Ground Report : मजदूर दिवस पर सबसे 'मजबूर' नजर आ रहा मजदूर,लॉकडाउन में घर वापसी की छटपटाहट

कोरोना और लॉकडाउन ने तोड़ी मजदूरों की कमर, अब गांव में भी काम का संकट

आज  मजूदर दिवस है। कहने को तो ये दिन मजूदरों को समर्पित होता है, ये दिन मजदूरों के सम्मान और उनके हक के समर्थन में मनाया जाता है। लेकिन आज मजदूर दिवस पर सबसे अधिक मजबूर, मजदूर ही नजर आ रहा है। कोरोना काल में हुए लॉकडाउन की सबसे बुरी मार मजदूरों पर ही पड़ी है, आज मजदूर असहाय और बेबस नजर आ रहा है।

प्रवासी मजदूर जो रोजगार की तलाश में एक राज्य से दूसरे राज्यों को रूख करते है आज लाखों की तदाद में सड़क पर नजर आ रहे है। लॉकडाउन ने जहां शहरों में उनके रोजगार को छीन लिया है तो दूसरी ओर वह घर वापसी के लिए छटपटा रहे है। वेबदुनिया ने मजदूर दिवस पर ऐसे ही प्रवासी मजूदरों से बात कर उनके संघर्ष को समझने की कोशिश की है। 

मध्यप्रदेश में बुंदेलखंड़ का इलाका पलायन के चलते हमेशा सुर्खियों में रहता है। यहां से बड़ी संख्या में लोग रोजगार की तलाश में देश के अन्य राज्यों का रूख करते है। कोरोना के कारण हुए लॉकडाउन में इस क्षेत्र के हजारों की संख्या में मजदूर पिछले 38 दिनों से अन्य राज्यों में फंसे हुए थे जिनमें से कुछ पैदल ही अपने घरों की लौट रहे है या अब तक लौट आए, तो कुछ अब प्रदेश की सरकार की ‘घर वापसी’ अभियान के तहत बसों से घर लौट रहे है, लेकिन अब भी हजारों की संख्या में लोग अन्य राज्यों में फंसे हुए है।

छतरपुर जिले के गौरिहार तहसील के सिंगारपुर गांव के रहने वाले 24 साल जय प्रकाश पटेल  गुजरात के वलसाड जिले में फंसे हुए है। वेबदुनिया से फोन पर बातचीत में जय प्रकाश कहते हैं कि गांव में रोजगार न होने के कारण पिछले पांच सालों से बाहर ही हूं और अभी गुजरात के वलसार जिले में केबल बनाने वाली कंपनी में काम करता हूं, लेकिन लॉकडाउन के चलते कंपनी बंद है और अब खाने के लाले पड़ने लगे है। एक महीने से राशन का खर्च उधार लेकर चल रहा है, मन में बस यहीं चलता रहता है कि कब लॉकडाउन खुले और अपने घर पहुंच जाए।

ऐसा नहीं है कि जयप्रकाश अकेले फंसे हुए है। वलसाड और सूरत उनके बीस से ज्यादा परिचित लोग लॉकडाउन के चलते फंसे हुए है। उनके साथी बलेद्र और बिज्जे बड़गइयां को भी अब लॉकडाउन के खुलने का इंतजार हैं ताकि अपने सथियाों के साथ सुरक्षित वापस घर लौट आए। 

केंद्र सरकार के द्धार मजदूरों को एक राज्य से दूसरे राज्य ले जाने की अनुमति मिलने और मध्यप्रदेश सरकार के मजदूरों की घर वापसी अभियान के जरिए अब यह लोग घर वापसी की कोशिश में जुट गए है लेकिन अब तक उनके हाथ निराशा ही हाथ लगी है। 

वहीं छतरपुर के गौरिहार तहसील के सरबई गांव के ही 10 लोग हरियाणा के पानीपत में भी फंसे हुए हैं। इनमें से एक रंजीत शुक्ला वेबदुनिया से फोन पर बातचीत में कहते हैं वह पानीपत में एख मोबाइल की दुकान पर काम करते थे। वह कहते हैं कि वह अभी हाल में ही रोजगार की तलाश में पानीपत पहुंचे थे, उनके पहुंचते ही लॉकडाउन हो गया, अब घर का खर्च चलाना मुश्किल हो रहा है और किसी तरह घर वापसी हो जाए इसकी कोशिश में लगे हुए है। 

छतरपुर जिले के ही चंदला तहसील के न्यहरा गांव के रहने वाले जय प्रकाश दिवेदी जो गुजरात के बंसारी जिला में फार्मा कंपनी में लेबर का काम करते हैं वहां फंसे हुए है। वह कहते हैं अभी काम बंद है और पैसों की तंगी बढ़ती जा रही है। इस तरह पन्ना जिले के तहसील अजयगढ़ के गांव डीला के रहने वाले 19  साल के अनोद यादव अहमदाबाद में फंसे हुए है और वापस घर आने के लिए छटपटा रहे है। वहीं दद्दू पाल जो मुंबई में पेंटर का काम करते थे लॉकडाउन में रोजगार छीनने के बाद तीन दिन पहले पैदल ही अपने घर की ओर चल दिए है।

गांव में भी रोजगार का संकट- लॉकडाउन के चलते शहर में रोजगार छीनने के बाद घर लौटे मजदूरों के पास गांव में भी कोई रोजगार नहीं बचा हुआ है। ऐसे ही एक प्रवासी मजदूर बाबू अहिरवार जो लॉकडाउन के 15 दिन पहले ही दिल्ली पहुंचे थे, वापस किसी तरह घर पहुंच गए है लेकिन लॉकडाउन होने से अब खर्चे के लाले पड़ने लगे है।

बाबू अहिरवार अब पूरी तरह गांव वालों और सरकार के भरोसे है। वह कहते हैं कि काम मिले या नहीं,  लेकिन भूखे नहीं सोएंगे, गांव के लोग और सरकार भूखा नहीं रहने देगी। इसी गांव के 23 साल के मथुरा अहिरवार जो राजस्थान के झुनझुन में मजदूरी का काम करते थे शिवराज सरकार की ‘घर वापसी’ के जरिए घर लौट आए है। 

विदिशा जिले के रहने वाले सुरेश पटेल जो गांव में रोजगार की कमी के चलते इंदौर गए थे उनको लॉकडाउन और महामारी के कारण वापस आना पड़ा। वह कहते हैं कि अब गांव में न तो रोजगार है और न ही नगद मजदूरी मिल रही है, अब दिनभर घर में बेकार बैठे रहना पड़ता है। जमापूंजी खत्म होने से अब खाने की समस्या भी होने लगी है। 

छतरपुर के लवकुशनगर तहसील के रहने वाले वकील दुर्गा प्रसाद अवस्थी वेबदुनिया से बातचीत में कहते हैं कि हर साल बुंदेलखंड से लाखों की संख्या में पलायन होता है, क्योंकि कई सालों से अच्छा मानसून न होने के कारण यहां के हालात सूखे जैसे ही रहते हैं। वह कहते हैं कि पलायन करने वालों में से सबसे ज्यादा युवा वर्ग है जो गरीबी,मजबूरी ,या ज्यादा पैसे कमाने के उद्देश्य से जाते हैं लेकिन लॉकडाउन के चलते अभी गांव आना चाहते हैं और यहीं रहकर आगे काम करना चाहते हैं।
