नजरिया: बिहार में मोदी मैजिक ने एनडीए को फिर दिलाई सत्ता !

बिहार विधानसभा चुनावों के बाद सत्ता परिवर्तन के सारे अनुमान गलत साबित हो गए। मंगलवार को मतगणना के प्रारंभिक रुझानों में यद्यपि राजद नीत महागठबंधन को बढत मिल रही थी परंतु यह बढत ज्यादा देर तक कायम नहीं रह सकी और भाजपा तथा जदयू के गठबंधन  ने  महागठबंधन  पर निर्णायक बढत बनाकर तेजस्वी यादव की सारी उम्मीदों पर पानी फेर दिया। भाजपा ने इन चुनावों में अपनी सहयोगी जदयू से अधिक सीटें हासिल करती दिख रही हैं जिनसे इन धारणाओं को बल मिलना स्वाभाविक है कि मुख्यमंत्री नीतिश कुमार की सुशासन बाबू के रूप में लोकप्रिय छवि कुछ हद तक धूमिल हुई है।

दूसरी ओर भाजपा को जो विजय इन चुनावों में मिली है जो यह साबित करती है कि  प्रधानमंत्री नरेंद्र मोदी की  करिश्माई लोकप्रियता का जादू अभी भी बरकरार है। गौरतलब है कि प्रधानमंत्री मोदी ने इन चुनावों में भाजपा के पक्ष में धुंआधार रैलियों को संबोधित किया था और उनकी रैलियों में जुटने वाली अपार भीड से यह संदेश मिलने लगा था कि भाजपा अब  जदयू के साथ अपने गठबंधन में बडे भाई का दर्जा पाने की अधिकारी बन चुकी है यद्यपि भाजपा यह कह चुकी है कि राज्य में राजग की पुन: सत्ता में वापसी होने पर नीतिश ही मुख्यमंत्री होंगे।

राजनीतिक पंडितों के अनुसार भाजपा जदयू से अधिक सीटें मिलने के आधार पर अभी मुख्यमंत्री पद के लिए दावा पेश नहीं करेगी| वैसे अभी  इस संभावना से भी इंकार नहीं किया जा सकता आगे चलकर  नीतिश कुमार स्वयं ही मुख्यमंत्री की भाजपा के लिए खाली कर दें। इन चुनावों में सत्तारूढ राजग ने सत्ता में बने रहने  और विपक्षी महागठबंधन  ने सत्ता हासिल करने के लिए अपनी पूरी ताकत झोंक दी थी। सीटों के बटवारे  में भाजपा और जदयू के हिस्से में लगभग  बराबर सीटों पर समझौता हुआ था। भाजपा ने अपने हिस्से की कुछ सीटें नवगठित व्ही आई पी पार्टी के छोडी थी जबकि नीतिशकुमार अपनी पार्टी को मिली सीटों में से कुछ सीटों पर जीतनराम मांझी की हम पार्टी को एडजस्ट किया था।

महागठबंधन में राजद ही मुख्य घटक था  और कांग्रेस तथा साम्यवादी दल  उसमें  सहयोगी दलों के रूप में शामिल थीं।  चिराग पासवान की लोकजनशक्ति पार्टी इस बार  राजग से अलग होकर चुनाव मैदान में उतरी जिसने अपने उम्मीदवार केवल उन्हीं चुनाव क्षेत्रों में खडे किए थे जो सीटें भाजपा -जदयू के बीच हुए चुनावी  समझौते में जदयू के हिस्से में आई थीं। इसका नुकसान भी जदयू को कुछ सीटों पर उठाना पडा। इन चुनावों में भाजपा के पक्ष में समर्थन जुटाने के लिए प्रधानमंत्री नरेंद्र मोदी,भाजपाध्यक्ष जेपी नड्डा सहित अनेक वरिष्ठ भाजपा नेताओं ने चुनाव रैलियों को संबोधित किया जिनमें जुटने वाली भारी भीड यह संकेत दे रही थी  कि राज्य की जनता में जदयू से अधिक भाजपा के प्रति आकर्षण है। यह इस बात का संकेत था कि जनता प्रधानमंत्री मोदी के नेतृत्व में केंद्र सरकार द्वारा प्रारंभ जन कल्याण योजनाओं से प्रभावित है और वह राज्य में भाजपा और जदयू के गठबंधन को ही सत्ता में देखना चाहती है।

जदयू के पास मुख्यमंत्री नीतिश कुमार के अलावा कोई बडा चेहरा नहीं था। नीतिश कुमार की रैलियों में शामिल पार्टी कार्यकर्ताओं में इस बार कोई उत्साह दिखाई न देने से यह संकेत मिलने लगे थे कि उन्हें इन चुनावों में नीतिश कुमार का जादू पहले की तरह न चलने की हकीकत का अहसास चुनावों के पहले ही हो चुका था। पूरे चुनाव अभियान के दौरान   नीतिश थके हारे नेता के रूप में नजर आए और तीसरे चरण के मतदान के पहले अपनी आखरी रैली में नीतिश कुमार ने वर्तमान चुनावों को अपना आखरी चुनाव बताकर मतदाताओं की सहानुभूति बटोरने के लिए इमोशनल कार्ड भी चल दिया यद्यपि  बाद में वे अपने बयान से पलट भी  गए। 

बिहार में भाजपा के साथ अपनी पार्टी के  गठबंधन में हमेशा बडे भाई की भूमिका निभाने वाले नीतिश कुमार इन चुनावों में अपनी वह हैसियत बरकरार रखने में सफल नहीं हो पाए। चुनावी सभाओं में उनके खिलाफ नारेबाजी भी देखने को मिली। प्रधानमंत्री नरेंद्र मोदी ने इन चुनावों मे भाजपा के पक्ष में धुंआधार  रैलियों को संबोधित किया और वे जनता को यह समझाने में सफल रहे कि अगर राज्य में राजद को सत्ता में वापसी करने में सफलता मिल गई तो राज्य में  जंगलराज का दौर फिर लौटने की आशंका से इंकार नहीं किया जा सकता। युवाओं को  दस लाख नौकरी देने का जो वादा राजद के मुखिया तेजस्वी यादव ने चुनावों में किया था  वह युवा मतदाताओं को इतना  सम्मोहित नहीं कर पाया कि महा गठबंधन सत्ता हासिल करने का सुनहरा स्वप्न साकार करने में सफलता मिलती।

तेजस्वी यादव की सभाओं में जुटने वाली भारी भीड देखकर  यह अनुमान लगने शुरुहो गए थे कि इन चुनावों के बाद राज्य में सत्ता परिवर्तन लगभग तय होना है परंतु चुनाव परिणामों ने अनेक समाचार चैनलों के एक्जिट पोल के परिणामों को गलत साबित कर दिया। तेजस्वी यादव की सभाओं में जुटने वाली भारी भीड  राजद के वोटों  में तब्दील हो जाती तो तेजस्वी यादव राज्य का  सबसे युवा मुख्यमंत्री होने का गौरव हासिल हासिल कर लेते परंतु अब महागठबंधन के सामने अब यही विकल्प बचा है कि वह फिर से विधानसभा  के अंदर विपक्ष की भूमिका स्वीकार कर लें।

बिहार में जब यह तय हो चुका है कि  राज्य में अगले पांच सालों तक भाजपा और जदयू के पास ही सत्ता की बागडोर रहेगी तब यह भी उत्सुकता का विषय है कि अब चिराग पासवान की लोकजनशक्ति पार्टी की क्या भूमिका होगी | चिराग पासवान ने तो चुनाव प्रचार के दौरान यहां तक कह दिया था कि उनकी पार्टी सत्ता में आई तो नीतिश कुमार के कार्यकाल में हुए भ्रष्टाचार की जांच कराएगी और उन्हें जेल भेजने में भी कोई संकोच नहीं करेगी। चिराग पासवान ने एकाधिक बार यह भी कहा कि उन्हें भाजपा का समर्थन प्राप्त  है इसलिए उनने चुनाव में भाजपा उम्मीदवारों के खिलाफ अपनी पार्टी के उम्मीदवार खडे नहीं किए।

अब जब भाजपा और जदयू ने मिलकर विधान सभा में बहुमत हासिल कर लिया है तब  नीतिश कुमार के पुन:मुख्यमंत्री बनने की राह में अवरोध पैदा करने की सामर्थ्य उनमें नहीं है। केंद्र में राजग में रहने में उन्हें कोई आपत्ति नहीं है इसलिए केंद्र में ही वे अपने संभावनाएं खोज सकते हैं। बिहार विधानसभा के चुनाव जितने नीतिश कुमार के लिए महत्वपूर्ण उससे अधिक महत्वपूर्ण भाजपा के लिए थे। भाजपा इन चुनावों को अगले वर्ष पश्चिम  बंगाल में होने वाले विधान सभा चुनावों से जोडकर देख रही थी इसलिए जब प्रधानमंत्री नरेंद्र मोदी  बिहार में भाजपा के चुनाव अभियान की बागडोर संभाले हए थे तब केंद्रीय गृहमंत्री अमित शाह पं.बंगाल में जाकर पार्टी के प्रचार अभियान में व्यस्त हो गए।

बिहार की जीत का उल्लास प.बंगाल में भाजपा के उत्साह को द्विगुणित करेगा। बिहार में भाजपा अब जदयू को जिस तरह जुडवां भाई  बता रही है वह इस बात का संकेत है कि वह नीतिश को अब बडे भाई जैसा महत्व देने के लिए तैयार नहीं है। नीतिशकुमार के ही मुख्यमंत्रूी बनने की संभावनाएं भले ही प्रबल हों परंतु भाजपा अब सत्ता में अपना वर्चस्व कायम करना चाहेगी।  दरअसल इस बार नीतिश कुमार का भारी विरोध होने के बावजूद अगर वे मुख्यमंत्री बनने में सफल होते हैं तो उसमें भाजपा का योगदान महत्वपूर्ण माना जाएगा इसलिए अगर भाजपा में भी राज्य के मुख्यमंत्री पद की महत्वाकांक्षा जाग उठे तो वह आश्चर्य की बात नहीं होगी।
