छेड़छाड़ पर मुंह फेर लेते हैं और प्रेमियों को मारने दौड़ते हैं

प्यार में खुली सोच और उदार मानसिकता वाले राज्यों में मोरल पुलिसिंग की घटनाएं तेजी से बढ़ी हैं। बीते महीने मेघालय से दो और असम से एक ऐसी घटना सामने आने के बाद पुलिस ने एक दर्जन से ज्यादा लोगों को गिरफ्तार किया।

अब कोलकाता मेट्रो में भी इस सप्ताह ऐसी ही एक घटना में एक जोड़े के साथ मारपीट की गर्ई। इसके खिलाफ यहां प्रदर्शन किया गया। महानगर में इस तरह की घटनाएं धीरे-धीरे बढ़ रही हैं। इससे सवाल उठने लगा है कि क्या लोगों में असहष्णिुता बढ़ रही है या फिर बीजेपी व संघ के उभार से इसका कोई संबंध है? यह महज संयोग नहीं है कि असम में दो साल पहले बीजेपी सत्ता में आई थी और मेघालय में दो महीने पहले। अब बंगाल में भी संघ व उससे जुड़े संगठनों की ताकत लगातार बढ़ रही है। इस मुद्दे पर आम लोगों की राय बंटी हुई है।

उदारवादी सोच

कम से कम प्रेम के मामले में पश्चिम बंगाल, असम और मेघालय का समाज शुरू से ही काफी खुला रहा है। पूर्वोत्तर राज्यों में तो महिलाओं को पुरुषों से ज्यादा अधिकार मिले हैं। बंगाल और खासकर राजधानी कोलकाता भी प्रेम के लिहाज से काफी उन्मुक्त है। यहां प्रेमी जोड़ों को बुरी निगाहों से नहीं देखा जाता लेकिन हाल के कुछ महीनों से महानगर में मोरल पुलिसिंग की घटनाएं बढ़ी हैं।

कहीं किसी युवती को सिगरेट पीते देख कर उसे साथ भला-बुरा कहा गया है तो कहीं पार्क में बाहों में बांहें डाले बैठे प्रेमी जोड़ों की पिटाई की गई है। महानगर के साल्टलेक इलाके में एक पार्क में अपने प्रेमी के साथ बैठी मधुमिता राय (बदला हुआ नाम) को भी इस साल गणतंत्र दिवस के दिन ऐसी ही परिस्थितियों से दो-चार होना पड़ा था। मधुमिता बताती है, "हम लोग पार्क के एक कोने में बैठे हुए थे। उसका हाथ मेरे कंधों पर था। इससे वहां बैठे कुछ लोग नाराज होकर हमें गालियां देने लगे।"

वह बताती है कि विरोध करने पर उनलोगों ने मारपीट शुरू कर दी। बाद में मौके पर पुलिस के पहुंचने के बावजूद गाली-गलौच का दौर जारी रहा। मधुमिता ने पुलिस में इस मामले की शिकायत दर्ज कराई थी। लेकिन कोई फायदा नहीं हुआ। मधुमिता कहती है कि बदलते समय के साथ समाज के बुजुर्गों को भी अपनी मानसिकता बदलनी चाहिए। बुजुर्गों को यह सोचना चाहिए कि जब हम (युवा जोड़े) किसी को कोई नुकसान नहीं पहुंचा रहे हैं तो हमारे संबंधों से उनको क्या दिक्कत है? मधुमिता कहती है, "अब नई पीढ़ी अपने प्रेम संबंधों का इजहार करने में पहले के मुकाबले मुखर है। अब हमारे बुजुर्गों के समय हालात अगर भिन्न थे तो इसका खामियाजा हम क्यों भुगतें?" वह कहती है कि यह मोरल पुलिसिंग हताशा का सबूत है।

ताजा मामले में कोलकाता मेट्रो में एक युवा जोड़े के कथित रूप से अश्लील तरीके से लिपटने के आरोप में कुछ लोगों ने मोरल पुलिस की भूमिका निभाते हुए दमदम स्टेशन पर उसके साथ मारपीट की। हालांकि इस मामले में पुलिस में कोई शिकायत दर्ज नहीं कराई गई है। कुछ दूसरे सहयात्रियों ने उस जोड़े को बचा कर बाहर निकाला। प्रत्यक्षदर्शियों ने बताया कि मेट्रो में एक बुजुर्ग व्यक्ति ने एक जोड़े के रवैए पर आपत्ति जताते हुए उनसे संयत रहने को कहा। लेकिन उल्टे युवक उस बुजुर्ग से भिड़ गया। वाद-विवाद बढ़ने के बाद दमदम स्टेशन पर मेट्रो से बाहर निकलते ही कुछ लोगों ने युवक की पिटाई कर दी।

इस घटना के खिलाफ अगले दिन ही बड़े पैमाने पर विरोध प्रदर्शन किया गया। मेट्रो रेलवे प्रबंधन ने भी अपने स्तर पर इस मामले पर सफाई दी। लेकिन साथ ही कहा कि खासकर युवा तबके को मेट्रो के भीतर शालीन रवैया अपनाना चाहिए।

क्या है वजह?

तो क्या बीजेपी और संघ का उभार भी इसकी एक वजह है? इस पर मधुमिता व ऐसी ही एक घटना का शिकार हो चुकी छंदा चक्रवर्ती (बदला हुआ नाम) कहती हैं कि हर मामले में ऐसा नहीं है। छंदा बताती है, "मेरे साथ तो इलाके की तृणमूल कांग्रेस पार्षद और उसके समर्थकों ने मारपीट की थी।" उसका कसूर यह था कि वह चुस्त कपड़े पहन कर पार्क में बैठे अपने पुरुष मित्र के साथ सिगरेट पी रही थी। मेट्रो की घटना के खिलाफ प्रदर्शन करने वाले कलकत्ता विश्वविद्लय के एक छात्र ऋद्धिमान दत्त कहते हैं, "यह घटना एक अपवाद है। यह सही है कि कोलकाता में ऐसी घटनाओं को लेकर असहिष्णुता बढ़ रही है। लेकिन ऐसी एकाध घटनाओं के चलते समाज को लेकर कोई राय कायम नहीं की जा सकती।"

महानगर के एक कालेज में समाज विज्ञान पढ़ाने वाली टूंपा मुखर्जी कहती है, "हाल के दिनों में मोरल पुलिसिंग की घटनाएं बढ़ी हैं। कोलकाता पहले ऐसा नहीं था। लेकिन अब बुजुर्गों को भी बदलते समय के मुताबिक खुद को ढाल लेना चाहिए।" वह कहती हैं कि ऐसी घटनाओं से महानगर की छवि पर बट्टा लगता है। कोलकाता मेट्रो की घटना में युवा जोड़े से मारपीट करने वाले बुजुर्ग यात्री ही ज्यादा थे। बैंक में नौकरी करने वाली देवांजना कहती है, "आए दिन बसों व मेट्रो में छेड़छाड़ की स्थिति में तो ऐसे लोग देख कर भी मुंह फेर लेते हैं। लेकिन कोई जोड़ा जब चिपक कर खड़ा होता है तो इन बुजुर्गों को अपनी संस्कृति खतरे में नजर आने लगती है।"

अभिनेता आदित्य सेन गुप्ता कहते हैं, "बुजुर्गों को अपनी ऊर्जा महिलाओं व बच्चों की रक्षा में लगाना चाहिए। अपने घिसे-पिटे पुराने नैतिक मूल्यों पर भाषण देने की बजाय उनको समाज के लिए कुछ ठोस काम करना चाहिए।"

मोरल पुलिसिंग की घटनाओं पर समाज के लोगों की राय मिलीजुली है। युवा तबका जहां इसके खिलाफ है वहीं बुजुर्गों का कहना है कि युवा वर्ग को सार्वजनिक स्थानों पर शालीनता का ध्यान तो रखना ही चाहिए। हालांकि वह लोग भी मारपीट को गलत मानते हैं। सोशल मीडिया पर इस घटना के समर्थन व विरोध में नए पोस्टों की बाढ़-सी आ गई है।

अभिनेता पार्नो मित्र कहते हैं, "हमारे समाज में असहिष्णुता बढ़ रही है। लेकिन मोरल पुलिसिंग व मारपीट का समर्थन नहीं किया जा सकता।" लेखक शीर्षेंदु मुखर्जी कहते हैं, "दिनदहाड़े सार्वजनिक स्थानों पर शालीनता की सीमा नहीं लांघना ही बेहतर है, लेकिन मेट्रो की घटना हैरान करने वाली है। क्या हम जंगल में रह रहे हैं?" जानीमानी अभिनेत्री पाओली दाम कहती हैं, "नई पीढ़ी को जबरन संस्कृति व नैतिक मूल्य नहीं सिखाया जा सकता, लेकिन यहां पश्चिमी सभ्यता पूरी तरह आने में भी समय लगेगा। समाज के विभिन्न तबके के लोगों को बदलते समय के साथ ताल से ताल मिला कर आगे बढ़ना होगा।"

सरकारी कर्मचारी नारायण दास कहते हैं, "मारपीट की घटना सही नहीं है। मैं अगर मौके पर होता तो ऐसा नहीं होने देता। लेकिन साथ ही युवा तबके को भी सार्वजनिक स्थान पर अपने आचरण का ख्याल रखना चाहिए।"

मेघालय में समाज विज्ञान के प्रोफेसर डा। जीसी मराक कहते हैं, "बंगाल, मेघालय व असम जैसे राज्यों में मोरल पुलिसिंग की बढ़ती घटनाएं चिंताजनक हैं। हमें इसकी असली वजहों पर ध्यान देना होगा। युवा व बुजुर्ग पीढ़ी के बीच तालमेल के जरिए ही एक स्वस्थ समाज का निर्माण संभव है। लेकिन इसनें मोरल पुलिसिंग की कहीं कोई जगह नहीं है।" मराक मानते हैं कि मोरल पुलिसिंग के बढ़ते मामलों में कहीं न कहीं संघ और उससे जुड़े संगठनों की भी भूमिका हो सकती है। लेकिन कुछ घटनाओं के आधार पर कोई ठोस राय बनाना उचित नहीं होगा।
