Corona ने पटरी से उतारी कुलियों की जिंदगी, मदद के लिए नहीं बढ़े हाथ

नई दिल्ली। अमिताभ बच्चन की फिल्म ‘कुली’ ने पहली बार मुसाफिरों का बोझ उठाने वाले इस तबके के संघर्ष को सबके सामने रखा लेकिन इतने साल बाद भी कुलियों की जिंदगी नहीं बदली और तीन महीने के लॉकडाउन ने उन्हें रोजी रोटी के लिए मोहताज कर दिया। उस पर विडंबना यह है कि इनकी मदद के लिए कोई हाथ भी आगे नहीं बढ़ा।

देशव्यापी लॉकडाउन के कारण 24 मार्च से रेल बंद होते ही कुलियों की जिंदगी की गाड़ी भी पटरी पर से उतर गई। नई दिल्ली रेलवे स्टेशन पर लौटे करीब दो दर्जन कुलियों के अनुसार ढाई महीने से धेले की कमाई नहीं हुई और अब रेल फिर चलने के बावजूद महामारी के डर से यात्री इनसे कन्नी काट रहे हैं।

इनका कहना है कि ना तो सरकार की तरफ से इन्हें आर्थिक मदद मिली और ना ही किसी संस्था की ओर से राशन पानी। पिछले 40 साल से नई दिल्ली रेलवे स्टेशन पर कुली का काम कर रहे राजस्थान के सूबे सिंह अपने चार बच्चों और पत्नी के साथ पहाड़गंज में किराये के कमरे में रहते हैं।

उन्होंने कहा, ‘चटनी रोटी खाकर गुजारा कर रहे हैं और मकान मालिक ने किराया तक माफ नहीं किया। हमारा तो राशन कार्ड भी नहीं है। उधार पर गुजारा हो रहा है। ऐसा बुरा समय तो पूरी जिंदगी में नहीं देखा।‘

विशेष ट्रेनें चलने के बाद काम की आस में मुरादाबाद से गुरुवार को ही लौटे 60 बरस के शब्बीर अहमद ने कहा, ‘ट्रेनें चल पड़ी तो हम आ गए कि कुछ कमा लेंगे। उधार भी तो चुकाना है लेकिन यहां खाने के लाले पड़ रहे हैं। दिन भर में बोहनी नहीं हुई और जेब में एक पैसा नहीं है। ज्यादातर सवारियां बीमारी के डर से कुली से सामान नहीं उठवा रहीं।

वहीं रायबरेली के चंद्रप्रकाश ने कहा, ‘हमने अपने पैसे से मास्क और सैनिटाइजर खरीदे क्योंकि बीमार पड़ गए तो हमें देखने वाला भी कोई नहीं। दिल्ली से तो कई कुली पैदल ही अपने घरों को निकल गए थे और जो यहां फंसे रह गए, उन्होंने कई दिन फांके काटे। हम मेहनतकश लोग हैं और भीख मांग कर नहीं खा सकते।‘

कोरोना काल से पहले सुबह पांच बजे से देर रात तक दौड़ भाग में लगे रहने वाले ये कुली अब सारा दिन यात्रियों की ओर आस भरी नजरों से देखते रहते हैं। जहां पहले 500 से 700 रुपए रोज कमा लेते थे, वहीं अब 100 . 200 रूपये का काम भी नहीं मिल पा रहा।

उन्होंने कहा, ‘दिल्ली में जितने कुली है, उनमें से करीब 20 प्रतिशत 55 वर्ष से अधिक उम्र के हैं। उनका गुजारा कैसे होगा क्योंकि अभी तो वे संक्रमण के डर से काम पर भी नहीं आ सकते। उन्हें आर्थिक मदद की सख्त जरूरत है।‘

रेलवे की शुरुआत से उससे जुड़ी हर याद का हिस्सा बने लाल वर्दीधारी ये कुली दरअसल भारतीय रेलवे के कर्मचारी नहीं हैं। उन्हें सालाना 120 रुपए फीस की एवज में स्टेशन पर बोझ उठाने का लाइसेंस मिलता है जो पीढ़ी दर पीढ़ी विरासत में मिलता रहता है। रेलवे की ओर से इन्हें साल भर में दो जोड़ी वर्दी और दो महीने का पास दिया जाता है।

उत्तर रेलवे के एक शीर्ष अधिकारी ने कहा, ‘हमने विशेष ट्रेनें चलाये जाने के बाद कुलियों के लिए ही नहीं बल्कि सभी के लिये स्टेशनों पर मुफ्त खाने का इंतजाम किया है। अब एक जून से और ट्रेनें चलेंगी और दिल्ली के लगभग सभी स्टेशन खुलेंगे तो इनकी समस्यायें भी खत्म हो जाएंगी।‘ (भाषा)
