उज्जैन। महाकाल की नगरी उज्जैन में वर्ष 2016 में होने वाले सिंहस्थ महाकुंभ की तैयारियां शासन और प्रशासन के स्तर पर जोरों से जारी है। दुनिया के सबसे बड़े आयोजन के लिए 3400 एकड़ से ज्यादा जमीन अधिसूचित की गई है, वहीं इसके लिए बजट 2515 करोड़ का रखा गया है, जो पिछले बार की तुलना में 10 गुना से भी ज्यादा है। सुरक्षा व्यवस्था और समन्वय के आधुनिक तकनीक का भी बेहतर तरीके से इस्तेमाल किया जाएगा। इस महाकुंभ में करीब 5 करोड़ लोगों के शामिल होने की संभावना है।
सिंहस्थ महाकुंभ के लिए उज्जैन एवं आसपास के ग्रामों के पटवारी हलकों की कुल 3061 हेक्टेयर जमीन पड़ाव क्षेत्र के लिए और 352 हेक्टेयर सेटेलाइट टाउन के लिए अधिसूचित की गई है। सिंहस्थ के लिए बनाए जाने वाले छह सेटेलाइट टाउन के लिए भी विभिन्न क्षेत्रों की जमीन अधिसूचित कर दी गई है।
सिंहस्थ में होंगे 6 झोन और 12 सेक्टर : महाकुंभ के लिए तैयार की गई कार्ययोजना के तहत मेला क्षेत्र एवं शहर को कुल 6 झोन एवं 22 सेक्टर में विभक्त किया गया है। प्रत्येक सेक्टर में मजिस्ट्रेट की तैनाती की जाएगी और अन्य आवश्यक व्यवस्थाएं सुनिश्चित की जाएगी।
सिंहस्थ में झोन क्रमांक 1 मंगलनाथ झोन रहेगा। इसके अंतर्गत तीन सेक्टर मंगलनाथ, खाकचौक व आगर रोड पर स्थापित होंगे। इसी तरह झोन क्रमांक 2 कालभैरव में गढ़कालिका, सिद्धवट तथा कालभैरव सेक्टर होंगे। झोन क्रमांक 3 महाकाल पर स्थापित होगा। इस झोन में लाल पुल, रामघाट, महाकाल, हरसिद्धि, नरसिंह घाट, गोपाल मंदिर एवं चिंतामन गणेश में सेक्टर बनाए जाएंगे। झोन क्रमांक 4 दत्त अखाड़ा क्षेत्र में रहेगा। इस झोन में भूखी माता, मुल्लापुरा, उजड़खेड़ा-1, उजड़खेड़ा-2, रणजीत हनुमान तथा दत्त अखाड़ा सेक्टर बनाए जाएंगे। झोन क्रमांक 5 चामुंडा माता पर रहेगा। इस झोन में फ्रीगंज सेक्टर रहेगा। झोन क्रमांक 6 त्रिवेणी क्षेत्र में रहेगा। इसमें त्रिवेणी और यंत्र महल सेक्टर शामिल रहेंगे।
सिंहस्थ में केवल सड़कों के निर्माण के लिए 362 करोड़ का व्यय किया जा रहा है। लगभग सौ नई सड़कें तैयार हो रही हैं, चार फोरलेन पूर्ण हो चुके हैं। इस बार प्रमुख रूप से इंजीनियरिंग कॉलेज रोड, एमआर 10, एमआर 5 को फोरलेन में तब्दील किया जा चुका है। इस पर सेंट्रल लाइटिंग भी लग गई है। ये मार्ग इनर रोड से जुड़ जाएंगे और सारा ट्रैफिक बाहर के बाहर बायपास हो जाएगा।
इस बार 177 करोड़ की लागत से चार रेलवे ब्रिज तथा शिप्रा नदी पर आठ ब्रिज बनाए जा रहे हैं। इससे आवागमन एवं शिप्रा नदी पर श्रद्धालुओं को इस पार से उस पार जाने में अधिक सुविधा होगी। उज्जैन शहर को स्थायी रूप से 12 संरचनाएं मिलने जा रही हैं, जो इससे पहले कभी नहीं बनी। पंचक्रोशी मार्ग का उन्नयन भी किया जा रहा है। पंचक्रोशी मार्ग के लिए 63 करोड़ 60 लाख रुपए स्वीकृत किए गए हैं और इसका निर्माण कार्य प्रारंभ हो चुका है।

महाकुंभ के निर्माण कार्यों में प्रमुख है उज्जैन पश्चिम बायपास। 14.29 किलोमीटर लंबे इस टू लेन रिंग रोड विथ पेव्ड शोल्डर का निर्माण 94. करोड़ रुपए की लागत से बीओटी के आधार पर मप्र सड़क विकास निगम द्वारा किया जा रहा है। इसके अतिरिक्त 450 बिस्तर का महिला एवं शिशु अस्पताल निर्माणाधीन है, जिसकी लागत 74.43 करोड़ रुपए है।
सिंहस्थ के दौरान स्वच्छता का विशेष ध्यान रखा जाएगा। इसके खान नदी डायवर्शन के लिए 10 किलोमीटर लंबी पाइपलाइन बिछाई जा रही है। इससे खान का गंदा पानी क्षिप्रा में नहीं मिलेगा। गऊघाट पर छह मिलियन गैलन जलशोधन का प्लांट छह करोड़ 17 लाख रुपए की लागत से तैयार हो रहा है।
मंदिरों का सौन्दर्यीकरण : सिंहस्थ के मद्देनजर मंगलनाथ परिसर, सांदीपनि आश्रम में गोमती कुंड, चिंतामण गणेश मंदिर, भर्तृहरि गुफा, काल भैरव मंदिर आदि के परिसरों एवं मंदिरों का सौन्दर्यीकरण एवं जीर्णोद्धार भी किया जा रहा है। माकालेश्वर धर्मशाला में भी विस्तार किया जा रहा है।
सुरक्षा व्यवस्था : श्रद्धालुओं की संख्या को देखते हुए सुरक्षा पर विशेष ध्यान दिया जा रहा है। मेला स्थल के चप्पे पर नजर रखने के लिए 125 पॉइंट पर 481 सीसीटीवी लगाए जाना प्रस्तावित है। इससे भीड़ और यातायात की जानकारी सीधे कंट्रोल रूम तक पहुंचेगी। मंगलनाथ, अंगारेश्वर, सेटेलाइट टाउन, गढ़गालिका समेत 51 स्थानों पर अस्थायी थाने बनाए जाएंगे।
दो लाख रुपए का दुर्घटना बीमा : सिंहस्थ के दौरान प्रत्येक श्रद्धालु का 2 लाख रुपए का दुर्घटना बीमा होगा। उज्जैन शहर के स्थायी निवासी भी इस बीमा कवर में शामिल होंगे।

सिंहस्थ तैयारियों से जुड़ी कुछ अन्य महत्वपूर्ण बातें...
* सिंहस्थ के दौरान वैचारिक कुंभ का भी आयोजन होगा, जिसमें देश विदेश के धर्म मर्मज्ञों के अलावा प्रधानमंत्री नरेन्द्र मोदी भी शिरकत करेंगे।
* सिंहस्थ 2016 के लिए मोबाइल एप तैयार होगा, जिसमें पर्व स्नानों की जानकारी, अखाड़ों और दर्शनीय स्थानों की जानकारी रहेगी। साथ ही महिला सुरक्षा के लिए आपात बटन भी रहेगा।
* खुले तारों के स्थान पर एलटी लाइन पर केबल लगेगी।
* सिंहस्थ में 34 हजार शौचालयों का निर्माण किया जाएगा।
* स्वच्छता के लिए 74 करोड़ रुपए की कार्य योजना तैयार की गई है।
* मच्छरों से निजात पाने के लिए 20 फॉगिंग मशीन, 200 हैंड स्प्रे खरीदे जाएंगे।
* नगर निगम के संसाधन बढ़ाए जाएंगे।
* स्वास्थ्य सुविधाएं मुहैया कराने के लिए 414 मेडिकल ऑफिसर तैनात होंगे। दो हजार से ज्यादा स्वास्थ्यकर्मी ड्यूटी पर तैनात रहेंगे।
* मलेरिया नियंत्रण के लिए पृथक से अमला तैनात किया जाएगा।
* मेला क्षेत्र की मॉनिटरिंग के लिए जीआईएस मैप तैयार किया जा रहा है।
* संपूर्ण मेला क्षेत्र में आईटी बेस्ट हेल्प सेंटर खोले जाएंगे।
* खाद्य सामग्री के लिए अस्थायी राशन कार्ड जारी होंगे साथ प्रत्येक सेक्टर में दो उचित मूल्य दुकान व दो किराना जनरल स्टोर होंगे। 12 अस्थायी पेट्रोल पंप भी खोले जाएंगे।
