उत्तरप्रदेश के अयोध्या में गोशाला में रह रहीं गायों को ठंड से बचाने के लिए खासतौर पर 'काऊ कोट' तैयार किए जा रहे हैं। इनकी व्यवस्था अयोध्या नगर निगम करेगा।
गोशालाओं में रहने वाली गायों को ठंड से बचाने के लिए पहले बोरे पहनाए जाते थे लेकिन अब अयोध्या नगर निगम गायों के लिए बाकायदा 'काऊ कोट' तैयार करा रहा है। ये कोट 3 स्तर के जूट के कपड़ों से बनेंगे। कोट के सैंपल का परीक्षण हो चुका है और इस सैंपल को नगर निगम की स्वीकृति भी मिल चुकी है।
अयोध्या के नगर आयुक्त डॉ. नीरज शुक्ला ने मीडिया को बताया कि रामनगरी अयोध्या की बैसिंग स्थित गोशाला में गायों को ठंड से बचाने के लिए 'काऊ कोट' के इंतजाम किए जा रहे हैं। यह व्यवस्था 2-3 चरणों में लागू होगी, क्योंकि यहां पर गायों की संख्या करीब 1,200 है।
सबसे पहले गायों के 100 बच्चों के लिए कोट तैयार कराए जाएंगे। बच्चों के लिए 3 लेयर वाला कोट बनाया जा रहा है। पहले मुलायम कपड़ा उसके बाद फोम फिर जूट लगाकर इसे बनाया जाएगा। पहले कपड़ा इसलिए ताकि यह बच्चों को चुभे नहीं। 1 कोट की कीमत 250 से लेकर 300 रुपए तक होगी।
नीरज शुक्ला ने बताया कि बीच में फोम इसलिए लगाया जा रहा है ताकि गीली जगह बैठने पर वह आसानी से सोख ले और बाहरी स्तर पर जूट उन्हें गर्माहट प्रदान करेगा। उनके मुताबिक इसे बनाने का काम शुरू हो चुका है और नवंबर के अंत तक यह गोशालाओं तक पहुंच जाएगा।
नगर निगम के अधिकारियों के मुताबिक पहले चरण में गाय के बच्चों के लिए डॉगी स्टाइल के 'काऊ कोट' की व्यवस्था की गई है। इसके अलावा ठंड से बचने के लिए गोशाला की बाउंड्री वॉल, शेड के निर्माण के साथ-साथ पेयजल और पशु चिकित्सालय आदि की व्यवस्था भी की जा रही है।
नगर आयुक्त ने बताया कि नर और मादा पशुओं के लिए भी अलग-अलग डिजाइन होगी। नर पशुओं के लिए कोट केवल जूट का होगा, क्योंकि उन्हें पहनाने में दिक्कत होती है। मादा के लिए 2 लेयर का कोट बनेगा। बांधने की व्यवस्था होगी ताकि सभी गायें और उनके बच्चे यह कोट पहनकर ठंड से बच सकें।

यूपी सरकार छुट्टा पशुओं की समस्या सुलझाने की भी तमाम कोशिशें कर रही है। नगर निगम ने बताया कि गोशाला में सभी जगह गायों को ठंड से बचाने के लिए अलाव जलाया जाएगा। इसके अलावा सभी कमरों में जूट के पर्दे की भी व्यवस्था की जा रही है। जानवरों के जमीन पर नीचे बैठने के लिए पुआल डाली जा रही है। यही नहीं, पुआल को 1-2 दिन के अंतराल पर बदलने की भी व्यवस्था की गई है।
अयोध्या नगर निगम की बैसिंग गांव की गोशाला जिले की सबसे बड़ी गोशाला है जिसमें कई हजार गायों को रखा जा सकता है। मौजूदा समय में भी यहां करीब 1,500 गायें रह रही हैं। अब इस गोशाला को हर तरह की सुविधाओं से युक्त बनाकर इसे प्रदेश की सबसे बेहतरीन गोशाला का दर्जा हासिल कराने की तैयारी की जा रही है।
अयोध्या के मेयर ऋषिकेश उपाध्याय बताते हैं कि अब अयोध्या को अंतरराष्ट्रीय पर्यटन नगरी के तौर पर विकसित किया जा रहा है। अमृत योजना और मास्टर प्लान के मुताबिक भी कई योजनाएं तैयार की जाएंगी। गोमाता भी अब कोट पहनेंगी। उन्हें ठंड से बचाने के लिए रामनगरी में यह पहल की गई है। अयोध्या की सरकारी गोशाला में गोमाता को 'काऊ कोट' पहनाकर शीतलहर से बचाया जाएगा। अन्य गायों के लिए भी इसकी व्यवस्था की जाएगी।
योजना पर सोशल मीडिया में प्रतिक्रिया
हालांकि अयोध्या में गायों को ठंड से बचाने के लिए किए जा रहे इस प्रयास पर सोशल मीडिया पर तंज भी कसा जा रहा है। दक्षिण भारतीय फिल्मों के अभिनेता प्रकाश राज ने अपने ट्वीट में लिखा है कि बेघर लोगों... स्कूलों... नौकरियों का क्या... सिर्फ ऐसे ही पूछा...। उनके इस ट्वीट पर समर्थन और विरोध दोनों तरह की प्रतिक्रियाएं आ रही हैं।
दरअसल, गायों की सुरक्षा और उनको बेहतर जीवन प्रदान करना राज्य सरकार के एजेंडे में प्रमुखता से है। राज्य के हर जिले में इसी अभियान के तहत सैकड़ों गोशालाएं बनाई गई हैं। गोशालाओं में गायों के रहने, चारा-पानी और इलाज की भी व्यवस्था की गई है।
इन सबके बावजूद, आए दिन गोशालाओं में गायों के मरने की खबरें आती रहती हैं। बुंदेलखंड में जहां अन्ना पशु किसानों के लिए अभी भी परेशानी का सबब बने हुए हैं, वहीं गोशालाओं में रह रहीं गायों के लिए गोशालाओं की दयनीय स्थिति से ही उनकी जान को खतरा है। खुद मुख्यमंत्री योगी आदित्यनाथ की तमाम कोशिशों और लापरवाही की स्थिति में कठोर कार्रवाइयों के बावजूद गोशालाओं में गायों की स्थिति में कोई खास सुधार होता नहीं दिख रहा है।
पिछले महीने ही उत्तरप्रदेश सरकार ने महराजगंज जिले में गोशालाओं में लापरवाही के मामले में वहां के जिलाधिकारी और मुख्य पशु चिकित्सा अधिकारी समेत कई बड़े अधिकारियों को निलंबित कर दिया था। सरकार ने यह कदम गोशालाओं में पशुओं की कमी की वजह से उठाया था।
सरकार का स्पष्ट आदेश है कि कोई भी गाय या बछड़ा सड़क पर घूमते हुए न मिलें और यदि ऐसा होता है तो उसके लिए सीधे तौर पर जिलाधिकारी दोषी पाए जाएंगे। महाराजगंज की सरकारी गोशाला में 2,500 की जगह केवल 954 पशु ही पाए गए थे और जांच में पता चला था कि पशुओं की संख्या भले ही कम हो लेकिन उन पर पैसे पूरे खर्च किए हैं। (फ़ाइल चित्र)
