बागली। देवास जिले में पिछले रविवार को राष्ट्रीय लॉकडाउन के बाद कलेक्टर डॉ. श्रीकांत पांडेय ने लॉकडाउन की अवधि को 31 मार्च तक बढ़ा दिया था। लेकिन तभी से गुरुवार तक पुलिस निवेदन और बल प्रयोग करके लोगों को घरों में रहने के लिए विवश करने का प्रयास कर रही थी। लोग लगातार सोशल डिस्टेंसिग का उल्लंघन कर रहे थे।
इसी के चलते गुरुवार रात को कलेक्टर डॉ. पांडेय ने जिले में कर्फ्यू लगा दिया। शुक्रवार को सुबह 8 बजे से 11 बजे तक जरूरी कार्यो और खरीदी बिक्री के लिए छूट दी गई थी। जिसमें बड़ी संख्या में लोगों ने आवश्यक घरेलू सामग्री किराना, दवाइयां और सब्जियां खरीदी। दुकानदारों ने सोशल डिस्टेंसिग के पालन के लिए 1-1 मीटर की दूरी पर गोल घेरे बनाए थे। 11 बजे के बाद दुकानें बंद हो गईं लोगों को घर मे रहने के लिए कहा गया।
अब 1 दिन बाद यानी अगले रविवार को कर्फ्यू से 3 घंटे की छूट मिलेगी, जिसमें भी निर्देशित किया गया है कि परिवार का केवल एक ही सदस्य घर से बाहर केवल 1 बार निकलकर 1 ही बार में समस्त कार्य निपटाएगा।
किसानों को फसलों की चिंता : हालांकि ग्रामीण आबादी कोरोना संक्रमण से भयभीत होकर भी स्वास्थ्य आपातकाल को समझने के लिए तैयार नहीं है। कुछ सब्जी विक्रय करना चाहते हैं, कुछ चाहते है कि उनका जीवन वैसा ही चलता रहे जैसा कि आम दिनों में चलता है। किसानों को फसलों की चिंता है। लेकिन यह समझाना कठिन हो रहा है कि यह तालाबंदी संक्रमण की चैन तोड़ने के लिए है। पुलिस प्रत्येक पैंतरा आजमाकर लोगों को अपने घरों की और धकेलने का प्रयास कर रही है, लेकिन आबादी के अनुपात में कम पुलिस बल इतना असरकारक साबित नहीं हो रहा है।
बागली जैसे आदिवासी बाहूल्य अनुविभाग की स्वास्थ्य सुविधाओं पर नजर डालें तो वर्ष 2011 की जनगणना के आंकड़े के अनुसार मौजूदा व्यवस्थाओं में लगभग 25 हजार से अधिक आबादी पर केवल 1 चिकित्सक है। जबकि पिछले 9 वर्षों में आबादी बढ़ी भी है।
पलायन की समस्या : बागली जनपद पंचायत में अंशकालिक और पूर्णकालिक पलायन की भी समस्या है। जिस कारण जनपद पंचायत में एक रजिस्टर मैंटेन किया जा रहा है। जिससे पता चला है कि पिछले कुछ दिनों में अनुविभाग के अलग-अलग गांवों में 600 लोग अन्य प्रदेश से मजदूरी करके लौटे हैं, जिनका स्वास्थ्य परीक्षण सरकारी टीमों ने किया है। इसलिए आबादी के एक बडे तबके को यह समझना होगा कि यदि वे घर पर ही रहें। जिससे प्रशासन पर अतिरिक्त भार ना पड़े।
बागली नगर में सामाजिक कार्यकर्ता विपिन शिवहरे के नेतृत्व में ओम महाशक्ति ग्रुप वंचित वर्ग के खाद्यान्न की व्यवस्थाओं को जुटाकर मास्क भी वितरित करवा रहा है। सभी लोग अपनी और से कुछ न कुछ कर रहे हैं, लेकिन वर्तमान में जरूरत है कि संक्रमण की चैन तोड़ी जाए जिससे कोरोना का संक्रमण ग्रामीण आबादी की और विस्तारित ना हो।
जनता कर्फ्यू सफल : दूसरी ओर, रविवार को नगर सहित आसपास की लगभग एक दर्जन से अधिक ग्राम पंचायतों के लिए साप्ताहिक हाट का दिन होता है। लेकिन पीएम की जनता कर्फ्यू की घोषणा के बाद लगभग 75 वर्ष के इतिहास में न तो कभी ऐसा हाट देखा गया और न ही सुना गया। अन्यथा नगरवासियों ने तो वर्ष 1984 के दंगों के दौरान और वर्ष 2007 में पुलिस वैन द्वारा की गई दुर्घटना में राजपूत जाति के एक नवयुवक की मौत होने के बाद गुस्साई भीड़ द्वारा की थाने और एसडीओपी कार्यालय में की गई आगजनी व तोडफोड के बाद के भी साप्ताहिक हाट देखे हैं।
इस जनता कर्फ्यू के दौरान नगरवासी अपने घरों में ही कैद रहे। केवल दवाइयों की दुकानें ही खुली रहीं। यह संचार क्रांति के युग में ही संभव था कि ग्राम-ग्राम में फैले किसानों व सब्जी विक्रेताओं ने स्वमेव हाट में नहीं आने का निर्णय लिया। वरिष्ठ अधिवक्ता राजेन्द्रकुमार ईनाणी व प्रवीण चौधरी, शिक्षक बंशीधर सिसौदिया, वारिस अली व राकेश नागौरी एवं व्यापारी मुकेश बम ने बताया कि यह पहली बार था कि नगरवासियों ने स्वैच्छिक अपनी दुकानें नहीं खोली हैं।
पहले लुटा दिए जाते थे हाट : बागली राजपरिवार के कुंवर राघवेन्द्रसिंह ने बताया कि ऐसा बंद तो कभी नहीं देखा, लेकिन कोरोना संक्रमण को रोकने के लिए यह जरूरी भी है। रियासतकाल में हाट लुटा दिए जाते थे। हालांकि यह राजपूत सरदारों के लिए हास-परिहास हुआ करता था। लेकिन हाट लुटा दिए जाने के बाद बागली सरकार ही दुकानदारों के नुकासन की भरपाई किया करते थे।

अन्नदान कार्यक्रम निरस्त : विगत दिनों राजपूत समाज के वरिष्ठ ठा. भारतसिंह उदावत का निधन हो गया था। सोमवार को उनकी पगडी रस्म थी। कोरोना वायरस संक्रमण के चलते उनके तीनों पुत्रों राजदीपसिंह, रजणजीतसिंह एवं अजीतसिंह उदावत ने अन्नदान का कार्यक्रम निरस्त कर दिया। तीनों पुत्रों ने संयुक्त स्वर में राजपूत समाज की प्रस्तावित राजा रघुनाथसिंहजी राजपूत धर्मशाला बागली के निर्माण में सहयोग के लिए 21 हजार रुपए की राशि का चेक सौंपा। इस दौरान सेवानिवृति डीएसपी लोकायुक्त एसएस उदावत, भीमसिंह डाबी, भगवानसिंह जोधा, जसवंतसिंह राठौड़, राजेन्द्रपालसिंह सेंगर, मनोहरसिंह उदावत, लोकेन्द्रसिंह जोधा, बीजू दरबार, भंवरसिंह तोमर, गोपालसिंह जोधा, उदयसिंह जोधा, शक्तिराजसिंह चौहान व विजयसिंह तंवर सहित समाजजन उपस्ति थे।
