बलात्कार के मामले खत्म क्यों नहीं होते?

देश की राजधानी दिल्ली में एक बार फिर बलात्कार की वारदात हुई है। इस बार घिनौनी वारदात 12 साल की बच्ची के साथ हुई। निर्भया बलात्कार कांड के बाद देश में बलात्कार के खिलाफ कानून सख्त कर दिए गए थे।

दिल्ली के पश्चिम विहार थाना इलाके में 12 वर्षीय बच्ची के साथ बलात्कार की घटना को अंजाम देने के बाद उस पर हमले किए गए। बच्ची के शरीर पर गहरे जख्म हैं। बलात्कार की घटना के बाद उसे संजय गांधी अस्पताल में भर्ती कराया गया था लेकिन बुधवार को उसे बेहतर इलाज के लिए एम्स में दाखिल कराया गया है। पुलिस ने इस मामले में पॉक्सो एक्ट और हत्या की कोशिश के तहत मामला दर्ज किया है।

दिल्ली महिला आयोग की अध्यक्ष स्वाति मालीवाल ने एक वीडियो संदेश जारी कर सवाल किया है कि 2 दिन बीत जाने के बाद भी आरोपी गिरफ्तार क्यों नहीं हुए? मालीवाल ने कहा कि 12 वर्षीय बच्ची के साथ बलात्कार के बाद उसे जान से मारने की कोशिश की गई। उन्होंने कहा बच्ची को काफी शारीरिक चोट पहुंचाई गई और उसके साथ बर्बरता की गई। दिल्ली महिला आयोग ने दिल्ली पुलिस के डीसीपी को समन जारी कर जांच का ब्योरा मांगा है। दिल्ली महिला आयोग की अध्यक्ष ने आरोपी की गिरफ्तारी और दोष साबित होने पर फांसी देने की मांग की है।

बच्ची के साथ दरिंदगी

मीडिया रिपोर्ट्स के मुताबिक पीड़ित बच्ची वारदात के समय घर पर अकेली थी और इसी दौरान उसके साथ इस वारदात को अंजाम दिया गया। बताया जा रहा है कि बच्ची ने जब विरोध किया तो आरोपियों ने उस पर धारदार चीज से हमला किया और शरीर पर कई वार किए। जब बच्ची बेसुध हो गई तो आरोपी वहां से उसे मरा हुआ समझकर फरार हो गए। जख्मी हालत में बच्ची कमरे में पड़ी रही और कुछ देर बाद वह घिसटते हुए पड़ोसी के दरवाजे तक पहुंची और अपनी हालत इशारे से बयां किया और बेहोश हो गई।

पड़ोसी ने इसकी सूचना पुलिस को दी और उसके बाद पुलिस ने बच्ची को संजय गांधी अस्पताल में भर्ती कराया गया लेकिन बच्ची की हालत को देखते हुए उसे एम्स में दाखिल कराया गया है। बच्ची ने जो बयान दिया है उसके आधार पर पुलिस आरोपियों की तलाश कर रही है। पुलिस को शक है कि इस वारदात को 2 लड़कों ने अंजाम दिया है। कुछ रिपोर्ट्स में कहा जा रहा है कि बच्ची के निजी अंग को भी चोट पहुंचाई गई है। बच्ची के माता-पिता पास की एक फैक्टरी में काम करते हैं और उसकी बड़ी बहन भी कहीं काम करती है। बच्ची हर रोज घर पर अकेले ही रहती थी और हो सकता है कि आरोपियों को इसकी जानकारी हो।

सरकार ने बच्चों को लैंगिक उत्पीड़न से संरक्षण कराने के लिए पॉक्सो एक्ट (प्रोटेक्शन ऑफ चिल्ड्रेन फ्रॉम सेक्सुअल ऑफेंस एक्ट) 2012 बनाया था। इस एक्ट के तहत नाबालिग बच्चों के साथ होने वाले यौन अपराध और छेड़छाड़ के मामलों में कार्रवाई की जाती है। बच्चियों के साथ बढ़ती दरिंदगी को रोकने के लिए पॉक्सो एक्ट 2012 में बाद में बदलाव किया गया और 12 साल तक की बच्ची से बलात्कार के दोषियों को मौत की सजा का प्रावधान किया गया। इस एक्ट के तहत अलग-अलग अपराधों में अलग-अलग सजा का प्रावधान है। 18 साल से कम किसी बच्ची से अगर दुष्कर्म होता है तो वह पॉक्सो एक्ट के तहत आता है। देश में इस तरह के सख्त कानून होने के बावजूद आए दिन बच्चियों से दरिंदगी के मामले सामने आ रहे हैं।
