, जो थोक के भाव में उखड़े पड़े हैं। स्थानीय बताते हैं कि नारियल की बदौलत उनका पूरा परिवार जीवन बसर करता है लेकिन अब जीने के लाले ही पड़े हैं।
पूछने पर पता लगा कि नारियल के पेड़ को दुबारा लगाकर उनसे नारियल की पैदावार होने में करीब 3 से 4 साल का वक्त लगता है। ऐसे में वे अब क्या करेंगे, यह समझ से बाहर है। दूसरा जीने का सहारा खेती है, जो कि पूरी तरह से बर्बाद है। पान की खेती जड़ से खत्म है, वहीं बहुत सारे स्कूलों की छतें नदारद हैं। यहां के स्कूल किसी फिल्मी सीन के खंडहर जैसे दिख रहे हैं और यहां साइक्लोन पीड़ित लोगों का आशियाना बना पड़ा है। पुरी जिले के रेबनानुआ गांव के एक स्कूल की हालत ऐसी है कि वहां केवल पंखा लटका दिखाई दे रहा है और पूरी की पूरी छत गायब!
इसी गांव के रहने वाले अजीत बताते हैं कि यहां पिछले 10 दिनों से बिजली नहीं आ रही है। आएगी भी कैसे? पूरे ट्रांसफॉर्मर और बिजली के खंभे जो नेस्तनाबूद हैं जिन्हें ठीक होने में करीब 2 से 3 महीने का वक्त लगेगा। लोग बाइक में पेट्रोल डलवाने के लिए लंबी लाइन लगा रहे हैं। इन रिमोट इलाकों में पेट्रोल व डीजल की दिक्कत बनी हुई है।
गांव की हालत तो अपनी जगह पर है, पुरी और भुवनेश्वर जैसे इलाकों में अभी भी बिजली का समुचित इंतजाम नहीं हो सका है। पूरा शहर रात के अंधेरे में डूबा रहता है। गिने-चुने होटल हैं, जहां किसी तरह से आधे घंटे के इंतजार के बाद रात का खाना मिल सका।
ये उन शहरों व इलाकों की हालत है जिन पर किसी की नजर नहीं है, खासकर हमारे समाज और मीडिया की। कुछ एकाध संस्थान को अगर छोड़ दें तो कहीं भी इस भयानक स्थिति की रिपोर्ट नहीं हो रही है। पुरी के इन क्षतिग्रस्त इलाकों में भ्रमण के दौरान एक जाना-पहचाना चेहरा दिखाई दिया। नाम है अंशु गुप्ता, जो स्वयंसेवी संस्था 'गूंज' के संस्थापक हैं।
उनको देखकर मैं थोड़ा हैरान हुआ और पूछने पर पता लगा कि वे इस बदतर हालात से पहले से वाकिफ हैं और इन इलाकों के बारे में अपनी टीम से जानने की बजाय वे खुद इलाके का जायजा लेने आए हैं। मुझे थोड़ा अटपटा लगा लेकिन मैंने उनसे बातचीत शुरू की।
सहसा ही पूछ पड़ा कि मीडिया, सरकारी और गैरसरकारी संस्थाएं तो दिख नहीं रहीं फिर आपको आने की क्या जरूरत पड़ी? उनका जवाब था- देखिए आग, पानी और हवा का तांडव किसी से भेदभाव नहीं करता है और वह सबको एक ही तरह से लेता है चाहे वो आम हो या खास। उनके मुताबिक जिनके पास होता है, वही खोता है।
अंशु ने बताया कि ये बहुत दुर्भाग्यपूर्ण है कि इस त्रासदी की ओर किसी का ध्यान नहीं है। वे बताते हैं कि 20 सालों में अनगिनत आपदाओं में उन्होंने काम किया है लेकिन ये पहला ऐसा मौका है, जहां समाज, लोग और यहां तक कि मीडिया ने भी इस ओर ध्यान देना उचित नहीं समझा। बकौल अंशु, लोग समझते हैं कि किसी भी आपदा के तुरंत बाद लोग मान लेते हैं कि अब सबकुछ सामान्य हो गया लेकिन हकीकत में ऐसा होता नहीं है। वापस पटरी पर आने में वर्षों लग जाते हैं।
गौर करने वाली बात है कि जब आपके घर के बाथरूम के नल का पानी लीक करता है तो उसकी सीपेज ठीक करने में आपको महीनों से अधिक का वक्त लगता है, ऐसे में आपदा का असर और पीड़ितों का जन-जीवन इसके तुरंत बाद कैसे ठीक हो सकता है?
ऐसे में हमारी हालत शायद उस शुतुरमुर्ग की तरह होती जा रही है, जो रेत के अंदर मुंह घुसाकर मान लेता है कि बाहर सब ठीक है और उसे कुछ नहीं होगा। ये बात केवल हमारी ही नहीं है बल्कि ये हमारे समाज, हमारे बेकार पड़े सिस्टम, बड़े-बड़े व्यापारिक घराने, हमारी सरकारों के साथ ही जिम्मेदार समझे जाने वाली मीडिया का भी है।
क्या हमारी कोई जिम्मेदारी नहीं बनती कि इस ओर थोड़ी गंभीरता से सोचें। उन लोगों के बारे में सोचें जिनके सिर पर छत, दो जून की रोटी और पहनने के लिए कपड़ा कब नसीब होगा? शायद किसी को पता नहीं। एसी के कमरों में बड़ी-बड़ी बैठकें करना और इस कड़वी सच्चाई से खुद को जोड़कर देखना- ये दोनों अलग बात है। अब ये आपके ऊपर निर्भर करता है कि स्थितियों को आप कैसे लेते हैं? बाहर खड़े होकर पत्थर मारते हैं या उनके साथ कदम से कदम मिलाकर चलने की ठानते हैं? जरा सोचिए!
