डीपीएस बस हादसे में प्राचार्य सुदर्शन सोनार को गिरफ्तार कर जेल भेजा

इंदौर। दिल्ली पब्लिक स्कूल (डीपीएस) की बस के पिछले महीने भीषण हादसे के शिकार होने के मामले में पुलिस ने इस निजी शिक्षण संस्थान के प्राचार्य सुदर्शन सोनार को आज गिरफ्तार किया। इस हादसे में चार स्कूली बच्चों की मौत से आक्रोशित पालक प्राचार्य की गिरफ्तारी की मांग के साथ लम्बे समय से प्रदर्शन कर रहे थे।

सोमवार को मृत बच्चों के परिजनों ने जिलाधीश कार्यालय का घेराव करते हुए धरना देने की धमकी तक दी थी। पुलिस उप महा​निरीक्षक (डीआईजी) ह​रिनारायणचारी मिश्रा ने बताया कि स्कूल बसों के परिवहन और रख-रखाव से संबंधित नियम-कायदों के कथित उल्लंघन के कारण डीपीएस के प्राचार्य सुदर्शन सोनार को गिरफ्तार किया गया।

गिरफ्तारी के बाद स्कूल प्राचार्य को हथकड़ी लगाकार एक स्थानीय अदालत में पेश किया गया। अदालत ने दोनों पक्षों की दलीलें सुनने के बाद प्राचार्य सोनार की जमानत अर्जी खारिज कर दी और उसे 22 फरवरी तक न्यायिक हिरासत के तहत जेल भेजने का आदेश दिया। सोनार को न्यायाधीश के सामने पेश किये जाने के दौरान बड़ी संख्या में पालक जिला न्यायालय परिसर में जमा हो गए थे।

डीपीएस की दुर्घटनाग्रस्त बस में लगे गति नियंत्रक (स्पीड गवर्नर) में गड़बड़ी के खुलासे के बाद निजी स्कूल के परिवहन अधिकारी समेत तीन लोगों को भारतीय दंड विधान की धारा 304 (गैर इरादतन हत्या), 420 (छल), 467 (जाली दस्तावेज बनाना) और अन्य सम्बद्ध धाराओं के तहत पहले ही पकड़ा जा चुका है। इनमें स्पीड गवर्नर लगाने में फर्जीवाड़ा करने वाली एक स्थानीय फर्म का मालिक और उसका कर्मचारी शामिल है।

जिला लोक अभियोजन अधिकारी मोहम्मद अकरम शेख ने बताया कि पुलिस ने मामले की जांच के आधार पर प्राथमिकी में भारतीय दंड विधान की धारा 188 (किसी सरकारी अधिकारी के आदेश की अवज्ञा) भी हाल ही में जोड़ी है।

आरोप है कि निजी फर्म को कुछ रकम देकर उससे इस बात का फर्जी प्रमाण पत्र ले लिया गया कि डीपीएस की बस में लगा स्पीड गवर्नर सही काम कर रहा है, जबकि वाहनों की गति सीमित करने वाले इस उपकरण को तकनीकी छेड़छाड़ के जरिये जानबूझकर खराब कर दिया गया था।

पुलिस को मामले की जांच में पता चला कि​ हादसे के वक्त स्कूल बस 60 किलोमीटर प्रति घंटा से ज्यादा की रफ्तार से दौड़ रही थी, जबकि परिवहन विभाग के आदेशों के मुताबिक इस वाहन में स्पीड गवर्नर लगने के बाद उसकी गति 40 किलोमीटर प्रति घंटा से ज्यादा नहीं होनी चाहिए थी।

डीपीएस की यह तेज रफ्तार बस कनाड़िया क्षेत्र के बायपास रोड पर 5 जनवरी की शाम इस कदर अनियंत्रित हो गई कि वह डिवाइडर फांदकर समानांतर लेन में जा घुसी और सामने से आ रहे ट्रक से भिड़ गई थी। इस हादसे में छह से लेकर 13 वर्ष की आयु वाले चार स्कूली बच्चों के साथ बस ड्राइवर की भी मौत हो गई थी।

इस घटना के बाद से ही मृत बच्चों के परिजन इंसाफ के लिए आंदोलन कर रहे थे। उनकी मांग थी कि पुलिस दोषी प्राचार्य सुदर्शन सोनार को गिरफ्तार करके कार्रवाई करे। पिछले कई दिनों से ये परिजन स्थानीय समाचार पत्रों के जरिए अपना गुस्सा प्रकट कर चुके थे और वे सोमवार को जिलाधीश से मिलने की कोशिश में उनके कार्यालय भी पहुंचे थे। उन्होंने धमकी दी थी कि यदि उन्हें न्याय नहीं मिलता तो वे धरना भी देंगे। 

हालांकि पुलिस प्रशासन ने डीपीएस स्कूल बस हादसे के बाद सबक लेते हुए शहरी सीमा में कार, बस और अन्य भारी वाहनों की गति 40 किलोमीटर प्रतिघंटे की कर दी है। यही नहीं, पिछले तीन दिनों में शहर में तेज रफ्तार से वाहन चलाने वालों के खिलाफ अभियान भी चलाकर कई चालान भी बनाए गए है। पुलिस ने 40 किलोमीटर की गति दोनों रिंग रोड के अलावा शहर के मिक्स लेन में चलने वालों के लिए निर्धारित की है।
