इंदौर में हुई दिल्ली पब्लिक स्कूल बस दुर्घटना में बच्चों की मौत के बाद पूरा शहर उदास है। शहर की उदासी में व्यवस्था को लेकर आक्रोश भी है। लेकिन बड़ा सवाल यह है कि जिन लोगों के पास शहर की व्यवस्था का जिम्मा, उसे चलाने का दायित्व है, वे इस हादसे से कितना सबका लेंगे? या फिर हमेशा की तरह कुछ दिन रस्म अदायगी होगी और फिर वही ढाक के तीन पात।
दरअसल, बायपास के सर्विस रोड पर जिस तरह दोनों ओर से वाहन आते हैं, उसके चलते भी दुर्घटना होती है। शुक्रवार की दुर्घटना भी इसी कारण हुई। मगर वास्तविकता में देखें तो फ्लाईओवर से निकलते समय न तो संकेत नजर आते हैं, न ही वहां सड़क सुरक्षा को लेकर माकूल व्यवस्था है। सर्विस रोड के आसपास बनी नालियां खुली हुई हैं, इनमें कई बार गाड़ियां गिर भी चुकी हैं, लेकिन किसी ने कोई सबक नहीं लिया। शहरवासियों की सुरक्षा रामभरोसे है। हालांकि इसके लिए भारतीय राष्ट्रीय राजमार्ग प्राधिकरण (NHAI) जिम्मेदार है, लेकिन क्या शहर चलाने वालों की कोई जिम्मेदारी नहीं है?
स्कूलों की ही बात करें तो वे फीस लेने में कोई कोताही नहीं बरतते और अभिभावक भी मजबूरी में अपनी औकात से ज्यादा फीस चुकाते हैं, लेकिन क्या उनके बच्चों के सुरक्षा के पर्याप्त इंतजाम होते हैं? क्यों वे पुरानी और खटारा बसों को सालोंसाल खींचते रहते हैं? कैसे उन्हें आरटीओ से फिटनेस मिल जाता है? ऐसे और भी सवाल हैं, जिनका जवाब मिलने की उम्मीद कम है।

ये हैं दुर्घटना के बड़े कारण :
* हाईवे पर आवारा पशु दुर्घटना का बड़ा कारण हैं। शासन-प्रशासन को चाहिए कि वह ऐसी व्यवस्था करे ताकि सड़क पर पशु न आ पाएं, क्योंकि हाईवे पर तेज गति से चलते वाहनों के सामने अचानक आने वाले पशु दुर्घटना का बड़ा कारण बनते हैं। ऐसी स्थिति में वाहन चालक वाहन पर से नियंत्रण खो बैठता है और दुर्घटना हो जाती है।
* हाईवे से लगे गांवों में सड़क सुरक्षा के पुख्ता इंतजाम करने होंगे ताकि लोग अचानक मुख्य सड़क पर न आ सकें।
* हाईवे पर रोड डिवाइडर तो होते हैं, लेकिन लोगों को भी अपनी प्रवृत्ति को बदलना होगा क्योंकि थोड़ी-सी दूरी बचाने के लिए वे हाईवे पर गलत साइड में घुस जाते हैं, जो दुर्घटना का कारण बन जाता है।
* कई वाहन चालक रात के समय वाहनों को बेतरतीब खड़ा कर देते हैं, ऐसे में जिन स्थानों पर रात में प्रकाश की पर्याप्त व्यवस्था नहीं है, वहां दुर्घटनाएं हो जाती हैं और लोगों को अपनी जान गंवानी पड़ती है।
* टोल नाकों पर भी लापरवाही साफ दिखाई देती है। वहां टोल के नाम पर लोगों से पैसा तो वसूला जाता है, लेकिन सुरक्षा के इंतजामों पर खास ध्यान नहीं दिया जाता। टोल नाकों के आसपास मंडराते हुए पशुओं को आसानी से देखा जा सकता है।
