औद्योगिक देशों ने कोयले, पेट्रोल और डीजल का खूब दोहन कर खुद को अमीर बनाया। जलवायु परिवर्तन पर हो रही वैश्विक बहस के बीच यही देश चाहते हैं कि भारत समेत दूसरे विकासशील देश दूसरा रास्ता अपनाएं।

भारत के कई गांव आज भी कच्चे रास्तों और टूटी-फूटी पगडंडियों पर निर्भर हैं। ऐसे ग्रामीण इलाकों में कई लोगों के लिए आज भी सूरज अस्त होने का मतलब चुनौतियों की शुरुआत है। बिजली के बिना रहने वाले ये लोग मिट्टी तेल की लैंप से रोशनी पाते हैं। खाना पकाने के लिए गोबर के उपले जलाते हैं। ऐसी आम सुविधाओं के अभाव में गुजर-बसर करना तो मुश्किल है। यह सेहत के लिए भी खतरनाक है।

कम रोशनी और धुएं से भरा घर लोगों को बीमार करता है। प्राथमिक समाधान यही है कि 1.3 अरब की आबादी वाले देश में सब तक बिजली पहुंचे। फिलहाल भारत की करीब 8 फीसदी आबादी बिजली ग्रिड से नहीं जुड़ी है।

भारत दुनिया की सबसे तेजी से आगे बढ़ती अर्थव्यवस्थाओं में है, लेकिन सबको 24 घंटे बिजली और गैस मुहैया कराने के लक्ष्य की तरफ देश बहुत धीमे-धीमे आगे बढ़ रहा है। भारत के पर्यावरण, वन और जलवायु परिवर्तन मंत्रालय के अतिरिक्त सचिव रवि प्रसाद के मुताबिक जीवाश्म ईंधन के बिना इस लक्ष्य को हासिल करना आसान नहीं है।

डीडब्ल्यू से बातचीत में प्रसाद ने कहा कि ऊर्जा की मांग और उसकी सप्लाई को लेकर हमारा अपना एक अनुमान है। उसके मुताबिक आने वाले कुछ और समय तक कोयले की जरूरत पड़ेगी। वे कहते हैं कि जो भी देश आज विकसित है, उसने जीवाश्म ईंधन की बदौलत ही यह मुकाम हासिल किया है। स्पेन की राजधानी मेड्रिड में संयुक्त राष्ट्र के जलवायु सम्मेलन सम्मेलन COP25 में यही मुद्दे प्रमुख अड़ंगा बने हुए हैं।

जीवाश्म ईंधन के भरोसे विकास

कार्बन उत्सर्जन में विकास कर रहे देश सबसे आगे हैं। ये देश 60 फीसदी कार्बन का उत्सर्जन कर रहे हैं। नंबर 1 पर चीन है और नंबर 3 पर भारत। दोनों दुनिया में सबसे ज्यादा आबादी वाले मुल्क हैं। ज्यादा जनसंख्या का सीधा अर्थ है ज्यादा उत्सर्जन, लेकिन भारत के मामले में यह बात पूरी तरह सही नहीं है। भारत में प्रति व्यक्ति कार्बन उत्सर्जन सिर्फ 1.8 टन है। यह प्रति व्यक्ति वैश्विक कार्बन उत्सर्जन के आधे से भी कम है।

जलवायु और पर्यावरण से जुड़े न्याय को लेकर भारत समेत कई देशों के गठबंधन मौसम की ट्रस्टी सौम्या दत्ता कहती हैं कि अगर आप लोगों के अस्तित्व और थोड़े बहुत उपभोग के अधिकार को स्वीकारते हैं तो भारत विकासशील अर्थव्यवस्थाओं में सबसे कम उत्सर्जन करने वालों में एक है।

पर्यावरण मंत्रालय के अतिरिक्त सचिव रवि प्रसाद जलवायु संकट के लिए औद्योगिक देशों को जिम्मेदार ठहराते हैं। प्रसाद के मुताबिक इन देशों का उत्सर्जन ही जलवायु संकट का जिम्मेदार है और उन्हें इस समस्या के समाधान में सबसे आगे आना चाहिए। भारतीय अधिकारी चाहते हैं कि पहले विकसित देश अपनी जिम्मेदारी निभाएं, उसके बाद ही विकास कर रहे देश उनका अनुसरण करेंगे।

अक्षय ऊर्जा के लिए धन कहां से आएगा?

दुनिया के सामने वैश्विक कार्बन उत्सर्जन के स्तर घटाने का दबाव है। उत्सर्जन कम किए बिना ग्लोबल वॉर्मिंग के स्तर को 2 डिग्री सेल्सियस से नीचे रखना मुमकिन नहीं है। तापमान कम करने के लिए विकासशील देशों से कहा जा रहा है कि वे जीवाश्म ईंधन का इस्तेमाल खत्म करें और अक्षय ऊर्जा तकनीक का सहारा लें। मामला यहीं फंसा है।

जलवायु परिवर्तन के खिलाफ चल रहे वैश्विक अभियान में भारत के हरजीत सिंह भी एक प्रमुख चेहरा हैं। एक्शन एड के हरजीत सिंह कहते हैं कि कोयले पर निर्भरता कम करते हुए विकास करना मुमकिन है लेकिन यह महंगा है। सौर और पवन ऊर्जा के दाम भले ही कम हुए हों, लेकिन इनमें शुरुआती निवेश अब भी बहुत ज्यादा है। हरजीत चाहते हैं कि विकसित देश, विकासशील देशों को अक्षय ऊर्जा की तरफ बढ़ने के लिए वित्तीय मदद दें।

पेरिस जलवायु समझौते के तहत औद्योगिक देशों को विकासशील देशों की वित्तीय मदद करनी है। फंड के तहत दी जाने वाली इस मदद से विकास कर रहे देश उत्सर्जन में कमी के अपने लक्ष्य को हासिल करने की कोशिश करेंगे और जलवायु परिवर्तन के असर से निपट सकेंगे।

डीडब्ल्यू से बात करते हुए सिंह ने कहा कि अगर विकसित और भारत जैसे विकासशील देशों के बीच पार्टनरशिप हो तो जीवाश्म ईंधन से स्वच्छ ऊर्जा की तरफ ट्रांसफर ज्यादा तेजी से हो सकेगा। निवेश के मामले में अक्षय ऊर्जा ने जीवाश्म ईंधन को पीछे कर दिया है। रिसर्च संस्था ब्लूमबर्ग एनईएफ के मुताबिक 2018 में अक्षय ऊर्जा में 288.9 अरब डॉलर का निवेश हुआ।

दुनिया में चीन स्वच्छ ऊर्जा में सबसे ज्यादा निवेश करने वाला देश है। भारत भी 2030 तक 40 फीसदी ऊर्जा जीवाश्म ईंधन के बिना पैदा करना चाहता है। सिंह कहते हैं कि उत्सर्जन कटौती के लिहाज से भारत को एक अच्छे देश के रूप में देखा जा रहा है, वित्तीय मदद के जरिए और ज्यादा तेजी आ सकती है। और जलवायु वार्ताओं के दौरान हमें यही देखना है कि इस मामले में कितनी प्रगति होती है?
