पिछले दिनों साउथ अफ्रीका के एक प्रमुख शहर केपटाउन से खबर आई थी कि वहां जल आपातकाल लागू कर दिया गया है। बुरी खबर यह है कि स्थिति को देखते हुए अप्रैल महीने के बाद ‘जीरो डे’ के तहत सभी घरों में पानी का वितरण बंद कर दिया जाएगा।
क्या मध्यप्रदेश में भी लगेगा जल आपातकाल : ऐसे ही अब मध्यप्रदेश से डराने वाली खबर सामने आ रही है कि आने वाले दिनों में यहां जलसंकट इतना विकराल रूप ले सकता है कि प्रदेश में जल आपातकाल लगाने की नौबत आ सकती है। इसके पहले भी वेबदुनिया ने मध्यप्रदेश की जीवनरेखा मानी जाने वाली नर्मदा नदी की बिगड़ती स्थिति पर आगाह किया था, परंतु पिछले 20 दिनों से नर्मदा का जलस्तर खतरनाक तरीके से कम होता जा रहा है।
इसके अलावा राजधानी भोपाल के प्रमुख जलस्रोत कोलार डैम में भी पिछले कुछ दिनों में जलस्तर तेजी से कम हुआ है। इसका एक बड़ा कारण तापमान में वृद्धि और तेज धूप से होने वाला वाष्पीकरण है।
तापमान में अप्रत्याशित वृद्धि: सूत्रों के अनुसार आमतौर पर अप्रैल-मई में ऐसा वाष्पीकरण होता है लेकिन इस वर्ष बारिश कम होने से और एकदम से तापमान बढ़ने से फरवरी में ही सामान्य से 3 गुना अधिक वाष्पीकरण हो रहा है।

कम बरसात: यदि पूरे नर्मदा बेसिन की बात करें तो इस वर्ष नर्मदा घाटी क्षेत्र में हुई कम बारिश के कारण नर्मदा तथा इसकी सहायक तवा, कुंदी, हथनी, बरनार सहित 20 से अधिक नदियां पूरी तरह भर नहीं पाई। परिणामस्वरूप नर्मदा में अपनी कुल क्षमता से लगभग 45 प्रतिशत कम पानी आया।
फरवरी में ही हाल यह थे कि अमरकंटक से लेकर बड़वानी तक नर्मदा में पानी बेहद कम हो चुका है। इस समय हालात यह हो गए हैं कि होशंगाबाद, बड़वाह जैसी जगहों पर नर्मदा को पैदल पार किया जा सकता है।
भू-जल का अत्यधिक दोहन: विशेषज्ञों के मुताबिक कम बारिश तो इसकी वजह है ही, लेकिन नर्मदा नदी के आसपास भू-जल के अंधाधुंध उपयोग ने नर्मदा की धारा पर काफी असर डाला है। भू-जल स्तर गिरने से नदी का पानी जमीन ने सोखा है और इस कारण कई इलाकों में नदी सूख गई है। जानकारों के मुताबिक नर्मदा नदी में पहली बार इतना कम पानी है।

अवैध खनन : इसके अलावा नदी के पारिस्थितिकी तंत्र से भयावह तरीके से छेड़छाड़ जारी है। कई कानूनों और चेतावनियों के बावजूद पर्यावरण से जुड़े नियम-कायदों को ताक पर रखते हुए नर्मदा में रेत खनन जारी है। जबलपुर, नरसिंहपुर होशंगाबाद, हरदा, सीहोर आदि जिलों में नावों के जरिए रेत निकाली जा रही है। तो कई क्षेत्रों में जेसीबी मशीनों और ट्रैक्टर-ट्राली का खुला इस्तेमाल हो रहा है।
प्रदूषण : गौर से देखें तो कई जगह नर्मदा का जल हरा दिखाई देता है जो एक प्रकार की जलीय घास की वजह से है। फरवरी से मार्च के दौरान नर्मदा में खूब फैलने वाली यह वनस्पति अजोल टेरीडोफाइटा ग्रुप का एक जलीय खरपतवार है। इसकी मौजूदगी जल के दूषित होने का संकेत है। यह पानी में ऑक्सीजन की मात्रा को भी कम देता है, जो जलीय जैव-विविधता के लिए नुकसानदेह है।

बताया जाता है कि इस खरपतवार के लिए जिम्मेदार नदी किनारे चल रहे डेयरी फार्म हैं, जिनमें से लगातार गोबर नदी में फेंका जाता है। यह घास इतनी मजबूत होती है कि कई बार इसमें फंसने से लोगों की मौत भी हो जाती है।
नदी में बढ़ते प्रदूषण पर 2015 की केंद्रीय प्रदूषण नियंत्रण मंडल की रिपोर्ट के मुताबिक, मध्य प्रदेश में मंडला से भेड़ाघाट के बीच 160 किलोमीटर, सेठानी घाट से नेमावर के बीच 80 किलोमीटर नर्मदा सर्वाधिक प्रदूषित है। हालांकि अमरकंटक, डिंडोरी, भेड़ाघाट, जबलपुर, ओंकारेश्वर, मंडलेश्वर, महेश्वर की औद्योगिक इकाइयों के खिलाफ (प्रदूषण निवारण एवं नियंत्रण अधिनियम 1974) कार्रवाई किए जाने के बाद स्थिति में थोड़ा सुधार दिख रहा है।
अत्यधिक दबाव : नर्मदा कंट्रोल अथॉरिटी के अनुसार आमतौर पर नर्मदा में 27 एमएएफ पानी वर्षभर रहता है, लेकिन इस बार 17 एमएएफ से भी कम पानी ही नदी में रह गया है। गौरतलब है कि इस समय इंदौर, भोपाल समेत मध्य प्रदेश के 18 शहर पेयजल के लिए नर्मदा के जल पर आश्रित हैं। साथ ही आने वाले समय में नर्मदा के जल को और भी शहरों में पहुंचाने की योजना है।
परंतु पूर्व के आंकड़ों का अध्ययन करें तो नर्मदा बेसिन में सम्मलित जिलों की आबादी सन 1901 में 78 लाख के आसपास थी, जबकि 2011 की जनगणना के अनुसार, इन जिलों की आबादी साढ़े तीन करोड़ से ऊपर पहुंच गई है। इनके अलावा इंदौर समेत कई जिले ऐसे भी हैं जहां नर्मदा का जल पाइपलाइन के जरिए पहुंचाया जा रहा है। इस तरह करीब सौ वर्षों में नर्मदा पर आबादी का बोझ पांच गुना से अधिक बढ़ गया है।
नि:संदेह नर्मदा से जुड़े ये आंकड़े डराने वाले हैं। यदि समय रहते सरकारों और जिम्मेदार लोगों ने इस ओर ध्यान नहीं दिया तो नर्मदा स्वयं और उस पर आश्रित आबादी संकट में पड़ जाएगी। कोई आश्चर्य कि कालांतर में यह एक बड़े पलायन का कारण भी बन जाए।
