केंद्र सरकार कोरोना काल में विदेशों में फंसे भारतीयों की स्वदेश वापसी के लिए जल-आकाश में मिशन चला रही है। 'वंदे भारत मिशन' चलाकर विदेश में फंसे हजारों भारतीय को वापस लाया जा रहा है, लेकिन देशभर में एक-राज्यों से दूसरे राज्यों में पलायन कर रहे प्रवासी मजदूरों की दिल को झकझोर देने वाली इन तस्वीरों पर उसका ध्यान क्यों नहीं जा रहा है?

भूखे-प्यासे ये मजदूर पैदल ही अपने कंधों पर मासूम बच्चों उठाए सैकड़ों किलोमीटर की दूरी नाप रहे हैं। हजारों की संख्या में पलायन कर रहे ये प्रवासी मजदूर जब अपने शहरों में आएंगे तो इन्हें संभालना स्थानीय प्रशासन के लिए सबसे बड़ी चुनौती नहीं होगा?

देश में कोरोना का गढ बन चुके महाराष्ट्र से हजारों की संख्‍या में ऑटो रिक्शा चालक मध्यप्रदेश की सीमा में आ रहे हैं। लंबा सफर कर ये उत्तरप्रदेश और बिहार जा रहे हैं। जहां कोरोना से लड़ाई में सोशल डिस्टेंसिंग एक बड़ा हथियार है, वहीं प्रवासी मजदूर अपने घर जाने में भेड़-बकरियों की तरह ट्रकों और अन्य वाहनों में बैठे हुए हैं।

केंद्र और राज्य सरकारें इन प्रवासी मजदूरों के प्रबंध के कितने ही दावे करें, लेकिन जमीनी हकीकत सोशल मीडिया पर वायरल हो रहे वीडियो और तस्वीरें बयां कर रही हैं।

कसारा घाट पर गाड़ियों का एक बड़ा रैला नजर दिख रहा है। इसमें टैक्सी, ट्रक, छोटी गाड़ियां और दोपहिया वाहन शामिल हैं। इन गाड़ियों के कारण घाट पर 10 से 15 किलोमीटर तक का लंबा जाम लग गया है।

70 प्रतिशत गाड़ियों में प्रवासी मजदूर दिखाई दे रहे हैं, जिनके आगे लॉकडाउन के कारण रोजी-रोटी का संकट खड़ा हो गया है। इनमें वे टैक्सियां भी दिखाई दे रहे हैं, जो महाराष्ट्र की सड़कों पर दौड़ती हैं। कोरोना काल में इनके आगे भी संकट खड़ा हो गया है।

1947 में आजादी के बाद हुए बंटवारे के बाद पलायन के बाद ऐसे दृश्य राष्ट्रीय राजमार्गों पर दिखाई दे रहे हैं। कोरोना का प्रकोप महाराष्ट्र में सबसे ज्यादा है। महाराष्ट्र में कोरोना के संक्रमितों की संख्या 20 हजार को पार कर चुकी है, ऐसे में एक खतरा यह भी है कि कहीं इन मजदूरों में कोरोना कैरियर न हो, जो अपने शहर और गांव में जाकर कोरोना को फैला दें।

भले ही ये मजदूर नेताओं और पार्टियों के लिए वोट बैंक न हों, लेकिन मानवीयता के आधार पर तो इन प्रवासी मजदूरों के लिए तो राज्य सरकारों को प्रबंध करना चाहिए। अगर समय रहते ठोस कदम नहीं उठाए गए तो प्रवासी मजदूरों के इस पलायन से देश में एक भयानक स्थिति निर्मित हो सकती है।

सोशल मीडिया के जरिए जो तस्वीर सामने आ रही है, वह बहुत भयावह है। हाल ही में एक तस्वीर सामने आई है, जिसमें एक मजदूर पिता एक बच्चे को कंधे पर दूसरे बच्चे को गोदी में लेकर बेबस नजर आ रहा है। बच्चा मूक भाषा में सवाल कर रहा है कि मेरा कसूर क्या है?

हकीकत तो यह है कि एसी और कूलर की ठंडी हवाओं में बैठकर जो फैसले लिए जा रहे हैं, वेे इन बेसहारा मजदूरों के लिए नाकाफी हैं। इन मजदूरों के पेट खाली है, हाथों में पैसे नहीं है और सफर लंबा है। साथ में पत्नी बच्चे और बची हुई गृहस्थी की पोटली बगल में दबी है। सरकार की योजनाएं इन प्रवासी मजदूरों के लिए नाकाफी है।

हालांकि राज्य सरकारें अपने दम पर इन मजदूरों की परेशानियों को हल करने के लिए जुटी है लेकिन ये प्रयास ऊंट के मुंह में जीरे के समान है।

शिवराजसिंह ने दिए निर्देश : मध्यप्रदेश के मुख्यमंत्री शिवराज सिंह ने सड़क पर चल रहे मजदूरों के भोजन के प्रबंध के निर्देश दिए हैं। सिंह ने कहा कि मजदूरों के भोजन के साथ ही उनकी राज्य की सीमा में भेजने की व्यवस्था की जाएगी। सिंह ने कहा कि जिलों के मुख्य मार्गों में कुछ पॉइंट्स बनाए जहां उनके भोजन की व्यवस्था की गई है। सामाजिक संस्थाओं के साथ ही पेट्रोल पंप मालिक भी ऐसे मजदूरों को भोजन आदि की सहायता दें।
