भीख मांगते बच्चों को सहारे की जरूरत

आठ युवकों के पास इतना पैसा था कि वे शौक पूरे कर सकते थे, लेकिन उन्होंने भीख मांगने वाले बच्चों की मदद करने की ठानी। वो नन्हे हाथ जो कभी भीख के लिए उठते अब उन्हीं हाथों में पेंसिल, कॉपी, किताब है और कंधे पर लटका स्कूल बैग है, इन बच्चों की आंखों में भी स्कूल जाने का सपना था जो अब साकार होता दिख रहा है।

दिल्ली के आठ युवाओं ने भीख मांगने वाले बच्चों में शिक्षा की अलख जगाई है। दिल्ली की व्यवस्तम सड़कों के किनारे आम तौर पर भीख मांगते बच्चे दिख जाएंगे। इन बच्चों से इन युवाओं का भी सामना होता रहा और फिर एक दिन इन्होंने बच्चों को साक्षर बनाने का बीड़ा उठाया।

मिलिए ऐसे युवकों से जो न्यू इंडिया के लिए अपना बहुमूल्य समय दे रहे हैं। कभी चार्टर्ड एकाउंटेट की पढ़ाई कर चुके कुंदन कांस्कर अब पूरे समय बच्चों को शिक्षित करने के लिए देते हैं। कुंदन कांस्कर के भीतर बच्चों को शिक्षित करने का ऐसा जुनून सवार हुआ कि उन्होंने अपनी नौकरी तक छोड़ दी। इस अभियान के संस्थापकों में जय सिंह, साहिल कौशर, विनीत शाह, मनीष कुमार और विवेक मंजूनाथ हैं।

इन सभी युवाओं की उम्र 22 से 30 वर्ष के बीच हैं और ये अपनी जिंदगी के अहम क्षण ऐसे बच्चों को दे रहे हैं जिनका भविष्य अंधियारे में है। साल 2015 में दिल्ली के कनॉट प्लेस में जब इन युवकों का सामना भीख मांगने वाले बच्चों से हुआ तो इन्होंने पहले तो आर्थिक मदद की लेकिन बाद में उन्होंने बच्चों को शिक्षित, जागरुक और आत्मनिर्भर बनाने का लक्ष्य तय किया। दिल्ली के कनॉट प्लेस के पालिका बाजार के ऊपर बने पार्क में इन्होंने सड़क पर रहने वाले बच्चों को मुफ्त शिक्षा देने शुरू किया। इन युवकों ने सेव चाइल्ड बेगर नाम की संस्था की स्थापना की।

शिक्षा भी स्वच्छता भी

कुंदन कांस्कर कहते हैं, 'शुरुआत में हमने बच्चों को भीख मांगने से मना नहीं किया। हमने उनकी स्थिति और उन्हें स्वीकार किया, हमने उन्हें शिक्षित और उनके अंदर स्किल डेवलेपमेंट करने के बारे में सोचा। जब हम उनके बीच में बैठते तो बच्चे बहुत ही आम सवाल करते जैसे कि आप पेन लेफ्ट पॉकेट में क्यों रखते हो, क्या आप अपना रुमाल रोज धोते हो, ये छोटी-छोटी बातें हमें तो पता है लेकिन सड़क किनारे रहने वाले बच्चों को ये जानकारी नहीं है और ना ही उन्हें किसी ने बताने की कोशिश की।'

सड़क पर रहने वाले बच्चों में नशे की लत

इन युवाओं ने बच्चों के अभिभावक बनकर उन्हें अच्छा और बुरा बताया, क्या सही है और क्या गलत है उन्हें समझाया, नशे की लत अगर किसी बच्चे में है तो उसका नशा खत्म कराने की ओर उसे प्रेरित किया। साल 2015 में कुछ बच्चों से शुरू हुआ अभियान सेव चाइल्ड बेगर अब दिल्ली के 12 केद्रों तक फैल गया है, खास बात ये है कि इनका फोकस बच्चों को भीख मांगने की प्रवृत्ति से बचाने के साथ साथ नशे की लत से भी बचाना है।

सेव चाइल्ड बेगर के जय सिंह कहते हैं, 'हमारा मुख्य उद्देश्य है बच्चों को भीख मांने से रोकना और उन्हें शिक्षित कर स्कूल तक पहुंचाना है। कई बच्चों में नशे की लत होती है उन बच्चों को नशे की लत से बाहर लाना एक बड़ी चुनौती होती है। ऐसे में उन्हें हम मेडिकल सुविधा दिलाते हैं और उनकी काउंसलिंग कर उन्हें नशे के नकारात्मक प्रभावों के बारे में बताते हैं और नशे को छोड़ने के लिए प्रेरित करते हैं।'

आज सेव चाइल्ड बेगर दिल्ली के 12 केंद्रों पर दो हजार से अधिक बच्चों को मुफ्त शिक्षा दे रही है। उन्हें सरकारी स्कूल में दाखिला कराना हो या अस्पताल में इलाज कराना ये युवा किसी भी काम से पीछे नहीं हटते।

प्रधानमंत्री की तारीफ

प्रधानमंत्री नरेंद्र मोदी ने रेडियो कार्यक्रम मन की बात में इन युवाओं की तारीफ की और उनके काम की सराहना करते हुए कहा कि कुछ ऐसे भी युवा हैं जो निस्वार्थ भाव से समाज की बेहतरी के लिए बलिदान दे रहे हैं। प्रधानमंत्री की तारीफ के बाद सेव चाइल्ड बेगर के पास तरह-तरह के प्रस्ताव आने लगे।

संस्था के संस्थापक सदस्य विवेक मंजूनाथ के मुताबिक, 'पीएम मोदी ने जब से हमारी संस्था की तारीफ की है तब से समाज में हमारे काम को पहचान मिली है, लोग दूर दूर से हमें आर्थिक मदद का ऑफर देते हैं लेकिन हम चाहते हैं कि लोग जमीनी स्तर पर आकर इस कार्य से जुड़े। जो लोग हमें पैसे या कोई संसाधन देने का प्रस्ताव देते हैं हम उन्हें बच्चों को पढ़ाने के लिए दो घंटे देने को कहते हैं।'

संस्था से जुड़े एक और सदस्य साहिल कौशर कहते हैं कि पीएम मोदी ने जब से सेव चाइल्ड बेगर का जिक्र किया है हमारे नेटवर्क में भी इजाफा हुआ। साहिल के मुताबिक, "फेसबुक में हमारी संस्था के 42,000 हजार से अधिक सदस्य हैं और वे अपने-अपने इलाके में सेव चाइल्ड बेगर का संदेश जमीनी स्तर तक पहुंचा रहे हैं। कई बार हमें भी अन्य राज्यों में पढ़ाने के लिए न्योता आता है लेकिन हम दिल्ली के ही केंद्रों को लेकर व्यस्त रहते हैं और इसीलिए हम अन्य केंद्रों पर जा सकते।' फिलहाल सेव चाइल्ड बेगर के सदस्य बिहार, यूपी, हरियाणा में भीख मांगने वाले बच्चों को शिक्षित कर रहे हैं।

अक्सर ऐसा कहा जाता है कि लोग मजबूरी में भीख मांगते हैं लेकिन रिसर्च में पता चला कि भीख मांगने की पीछे लालच भी एक वजह है। दिल्ली और मुंबई भिखारियों का सबसे बड़ा बाजार है और भीख मांगने के लिए किसी खास अनुभव की जरुरत नहीं पड़ती। ऐसे में हर बड़े और छोटे शहर में भिखारी दिख जाना आम बात है।

इसी साल लोकसभा में सामाजिक कल्याण मंत्री थावरचंद गहलोत ने देश भर में मौजूद भिखारियों का आंकड़ा पेश किया। आंकड़े के मुताबिक भिखारियों के मामले में पश्चिम बंगाल 81 हजार भिखारी के साथ पहले पायदान पर है। अगर पूरे देश की बात की जाए तो यह संख्या 4,13,000 के करीब हैं, जिसमें 2,21,673 पुरुष और 1,91,997 महिलाएं हैं।

कुंदन कांस्कर कहते हैं, 'एक भिखारी के अंदर आत्मविश्वास पैदा कर भीख मांगने की बुरी आदत को खत्म किया जा सकता है और भिखारियों को भी मुख्य धारा में जोड़ा जा सकता है। हमें सबसे पहले बच्चों से शुरुआत करनी होगी और उन्हें एहसास दिलाना होगा कि यह गलत काम है और समाज में इसके लिए कोई जगह नहीं।'
