Flashback 2020: भाजपा का बढ़ा नया जनाधार, किसान आंदोलन ने बढ़ाई चुनौती

नई दिल्ली। ऐसे समय में जब कोविड-19 ने समाज और देश की अर्थव्यवस्था को हिलाकर रख दिया, प्रधानमंत्री नरेन्द्र मोदी के 'आपदा' को 'अवसर' में बदलने का आह्वान भाजपा के लिए फायदे का सौदा साबित हुआ। इस आपदा काल में भाजपा के नेतृत्व वाली केंद्र सरकार की ओर से चलाए गए कल्याणकारी कार्यक्रमों, संगठनात्मक सामर्थ्य और वैचारिक अभियान की बदौलत भगवा दल ने वर्ष 2020 में नए क्षेत्रों में अपनी पैठ बनाई।

कोरोना महामारी के चलते पूरे विश्व की सरकारों की साख गिरी और वे इस महामारी से जूझते नजर आए जबकि हर देश की अर्थव्यवस्था प्रभावित हुई वहीं भारतीय राजनीति ने इस दौरान एक अलग ही कहानी लिखी। कांग्रेस का जनाधार गुजर रहे साल में भी घटता ही गया और प्रधानमंत्री मोदी की अपील की बदौलत भाजपा शानदार ढंग से आगे निकलती गई। हालांकि जाते-जाते यह साल किसानों के आंदोलन के रूप में भाजपा के समक्ष एक बड़ी चुनौती पेश कर गया।

केंद्र सरकार के 3 कृषि कानूनों के खिलाफ किसानों के एक बड़े समूह, खासकर पंजाब के किसानों ने आंदोलन आरंभ कर दिया। साल 2014 में सत्ता में आने के बाद से किसानों का यह आंदोलन भाजपा सरकार के लिए सबसे बड़ी और गंभीर चुनौती के रूप में सामने आया। लंबे समय तक केंद्र व पंजाब में भाजपा के सहयोगी रहे शिरोमणि अकाली दल ने इस मुद्दे पर सरकार और सत्ताधारी राष्ट्रीय जनतांत्रिक गठबंधन (राजग) से नाता तोड़ लिया। उसकी नेता हरसिमरत कौर बादल ने केंद्रीय मंत्रिमंडल से इस्तीफा दे दिया। यह पहली बार हुआ जब केंद्रीय मंत्रिमंडल में किसी भी गैरभाजपा दल का प्रतिनिधित्व नहीं है।

बिहार विधानसभा चुनाव में जनता दल यूनाइटेड के खराब प्रदर्शन के बाद भाजपा के साथ उसके रिश्तों में वह मिठास नहीं है, जो पहले हुआ करती थी। हाल ही में अरुणाचल प्रदेश में जदयू के 7 में से 6 विधायकों के भाजपा में शामिल हो जाने के बाद इस रिश्ते में और कड़वाहट ही आई है। बहरहाल, दिल्ली की विभिन्न सीमाओं पर कृषि कानूनों के खिलाफ चल रहे आंदोलन का देश की भावी राजनीति पर क्या असर होगा, इसका पता तो आने वाले दिनों में होगा। लेकिन हाड़ कंपाने वाली ठंड में किसानों का सीमाओं पर डटे रहना सरकार के लिए चिंता का सबब बना हुआ है।

कहीं यह आंदोलन पूरे देश में ने फैल जाए, इस आशंका को देखते हुए भाजपा जहां किसानों के बीच जा रही है, वहीं सरकार इस संकट का समाधान निकालने में जुटी हुई है। भाजपा अध्यक्ष जेपी नड्डा के लिए साल 2020 की शुरुआत अच्छी नहीं रही। अमित शाह के केंद्रीय मंत्रिमंडल में शामिल होने के बाद जनवरी में नड्डा ने भाजपा की कमान संभाली। इसके बाद फरवरी में हुए दिल्ली विधानसभा चुनाव में भाजपा को करारी शिकस्त का सामना करना पड़ा। नड्डा की अध्यक्षता में यह पहला चुनाव था।

हालांकि नड्डा के लिए बिहार का चुनाव राहतभरा रहा। भाजपा ने 110 सीटों पर चुनाव लड़ा और 74 पर जीत हासिल की जबकि 115 सीटों पर लड़ने के बावजूद जदयू 43 सीटों पर ही सिमटकर रह गई। हालांकि इसके बावजूद नीतीश कुमार ने राज्य के मुख्यमंत्री की कमान संभाली। बिहार में भाजपा का यह प्रदर्शन इसलिए भी गौर करने वाला है, क्योंकि वहां नीतीश कुमार के खिलाफ लोगों की नाराजगी दिख रही थी। हालांकि प्रधानमंत्री मोदी की निजी अपील और कोरोना महामारी के दौरान केंद्र सरकार द्वारा चलाए गए कार्यक्रमों का असर भी दिखा, जब भाजपा गठबंधन में बड़ी भूमिका में आ गई।

जानकारों का मानना है कि कोरोना महामारी के दौरान 'आपदा' को 'अवसर' में बदलने के प्रधानमंत्री मोदी के आह्वान, गरीबों के लिए कल्याणकारी कार्यक्रमों और आत्मनिर्भर भारत अभियान को जनता ने हाथों हाथ लिया। प्रधानमंत्री मोदी द्वारा अयोध्या में राम मंदिर निर्माण की आधारशिला रखा जाना और 'लव जिहाद' के खिलाफ कानून बनाने की भाजपा की मांग ने उसके हिन्दू वोटबैंक को और मजबूत करने में मदद की।

इस साल सिर्फ दिल्ली और बिहार में ही विधानसभा के चुनाव हुए तो मध्यप्रदेश, उत्तरप्रदेश, गुजरात सहित कई राज्यों में विधानसभा के उपचुनाव भी हुए। राजस्थान, गोवा, हैदराबाद, असम और अरुणाचल प्रदेश सहित कई राज्यों में स्थानीय निकायों के भी चुनाव हुए। इन चुनावों में भाजपा ने शानदार प्रदर्शन किया और जीत के क्रम को जारी रखा।

तेलंगाना में भाजपा वहां की सत्तारूढ़ तेलंगाना राष्ट्र समिति (टीआरएस) के मुख्य प्रतिद्वंद्वी के रूप में उभरी। दुब्बक विधानसभा सीट के लिए हुए उपचुनाव में जीत और फिर वृहद हैदराबाद नगर निगम चुनाव में पार्टी के शानदार प्रदर्शन ने उसके हौसले और बुलंद किए। जम्मू एवं कश्मीर में हुए जिला विकास परिषद के चुनाव में भाजपा सबसे बड़े दल के रूप में उभरी जबकि गुपकार गठबंधन में शामिल दलों ने अनुच्छेद 370 को निरस्त किए जाने को मुद्दा बनाते हुए चुनाव लड़ा। इसके बावजूद गठबंधन को 110 सीटें ही मिलीं। भाजपा ने जम्मू क्षेत्र में जहां अपनी बढ़त बरकरार रखी वहीं घाटी में उसने अपना खाता भी खोला

एकमात्र राज्य केरल रहा, जहां के परिणाम भाजपा के लिए निराशाजनक रहे। यहां हुए स्थानीय निकाय के चुनावों में भाजपा सत्ताधारी एलडीएफ और कांग्रेस के नेतृत्व वाले यूडीएफ के मुकाबले तीसरे नंबर पर रही। (भाषा)
