नई दिल्ली। दिल्ली सरकार, दिल्ली के 45 साल से अधिक उम्र के सभी लोगों को अगले 4 हफ्ते के अंदर वैक्सीन की पहली डोज लगा देगी। मुख्यमंत्री अरविंद केजरीवाल ने बताया कि इस लक्ष्य को हासिल करने के लिए आज से 'जहां बूथ, वहां वैक्सीनेशन' अभियान शुरू किया जा रहा है। वैक्सीनेशन सेंटर पर कम लोग आ रहे हैं, इसलिए दिल्ली सरकार ने लोगों के घर-घर जाने का निर्णय लिया है। दिल्ली के सभी वार्डों में स्थित पोलिंग बूथ पर वैक्सीन लगाई जाएगी। लोगों को सेंटर तक लाने के लिए बड़ी संख्या में ई-रिक्शे का इंतजाम किया गया है।
मुख्यमंत्री ने कहा कि आज से 70 वार्डों में शुरू हुए अभियान के तहत बीएलओ की टीम घर-घर जाकर पात्र लोगों को वैक्सीनेशन का स्लॉट देगी और जो वैक्सीन लगवाने से इनकार करेंगे, उन्हें इसके लिए समझाया जाएगा। जब 18 से 44 साल की उम्र के लोगों के लिए पर्याप्त वैक्सीन मिल जाएगी, तब हम इसी तरह से दो बार अभियान चलाकर उन्हें भी वैक्सीन लगा देंगे। मुख्यमंत्री ने अपील करते हुए कहा कि सभी लोग बढ़-चढ़कर वैक्सीन लगवाएं। यही एक तरीका है, जिससे हम अपनी दिल्ली को कोरोना से बचा सकते हैं।

45 साल से अधिक उम्र के 30 लाख लोगों को लगेगी पहली डोज : मुख्यमंत्री अरविंद केजरीवाल ने वैक्सीनेशन को लेकर आज कहा कि 45 साल से ऊपर की उम्र के लोगों के लिए आज से दिल्ली में विशेष अभियान शुरू किया जा रहा है, जिसका नाम ‘जहां वोट, वहां वैक्सीनेशन’ है। इस अभियान के तहत हमारा उद्देश्य है कि अगर वैक्सीन की कमी नहीं हुई। मुझे लगता नहीं है कि वैक्सीन की कमी होगी, क्योंकि 45 साल से ऊपर की उम्र के लिए फिलहाल केंद्र सरकार वैक्सीन उपलब्ध करवा रही है।
अगर वैक्सीन की कमी नहीं हुई, तो इस अभियान के तहत चार हफ्तों में 45 साल से ऊपर की उम्र के हर व्यक्ति को दिल्ली में वैक्सीन लगा दी जाएगी। दिल्ली में 45 साल के ऊपर की उम्र के लगभग 57 लाख लोग हैं। इसमें से 27 लाख लोगों को पहली डोज लगाई जा चुकी है। अभी 30 लाख लोग बचे हैं। इन 30 लाख लोगों को अब पहली डोज लगानी है।
हमने दिल्ली में 45 साल से ऊपर के लोगों के लिए जितने भी वैक्सीनेशन सेंटर खोले हैं, उसमें लोग बहुत कम आ रहे हैं, जिसकी वजह से कर्मचारी काफी समय तक खाली रहते हैं और काफी दवाई बच जाती है। इसी के मद्देनजर यह तय किया गया कि लोगों का इंतजार किए बिना अब हमें लोगों तक जाना पड़ेगा। अब हमें लोगों के घर-घर जाना पड़ेगा। इस अभियान के तहत हम लोगों के घर-घर जाएंगे।
70-70 वार्डों में चलाया जाएगा अभियान : मुख्यमंत्री ने बताया कि इस अभियान के तहत हम लोगों को जाकर कहेंगे कि जहां आप वोट डालने जाते हैं। यह सबको पता है कि वे कहां वोट डालने जाते हैं। जहां आप वोट डालने जाते हो, आप वहीं पर जाइए, हमने आपके वैक्सीनेशन का वहीं पर इंतजाम किया हुआ है। पोलिंग सेंटर घरों के बहुत पास होता है और वाकिंग डिस्टेंस पर होता है, तो लोग बड़े आराम से चलकर वहां पर वैक्सीन लगवा सकते हैं।
दिल्ली में 272 वार्ड हैं और दो विधानसभा ऐसी हैं, जहां पर वार्ड नहीं हैं। अगर मोटे-मोटे तौर पर वहां भी चार-चार वार्ड मान लें, तो यह कुल 280 वार्ड होते हैं। इस तरह, दिल्ली में मोटे तौर पर 280 वार्ड होते हैं। आज से दिल्ली के 70 वार्ड के अंदर यह अभियान शुरू किया जाएगा और हर हफ्ते 70-70 वार्ड के अंदर यह अभियान चलाया जाएगा। इस तरह यह अभियान चार हफ्ते के अंदर यह अभियान पूरा हो जाएगा।
आज अभियान का पहला दिन है। आज जिन 70 वार्ड के अंदर इस अभियान की शुरुआत की जा रही है, वहां के बूथ लेवल ऑफिसर (बीएलओ) को आज प्रशिक्षण दिया जा रहा है। यह बीएलओ अगले दो दिन तक अपने-अपने बूथ में हर घर में जाएंगे। हर घर में जाकर उनसे पूछेंगे कि आपके घर में 45 साल से ऊपर की उम्र के कौन हैं? उनके पास मतदाता सूची भी होगी। इससे भी पता चल जाता है कि 45 साल से ऊपर के कौन हैं?
लेकिन मान लीजिए कि किसी का वोट नहीं बना हुआ है, तब भी उस बूथ के अंदर आने वाले सभी घरों को कवर किया जाएगा। हर घर में जाकर पूछेंगे कि आपके घर में 45 साल से ऊपर के कौन हैं। क्या उनको वैक्सीन लग चुकी है? अगर उन्होंने वैक्सीन नहीं लगवाए हैं, तो बीएलओ उन्हें वैक्सीनेशन का स्लॉट देकर आएंगे कि आप अपने पोलिंग स्टेशन पर इतने बजे आकर वैक्सीन लगवा लीजिएगा। अलग-अलग लोगों को अलग-अलग स्लॉटस मिलते जाएंगे।
जो लोग वैक्सीन नहीं लगवाएंगे उनके पास दोबारा जाएगी टीम : मुख्यमंत्री ने आगे कहा कि जो लोग बिल्कुल ही मना कर देंगे कि हमें वैक्सीन नहीं लगवानी है, तो बूथ लेवल ऑफिसर उनको मनाने की कोशिश करेंगे कि वैक्सीन लगवा लीजिए। कोरोना के खिलाफ यही एक प्रभावी उपाय है। घर-घर केवल बीएलओ ही नहीं जाएंगे, बल्कि इसके लिए दो-दो, तीन-तीन लोगों की टीम बनाई जा रही है। साथ ही हर बूथ लेवल ऑफिसर के साथ सिविल डिफेंस वालंटियर को भी लगाया जा रहा है।

हर एक व्यक्ति के घर पर दो-दो, तीन-तीन लोगों की टीम जाएगी और उनको स्लॉट्स देकर आएगी। आज बूथ लेवल ऑफिसर की ट्रेनिंग हो रही है। कल यह लोग अपने-अपने बूथ के अंतर्गत घर-घर में जाएंगे और परसों के स्लॉट्स देकर आएंगे। ये परसों भी जाएंगे और अगले दिन का स्लॉट देकर आएंगे। दो दिन घूमकर बीएलओ अपना बूथ पूरा कर लेंगे और अगले दो दिन के अंदर उनको वैक्सीन लगेगी। फिर हम यह देखेंगे कि जिन-जिन को हमने स्लॉट्स दिया था, वे सब लोग वैक्सीन लगवाने के लिए आए या नहीं आए।
जो लोग नहीं आए, उनके घर में दोबारा जाएंगे और उनको कहेंगे कि प्लीज आइए, वैक्सीन लगवाइए। अगले दो दिन में उनके घर को पूरा किया जाएगा। इस तरह, 70 वार्ड में पांच दिन की यह साइकिल (चक्र) चलेगी और फिर अगले हफ्ते फिर अगले 70 बोर्ड के अंदर यह अभियान चलेगा। इस तरह से यह पूरी दिल्ली को एक साथ कवर करने का पूरा प्लान बनाया गया है। चार हफ्ते के बाद हम अधिकारिक तौर पर कह पाएंगे कि दिल्ली में 45 साल की उम्र के ऊपर के जो-जो लोग वैक्सीन लगवाना चाहते थे, हमने उनके घर जाकर उनको वैक्सीन लगा दिए।
1 महीने के अंदर लग जाएगी दूसरी डोज : मुख्यमंत्री ने कहा कि हम लोगों ने ई-रिक्शा का इंतजाम किया है। लोगों को घरों से वैक्सीनेशन के लिए पोलिंग सेंटर तक लाने के लिए ई-रिक्शा का पूरी दिल्ली में इंतजाम कर रहे हैं। जो लोग आना चाहेंगे, उनको ई-रिक्शा के जरिए लाया जा सकता है। एक तरह से चार हफ्ते में हम यह कह पाएंगे कि पूरी दिल्ली में 45 साल की उम्र के ऊपर के लोगों को पहली डोज लग चुकी है। इसके तीन महीने बाद केंद्र सरकार के विशेषज्ञ की गाइडलाइन के अनुसार दूसरी डोज लगाई जाएगी।
दो-तीन महीने बाद दूसरी डोज के लिए भी इसी तरह का अभियान पोलिंग सेंटर पर चलाएंगे और दूसरी वैक्सीन भी हम इसी तरह से एक महीने के अंदर पूरी दिल्ली को लगा देंगे। जब हमारे पास 18 से 44 साल की उम्र के लोगों की पर्याप्त मात्रा में वैक्सीन आ जाएगी, तो इसी तरह से पूरी दिल्ली की दो राउंड करके दो महीने के अंदर हम 18 से 44 साल की उम्र के युवाओं को भी वैक्सीन लगा देंगे।
कल से हमारी बूथ लेवल ऑफिसर की टीम एक-एक घर आएगी और ये सब लोग बहुत मेहनत कर रहे हैं। सब लोगों से अपील है जब वे आपके घर आएं तो आप उनका स्वागत भी कीजिएगा और बढ़-चढ़कर वैक्सीन लगवाइएगा, क्योंकि यही एक तरीका है, जिससे हम अपनी दिल्ली को कोरोना से बचा सकते हैं।
