सोशल मीडिया पर हिन्दी समर्थन और विरोध की राजनीति

इंटरनेट पर हिन्दी छाई हुई है और अब सोशल मीडिया पर भी उसकी धाक है। हिन्दी और भारतीय भाषाओं में लोग सोशल मीडिया में सक्रिय हैं। हिन्दी की पोस्ट और ट्वीट को हजारों लाइक्स और आरटी मिल रहे हैं। ट्विटर पर रवीश कुमार जैसे पत्रकारों ने शान के साथ यह लिखना शुरू किया है कि हमें अच्छी अंग्रेजी नहीं आती। राहुल देव जैसे पत्रकारों ने फेसबुक पर हिन्दी के उपयोग को लेकर अभियान चला रखे हैं।

पत्रकारिता में तो ऐसे कई संपादक हुए हैं जो बहुत शानदार अंग्रेजी जानते थे। राजेन्द्र माथुर के लेख टाइम्स ऑफ इंडिया अपने संपादकीय पेज पर सम्मान के साथ प्रकाशित करता रहा है। राहुल देव खुद अंग्रेजीदां रहे हैं, लेकिन हिन्दी के प्रति उनका प्रेम विलक्षण है। प्रभाष जोशी भी अंग्रेजी पत्रकारिता कर चुके थे।  

फेसबुक के कई ग्रुप हैं, जो हिन्दी में ही चैट करना पसंद करते हैं। लिंक्डइन पर भी हिन्दी का प्रभाव बढ़ता जा रहा है और अनेक फीचर्स वहां हिन्दी में देखे जा सकते हैं। सोशल मीडिया पर हिन्दी के बढ़ते प्रभाव के कारण ही प्रधानमंत्री नरेन्द्र मोदी और अनेक केन्द्रीय मंत्रालयों ने अपने सोशल मीडिया अपडेट हिन्दी में देने शुरू कर दिए। इन अपडेट्स में लगभग 40 प्रतिशत कंटेंट हिन्दी में होता है। यह हिन्दी बोलचाल की हिन्दी है और इसका उद्देश्य मैसेज को कम्युनिकेट करना हैं। सोशल मीडिया पर हिन्दी का प्रभाव इतना बढ़ गया है कि कुछ भारतीय भाषाओं के लोगों को ही इस पर आपत्ति होने लगी।

आपत्ति व्यक्त करने का जरिया उन्होंने निकाला केन्द्र सरकार के मंत्रालयों की सोशल मीडिया साइट पर। तमिलनाडु की मुख्यमंत्री जयललिता ने तो इसके बारे में प्रधानमंत्री से भी शिकायत कर दी। फिर तमिलनाडु की मुख्यमंत्री के एक प्रवक्ता ने प्रेस कांफ्रेंस करके कहा कि अहिन्दी भाषी राज्यों में सोशल मीडिया पर हिन्दी में संदेशों का पोस्ट होना रोका जाए। हिन्दी तमिलनाडु के लिए बहुत ही संवेदनशील मुद्दा है। 60 के दशक में वहां हिन्दी को लेकर भीषण दंगे और खून-खराबा हो चुका है। यह वैसा ही है जैसा महाराष्ट्र में गैरमराठियों का या पूर्वोत्तर में मारवाड़ी समाज का विरोध करना। 

तमिलनाडु का विरोध प्रदर्शन चल ही रहा था कि राजनाथसिंह की तरफ से गृह मंत्रालय के अकाउंट से एक संदेश हिन्दी में प्रसारित हुआ, जिससे तमिलनाडु में हिन्दी विरोध और बढ़ गया। गृह मंत्रालय के संदेश में लिखा था- भारत के गृह मंत्री के अधिकारिक ट्विटर अकाउंट पर आपका स्वागत है। जयललिता का कहना है कि गृह मंत्रालय केवल हिन्दी में ट्वीट क्यों करे?

प्रधानमंत्री नरेन्द्र मोदी तो अपने अधिकांश संदेश अंग्रेजी में ही देते हैं, जबकि वे भाषण देते वक्त हिन्दी को प्राथमिकता देते है। यहां तक कि जब भूटान का प्रतिनिधि मंडल संसद भवन आया तब भी उनसे हिन्दी में बातचीत की गई थी। तमिलनाडु के विरोध के बाद शहरी विकास और संसदीय मामलों के मंत्री वेंकैया नायडू सामने आए और उन्होंने कहा कि हम क्षेत्रीय भाषाओं का महत्व भी बढ़ा रहे हैं। गृह मंत्रालय को बाद में यह सफाई देनी पड़ी कि हम केवल हिन्दी भाषी राज्यों से ही हिन्दी में वार्तालाप करते हैं।

फेसबुक, ट्विटर, ब्लॉग्स, वेबसाइट्स, गूगल, गूगल प्लस आदि पर सभी सरकारी विभागों को हिन्दी अथवा अंग्रेजी या दोनों भाषाओं में कामकाज करना चाहिए, यह बात राजभाषा विभाग के डायरेक्टर ने एक सूचना पत्र जारी करके कही थी। एक अन्य सूचना पत्र में उन्होंने यह भी कहा कि जो कर्मचारी अपने कामकाज में हिन्दी का बेहतरीन उपयोग करेंगे, उन्हें 2000 रुपए तक के नकद पुरस्कार से सम्मानित किया जाएगा। 

सोशल मीडिया पर हिन्दी का उपयोग करने वालों में भारत के हिन्दीभाषी राज्यों के लोग ही नहीं, दुनियाभर के लोग शामिल हैं। यूएसए, रूस, स्पेन, यूक्रेन, यूएई, जापान, चीन, आस्ट्रेलिया, न्यूजीलैंड और वेस्टइंडीज के कुछ अन्य देशों में भी विदेशी मूल के अनेक लोग सोशल मीडिया पर हिन्दी में सक्रिय हैं। इनमें वे लोग भी शामिल है, जो शौक से हिन्दी सीख रहे हैं और जिन्हें भारतीय संस्कृति से लगाव हैं। रूस की साशा भारत नाम से सक्रिय एक युवती फेसबुक पर राजस्थान की संस्कृति का जैसा बखान करती मिलती है, वैसा बखान तो भारत के ही दूसरे राज्यों के लोग भी नहीं कर सकते। 

भोपाल में 10 से 12 सितंबर तक विश्व हिन्दी सम्मेलन आयोजित हो रहा है। सम्मेलन के आयोजक चाहते तो इस दिलचस्प विषय पर भी चर्चा कर सकते थे, लेकिन यह एक दुखद संयोग है कि जब भी हिन्दी को बढ़ाने की कोई सरकारी पहल होती है। तब वह अफसरशाही के चंगुल में फंसकर रह जाती है। 

हिन्दी कोई सरकार की तरफ से बढ़ाने वाली भाषा नहीं है और न ही हो सकता है।
