उत्तर प्रदेश के बलरामपुर ज़िले के लक्ष्मणपुर गांव में कैलाश नाथ शुक्ल नाम के एक व्यक्ति की कुछ लोगों ने इसलिए बेरहमी से पिटाई कर दी क्योंकि उन्हें शक था कि कैलाश नाथ अपनी गाय उनके खेतों में छोड़ने जा रहे हैं। सच्चाई यह है कि कैलाश नाथ शुक्ल अपनी बीमार गाय का इलाज कराने जा रहे थे। कैलाश नाथ शुक्ल को न सिर्फ मारा-पीटा गया बल्कि उनके सिर के बाल मुंड़ा कर उनके चेहरे पर कालिख पोती गई और पूरे गांव में घुमाया गया।
पुलिस ने फिलहाल इस मामले में चार प्रमुख अभियुक्तों को गिरफ्तार करके जेल भेज दिया है लेकिन इस घटना ने उस सवाल को एक बार फिर ज्वलंत कर दिया कि छुट्टा मवेशियों की समस्या से गांव का किसान कितना परेशान है और अब ये परेशानी आपसी विवाद और मार-पीट तक बढ़ गई है।
ना सिर्फ किसान बल्कि सड़कों पर चल रहे लोग और शहरों में भी छुट्टा घूमने वाले मवेशियों ने एक बड़ी समस्या खड़ी कर दी है। पिछले महीने ही बांदा जिले के नरैनी ब्लॉक के निवासी दादू और प्रदीप कुमार की सड़कों और खेतों में घूमने वाले इन्हीं छुट्टा मवेशियों यानी 'अन्ना पशुओं' को बचाने के चक्कर में जान चली गई।
बांदा के रहने वाले पत्रकार और सामाजिक कार्यकर्ता आशीष सागर बताते हैं, "बुंदेलखंड इलाके में तो अन्ना पशुओं की समस्या पहले से ही विकट रही है लेकिन जब से बूचड़खानों को बंद करने का फैसला किया गया है तब से ये समस्या पूरे प्रदेश में है। किसान तो परेशान है ही, इनके कारण आए दिन हादसे होते रहते हैं वो अलग।"
दरअसल, बुंदेलखंड इलाके में कई किसान चारा-पानी के अभाव में अपने पालतू पशुओं को पास के जंगल में छोड़ आते हैं, इन पशुओं को 'अन्ना पशु' कहा जाता है। ये मवेशी जंगल से निकल कर दूसरे के खेतों में घास की तलाश में पहुंच जाते हैं और तैयार फसलों तक को काफी नुकसान पहुंचाते हैं।
यही नहीं, अपनी फसलों की रखवाली करने वाले किसान भी कभी-कभी इन अन्ना पशुओं के झुंड की चपेट में आ जाते हैं। पिछले दिनों झांसी में एक किसान के साथ ऐसी ही दुर्घटना हुई जिसमें पशुओं के एक झुंड ने फसलों पर धावा बोल दिया। फसल बचाने के लिए रामबख्श पशुओं को भगाने लगे तो इन मवेशियों के निशाने पर खुद किसान आ गया। मवेशियों के हमले में घायल इस किसान की अस्पताल पहुंचने से पहले ही मौत हो गई।
इस घटना के बाद पूरे बुंदेलखंड में कई जगह प्रदर्शन हुए, किसान के परिवार को सरकार ने मुआवाजा भी दिया लेकिन इस समस्या के स्थाई निदान का हल न तो सरकार और न ही लोग अभी तक निकाल पाए। बुंदेलखंड में आए दिन ऐसी घटनाएं सुनने को मिल जाती हैं और यही वजह है कि किसानों के लिए ये अन्ना पशु अब आफत और मौत का सबब बनते जा रहे हैं।

एक अनुमान के मुताबिक अकेले बुंदेलखंड इलाके में लाखों की संख्या में अन्ना पशु हैं जो न सिर्फ फसलों को बर्बाद कर देते हैं बल्कि सड़क दुर्घटनाओं का भी कारण बनते हैं। इसके अलावा अन्ना पशुओं के कारण किसानों के बीच लड़ाई-झगड़े तो आम बात है।
इतना ही नहीं, पिछले दिनों बरेली जिले के आंवला इलाके में छुट्टा गायों की वजह से बड़ा सांप्रदायिक संघर्ष होते-होते बचा। यहां कुरैशी समुदाय के कुछ लोगों ने कथित तौर पर मंदिर के तीन पुजारियों की हत्या कर दी। पुलिस ने कुछ लोगों को इस मामले में गिरफ्तार भी किया। बताया गया कि ये पुजारी इन लोगों को गाय काटने से रोकते थे।
लेकिन गांव के ही एक व्यक्ति रमेश कुमार का कहना था कि गांव के कुरैशियों को कई लोग खुद अपनी उन गायों को सौंप देते थे जो दूध देना बंद कर देती थीं। रमेश कुमार के मुताबिक, "अब जबकि अवैध बूचड़खानों को बंद कर दिया गया है तो सड़क पर और खेतों में तो जानवर दिखेंगे ही। लोग दुधारू गाय या भैंस को तो रखते हैं लेकिन दूध न देने पर वो किसी को भी अपनी गाय सौंप देते हैं। अंत में ये मवेशी उन्हीं के पास आते हैं जो इन्हें काटते हैं। और ये बात उसे भी पता होती है जो गाय किसी दूसरे को देकर आता है।"
बूचड़खानों पर लगाम तो अभी एक साल पहले लगी है लेकिन छुट्टा मवेशियों की समस्या काफी दिनों से चली आ रही है। जानकारों का कहना है कि गांवों में चारागाह और जंगल की कमी इसकी सबसे बड़ी वजह हैं। क्योंकि जब जानवर दूध देना बंद कर देते हैं तो लोग इन जानवरों को छोड़ आते हैं।
इलाहाबाद के रहने वाले किसान दिनेश यादव कहते हैं, "किसान नील गायों से पहले से परेशान था, अब हम लोग लाठियां लेकर छुट्टा मवेशियों को एक गांव से दूसरे गांव भगाने लगे हैं। इन सबके कारण एक-दूसरे गांव के लोगों के बीच लड़ाई-झगड़े भी खूब हो रहे हैं।"
हालांकि उत्तर प्रदेश में योगी आदित्यनाथ की सरकार ने शुरू से ही इस प्रथा से मुक्ति दिलाने की कोशिश शुरू की और बजट में करोड़ों रुपयों का प्रावधान भी किया लेकिन जानकारों के मुताबिक इस पर रोक तभी लग सकती है जब लोग अपने पशुओं को छोड़ेंगे नहीं, पर्याप्त में चरागाह होंगे और जगह-जगह गोशालाएं होंगी ताकि लोग अपनी उन गायों को खुला छोड़ने की बजाय वहीं छोड़ सकें जो दूध देना बंद कर देती हैं।
