नेहरू ने संयुक्त राष्ट्र सुरक्षा परिषद की स्थायी सदस्यता दो बार ठुकराई

भारत काफ़ी समय से संयुक्त राष्ट्र सुरक्षा परिषद में स्थायी सीट पाने के लिए हाथ-पैर मार रहा रहा है' कम ही लोग जानते हैं कि भारत के प्रथम प्रधानमत्री जवाहरलाल नेहरू ने अपने समय में स्थायी सदस्यता की पेशक़श दो बार ठुकरा दी।

भारत को एक लोकतांत्रिक देश बनाने और 1947 में स्वतंत्रता प्राप्ति के पहले दिन से ही देश में लोकतंत्र की एक पुख़्ता नींव डालने में नेहरूजी के अतुल्य योगदान की जितनी भी सराहना की जाय, कम है। पर, यह भी सच है कि अपने शासनकाल में उन्होंने कुछ ऐसी बड़ी ग़लतियां भी की हैं, जिनकी सज़ा देश को अभी लंबे समय तक भुगतनी पड़ सकती है।

पहली बड़ी ग़लती थी, अक्टूबर 1947 में कश्मीर से पाकिस्तानी आक्रमणकारियों को पूरी तरह खदेड़-बाहर करने के बदले युद्धविराम के लिए संयुक्त राष्ट्र सुरक्षा परिषद में जाना। दूसरी बड़ी ग़लती थी समाजवाद के प्रति अपने झुकाव के कारण चीन को भारत का स्वाभाविक मित्र मान लेना और तीसरी बड़ी ग़लती थी, चीन को खुश करने के लिए, 1950 वाले दशक के प्रथमार्ध में, संयुक्त राष्ट्र सुरक्षा परिषद की स्थायी सदस्यता दिलवाने की अमेरिका और तत्कालीन सोवियत संघ की पेशक़शें ठुकरा देना।

सुरक्षा परिषद की स्थायी सीट का महत्व 

सुरक्षा परिषद संयुक्त राष्ट्र के छह प्रमुख अंगों में से एक है। अंतरराष्ट्रीय शांति और सुरक्षा बनाए रखना उसका मुख्य काम है। उसके पांच स्थायी सदस्य हैं- अमेरिका, रूस, ब्रिटेन, फ्रांस और चीन। इन पांचों में से हर देश के पास ऐसे किसी प्रस्ताव को, जिसे वह पसंद नहीं करता, पारित होने से रोकने का 'वीटो' अधिकार है। 10 और देश, हर दो वर्ष बाद, अस्थायी सदस्यता के लिए चुने जाते हैं। वे किसी प्रस्ताव को पारित होने से रोक नहीं सकते। भारत पिछले काफ़ी समय से वीटो के अधिकार वली स्थायी सदस्यता चाहता है, जो 1950 वाले दशक में उसे मिल सकती थी, पर तब नेहरूजी इसे नहीं चाहते थे।

भारत संयुक्त राष्ट्र का संस्थापक सदस्य है। जनवरी 1942 में बने पहले संयुक्त राष्ट्र घोषणापत्र (चार्टर) पर हस्ताक्षर करने वाले 26 देशों में उसका भी नाम था। 25 अप्रैल 1945 को सैन फ्रांसिस्को में शुरू हुए और दो महीनों तक चले 50 देशों के संयुक्त राष्ट्र स्थापना सम्मेलन में भारत के भी प्रतिनिधि भाग ले रहे थे। 30 अक्टूबर 1945 को भारत की ब्रिटिश सरकार ने इस सम्मेलन में पारित अंतिम घोषणापत्र की विधिवत औपचारिक पुष्टि भी की थी। स्वतंत्रता के बाद भारत को भी संयुक्त राष्ट्र सुरक्षा परिषद की स्थायी सदस्यता दिए जाने की चर्चा हुई थी। हवा का रुख भारत के अनुकूल था, लेकिन स्वतंत्रता मिलने के बाद प्रधानमंत्री जवाहरलाल नेहरू कहने लगे कि भारत से पहले कम्युनिस्ट चीन को सुरक्षा परिषद की स्थायी सीट मिलनी चाहिये। वह इसके अधिक सुयोग्य है।

चीन की सीट ताइवान को मिली थी

चीन उस समय च्यांग काई शेक की कुओमितांग पार्टी और माओ त्से तुंग की कम्युनिस्ट पार्टी के बीच चल रहे गृहयुद्ध के घमासान में उलझा हुआ था। अमेरिका और उसके साथी ब्रिटेन तथा फ्रांस किसी कम्युनिस्ट चीन को सुरक्षा परिषद में नहीं चाहते थे। अतः चीन के नाम की सीट 1945 में च्यांग काई शेक की राष्ट्रवादी चीन सरकार को दे दी गई। दूसरी ओर, गृहयुद्ध में अंततः चीनी कम्युनिस्टों की विजय हुई। 1अक्टूबर 1949 को चीन की मुख्य भूमि पर उन्हीं की सरकार बनी। च्यांग काई शेक को अपने समर्थकों के साथ भाग कर ताइवान द्वीप पर शरण लेनी पड़ी। वहां उन्होंने अपनी एक अलग सरकार बनाई। तभी से ताइवान, कम्युनिस्ट चीन का विरोध करने वाले चीनियों का ही एक अलग देश है।

इन्हीं परिस्थितियों में15 अगस्त 1947 को भारत जब स्वतंत्र हुआ, तो प्रधानमंत्री नेहरू की अंतरिम सरकार को भी सबसे पहले देश के बंटवारे से उपजी उथल-पुथल से निपटना पड़ा। नेहरू ही भारत के प्रथम विदेशमंत्री भी थे। समाजवाद की रूसी और चीनी अवधारणाओं से काफ़ी प्रभावित उनके निजी आदर्श और विचार ही देश की विदेशनीति भी हुआ करते थे। यही कारण था कि चीन में माओ त्से तुंग की कम्युनिस्ट सरकार बनते ही उसे राजनयिक मान्यता देने वाले प्रथम देशों में भारत भी शामिल था। नेहरूजी को आशा ही नहीं अटल विश्वास था कि ‘हिंदी-चीनी भाई-भाई’ ही बनेंगे।

चीन की कम्युनिस्ट सरकार को मान्यता देने के एक ही साल के भीतर, 24 अगस्त 1950 को, नेहरूजी को अपनी बहन विजयलक्ष्मी पंडित का एक पत्र मिला। विजयलक्ष्मी पंडित उस समय अमेरिका में भारत की राजदूत थीं। कुछ समय पहले तक उनका यह पत्र अज्ञात था।

विजयलक्ष्मी पंडित का पत्र

इस पत्र में विजयलक्ष्मी पंडित ने अपने भाई को लिखा था, 'अमेरिका के विदेश मंत्रालय में चल रही एक बात तुम्हें भी मालूम होनी चाहिए। वह है, सुरक्षा परिषद की स्थायी सदस्यता वाली सीट पर से (ताइवान के राष्ट्रवादी) चीन को हटा कर उस पर भारत को बिठाना। इस प्रश्न के बारे में तुम्हारे उत्तर की रिपोर्ट मैंने अभी-अभी रॉयटर्स (समाचार एजेंसी) में देखी है. पिछले सप्ताह मैंने (जॉन फ़ॉस्टर) डलेस और (फ़िलिप) जेसप से बात की थी... दोनों ने यह सवाल उठाया – और डलेस कुछ अधिक ही व्यग्र लगे – कि इस दिशा में कुछ किया जाना चाहिए। पिछली रात वॉशिंगटन के एक प्रभावशाली कॉलम-लेखक मार्क़िस चाइल्ड्स से मैंने सुना कि डलेस ने विदेश मंत्रालय की ओर से उनसे इस नीति के पक्ष में जनमत बनाने के लिए कहा है। मैंने हम लोगों का रुख उन्हें बताया ओर सलाह दी कि वे इस मामले में धीमी गति से चलें, क्योंकि भारत में इसका गर्मजोशी के साथ स्वागत नहीं किया जाएगा।

जॉन फ़ॉस्टर डलेस 1950 में अमेरिकी विदेश मंत्रालय के एक शांतिवार्ता-प्रभारी हुआ करते थे। 1953 से 1959 तक वे अमेरिका के विदेशमंत्री भी रहे। फ़िलिप जेसप एक न्यायविद और अमेरिकी राजनयिक थे, जो नेहरू से भी मिल चुके थे। विजयलक्ष्मी पंडित का यह पत्र और 30 अगस्त 1950 को जवाहरलाल नेहरू द्वारा दिया गया उसका उत्तर कुछ ही समय पहले नयी दिल्ली के ‘नेहरू स्मृति संग्रहालय एवं पुस्तकालय’ (एमएमएमएल) में मिले हैं।

प्रथम प्रधानमंत्री का उत्तर

अपने उत्तर में नेहरू ने लिखा, 'तुमने लिखा है कि (अमेरिकी) विदेश मंत्रालय, सुरक्षा परिषद की स्थायी सदस्यता वाली सीट पर से चीन को हटा कर भारत को उस पर बिठाने का प्रयास कर रहा है।जहां तक हमारा प्रश्न है, हम इसका अनुमोदन नहीं करेंगे। हमारी दृष्टि से यह एक बुरी बात होगी। चीन का साफ़-साफ़ अपमान होगा और चीन तथा हमारे बीच एक तरह का बिगाड़ भी होगा। मैं समझता हूं कि (अमेरिकी) विदेश मंत्रालय इसे पसंद तो नहीं करेगा, किंतु इस रास्ते पर हम नहीं चलना चाहते। हम संयुक्त राष्ट्र में और सुरक्षा परिषद में चीन की सदस्यता पर बल देते रहेंगे। मेरा समझना है कि संयुक्त राष्ट्र महासभा के अगले अधिवेशन में इस विषय को लेकर एक संकट पैदा होने वाला है। (कम्युनिस्ट) चीन की सरकार अपना एक पूर्ण प्रतिनिधिमंडल वहां भेजने जा रही है। यदि उसे वहां जाने नहीं दिया गया, तब समस्या खड़ी हो जायेगी। यह भी हो सकता है कि सोवियत संघ और कुछ दूसरे देश भी संयुक्त राष्ट्र को अंततः त्याग दें। यह (अमेरिकी) विदेश मंत्रालय को  भले ही जंचे, लेकिन उस संयुक्त राष्ट्र का अंत बन जायेगा, जिसे हम जानते हैं। इसका एक अर्थ युद्ध की तरफ और अधिक लुढ़कना भी होगा।'

सोवियत संघ की नाराज़गी 

नेहरू को तत्कालीन सोवियत संघ द्वारा संयुक्त राष्ट्र से मुंह फेर लेने की आशंका शायद इसलिए थी कि सोवियत संघ, जनवरी 1950 से, क़रीब आठ महीनों तक सुरक्षा परिषद की बैठकों का बहिष्कार कर रहा था। ऐसा उसने चीन के गृहयुद्ध में कम्युनिस्टों की विजय, और 1अक्टूबर1949 को वहां उनकी सत्ता स्थापित होने के बाद भी, अमेरिकी दबदबे के कारण संयुक्त राष्ट्र में चीन वाली सीट उसे नहीं मिलने के प्रति अपना विरोध जताने के लिए किया था।

सोवियत संघ में उस समय जर्मनी के हिटलर जैसे ही एक तानाशाह स्टालिन का शासन था। दूसरी ओर, चीन में माओ त्से तुंग की तानाशाही भी स्टालिन की तानाशाही से कम निर्मम नहीं थी। दोनों के बीच मतभेद तब तक आरंभिक अवस्था में थे। 25 जून 1950 को चीन के पड़ोसी और उसी के जैसे कम्युनिस्ट देश उत्तर कोरिया ने, ग़ैर-कम्युनिस्ट दक्षिण कोरिया पर हमला कर कोरिया युद्ध छेड़ दिया। सोवियत संघ द्वारा सुरक्षा परिषद का बहिष्कार उस समय भी चल रहा था। उसकी अनुपस्थिति में उसके वीटो का डर नहीं रहने से अमेरिका ने उत्तर कोरिया की निंदा का प्रस्ताव बड़े आराम से पास करवा लिया।

अमेरिका का भारत की तरफ़ झुकना

भारत भी उत्तर कोरिया द्वारा यु्द्ध छेड़ने का समर्थन नहीं कर सकता था, इसलिए उसने अमेरिका के प्रस्ताव को अपना समर्थन दिया। अमेरिका को यह बात पसंद आई। उसे लगा कि अन्यथा तटस्थता की पैरवी करने वाले नेहरू कम्युनिस्टों के होश ठिकाने लगाने के प्रश्न पर उसके निकट आ रहे हैं। कोरिया युदध छिड़ने से कुछ ही दिन पहले नेहरू दक्षिण-पूर्व एशिया के कुछ देशों में गए थे। वहां कही उनकी बातें भी अमेरिका को अच्छी लगी थीं।

जनसंख्या की दृष्टि से भारत उस समय भी संसार का दूसरा सबसे बड़ा देश था और उसी प्रकार के बहुदलीय लोकतंत्र के रास्ते पर चल रहा था, जैसा अमेरिका भी है। उधर, चीन के नाम वाली सीट पर बिठाया गया छोटा-सा ताइवान एक द्वीप देश था। समझा जाता है कि इन्हीं सब बातों को नापने-तौलने के बाद अमेरिका, सुरक्षा परिषद में ताइवान वाली सीट भारत को दिलवाने का कोई औपचारिक प्रस्ताव रखने से पहले, आश्वस्त होना चाहता था कि भारत भी यही चाहता है या नहीं।
