सोमवार को जयपुर के एक निजी अस्पताल में ज़ीका वायरस से पीड़ित एक महिला ने अपने चौथे बच्चे को जन्म दिया। ये पहली बार है जब जयपुर में ज़ीका वायरस के फैलने के बाद इससे पीड़ित किसी महिला ने बच्चे को जन्म दिया है।
जन्म से पहले बच्चे के माता और पिता काफ़ी घबराए हुए थे। उनकी निगाहें डॉक्टर अंजुला चौधरी पर टिकी थीं। यहाँ तक कि प्रशासन को भी इस बच्चे के जन्म का बेसब्री से इंतज़ार था।
सोमवार की रात जब डॉक्टर ने सिज़ेरियन सेक्शन से जन्मे बच्चे को स्वस्थ्य घोषित किया तो उसके माता-पिता की सारी बेचैनी दूर हो गई। इस पर स्थानीय प्रशासन ने भी ख़ुशी का इज़हार किया।
बाद में डॉक्टर अंजुला चौधरी ने बीबीसी से कहा, "महिला के गर्भवती होने के पहले तीन महीने में अगर वो ज़ीका से पीड़ित हो तो बच्चे पर ज़ीका वायरस का असर होता है। इस महिला को ज़ीका वायरस पॉज़िटिव उस समय पाया गया जब वो बच्चे को जन्म देने के बिल्कुल क़रीब थी।"
200 टीमों का गठन
ये परिवार बिहार से यहाँ आकर बसा है। बच्चे के जन्म पर परिवार में और भी अधिक ख़ुशी इस बात की है कि तीन बेटियों के बाद उनके यहाँ एक बेटे ने जन्म लिया है। जयपुर में ज़ीका वायरस से फैली दहशत के बीच इस बच्चे के जन्म को एक बड़ी ख़बर के रूप में देखा जा रहा है।
शहर में 29 ज़ीका पीड़ितों में से तीन के गर्भवती होने की सूचना है और उन्हें स्वास्थ्य अधिकारी रोज़ मॉनिटर कर रहे हैं। ज़ीका वायरस ज़्यादातर मच्छरों से फैलता है। लेकिन ये संक्रमण यौन संबंधों से भी फैलता है।
गर्भावस्था के पहले तीन महीने में अगर महिला ज़ीका वायरस से पीड़ित हो जाए तो पैदा होने वाले बच्चे के मानसिक विकास में रुकावट आ सकती है। बच्चे का सिर छोटा हो जाता है और इसका फ़िलहाल कोई इलाज भी नहीं है।
जयपुर में केंद्रीय स्वास्थ्य मंत्रालय की एक टीम की मदद से राज्य सरकार ज़ीका वायरस को फैलने से रोकने की पूरी कोशिश में जुटी है। स्वास्थ्य मंत्री काली चरण सराफ़ ने बताया कि राज्य भर में 200 टीमों का गठन किया गया है जो उन सभी इलाक़ों में जाकर लोगों को ज़ीका से बचने की जानकारी दे रही हैं जहाँ ये वायरस फैल सकता है।
ख़ास टारगेट महिलाएं
केंद्रीय स्वास्थ्य मंत्रालय और राजस्थान सरकार का दावा है कि उन्होंने मिलकर ज़ीका वायरस को फैलने से रोकने के लिए कड़ा अभियान शुरू किया है। इस अभियान का ज़िक्र करते हुए राज्य के स्वास्थ्य मंत्री सराफ़ कहते हैं, "हमने सभी अधिकारियों को ये आदेश दिया है कि युद्ध स्तर पर ज़ीका वायरस का मुक़ाबला किया जाए।"
बुधवार को ज़ीका का कोई नया मामला सामने नहीं आया जिससे प्रशासन को थोड़ी शांति मिली है। लेकिन अभी ब्लड सैंपल लिए जा रहे हैं। उनका नतीजा आने के बाद ये संख्या 29 से बढ़ भी सकती है।
'मच्छर पनपेगा जहाँ, ज़ीका फैलेगा वहाँ'। ये एक सरकारी पर्चे पर बड़ा-बड़ा लिखा हुआ है। इस तरह के पर्चे घर-घर में बांटे जा रहे हैं। प्रशासन के अभियान की ख़ास टारगेट महिलाएं हैं।

अब तक कितना असर
जयपुर का शास्त्री नगर मोहल्ला ज़ीका वायरस से सबसे अधिक प्रभावित है। अब तक सामने आए 29 में से 26 मामले यहीं के हैं। इस मोहल्ले के तीन किलोमीटर के दायरे में स्वास्थ्यकर्मी फैले हुए हैं और लोगों को ज़ीका से बचने के तरीक़े बता रहे हैं।
राज्य और केन्द्र सरकार के स्वास्थ्य अधिकारियों से बनी एक बड़ी टीम ने मोहल्ले के मुहाने पर एक कैंप लगाया है जहाँ से हर सुबह अधिकारी कई टुकड़ों में अलग-अलग इलाक़ों में जाकर लोगों के ब्लड सैंपल ले रहे हैं। यहाँ कई लोग हैं जिनमें ज़ीका वायरस के लक्षण दिख रहे हैं।
इस अभियान का लोगों पर अब तक कितना असर हुआ है?
इसके जवाब में शास्त्री नगर की कई महिलाओं ने कहा कि अधिकारी आए थे और वो सफ़ाई रखने की सलाह दे गए। लेकिन मोहल्ले के ज़्यादातर लोगों ने खुली नालियों और कूड़े के ढेर की तरफ इशारा करते हुए कहा कि प्रशासन उनके इलाक़े की सफाई नहीं करता।
इन मोहल्लों में आबादी घनी है और अधिकतर मकान कच्चे हैं। यहाँ लोग गंदगी के बीच रह रहे हैं। पास ही में कूड़े के ढेर से भरा एक मैदान है जहाँ सुअर और दूसरे जानवर चुगने आते हैं। इसी के पास मोहल्ले के बच्चे खेलते हुए भी नज़र आते हैं।
वायरस आया कहाँ से
इसी मोहल्ले के एक शख़्स ने कूड़े के पहाड़ से सटी एक इमारत की ओर इशारा करते हुए कहा कि वो सरकारी स्कूल है जहाँ बच्चे गंदगी के कारण जा भी नहीं पाते। हालाँकि प्रशासन की प्राथमिकता ज़ीका वायरस से युद्ध करने की है, लेकिन यहाँ के लोगों के अनुसार अगर इन मुहल्लों में सफाई नहीं कराई गई तो वायरस के फैलने का ख़तरा बना रहेगा।
वहीं सरकार के लिए ये पता लगाना भी ज़रूरी है कि ये वायरस आया कहाँ से। स्वास्थ्य मंत्री सराफ़ ने कहा कि ये वायरस बाहर से आया है और उन्होंने ये भी स्वीकार किया कि इसका सुराग़ अब तक उन्हें नहीं मिला है।
बिहार-यूपी में अलर्ट
पिछले साल अहमदाबाद में ज़ीका वायरस के तीन मामले सामने आए थे। गुजरात सरकार इसे तुरंत रोकने में सफल रही। ज़ीका वायरस के मामले 30 देशों में पाए गए हैं। तीन साल पहले ब्राज़ील में इससे सैकड़ों लोग पीड़ित हुए थे।
जयपुर के पीड़ितों में किसी ने विदेश की यात्रा कभी नहीं की। ऐसे में डॉक्टरों की एक राय ये भी है कि ये वायरस देश के दूसरे इलाक़ों से यहाँ आकर बसे लोगों के कारण फैला है। उन्हें चिंता इस बात की है कि इन प्रवासियों से ये वायरस कहीं दूसरे राज्यों में भी न फैल जाए।
जयपुर में रहने वाला बिहार का एक व्यक्ति ज़ीका वायरस से पीड़ित होने के बाद अपने गाँव लौट गया था। बिहार और उत्तर प्रदेश के हज़ारों मज़दूर यहाँ रहते हैं। शायद इसीलिए उत्तर प्रदेश और बिहार की सरकारें भी अब हाई अलर्ट पर हैं।
