संयुक्त राष्ट्र सुरक्षा परिषद का अस्थाई सदस्य बनने के बाद भारत को तीन बड़ी कमेटियों की अध्यक्षता मिली है, इसमें तालिबान सेंक्शन, काउंटर टेरेरिज्म और लीबिया सेंक्शन कमेटी शामिल है। सुरक्षा परिषद में इन तीन कमेटियों की अध्यक्षता मिलना ये दिखाता है कि आतंकवाद पर भारत के दृष्टिकोण को अब वैश्विक पटल पर सहमति मिल रही है। संयुक्त राष्ट्र सुरक्षा परिषद का अस्थाई सदस्य बनने के बाद भारत ने एक बार फिर दुनिया को जिहादी आतंकवाद के खिलाफ साथ आने की आवाज दी है, साथ ही दुनिया के सामने आतंकवाद को जड़ से खत्म करने के लिए 8 बेजोड़ फॉर्मूले दिए हैं, इनमें से 3 ऐसे फॉर्मूले हैं जो आतंक की जड़ काटने का काम तेजी से करेंगे।
सुरक्षा परिषद के प्रस्ताव-1373 की 20वीं वर्षगांठ पर विदेश मंत्री एस जयशंकर ने 'आतंकवाद के खिलाफ वैश्विक लड़ाई में एक ऐतिहासिक संकल्प' विषय पर बेहद मजबूती से भारत रुख स्पष्ट किया। एस जयशंकर ने सबसे पहले अच्छे और बुरे आतंकवाद को लेकर कहा कि आतंक से जारी इस लड़ाई में दोहरे मापदंड को छोड़ना होगा। आतंकवादी केवल आतंकवादी है। कोई अच्छा या बुरा भेद नहीं है। पाकिस्तान का बिना नाम लिए एस जयशंकर ने कहा कि, कुछ देश एजेंडे के तहत अच्छे और बुरे आतंकवाद का प्रचार कर रहे हैं, जो वाकई में अपराधी हैं।
आज अच्छे' और 'बुरे' आतंकवाद के बीच का कृत्रिम अंतर विश्व के लिए सबसे गंभीर खतरा बन गया है। जिसे सिर्फ और सिर्फ संगठित अंतरराष्ट्रीय कार्रवाई से ही खत्म किया जा सकता है। भारत ने यह भी साफ किया कि जब तक इस तरह की धारणा रखने वाले देशों खासकर कि पाकिस्तान और उसके आतंकी संगठनों के खिलाफ कड़ी कार्रवाई नहीं होगी, तब तक दुनिया के लिए दावानल बन चुके आतंकवाद को समाप्त कर पाना संभव नहीं है।
आतंकवाद को लेकर एक बड़ा मुद्दा ये भी उठता है कि कार्रवाई करते वक्त अंतरराष्ट्रीय एजेंसियों को किन बातों का ध्यान रखना चाहिए। अपने पांचवे फॉर्मूले में भारत ने कहा कि आतंकी गतिविधि में लिप्त संगठनों, देशों और व्यक्तियों के खिलाफ कार्रवाई निष्पक्ष होनी चाहिए। इसमें धार्मिक या राजनीतिक विचारों को अलग रखना जरूरी है। दुनिया जिस जिहादी आतंक से जूझ रही है उसे कई देश और संगठन वैचारिक साहनुभूति देते रहते हैं। जिसे काफी समर्थन भी मिलता है। ऐसे में ताकतवर अंतरराष्ट्रीय एजेंसियां भी कभी-कभी दबाव में आ जाती हैं, जो कि दुनिया भर की शांति के एक बड़ा खतरा साबित हो सकता है। इसीलिए भारत ने इस फॉर्मूले को बहुत मजबूती से रखा है, ताकि दुनिया में शांति कायम रहे। इतना ही नहीं भारत ने इसमें आगे जोड़ते हुए कहा कि ऐसे देश जो कि आतंक को पालते पोसते हैं उन्हें संरक्षण देते हैं वो दुनिया को आतंक के खतरे में लगातार आगे धकेल रहे हैं।
भारत ने इस दौरान चीन का नाम लिए बिना उसे इशारों ही इशारों में समझा भी दिया और आतंकवाद पर चीन की दोमुंही नीति को एक बार फिर सार्वजनिक किया। इसको इस तरह से समझ सकते हैं कि वर्ष 2018 में चीन ने मुंबई में हुए आतंकवादी हमले को दुनिया के सबसे खतरनाक हमलों में से एक बताया था। वहीं संयुक्त राष्ट्र सुरक्षा परिषद में जैश सरगना मसदू अजहर को वैश्विक आतंकी करार देने के भारत के प्रस्ताव पर तकनीकी रोक भी लगाता रहा। लेकिन चीन की ये चालाकी ज्यादा दिन चल नहीं पाई। भारत को मई 2019 में सफलता मिली, जब वैश्विक दबाव में चीन को झुकना पड़ा।
सुरक्षा परिषद में अपनी बात रखते हुए भारत ने फाइनेंशियल एक्शन टास्क फोर्स (एफएटीएफ) की कमियों को दूर करते हुए उसे और मजबूत बनाने की भी बात रखी। आंतकवाद को खत्म करने पर भारत ने ये सातवां फॉर्मूला दिया। आतंक को पालने वाले देशों पर अगर कड़े आर्थिक प्रतिबंध लगते हैं तो आतंकी संगठनों का अंत तय है, लेकिन पाकिस्तान चीन की मदद से लगातार बचता आ रहा है। एफएटीएफ ने पाकिस्तान को ग्रे लिस्ट में रखा है, लेकिन उसे ब्लैक लिस्ट होने से लगातार चीन बचा रहा है।
साल 2018 में पाकिस्तान को एफएटीएफ ने चेतावनी देते हुए कहा था कि वो आतंकी गतिविधियों को रोकने के लिए 40 में से 32 बिंदुओ पर कार्रवाई नहीं की। एफएटीएफ ने पाया था कि पाकिस्तान ने मनी लॉन्ड्रिंग और आतंकवाद के वित्त पोषण संबंधी 40 अनुपालन मानकों में से 32 का पालन नहीं किया था। जिसके बाद जून 2018 में उसे ग्रे सूची में डाला दिया गया था। अक्टूबर 2018 और फरवरी 2019 में हुए रिव्यू में भी पाक को राहत नहीं मिली थी और फिर एफएटीएफ ने उसे चेतावनी भरे लहजे में कहा कि अगर वो कार्रवाई करने में नाकाम रहा तो फरवरी 2021 में उसे काली सूची में जाने से कोई रोक नहीं सकता।
यहां इस बात को समझना जरूरी है कि पाकिस्तान जब 32 बिंदुओं पर फेल रहा तो उसे काली सूची में डालने के लिए एफएटीएफ को किस बात का इंतजार था। पाकिस्तान लगातार चीन की मदद से कड़ी कार्रवाई से बचता रहा है। अगर एफएटीएफ मजबूती से कार्रवाई करता तो पाकिस्तान बहुत पहले काली सूची में होता। जिसका नतीजा ये होता कि वैश्विक आतंक की पनाहगार बन चुका पाकिस्तान आतंकियों को पाल पोस नहीं पाता जिससे आंतक की जड़े काफी पहले ही कमजोर हो चुकी होती, लेकिन ऐसा नहीं हुआ। पर आगे ऐसा नहीं होगा ये कहना गलत होगा। क्योंकि दुनिया अब पर भारत की बात को गंभीरता से सुनती है।

आज के दौर में जब आतंकवाद गुरिल्ला लड़ाइयों से लेकर स्कूलों के क्लासरुम तक पहुंच चुका है, तो ये जरूरी हो जाता है कि दुनिया भारत के आंतक निरोधी प्लान पर अमल करें। सैमुअल पैटी की हत्या कोई अपराध नहीं था बल्कि एक जिहादी मानसिकता का निर्मम आतंक था। फ्रांस ने ऐसे हत्यारे को आंतकी करार देने में वक्त नहीं लगाया, लेकिन उसी दौर में कई पाकिस्तान, मलेशिया, तुर्की समेत कुछ देशों ने इस घटना की निंदा तक नहीं की। मलेशिया के मोहम्मद मताहिर ने यहां तक कह डाला कि अपमान कर देने वालों को फ्रांसीसी लोगों को मारने और अपना गुस्सा उतारने का पूरा हक है। हालांकि ये ट्वीट बाद में ट्विटर की तरफ से हटा लिया गया, लेकिन तब तक ये दुनिया में जेहादी मजहबी उन्माद को हवा दे चुका था।
अमेरिका में हुआ 9/11 का हमला हो या फिर पिछले यूरोप में हो रहे आंतकी हमले ये बताते हैं कि पश्चिमी जगत समेत तथा समूचे विश्व को आतंकवाद से निपटने के अपने तरीकों पर नए सिरे से विचार करने की जरूरत है। जिसमें भारत सबसे महत्वपूर्ण भूमिका निभा सकता है, क्योंकि दुनिया में जिहादी आतंकवाद से सबसे ज्यादा पीड़ित भारत ही रहा है।
आतंकवादी हमलों का गवाह भारत के धार्मिक स्थल ही नहीं, बल्कि लोकतंत्र का सबसे बड़ा मंदिर यानी संसद भवन भी रहा है। यही नहीं 2008 में एक वक्त ऐसा भी आया था, जब भारत की आर्थिक राजधानी आतंकियों की गोलियों की तड़तड़ाहट गूंज गई थी और प्रमुख इमारतें एवं सड़कें खून से लाल हो गई थीं। जाहिर सी बात है, जिसने आतंकवाद की वजह से मिली पीड़ा को सबसे ज्यादा झेला है, वही मानवता के खिलाफ जारी इस वैश्विक लड़ाई का नेतृत्व कर सकता है। सही मायने में कहा जाए तो भारत की तरफ से दिए गए ये फार्मूले आतंकवाद की जड़ में मट्ठा डालने का काम करेंगे।
