Ground Report : अर्थव्यवस्था बिगड़ी, रोजगार चौपट, अब अपराध बढ़ने का डर...

भारत का पड़ोसी बांग्लादेश भी कोरोनावायरस (Coronavirus) के संकट से जूझ रहा है। उद्योग एवं अर्थव्यवस्था पर नकारात्मक असर पड़ा है। नौकरियां छिनने से लोग सड़क पर आ गए हैं। लॉकडाउन (Lockdown) का असर लोगों की जीवनशैली पर पड़ा है। मार्केटिंग एवं ब्रांडिंग के क्षेत्र में अंतरराष्ट्रीय ख्याति प्राप्त मुंतसिर भुइयां ने कोरोना कालखंड के बांग्लादेश के हालात के बारे में वेबदुनिया से खास बातचीत की। 

भुइयां कहते हैं कि बांग्लादेश ही नहीं पू‍री दुनिया में जीवनशैली में परिवर्तन हुआ है। इंटरेक्शन वर्चुअल हो गया है। खरीदारी ऑनलाइन हो गई है। हमने अपने लिए एवं घर में प्रवेश करने वाली हर चीज के लिए एक उच्च स्तर पर सुरक्षा व्यवस्था विकसित कर ली है। टीवी देखना, ऑनलाइन प्लेटफार्म पर समय बिताना, ऑनलाइन मीटिंग के माध्यम से कार्यालय का संचालन करना दिनचर्या का अंग हो गया है।

बच्चे ऑनलाइन क्लास कर रहे हैं। मित्रों एवं दूर रह रहे परिजनों से जूम एप एवं अन्य माध्यमों से बातचीत कर रहे हैं। कोरोना से बचने के लिए घर पर नियमित व्यायाम, पौष्टिक आहार लेते हैं साथ ही बाहर से लाई चीजों को संक्रमण मुक्त कर प्रयोग में लेते हैं। घर पर ही खाना बनाते हैं। स्वच्छता का पूरा ध्यान रखते हैं। मैं एक प्रायोगिक एजेंसी चला रहा था और हम इंटरेक्शन के आधार पर संचार संबंधी कार्य कर सामाजिक संपर्क बढ़ा रहे थे। कोविड के चलते सभी कार्य रद्द कर दिए हैं। अब ठीक उलट सामाजिक दूरियां रखना पड़ रही हैं।

लॉकडाउन का विरोध : हमने 24 मार्च से लेकर अब तक 67 दिन सेमी-लॉकडाउन में बिताए हैं। लम्बे समय तक अर्थव्यव्स्था के थमने से भी काम पर असर आया है। सरकार अर्थव्यवस्था को पटरी पर लाने के उपाय कर रही है। अभी यहां महामारी का भयंकर प्रकोप नहीं है, लेकिन भविष्य की आशंकाओं को नकारा नहीं जा सकता। सरकार पूर्ण लॉकडाउन करन में असमर्थ थी क्योंकि बहुत से लोग लॉकडाउन के नियमों का पूर्ण पालन नहीं कर रहे थे। 

बांग्लादेश में शिक्षा एवं जागरूकता का स्तर इतना प्रबल नहीं है कि वायरस की गंभीरता को समझाकर सरकार के निर्देशों का पूर्ण पालन करवाया जा सके। मैं कहना चाहूंगा कि यहां पर 60 प्रतिशत आबादी सरकारी नियमों का पालन नहीं कर रही या पालन करने में सक्षम नहीं है। 

मीडिया लोगों को कोविड संबंधी जानकारी नियमित दे रहा है। वहीं दूसरी और सोशल मीडिया पर बहुत अधिक समय व्यतीत करने के कारण लोग फेक न्यूज एवं अफवाहों की चपेट में भी आ जाते हैं एवं गलत सूचनाओं को भी सही मान लेते हैं। सरकार ने नकली पोर्टल, फेक न्यूज आदि की पहचान करने के लिए एक साइबर वॉच सेल भी आरंभ की है। लगभग सभी समाचार पत्र, टीवी चैनल एवं वेब पोर्टल कोविड की पल-पल की खबर साझा कर रहे है। समाचार पत्र अपने ऑनलाइन एवं इलेक्ट्रॉनिक वर्जन पर फोकस कर रहे हैं।

‍निजी क्षेत्र से मांगी मदद : बांग्लादेश में सरकार अकेले हालात से निपटने में सक्षम नहीं है। इसलिए निजी क्षेत्र से मदद के लिए अनुरोध किया है। इसके चलते निजी क्षेत्र की संस्थाएं आगे आई हैं। आने वाले समय में इसके सकारात्मक परिणाम देखने को मिलेंगे। भुइयां कहते हैं कि कोविड-19 ने विश्व के सभी देशों, नागरिकों के आत्मविश्वास को हिला दिया है। किसी को भी अंदाजा नहीं था कि जीवन ऐसा बन सकता है। हमें दुनिया के नेतृत्व और घटनाओं से सबक लेना चाहिए। न्यूजीलैंड में किए गए उपायों का अनुसरण करना चाहिए। 

बढ़ेंगे अपराध : वर्तमान स्थिति को देखते हुए बांग्लादेश की कानून प्रर्वतन एजेंसियों ने अपराध की स्थिति को नियंत्रण करने के लिए चमत्कारिक तरीके से कार्य किया है। कुछ डकैतियों एवं अंतर ग्राम प्रतिद्वंद्विता को छोड़कर अपराध में भारी गिरावट दर्ज की गई है। लेकिन, विशेषज्ञों का अनुमान है कि अगर आर्थिक गतिविधियां कम होती हैं तो अर्थव्यवस्था में गिरावट के साथ अपराधों बढ़ोतरी होगी।

सरकार फूंकेगी उद्योगों में जान : कोरोना ने बांग्लादेश में अर्थव्यवस्था पर बहुत प्रभाव डाला है। इससे 70 प्रतिशत कामकाजी आबादी घर पर बैठ गई है। जो दैनिक कमाई पर निर्भर हैं, उनकी कमाई भी बंद हो गई है। इससे अर्थ का पहिया रुक गया है। उद्योगों में नौकरियों पर बुरा असर पड़ा है। अतिआवश्यक सामान के अतिरिक्त लोगों ने खरीदारी बंद कर दी है। बड़ी कंपनियों में कर्मचारियों की संख्या कम हो गई, वेतन भी कम हुआ है। हालांकि सरकार ने निम्नतम ब्याज पर ऋण के लिए मदद की घोषणा की है। इससे उद्योगों को फायदा हो सकता है। 

बजट में कटौती : कुछ ब्रांड्स के अतिरिक्त सभी कंपनियों ने अपने मार्केटिंग एवं ब्रांडिंग बजट में कटौती कर दी है। ई-कॉमर्स में उछाल है। उद्योग सरकारी सहायता की मांग कर रहे हैं। वहीं मार्केट के खिलाड़ी व्यापार करने के वैकल्पिक तरीकों को खोजने की कोशिश कर रहे हैं। 

पर्यटन को झटका : बांग्लादेश में पर्यटन उद्योग स्थानीय पर्यटन पर निर्भर है। दूसरे देशों में लॉकडाउन के कारण पर्यटन उद्योग को करारा झटका लगा है। होटल, पर्यटन स्थल, ट्रांसपोर्ट सेवाएं एवं हवाई यात्राएं ठप होने से पर्यटन व्यवसाय ठप हो गया है। आने वाले समय में इस व्यवसाय को पटरी पर लाना बहुत ही चुनौतीपूर्ण होगा।  

भुइयां कहते हैं कि हमें सामान्य तरीके से जीना होगा। सामान्य कार्य करने होंगे। अर्थव्यवस्था को क्रियाशील बनाना होगा। इसके लिए स्वास्थ्य सुविधाओं, स्वास्थ्य मानकों, घर पर सुरक्षा एवं कार्यस्थल पर सुरक्षा स्थापित करने के लिए रणनीति बनानी होगी। यहां प्लाजमा थैरेपी का उपयोग भी हो रहा है। परीक्षण केंद्र एवं टेस्ट की संख्या भी बढ़ानी होगी। बांग्लादेश का आपदाओं से निपटने का एक इतिहास रहा है। देश में 100 से अधिक स्वैच्छिक संगठन कार्यरत हैं। अभी जो स्थिति हमारे सामने है, इससे निपटने के लिए हमें सकारात्मक एवं निरंतर नवाचार का पुर्नगठन करना होगा।
