साल 2019 : संविधान पर नफरती विचारधारा के हमले होते रहे

वर्ष 2019 को किस खास बात के लिए याद किया जाएगा या इस वर्ष की कौन-सी ऐसी बात है जिसकी यादें भारतीय इतिहास में दर्ज हो जाएंगी? यह सवाल जब आज से कुछ सालों के बाद पूछा जाएगा तो जो लोग इस देश से, देश के संविधान से, इस देश की विविधताओं से, इस देश की आजादी के संघर्ष का नेतृत्व करने और कुर्बानी देने वालों से प्यार करते हैं, उनके लिए इस सवाल का जवाब देना बहुत आसान होगा।

नफरतभरी विचारधारा के आक्रमण का साल : ऐसे सभी लोगों का यही जवाब होगा कि यह साल भारतीय संविधान पर एक नफरतभरी विचारधारा के आक्रमण का साल था। इस आक्रमण से भारतीय संविधान और हमारे स्वाधीनता आंदोलन के तमाम उदात्त मूल्य बुरी तरह लहूलुहान हुए हैं। यही नहीं, यह साल भारतीय अर्थव्यवस्था के अभूतपूर्व रूप से चौपट होने के तौर पर भी याद किया जाएगा। इस साल को चुनाव आयोग, रिजर्व बैंक, न्यायपालिका जैसी संवैधानिक संस्थाओं के सरकार के समक्ष समर्पण के लिए तो खासतौर पर याद किया जाएगा।

संभव है कि हिन्दुत्ववादी विचारधारा के संगठन इस साल को अपने लिए एक उपलब्धियों से भरा साल घोषित कर ले। वैसे हिन्दुत्व की विचारधारा को बढ़त तो 2014 में केंद्र में भाजपा की सरकार आने के बाद से ही मिलने लगी थी, लेकिन उसके दूरगामी नतीजे 2019 में आने लगे। साल की शुरुआत ही ऐसी घटना से हुई, जो हिन्दुत्व की पहले की राजनीति की फसल काटने जैसी थी।

जम्मू-कश्मीर में राज्यपाल शासन : हुआ यूं कि मोदी सरकार ने महबूबा मुफ्ती की सरकार गिरा दी और जम्मू-कश्मीर में राज्यपाल का शासन लगा दिया। भाजपा-पीडीपी की साझा सरकार के समय में ही वहां के हालात बिगड़ने लगे थे और पत्थरबाजी तथा आतंकवादी वारदातों में इजाफा होने लगा था। निर्वाचित सरकार की बर्खास्तगी के बाद हालात और खराब हो गए, इतने खराब कि 26 फरवरी 2019 को पुलवामा में सुरक्षा बलों के एक वाहन पर आत्मघाती हमला हो गया और उसमें 40 से ज्यादा जवानों की मौके पर ही मौत हो गई। यह हमला स्पष्ट रूप से मोदी सरकार की और हमारे सुरक्षा तंत्र की एक बड़ी विफलता थी।

लेकिन आम चुनाव नजदीक देखकर मोदी सरकार ने अपनी इस नाकामी पर पर्दा डालने के लिए इसके बहाने राष्ट्रवाद का एक नैरेटिव बुनना शुरू किया और उसे पुख्ता करने के लिए उसने 26 फरवरी, 2019 को पाकिस्तान के कब्जे वाले कश्मीर के बालाकोट मे सर्जिकल स्ट्राइक कर दी। दावा किया गया कि वहां कायम आतंकवादियों के अड्डे नष्ट करने के लिए की गई इस कार्रवाई में सैकड़ों आतंकवादी मारे गए।

हालांकि यह कार्रवाई विवादास्पद रही और अंतरराष्ट्रीय मीडिया ने बताया कि इसमें एक भी आदमी नहीं मरा। लेकिन भारत के अखबारों तथा टीवी चैनलों के एक बड़े हिस्से के सहारे प्रधानमंत्री नरेंद्र मोदी और उनकी पार्टी ने ऐसा माहौल बनाया कि बेरोजगारी और डूबती अर्थव्यवस्था के बावजूद उन्होंने चुनाव की बाजी जीत ली। इस चुनाव ने एक ओर हिन्दुत्व को 5 साल की और उम्र दे दी तो दूसरी ओर उसने कांग्रेस के पुनर्जीवन की उम्मीद पर सवालिया निशान खडे कर दिए।

राहुल गांधी का रोका रथ : राज्य विधानसभाओं के चुनाव में बेहतर प्रदर्शन करने वाले राहुल गांधी के आगे जा रहे रथ को उनके ही सिपहसालारों ने रोक दिया। पार्टी के बडे नेताओं ने उनका साथ नहीं दिया और कांग्रेस भाजपा को कोई बडी चुनौती नही दे पाई। सबसे बडी विपक्षी पार्टी होने के नाते वह समूचे विपक्ष को इकट्ठा करने की भूमिका निभाने भी विफल रही।

जाहिर है 2019 की सबसे बड़ी घटना मोदी सरकार की वापसी थी और विपक्ष का दारुण पराभव। लेकिन इस चुनाव को राष्ट्रवाद के मुद्दे पर नहीं, बल्कि हिन्दू राष्ट्रवाद के मुद्दे पर लडा गया। यह जगजाहिर है कि भारत में पाकिस्तान के नाम का इस्तेमाल सांप्रदायिक राजनीति के लिए और देश के मुसलमानों को डराने के लिए होता है।

भाजपा का हिन्दुत्ववादी चेहरा : मोदी सरकार ने इसका जमकर इस्तेमाल किया। चुनाव में भाजपा का हिन्दुत्ववादी चेहरा और भी स्पष्ट रूप से सामने आया। आतंकवादी गतिविधियों की आरोपी को भाजपा ने उम्मीदवार बनाया और वह आराम से चुनाव जीत गई। वह गोडसे जय-जयकार करते भी आज तक भाजपा में बनी हुई है।

कॉर्पोरेट सेक्टर को रियायत : सारे नकारात्मक और विभाजनकारी मुद्दों का सहारा लेकर सत्ता में आई मोदी सरकार ने दूसरी पारी के पहले साल में ही अपने तेवर दिखाने शुरू कर दिए। इसने कमजोर पड़ी अर्थव्यवस्था को गतिशील करने के नाम पर एक ओर कॉर्पोरेट सेक्टर को 2.50 लाख करोड़ से ज्यादा की रियायत टैक्सों तथा दूसरे माध्यमों से दे दी और आगे भी छूट देने आश्वासन दिया। दूसरी ओर उसने मुनाफा कमा रहे सरकारी उपक्रमों औने-पौने दामों पर निजी क्षेत्र को बेचने का सिलसिला शुरू कर दिया है। बेरोजगारी और महंगाई बढ़ने तथा जीडीपी के नीचे खिसकने का सिलसिला इतना तेज है कि यह साल इस मामले में भी रिकॉर्ड बनाने का इतिहास रच रहा है।

हिन्दुत्व की विचारधारा के तहत शासन किस तरह चलता है, इसकी बानगी मोदी के पिछले कार्यकाल में दिखाई पड़ी थी। इस साल इसका संपूर्ण रूप सामने आ रहा है। उसने देश की संवैधानिक संस्थाओं को अपने राजनीतिक हितों के लिए इस्तेमाल करने तथा उनकी स्वायत्तता को नष्ट करना जारी रखा है।

ईडी तथा सीबीआई का इस्तेमाल : विपक्ष के नेताओं के खिलाफ प्रवर्तन निदेशालय (ईडी) तथा सीबीआई का इस्तेमाल बदस्तूर जारी रहा। इस सिलसिले में सबसे नाटकीय रहा कांग्रेस के वरिष्ठ नेता और पूर्व वित्तमंत्री पी. चिदंबरम को गिरफ्तार कर लंबे समय तक जेल में रखना। उनके घर जाकर मीडिया के सामने उन्हें गिरफ्तार किया गया ताकि सरकार की नीति की आलोचना की कोई अन्य नेता हिम्मत न कर पाए। सुप्रीम कोर्ट ने भी उन्हें बड़ी मशक्कत के बाद जमानत दी।

चुनाव आयोग की संदिग्ध भूमिका : संवैधानिक संस्थाओं के क्षरण के मामले में भी इस साल ने पिछले सारे रिकॉर्ड तोड़ डाले। चुनाव आयोग का हाल तो यह रहा कि पिछले सारे चुनाव आयुक्तों की उपलब्धियों पर मुख्य चुनाव आयुक्त सुनील अरोड़ा ने कालिख पोत दी। चुनाव में मोदी और अमित शाह ने बेशुमार पैसे खर्च किए और सेना समेत धर्म तथा जाति का खुलकर इस्तेमाल किया, लेकिन चुनाव आयोग ने कोई कार्रवाई नहीं की। उसने चुनाव की तारीखों का ऐलान भी मोदी की सुविधाओं के हिसाब से किया।

पिछले कई सालों से मीडिया में सभी दलों को उचित स्थान देने तथा पेड न्यूज के खिलाफ कड़ी कार्रवाई करने की कोशिश चुनाव आयोग कर रहा था। इस बार तो कई चैनलों और अखबारों ने सरकार और सत्तारूढ़ दल के मुखपत्र की तरह काम किया, लेकिन आयोग ने कुछ नहीं किया।

सुप्रीम कोर्ट का अयोध्या विवाद पर फैसला : सबसे बुरा हाल रहा सुप्रीम कोर्ट का। इसने अयोध्या विवाद पर एक ऐसा फैसला दिया, जो इतिहास में अपने अजीबोगरीब तर्कों के लिए याद रखा जाएगा। इसने विवादित जगह हिन्दुओं को सौंप दी जबकि बाबरी मस्जिद में रामलला की मूर्ति रखने और मस्जिद को ढहाने को आपराधिक कृत्य माना। हालांकि सुप्रीम कोर्ट के फैसले को मुस्लिम समुदाय ने स्वीकार कर लिया है जिससे दशकों पुराना यह विवाद खत्म हो गया है, लेकिन अपराध करने वालों को विवादित भूमि सौंपने और राम मंदिर बनाने देने के फैसले को न्यायसंगत मानने में लोगों को सदैव कठिनाई होगी।

महाराष्ट्र में शरद पवार की भूमिका : इन तमाम बातों और घटनाओं के अलावा यह साल राजनीति की एक बेमिसाल राजनीतिक घटना के लिए भी याद किया जाएगा। इस घटना के नियंता रहे महाराष्ट्र के बुजुर्ग नेता शरद पवार। उन्होंने शिवसेना जैसी हिन्दुत्ववादी पार्टी को भाजपा की छतरी से बाहर लाकर और मोदी-शाह के कब्जे से राज्य को निकाल लिया।

इसी बीच साल खत्म होते-होते देश के लोगों को धर्म के आधार पर बांटने वाले एक और कार्यक्रम को मोदी सरकार ने अंजाम दे दिया है। नागरिकता कानून में संशोधन और राष्ट्रीय नागरिकता रजिस्टर (एनआरसी) तैयार करने के इरादे ने देश में गृहयुद्ध जैसे हालात पैदा कर दिए हैं। ये हालात संकेत दे रहे हैं कि आने वाले साल में देश की हालत कैसी रहेगी?
