इस समय सारे अधिकार केंद्र सरकार के हाथों में हैं। होना भी चाहिए। परिस्थितियां ही कुछ ऐसी हैं। कब तक ऐसी चलेंगी यह भी पता नहीं है। देश ‘लॉकडाउन-4’ में प्रवेश कर गया है। जनता का एक बड़ा वर्ग मन बना चुका है कि उसे अब चीजों के सामान्य होने या दिखाई भी देने की जल्दबाज़ी नहीं करनी चाहिए। लाखों प्रवासी मज़दूर अभी भी बीच रास्तों पर पैदल ही हैं। वे अपने अगले कदम के लिए किसी का भी मुंह नहीं ताक रहे हैं। दूसरी ओर, अपने हरेक नए कदम के लिए राज्य और केंद्र-शासित प्रदेश दिल्ली के दिशा-निर्देशों की तरफ़ ही अपनी नज़रें टिकाए हुए हैं।
सवाल यह खड़ा हो गया है कि ऐसे में विपक्ष को अपने आचरण के लिए किसके और किस तरह के दिशा-निर्देशों का पालन करना चाहिए? विपक्ष के नाम पर इस समय घरों में बंद जनता के समक्ष जो कुछ प्रकट भी हो रहा है वह उस पार्टी के ही कुछ लोग हैं जिससे कि अभी भारत को मुक्त नहीं किया जा सका है। इस पार्टी का नेतृत्व एक छोटा ‘परिवार’ कर रहा है।
पूछा जा सकता है कि क्या इस कठिन समय में भी सोनिया गांधी, प्रियंका गांधी, राहुल गांधी और उनकी पार्टी के कुछ अन्य सक्रिय लोगों को वह सब कुछ नहीं करना चाहिए जो कि वे करना चाह रहे हैं? मज़दूरों की ‘घर वापसी’ का मुद्दा जब पहली बार उठा तब सोनिया गांधी ने नाराज़गी के साथ कहा था कि अगर सरकार के पास पैसा नहीं है तो कांग्रेस पार्टी अपने पैसे से उन्हें घरों तक पहुंचाएगी। क्या ऐसा कहना ग़लत था? प्रियंका गांधी द्वारा जुटाई गई हज़ार बसें दो दिनों तक उत्तर प्रदेश की सीमाओं पर प्रवेश के लिए रुकी रहीं और उन पर आरोप लगाया जाते रहे कि कांग्रेस नेत्री राजनीति कर रही हैं। क्या प्रियंका कुछ ग़लत कर रही हैं? अब राहुल भी निशाने पर हैं।
देश की वित्त मंत्री आरोप लगा रही हैं कि राहुल गांधी ड्रामेबाज़ी कर रहे हैं। वित्त मंत्री ने ‘दुख’ के साथ कहा कि राहुल ने मज़दूरों के साथ बैठकर, उनसे बात करके उनका समय बर्बाद किया। प्रवासी मज़दूर जब पैदल जा रहे हैं तो बेहतर होगा कि उनके बच्चों या उनके सामान (सूटकेस!) को उठाकर पैदल चलें।
वित्त मंत्री की अपेक्षा के बाद एक ऐसे राहुल गांधी की कल्पना की जानी चाहिए जो एक हाथ से किसी मज़दूर का सूटकेस ‘carry’ कर रहे हैं और दूसरे में किसी बच्चे को उठाए हुए हैं और पैदल चलते हुए उनसे उनके दुःख-दर्द की बातें भी करते जा रहे हैं। इस दृश्य को तब किस ड्रामे और आत्म-प्रचार के लिए ‘फ़ोटो अपारचुनिटी’ का तमग़ा दिया जाता?
राजनीति में एक बड़े वर्ग के लिए यह क्षोभ का विषय हो सकता है कि राहुल गांधी इस समय रघुराम राजन और अभिजीत बनर्जी जैसे विद्वानों से आर्थिक विषयों पर बातचीत कर रहे हैं या किसी न्यूज़ चैनल के लिए लोगों के सवालों के जवाब दे रहे हैं। वे अपनी उस छवि से बाहर आ गए हैं जब उन्होंने मनमोहन सिंह की अमेरिका विदेश यात्रा के दौरान दिल्ली प्रेस क्लब पहुंचकर उस अध्यादेश की प्रति को सार्वजनिक तौर पर ‘बकवास’ बताते हुए फाड़ दिया था जिसे राष्ट्रपति की मंज़ूरी के लिए मंत्रिमंडल द्वारा प्रेषित किया गया था। तब गुजरात के मुख्यमंत्री नरेंद्र मोदी की टिप्पणी थी कि मनमोहन सिंह की ‘पगड़ी’ उछाल दी गई।

प्रधानमंत्री मोदी अगर सार्वजनिक जीवन में अपनी 2014 की आक्रामक चुनावी छवि से सफलतापूर्वक बाहर आकर दुनिया के बड़े नेताओं के बीच जगह बना रहे हैं तो फिर देश की इतनी गम्भीर और योग्य वित्त मंत्री राहुल में एक ‘ड्रामेबाज’ और उनकी पार्टी के नेता ‘पप्पू’ की इमेज ही क्यों देखना चाहते हैं? कोई तो कारण होना चाहिए!
आपातकाल के जमाने में विपक्ष को जेलों में बंद कर दिया गया था और जनता की बोलती बंद कर दी गई थी। आपातकाल के समय जो ‘विपक्ष’ था लगभग वही इस समय ‘सत्ता’ है। अतः इस तरह का कोई संकेत नहीं दिया जाना चाहिए कि इस समय जनता ‘बंद’ है और बचे-खुचे विपक्ष की बोलती बंद की जा रही है।
निश्चित ही वह क्षण सरकार और देश के लिए दुर्भाग्यपूर्ण होता जब दुनिया भर के चैनलों पर बच्चे को गोद में उठाए हुए राहुल गांधी को मज़दूरों का सूटकेस घसीटते हुए बार-बार दिखाया जाता। वित्त मंत्री को वास्तव में तो राहुल गांधी के प्रति धन्यवाद ज्ञापन करना चाहिए कि उन्होंने ऐसा नहीं किया और देश को एक अंतरराष्ट्रीय शर्म से बचा लिया।
